As information disclosure is actively requested, loopholes of the government's Records Management System have exposed. Important documents of government have been disposed, lost, and closed to the public by the reason that they are 'classified'. This study starts from the recognition of these problems. Researches on classified records are necessary to reveal the historical truth. The purpose of this study is to examine the organization of Records Management System and the management of classified documents of the government institutions. Through the analysis of actual condition of classified records management, it is found that the classified records management is poorly implemented in Korea. This study especially deals with the classified records management system in special records management institutions such as legislative, judiciary, and military agencies. Though this study deals with a specific part of government, it may contribute to improvement of classified records management in government as a whole.

Although Korea's records management has achieved administrative development not only in private companies but also in public institutions, administrators and employees still lack awareness in records management. Nevertheless, knowledge management has been studied for a long time as a pillar of administration. Thus, this study compared and analyzed the records management process suggested in ISO 15489-1:2016 and the knowledge management process. In addition, by comparing and analyzing the records management components suggested by ISO 30301 and those of knowledge management suggested by ISO 30401, it was confirmed whether records management could be an axis of management similar to knowledge management. Moreover, an integrated model of records management and knowledge management was presented based on the comparative analysis of processes and management elements, and its implementation was presented from administrative and information governance perspectives.

In the digital information environment records have an even closer relationship with business processes and become a core element of organizations' managerial activities. In practice, management is represented as congregation of business outcomes. The importance of records management is increasingly emphasized in terms of organizations' compliance, knowledge-management and risk management. However, there is currently no academic discussion on a between records management and managerial activities. In this context, the study has the notion that this should be defined and acknowledged for public institutions' effective records management. Based on the Malcolm Baldrige Model and ISO 15489, the study discusses a close between records management and management quality. The records management elements of the Malcolm Baldrige model and the managerial quality elements of ISO 15489 were analyzed. Based on the analysis, both common and neglected elements were explored in terms of records management.

This study investigates the importance of records management for local festivals by focusing on the Chunhyang Festival, one of Korea's oldest regional festival still in existence. This study analyzes the current conditions of records management to indicate problems and offer measures of importance. The results of this study showed the following problems. First, the absence of public-private partnerships and the lack of a stable commission. Second, the absence of ordinances for festival public records management. Third, the absence of systematic document management. Finally, absence of an expert records researcher and the absence of a records archive. Therefore, the study floated for an overall management method for the Chunhyang Festival records.

Organizations always face the risk of litigation; thus, they should actively prepare for it. In particular, public enterprises must respond to lawsuits carefully to avoid any management risk and possible damage of publicity. Given this, this study aims to identify the relationship between efficient litigation response and record management, determine problems related to record management while utilizing records as evidence, and propose measures to improve record management that uses records as legal evidence. For records to be deemed as legal evidence, RMS is essential to ensure authenticity. Moreover, the ability to secure potential evidence and awareness of the importance of records management needs to be validated. The Commission also stressed the importance of cooperation between archivists and the legal team to efficiently respond to lawsuits.

Electronic records produced by central administrative agencies are transferred to the National Archives of Korea. In the absence of defects or errors in electronic records, it is a proof that the government's electronic records management system is operating normally. Various problems have been found in this process, and there still remain problems to be solved. At the heart of it is a standard records management system, which has been continuously improved. In this paper, I introduce the functional improvement of the record management functions of the standard records management system. Among them, the important matters describe the background and reason for the improvement. In addition, the direction of development of the standard records management system was examined in terms of recognition conversion of recordkeepers, strengthen collaboration between recordkeepers and developers, improving records management metadata quality, linking related systems, automating records management, and IT environment change.

Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

Currently, an implementation plan of administrative information dataset record management has been prepared; however, analyzing the specificity of various administrative information systems and preparing a reasonable level of management reference table by applying about 1.3% (EA portal registration system: 16,199, consulting system: 214) has its limitations. This study started by recognizing the importance of the records management environment in administrative information datasets. Based on the described information, the current records management environment was analyzed by dividing the six areas of the management reference table of the picture archiving and communication system (PACS) into three groups. Thus, a systematic environmental improvement model was proposed, enhancing the effectiveness of dataset records management in the field. Although there is a limitation in analyzing one of the dataset records management environments of various institutions, it is intended to help broaden the horizons of records management research.

This study presents the problems in the records management of special project teams at J University. Methods for the improvement plan were also proposed in this study. To achieve these objectives, five special project teams from J University, which were supported by the Ministry of Education, were selected. To collect relevant information, twelve staff members and experts were then interviewed. The records produced by the projects should be managed as evidence of the project evaluation and transparent budget execution. Proper management can be a good material for research. However, the management of project teams is vulnerable in comparison with the records of other universities. The main reason is that although the project team produces various types of records, it has not been recognized as the Department of Processing. Another reason is that the project teams are temporary institutions and do not possess authority over the entire project process. To solve the aforementioned problems, this study proposes improvement plans in the following aspects: institutional, cognitive, administrational, and systemic. In the institutional and cognitive aspects, policy and regulation were set up. In the administrational aspect, the relation and role of each element were defined. In conclusion, the plans for building the Combined Archives System were suggested. In addition the methods on how to connect with the KORUS-which will be introduced in 2017-and the system currently being used are proposed.

This study aims to examine the change of awareness on presidential archives and records before and after impeachment by analyzing user frames. To achieve the goal of this study, prior studies of frame analysis were reviewed, and tweets of presidential archives and records before and after the impeachment were collected. This study conducted an analysis of Twitter and news extracted from Twitter using user frames and determined the differences between each frame over time. Afterward, five frames were set up to be used for the research through prior research and Twitter network analysis; changes in frames over time were examined by analyzing Twitter and news extracted from Twitter. Through such frame analysis, changes in the frame of presidential archives and records before and after the impeachment were examined, changes in public perception of presidential archives and records were identified, and areas of interest were determined. This study is significant as it identified changes in the public perception of presidential archives and records as well as in the areas of interest for the general public.
