1990년 이후의 정부(政府)의 규제완화(規制緩和) 노력에도 불구하고 일부 산업을 제외하고는 규제완화(規制緩和)의 정책효과(政策效果)가 산업 전반에 뚜렷이 나타나지 못하고 있다. 본고(本稿)는 정부(政府)의 규제완화추진(規制緩和推進)이 큰 효과를 보이지 못하고 있는 원인으로서, 첫째 상설적(常設的)인 규제완화(規制緩和) 추진주체(推進主體)가 없어서 규제(規制)의 주체(主體)가 규제완화(規制緩和)의 실질적인 추진주체가 되어 소극적인 정책추진만을 하였다는 점, 둘째 지속적인 산업실태(産業實態) 조사(調査) 연구(硏究) 및 개별산업별(個別産業別) 규제(規制)의 비용(費用)-편익분석(便益分析)이 결여되어 객관적이며 효과적인 규제완화(規制緩和) 대상과제선정(對象課題選定)이 이루어지지 못하였다는 점, 그리고 규제완화과정(規制緩和過程)에서 공익단체(公益團體), 시민단체(市民團體) 등의 적극적언 참여가 없어서 피규제집단(被規制集團)의 반발에 효과적으로 대응하지 못하였다는 점을 지적하였다. 효과적(效果的)인 규제완화추진(規制緩和推進)을 위한 정책과제(政策課題)로서 본고(本稿)는, 첫째 지속적인 규제완화추진(規制緩和推進)과 사후이행점검, 그리고 신규규제(新規規制)에 대한 사전심사기능(事前審査機能)을 담당할 "규제완화추진기획단(規制緩和推進企劃團)(가칭(假稱))"을 상설기관(常設機關)으로 설치하고, 둘째 부문별(部門別) "규제완화(規制緩和) 민간협의회(民間協議會)(가칭(假稱))"를 구성하여 핵심적인 규제완화 대상과제의 발굴 및 세부추진계획을 수립한 후 기획단(企劃團)에 정책건의(政策建議)할 수 있도록 하며, 셋째 규제완화(規制緩和) 과정(過程)의 합리화(合理化) 공개화(公開化)를 통하여 피규제집단(被規制集團)의 반발에 적절히 대응하여야 한다는 점을 제시하였다.

최근 설계 단계에서 설계품질 향상과 시공 단계에서 비용 절감을 효과를 기대하며 3차원 BIM 관련 기술에 대한 관심이 높아가고 있으며, 또한 부분적으로 기술 도입 효과가 나타나고 있다. BIM 기술은 크게 BIM 도구를 활용하여 설계정보를 디지털화하는 모델링 단계 기술과 BIM 모델로부터 설계 정보를 추출하여 업무 진행에 필요한 형태로 가공, 변환하는 정보 활용 기술로 구분하여 생각할 수 있다. BIM 기술에 대한 근자의 높은 관심에도 불구하고 실제 현장에 적용되어 가시적인 성과를 내는 데에 한계를 보이고 있는 이유 중 하나로 후자의 정보 추출 및 활용 기술의 범위와 완성도의 한계를 들 수 있다. 즉 많은 노력을 통하여 BIM 모델을 구축하더라도 이를 기반으로 물량산출, 도면 생성 등 가장 기본적인 업무조차도 현장에서 바로 사용할 수 있는 수준의 기능이 제공되고 있지 않다. 본 연구에서는 건축 골조를 대상으로 3차원 골조 모델을 이용하여 골조 물량, 특히 정확한 물량산출이 상대적으로 어려운 철근에 대하여 철근의 이음, 정착 등이 고려된 실행물량을 산출할 수 있는 시스템을 설계하고 구현하였다. 또한 3차원 모델을 기반으로 철근 배근시공도와 가공일람표를 관련 기준에 따라 정확히 자동 작성함으로써 골조공사가 효율적으로 수행되고, 특히 정확한 이음 및 정착과 가공 계획을 통하여 철근 손실율을 최소화함이 기대된다. 본 논문에서는 이러한 BIM 기반 골조 물량산출 및 도면생성 시스템과 관련하여 주요 시스템 설계 내용과 구현 결과에 대하여 기술한다.

본 논문에서는 기술자격시스템에 대한 관리 운영상의 효율성을 향상시키기 위하여 내부관리시스템을 설계하고 구현하였다. 비정기성 기술자격시스템은 정보처리 관련기업에 개발 및 구현에 대한 전체적인 사항을 위탁업무로 수행하고 처리 결과에 대한 자료를 시행기관에서 인수하여 내부업무를 처리한다. 이러한 관리체계는 추가적 요구정보에 대한 재처리에 많은 문제점을 내포한다. 부가적인 추가적 요구사항에 대하여 재개발 절차가 필요하며 효율적인 업무처리와 관리체계를 수행하는데 불안정한 요소들을 가지고 있는바, 이러한 문제점을 해결하기 위한 방안으로 특수 자격 분야에 시범적으로 적용한 내부관리시스템을 제안하였다. 제안된 내부관리 시스템의 기능 평가는 시뮬레이션 방식으로 최소 규모의 파일럿시스템에서 구현 기술을 적용하고 검증 한 후 실시간 기술자격 시험에 시범 적용한 결과 처리 과정상의 안정성과 실용성이 인증되어 대단위 자격시스템에 확대 적용할 계획이다. 위탁기관과 연계하여 부가적 요구정보 처리 시 발생되는 추가 개발기간에 대한 문제점을 해결하였으며 안정적인 시스템 운영상태와 최대의 효율성을 보여주었다. 특히 내부관리시스템을 사용하는 전문가와 비전문가그룹으로 이루어진 자격시행기관의 시스템 평가에서 사용자 편리성과 확장성 부문에 탁월한 평가를 도출하였다. 본 논문에서 설계 및 구현한 내부관리 시스템은 다양한 방식과 구성요소를 통합하여 공통영역을 표준화 한 후, 체계적으로 실시간 자격관리시스템에 적용 될 수 있을 것으로 분석되었다.

