When the record management faces to the information environment, the practices based on self-judgment needs more open and considerate policies. New viewpoint that treat records as information and treat information as records will produce new mutual-conscious behavior that create records based on the value of information usage and maintain information data based on the reliability as an record. As the internal aspect how to create records well, how to transfer them well, and how to archives them well used to be the focus of record management, existing legislation, guidelines, and training seem to be mainly related to this front steps. We should also address issues according to the succeeding information services, including opening to the relevant, sharing, duplicating, information security, privacy protection, and constructing collections with continual supplement. This paper observe the confusion of the viewpoints in the recent reports, explain the need of fusion viewpoint, and suggest interconnecting feedback cycle between record management system and general information system.

The National Archives of Korea (NAK) operates the NAK Portal as a record search system. However, user search satisfaction is too low, and the number of visitors to the portal is gradually decreasing. This study identifies the portal's issues, proposes feasible improvements, and constructs a pilot system to validate the solutions. The preliminary assessment revealed six major issues, such as poor search tool performance and the lack of consistency in search results. After clarifying the improvement measures, a pilot system was established and compared with the National Records Portal. The evaluation showed significant performance improvements in the pilot system, such as Precision, Recall, and Mean Reciprocal Rank (MRR).

The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.

Many Korean schools are in danger of closure because of a decreasing school-age population, and cases of consolidation of educational institutions in the local community are on the rise. A number of educational records, particularly educational administrative artifacts (hereafter "Edu Artifacts"), are accordingly in danger of disappearing. Despite their historical, cultural, and educational value, systematic management is far from satisfactory. This study thus examines the characteristics of Edu Artifacts from the archival and cultural heritage perspectives and compares standard records management system, special type records management system, and historical manuscripts management system, which are currently used in public institutions, to see what is required to manage them effectively. By analyzing the Edu Artifacts possession status and management system of J University of Education, This study intends to verify the research outcome's effectiveness by presenting the essential functions of the management system of Edu Artifacts and the corresponding menu structure.

In 1999, "Records management of public instituition Act" was enacted. Since then, records management system has been developed, but the level of records management is still low in reality. This article is to present suggestions in policy of national records management. To flourish national records management, 'governance' should be performed during policy propulsion and National Archives of Korea should be politically neutral and independent. In addition, records management system needs to be wide-spread, many different archives should be established, also archives should have archivists. Not only that, managers of archives need to cooperate and thrive with autonomy, decentralization of authority, and solidarity.

현재의 병원 전산 시스템은 각 병원의 자체 전산화 구축으로 인하여 각 개인의 진료기록 및 처방전 등 개인의 신상 자료가 한 병원에 국한되어 있고 타 병원 및 공공기관에서의 진료기록 필요시 진단서를 발급해야 하는 불편함이 초래하고 있다. 이에 본 논문에서는 개인의 신상 기록 및 진료기록 통합 시스템을 제안한다. 제안된 방법은 통합데이터베이스 서버를 구축하고 각 병원 및 약국에서는 전용선을 통하여 접속함으로서 개인의 진료기록 및 처방전을 각 병원과 약국에서 공유할수 있게 되어 병원관리의 투명성과 신뢰성이 제고된다.

현재와 같이 처리해야 할 데이터가 폭주하는 상황에서 대부분의 시스템은 자료 저장을 위해 데이터베이스를 사용하지만, 누적되는 데이터 관리를 위해 빈번한 문제가 발생한다. 이때 대부분의 시스템들에서는 상용버전의 데이터 백업 시스템이나 이중화 시스템 등을 두어 여러 곳에 분산 배치함으로써 데이터 보관의 안전성을 도모한다. 실제 모든 데이터베이스 시스템들은 데이터를 레코드에 기록할 때 마다 고유의 로그기록을 남겨놓게 되어있다. 로그기록들은 결국 아카이브 형태로 저장되는데, 그전에 실시간으로 로그를 남기는 과정을 거치게 된다. 본 논문에서는 현재 많은 기관 및 단체에서 사용하는 오라클 데이터베이스를 기본으로 하여, 실시간으로 로그기록을 저장하게 되는 리두 로그(Redo-Log) 파일에 대하여 알아보고, 로그기록의 절차 및 응용 가능성에 대하여 보여준다.

With the development of information technology, users can freely search records and archives without the involvement of archivists. However, existing records retrieval systems show only partial search results, which do not consider the users' intention. To overcome this problem, semantic web technology is being developed, and the International Council on Archives (ICA) is working to develop RIC (Records In Context), a new archival description standard, which reflects the trend. The conceptual model for archival description and its ontology of RIC are the basis for implementing semantic-based retrieval. In other words, it is necessary to consider the viewpoint of the users on how the records retrieval based on meaning should be designed and provided. Therefore, this study selected three cases of systems, which are built as semantic web technology, and conducted interviews of the users for the evaluation of the systems based on user experience. This study proposes the kind of interface that can be implemented for the ontology-based record retrieval system.
