  • The objective of this research is to search for measures to properly respond to the greatly increasing demands of complex information disclosure. At present, South Korea makes the deployment of records managers at public institutions mandatory through the Records Act. Records disclosure goes beyond simply deciding on the revelation and private usage of records, and requires the professionalism of institutions such as task knowledge and law-related knowledge. However, most records managers lack professionalism in the task of records disclosure despite achieving such in their regular work of managing records. As a countermeasure for such issues, this research is proposing the introduction of a series of exclusive charges in records disclosure named the Government Information Specialist, which professionally manages the records disclosure of the US government. In addition, to understand the demand of such, surveys and interviews of records managers who undertake both records management and records disclosure tasks at a South Korean public institution was also conducted.

Production of document-type records is mainly focused on approval documents, so it does not cover various types of records. In a changing environment such as the production of new digital types of records, the emergence of various collaboration software and work systems, and remote work, it is necessary to think about the direction the government work management system will go. This study investigates business systems and utilization methods of competitive companies, analyzes the usage status of On-Nara 2.0, a government business management system, and conducts interviews with business managers. And the purpose is to analyze what kind of difference there is. In addition, we would like to suggest improvement functions and policy directions to respond to digital innovation and improve job accountability and efficiency.

  • Investigations have been started to set the modern history and national spirit to rights after Commissions were established. Those Commissions are established and operated with time limit to finish its own missions. They creates three kinds of records as acquired materials which acquired or are donated for investigation; investigation records as investigation reports; and administrative records that created while supporting organization's operation. The Commissions use more past records to do special tasks asnation's slate clean and uncovering the truth than other agencies. In other words, the commissions take the most advantages of well-managed records, however, their record management environment and operation systems are relatively loose than other permanent machineries. It has three reasons that; first, there is no record management regulations and criteria for machineries that have time limit. This affected each commissions 'systems and 6 Truth Commissions' record management systems are built separately and on the different level; Second, members lack responsibility from frequent sending, reinstatement, change, and restructuring and that makes troubles to produce and manage records; Third, central archives pay less attention to machineries that operated limited period as the truth commissions. The Commissions rather need more systematic control because its records have historical value. To solve these problems, record management regulations have to be prepared first with features of organizations running limited time and commissions' records as acquired materials or investigation records. Furthermore, building up standard record management system for the Commissions, standardizing transfer data, imposing professional record personnel, and setting limits frequent personnel changes would finish practical problems. Besides, those records created to reveal the truth should use for education and research because Truth Commissions are established to set unfortunate history right and not to repeat it again. The records would serve as steppingstone for establishment of the Truth Record Center that does education, information work, publication, and research with the records. The record center would help using the records efficiently and improving knowledge for its people. And, the center should devote people to recognize importance of the records.

  • Administrative information datasets are a kind of record produced based on an organization's work performance. A dataset is evidence of the act of recording and contains a lot of information that can be used for work. Datasets have been neglected in Korea's records management system. However, as the law was revised in 2020, the management of administrative information datasets was legislated. Organizations that require management of administrative information datasets have already gradually begun record management. The core of managing administrative information datasets is the preparation of the Management Reference Table for the dataset. Regardless, there is confusion with the Records Management Reference Table for Dataset in institutions that work on records management, and it is difficult to work because the Management Reference Table for Dataset has a new concept. This study looked into the problems in the records management of datasets that appeared at the beginning of work. It isuggests a method to effectively settle records management for datasets. In that way, the Management Reference Table was selected as the research subject, and the problems discussed so far were summarized. • Records management institutions in Korea generally face a situation where they lack the workforce to manage the vast amount of electronic records. If electronic records management tasks and archival information services can be automated and intelligentized, the workload can be reduced and the service satisfaction of users can be improved. Therefore, this study proposes to utilize "generative AI" technology in records management practice. To achieve this, the study first examined previous research that aimed to intelligently automate various tasks in the field of records management. The fundamental concepts of generative AI were subsequently outlined, and domestic cases of generative AI applications were investigated. Next, the scope of applying generative AI to the field of records management was defined, and specific utilization strategies were proposed based on this. Regarding the strategies, the effectiveness was verified by presenting results from applying commercial generative AI services or citing examples from other fields. Lastly, the benefits and implications of using generative AI technology in the field of records management, as well as limitations that must be addressed in advance, were presented. This study holds significance in that it identified tasks within the field of records management where generative AI technology can be integrated and proposed effective utilization strategies tailored to those tasks.
