An Evaluation of the Standardization of Records Management (준현용 기록관리 표준화의 평가)

  • In 2005, the National Archives of Korea (NAK) set up the Records Management Standards Plan in the process of public records management innovation and released 55 standards and guidelines based on this plan. This study is to evaluate the standardization for records management so far with a critical view and suggest implications for rebuilding standardization strategies. For evaluation, it analyses records management standardization policies and the status of standard development through NAK's standardization policy documents and interviews records managers in central government agencies via e-mail. The categories of evaluation are the selection for the standardization areas, the quality of standard content, the standardization procedures, and the policies for sustainable standardization. It evaluates qualitatively with criteria set up in each category and then suggests some recommendations for the improvement of records management standardization.

Historical Observation and the Characteristics of the Records and Archives Management in Korea (한국 기록관리의 사적 고찰과 그 특징)

  • This paper introduces the characteristics of the records and archives management of Korea from Joseon dynasty to now. This paper also explains historical background of making the records and archives management in Joseon dynasty. This paper introduces the process of establishment of modern records management system by adopting records management system and public administration of USA after liberation in 1945. The Joseon bureaucrats established systematic methodologies for managing and arranging the records. Jeseon dynasty managed its records systematically since it was a bureaucratic regime. It is also noticeable that the famous Joseonwangjosilrok(Annals of Joseon dynasty) came out of the power struggles for the control of the national affairs between the king and the nobility during the time of establishment of the dynasty. Another noticeable feature of the records tradition in Joseon dynasty was that the nobility recorded their experience and allowed future generations use and refer their experiences and examples when they performed similar business. The records of Joseon period are the historical records which recorded contemporary incidents and the compilers expected the future historians evaluate the incidents they recorded. In 1894, the reformation policy of Gaboh governments changed society into modernity. The policy of Gaboh governments prescribed archive management process through 'Regulation(命令頒布式)'. They revised the form of official documents entirely. They changed a name of an era from Chinese to unique style of Korean, and changed original Chinese into Korean or Korean-Chinese together. Also, instead of a blank sheet of paper they used printed paper to print the name of each office. Korea was liberated from Japanese Imperialism in 1945 and the government of Republic of Korea was established in 1948. In 1950s Republic of Korea used the records management system of the Government-General of Joseon without any alteration. In the late of 1950's Republic of Korea constructed the new records management system by adopting records management system and public administration of USA. However, understanding of records management was scarce, so records and archives management was not accomplished. Consequently, many important records like presidential archives were deserted or destroyed. A period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). The first distinctive characteristic of Participation Government's records management is that it implemented governance actively. Another remarkable feature is a nomination of records management specialists at public institutions. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea.

Building the Outlier Candidate Discrimination Training Data based on Inventory for Automatic Classification of Transferred Records (이관 기록물 분류 자동화를 위한 목록 기반 이상치 판별 학습데이터 구축)

  • Electronic public records are classified simultaneously as production, a preservation period is granted, and after a certain period, they are transferred to an archive and preserved. This study intends to find a way to improve the efficiency in classifying transferred records and maintain consistent standards. To this end, the current record classification work process carried out by the National Archives of Korea was analyzed, and problems were identified. As a way to minimize the manual work of record classification by converging the required improvement, the process of identifying outlier candidates based on a list consisting of classified information of the transferred records was proposed and systemized. Furthermore, the proposed outlier discrimination process was applied to the actual records transferred to the National Archives of Korea. The results were standardized and constructed as a training data format that can be used for machine learning in the future.

A Study on the Formation of the Early Soviet Archival System: With the Incarnation of the Kalachov's Archival Theories (소비에트 초기 기록관리제도 형성과정 연구 - 칼라초프 개혁이론의 정책화과정을 중심으로 -)

  • The goal of this paper is to review the process of formation of the Early Soviet Archival System with a focus on the incarnation of the Tsar Russian System and Theories. Most of the western researchers take the uniqueness of the Soviet Archival System for granted and regard it as a Soviet Invention. However in this paper, researcher tries to find the archaic form of the Soviet system in the Kalachov's archival theories in the late 19th century. In the main body of this paper, researcher tries to reveal the whole feature of the Kalachov's theories, then, compares them with the Soviet System including 'Glavarkhiv.'

