Basic knowledge, core knowledge, complementary knowledge, practical knowledge, and research knowledge are found as components of the archival body of knowledge. The basic knowledge is the ability to understand general circumstances related to records and archives. The core one is to master the required competence as archivists. The complementary one is to understand other disciplinary backgrounds and their various research methods. The practical one is to be obtained from field experiences and the research one is to make a scholastic contribution through a deep research process. Curriculum development for preservation, electronic records management, use of computer technologies, archival services and advocacy, more interdisciplinary courses and internship programs are suggested as important factors for the future archival education. Many Korean schools are in danger of closure because of a decreasing school-age population, and cases of consolidation of educational institutions in the local community are on the rise. A number of educational records, particularly educational administrative artifacts (hereafter "Edu Artifacts"), are accordingly in danger of disappearing. Despite their historical, cultural, and educational value, systematic management is far from satisfactory. This study thus examines the characteristics of Edu Artifacts from the archival and cultural heritage perspectives and compares standard records management system, special type records management system, and historical manuscripts management system, which are currently used in public institutions, to see what is required to manage them effectively. By analyzing the Edu Artifacts possession status and management system of J University of Education, This study intends to verify the research outcome's effectiveness by presenting the essential functions of the management system of Edu Artifacts and the corresponding menu structure.

The purpose of this study is to identify several factors necessary to the curriculum development of the archives and records management in Korea by analyzing archival programs of to Schools of Library and Information Science(SLIS) in the U.S.A. Name of the schools, programs and their degrees, credits, required and elective courses, practice, research, facilities, and SAA guidelines of graduate archival programs are compared by analyzing websites and the literature review. There are a few LIS schools that concentrate archival education and most of the archival programs don't cover all of the core archival knowledge suggested in the LIS schools. In conclusion, the core curriculum of archival science should include history and preservation of archives, archives and records management, information technology, management principles, practicum, and research/ thesis. And a lot of cooperated research and conversation between educational institutions and practical fields are required.

This study conducted a survey targeting incumbent records managers and archivists to examine the effect of the training program executed by the National Archives of Korea on the job satisfaction and organizational commitment of actual record managers. Based on the results, this study proposed a training program that could improve job satisfaction and organizational commitment, based on the analysis results and the requirements of record managers and archivists, while fulfilling the knowledge and technology demand for records management. The training program of the National Archives of Korea proposed by this study has the following advantages. Records managers and archivists can acquire more professional skills that their field require them while feeling satisfied with their duty and becoming more immersed with their organization. In addition, they can also actively enhance their ability to cope with the variable environment.
The use of records has been regarded as the ultimate goal of preserving records, and reference services are considered key tasks in records management. Particularly in Korea where the importance of archives and records management is not recognized sufficiently, we need to help the public recognize the importance of institutions, managing archives, and archives kept in the archives, and create new uses. In order for archives to notify archives, institutions and managing archives to potential users, they can use publications, exhibitions and education programs. In foreign countries, services such as public programs and outreach services have already been being executed by archives in order to publicize the archives actively to the public, and various supports are provided so that people can use archives in educational activities. What is more, publishing and exhibition programs are also linked to education, which can increase the use of archives and promote archives culture. Thus, archives play important cultural and educational roles. As archives' roles are being expanded and local archives are being established compulsorily in Korea, archives should play their roles not just as administrative agencies collecting official documents but also as cultural and educational institutions providing various forms of information and education. Creating new demands for important archives by notifying such archives through public programs approaching users, they should find ways for laying the ground for their existence. The objectives of this study are to look for the method of public program operation suitable for the Korean situation, to define abilities and roles required to archives as program planners, and ultimately to increase the use of archives and contribute to the settlement of archives culture.

Korea has the glorious documentary cultural heritage including Annals of the Joseon Dynasty, Memory of the World, from old times. But We had been felt into serious situation, it is very difficult to find some records of late years, through rapid changes of society in modern history. Fortunately, in 1999, "law of archives management in public sector" was enacted but It is some difficult to apply to field. Accordingly, We studied archives laws and record management systems, education systems in Japan and China, neighborhood countries and compared them with Korea's. Life cycle of Gathering, Managing, Using records & archives is reflected in China's archives law, "Dangan" and It is useful to referred to Korea. On the other hand, Japan and Korea's archives law focus on administering and capturing records and archives. In case of Management agency of archives, China has a linear managing system from state to regional agency and Japan and Korea have different system in State and Region. We recommend following items ; reform archives law, status of government archives, professional education and arrangement etc.

By the law, "Public Records Act", all public agencies should have at least one record manager. However, education support offices and military related agencies currently have a low recruitment rate than other agencies. To overcome the absence of records manager, several education support offices ran the 'CoP(Community of Practice)s of Records Management'. To determine the current state of operation of the CoPs, a preliminary analysis was conducted on all national education support offices by information disclosures. And then the detail survey was performed by dividing the institutions with/without the CoPs, At the results, the CoPs of record managements help to perform practical task and improve individuals'skills. Meanwhile, even if the CoPs temporarily substitutes record management tasks, the record manager specialist must be recruited. In addition, we proposed an activation plan to identify and solve the obstacles in the operation of the CoPs of records management.
