A Case Study for the Reorganization of the Standard of Government Function Classification (BRM): Focusing on the 'Cultural Heritage' Policy Area (정부기능분류체계(BRM)의 재정비를 위한 사례연구 - '문화재' 정책영역을 중심으로 -)

  • This study investigated the administrative history, from the introduction of the "Standard of Government Function Classification" (BRM) to its development and application. Through the results of the survey, the causes of the problems observed in the current government's functional classification system were revealed. The current survey examined the functional classification scheme of the central government and local governments on the "cultural heritage" policy area (9 major functions, 59 middle functions, 297 small functions, and 1,287 unit tasks). It confirmed the problem of the separation of functions between central and local governments as well as other problems. Among the problems, this study proposed an improvement model through four representative cases such as the "designation of cultural heritage." In order to reorganize the "Standard of Government Function Classification," it is necessary to design a business function with the reproduction of tasks, establish a system for management and operation in order to maintain the consistency of the business function, educate users, and suggest continuous improvement.

Function-Based Classification System for Public Records of Government-General of Chosun (조선총독부 기록물을 위한 기능분류체계 개발 연구)

  • Public records, produced during the period of Government-General of Chosun. are essential sources for Korean modern history research. The purpose of this study is to provide a guideline for developing function-based classification scheme for the records. This present paper begins with analyzing archival principles regarding the function-based classification. and examines the problems of current arrangement practices. Based on these analyses, it suggests a guideline for constructing a classification system and a functional thesaurus for the public records of Government-General of Chosun. This guideline also covers functional analysis process and some considerations of different classification aspects which are conceptual, verbal and notational.

A Study on the Functional Design of Classification Management System of Public Organizations (정부산하공공기관의 분류체계관리시스템 기능 설계 연구)

  • Recently, public organizations have been improving the classification in order to introduce records management reference table in accordance with the act on the management of public archives. However, there is no system to mount the revised records management reference table, and there is a problem in usability. The purpose of this study is to design a system function to manage the classification which is the foundation of records management for public organizations. In order to design the function, interviews with the records management specialists of the five public organizations were conducted. Based on this, we have designed a multi-classification system registration function, a hierarchical structure setting function of records, and a record management standard management function.

The Classification System and its Code on Archives of the Government-general Museum of Joseon in the National Museum of Korea (조선총독부박물관 문서의 분류 체계에 대한 시론)

  • This paper presents a new classification and code system on the Archives of the Government-general Museum of Joseon in the National Museum of Korea. Three points were noted that since the Museum belonged to the Government-general of Joseon, the classification system of the Archives should be established to comply with the Archives system of the Government-general of Joseon; based on the concept of the functional provenance, it is necessary to establish a classification system in accordance with the organization structure of the Government-general Museum of Joseon; a systematic and simple classification codes should be given based on the classification system to improve the convenience of searching and using the official document. The classification system and its code are proposed in the order of major function, medium function, small function, and detailed function. The major function of the Archives is 'A-Educational affairs', medium function 'Museum.' The small function may be divided into General affairs (01), Temple (02), Scenic Spot and Natural Monument (03), Historical Site (04), and Museum (05). The detailed function and detailed sub-functions are categorized by the various work assignments in each work units. I hope that this new classification system will make a contribution to organizing and utilizing the Archives of the Government-general Museum of Joseon in the National Museum of Korea.

A Construction Case of BRM 'Danwigwaje' in Basic Local Governments : Focussing on Gangbuk District of Seoul Special City (기초지방자치단체 기능분류체계(BRM)의 단위과제 구축 사례 서울특별시 강북구 사례를 중심으로)

  • The classification scheme of records indicates a table that intends to express organic relations between records by organizing records and enabling internal order. Although the principles of organic classification have remained in traditional records management environment, they have been changed to "function and business" in the modern times. Therefore, Korea introduced a business reference model (BRM) based on function and business from 2008 and subsequently implemented its operation. However, it has been pointed out that the roles of the classification scheme of records have not been played because the analysis of "Danwigwaje," which belongs to the lowest level of business reference models, is poor. According to this indication, the Gangbuk District of Seoul Special City established a functional classification scheme by executing a business process analysis of "Danwigwaje." First, the record manager carried out analyses on the principles of "Danwigwaje," small function, and "Danwigwaje." Then, the functional classification scheme of "Danwigwaje" was modified by looking into the opinion inquiry process of the treatment department and performing a test operation. Through the case of the Gangbuk District in Seoul Special City, analytical procedures and methods of "Danwigwaje," as well as implications according to the establishment of a functional classification scheme of basic local governments, were arranged in a written format.

  • The purpose of the study is to examine the potentialities and limits of Business Reference Model (BRM) as records classification schemes in Korean central state institutions. The analysis is based on the data collected through focus group interviews of three times, in which six records professionals from central government agencies participate. This paper begins with inquiring the framework of records classification based BRM, required by Public Records Management Act. It explores the types of benefit of BRM application to government records classification. Based on the collected data from the interviews, it investigates how records are aggregated, and how transaction level (Danwi-Gwaje) of BRM is applied in the course of records aggregation.

  • 본 논문은 개인 제작 증감 방송을 위한 증강현실 저작 기술을 기능적 측면에서 분류하고 연구 동향을 살펴본다. 구체적으로 증강현실 저 작 기술을 기능적으로 분류하기 위한 분류체계(Taxonomy)를 정의 하고, 이에 따라 기존 저작 기술들을 분류한다. 이러한 분류를 통해 기존의 다양한 증강현실 저작 기술들을 체계적으로 비교/평가 할 수 있으며 또한 향후 증강현실 저작기술의 발전 방향을 예측할 수 있다.

  • 이 연구에서는 대통령기록물을 효율적으로 관리 활용하기 위한 분류체계가 없는 실정에서 대통령이 가지는 초법적 지위 및 위상과 대통령기록물의 특성을 반영한 분류체계(안)을 설계하였다. 설계기본원칙은 국가기록원 분류표의 주제별 분류원칙과 행정안전부 공공정보 분류체계의 기능별 분류원칙을 미국 백악관기록관리실 주제적 관점을 수용하였다. 이에 따라 이 연구에서는 25개의 대분류항과 109개의 중분류항을 대통령기록물 분류체계(안)를 제안하였다.

  • 본고에서는 현재 ISO/IEC JTC1에서 활발히 추진되고 있는 국제기능표준 제정 활동과 JTC1/SGFS에서 작성된 기술문서 TR10000을 기본으로 프로파일과 분류법, 상세분류사항, 적합성 요구사항 그리고 프로파일구조에 대하여 기술하고 있다. TR10000은 국제기능표준의 형식, 내용구조 및 분류체계를 정의함으로써 국제기능표준안 작성을 위한 지침을 제공한다.

Study on the Classification Guideline for the Korean Presidential Records (우리나라 대통령기록물의 분류기준에 관한 연구)

  • This study is to describe the principles and outcome of the development for a classification scheme of presidential records to manage efficiently and provide them as archival information service productively. First, this scheme accommodates a management aspect, taking consideration into the aspect of archival records as the results of government administrative duties. Additionally, governance aspects are embraced into this scheme since presidential records can be seen as the results of governing purpose. We are considering the functional aspects of the public records too. As a result, this scheme adopts both management and governance aspect. Focusing on reflecting both functional and governance aspects, first analyzes existing classification systems in domestic and abroad. Finally, this study proposes 24 first-level, 114 second-level, and 179 third-level classification categories. Archivists and classification experts examined the classification scheme for verification by advisory meetings.