Directions for Improving National Records Management Standards (국가 기록관리 표준 정비의 방향)

  • Some innovative strategies are being strongly promoted in records management system and institution of administrative agencies in Korea. To stabilize and institute these strategies, it is essential to improve the standards as well as legislations in the area of records management. The purpose of this study is to guide what kinds of standards to be developed and maintained, and to recommend some promoting principles and strategies. This study compares and analyzes international and foreign national standards to come up with improved standards in the national records management innovations. Four categories of standards are set for clearer explanation; national records management(KS ISO 15489), electronic records management, records management metadata, and others. Finally it suggests the promoting principles and strategies based on the analyses of the standard policies in USA and UK.

A Study on Records Management of Local Public Enterprises in Busan Metropolitan City (지방공기업의 기록물 관리에 관한 연구 - 부산광역시를 중심으로 -)

  • The purpose of this study is to examine the present conditions and to raise several points on the records management of the local public enterprise. On the basis of these finding we shall offer remedies to raise the efficiency of records management. Five local public enterprises under the umbrella of Busan Metropolitan City were selected. They supplied a general picture of the actual management status of public records. To improve the task of records management in local public enterprises, certain topics need to be addressed. Local Government should emphasize the importance and necessity of records management to all the staff of the local public enterprises. And the local autonomous entities and National Archives & Records Service should impose a duty on the records management of public enterprises and supervise it regularly.

2013 Records Regime Issues and Prospects for Public Records Management in Korea (한국 공공기록관리의 쟁점과 전망 2013년 기록관리체제를 위하여)

  • The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.

A Case Study on the Improvement of Nonelectronic Records Management System for University Archive (대학기록관의 비전자기록관리시스템 개선사례 연구)

  • With the enactment of the "Public Records Management Act" in 1999 and its revision in 2020, a records management system was established in the domestic public institutions. However, as the focus is on the management of public records, there are difficulties in managing the historical records of the university archives controlled by the nonelectronic records management system. To overcome these difficulties, this study looked at the case of Pusan National University Archives, which attempted to improve the function of the nonelectronic records management system using the "University Innovation Support Project." In particular, it is a case in which the function of the nonelectronic records management system was improved, catalogs reflecting the characteristics of resources were produced, and then the shelves were organized. It is hoped that the improvement of the nonelectronic records management system in Busan National University Archives will provide a positive direction for related organizations facing similar difficulties in the future.

An Exploratory Study to Find the Education Service Direction of Records Managers and Archivists' Professional Associations: Focusing on the Korea Association of Records Managers and Archivists (기록관리 전문가단체의 교육 서비스 방향 모색을 위한 탐색 연구: 한국기록전문가협회를 중심으로)

  • This study aims to identify the current situation and core competencies of records managers and archivists through an in-depth interpretation of the perception and its meaning behind their experiences and, based on them, to seek the educational service directions of professional organizations. As a result of qualitative data analysis using interpretive phenomenological research method, this study identified three categories of field needs, core competencies, and educational service directions, as well as 10 super-topics, 30 sub-topics, and 82 semantic units. Based on this, this study has suggested the educational service directions of professional organizations, such as the provision of opportunities to secure external driving forces for work innovation, the provision of learning opportunities for communication and public discussion among institutions, and the provision of new partnerships and practical learning opportunities. This study is meaningful in having derived the main educational service directions that professional organizations should focus on and support by identifying the current situation and core competencies of records managers and archivists.

A Study on Development Directions for Public Archival Information Service (공공기록물 정보서비스 발전방안에 관한 연구)

  • Archival organizations have been evolving to varying users' needs. The main functional focus of earlier archival organizations has inclined to collection and preservation of data, but their current interests expand to utilization of the data collected. Therefore, today's archival organizations endeavor to procure user-oriented archival information service. This study highlights the programs initiated in last two years by 'Service Innovation Team', a special task force of National Archives of Korea organized in 2005, and presents comparative analysis of those programs with respect to the existing archival systems of National Archives and Records Administration of USA and The National Archives in UK. Additionally, the study, while emphasizing the importance of enlarging and diversifying service programs as well as promoting public awareness over archive resources, introduces the service standards of advanced nations as benchmarks for future archival service policies of pertinent organizations.