An improved model of 'use' or 'region' districting(or regional zoning) scheme has been proposed. GIS based prototype model of managing the semi-agricultural region is implemented in a PC based platform focusing the Yongin, Kyonggi-Do area. Throughout the process of users' requirement analysis, database design, and user interface design, it has been shown that the integrated system may shed light on the prospective usage by the city or county government officials regardless of the short functionalities and user interface. This study aims first at identifying the needs in the area of districting at local level and at suggesting a basic framework of database design and system implementation in regard to region districting. The ARC/INFO, ArcView/Avenue based PC-based decision supports system presented herein is hoped to be supplemented with the inclusion of time factor in its database to cover and reflect the temporal variations associated with the plans.

Haying the key role of the city functions, the waterworks reaches the limitation of the practical performance caused by the rapid expansion of the city. At this point this study suggests a masterplan that will control the Water Integrated Management System (WIMS) dealing all affairs of the waterworks in order to make efficient solutions to the problems of the present waterworks. According as the analysis of structure, function, and current operations including information volume has been performed by using the structured system analysis method, this study set up the basic trend of WIMS and excution strategies in order.

Using the library users' data in Lake County Public Library Systems, Florida, US, this study discussed how geographic information systems can be applied in LIS fields. These data were analyzed with such GIS functions as geocoding, Thiessen polygon, density, buffer, and distance measurement. Results indicate that findings from a study of these functions allowed for, not only a better understanding of the geographic locations of library users and user's library activity patterns, but also for the ability to identify library market areas for future library service planning. Additionally, results from a study of the Thiesen polygon and buffer functions indicated the distance impact on library use. Regarding the travel distance of library users, the measurement of distance using road networks was suggested.

This study does try to proceed on the assumption that complex buildings can vitalize urban life of contemporary society from contemporary complexity and cases of past failure. The scope of investigation on complex buildings in Sangju built in 1990s' and 2000s' on this thesis is that site size is 400 square meter, total area 1500 square meter, and the number of stories on the ground below 5 floor. Method of investigation on twenty one buildings which have been built on new C.B.D. between the Namwon avenue and the Joongang 1th street in Sangju is through field investigation, field photographs, recordings and drawings on these buildings. Investigative contents have been divided and analysized into physical and functional elements in urban and architectural dimension. On the basis of these results, the future planning approach of complex buildings in medium and small cities has been considered into planning principles of convenience of building use and efficiency of site size, physical plans reflected on the traffic and pedestrian movings and the face of buildings, pedestrian resting space-creation like plazas and central gardens, regional character reflected with urban context, and separation and union of approached movings interrelated among the components.

This research has been implemented based on the area of #369 Dowon-dong, Dalseo-gu, Dae-gu which is considered as a place with satisfactory characteristics for the flow of fresh air into the city. Simulations of the target area both prior to the development plan and after apartment complex blocking were analyzed in regard to blocking planning and pilotis based on the main direction of wind, $90^{\circ}$ (east wind) and $180^{\circ}$ (south wind). In addition, congested wind corridor flow in the target place was identified through a pollution spread simulation according to the wind corridor. Therefore, the flow of wind in the one area is affected by the blocking of the complex and the main direction of the wind. Also blocking, in regard of pilotis, provides a better flow of wind. This study was implemented based on wind formation by apartment complex planning, so further study on the other factors affecting the flow of a wind corridor along with block planning and pilotis need to be carried out. Sustainable environmental factors through analysis of the environmental factors have to be analyzed. Moreover, building and complementing fundamental resources and systematic devices should be supported.

국내 전력 산업은 과거 수직통합적 독점구조에서 부문별 기능분할 및 경쟁도입을 점진적으로 추진하고 있으며 먼저 발전회사간 경쟁을 도입하기 위하여 한국전력의 발전부문을 6개의 발전회사로 분할 하였다. 2004년부터는 본격적으로 양방향 도매전력시장을 도입하여 운영할 계획에 있다. 도매전력시장의 도입으로 발생할 수 있는 가장 큰 시장 위험요소로는 시장가격의 수준 및 변동성에 대한 불확실성을 들 수 있다. 이는 시장참여자 모두에게 위험요소가 될 수 있으며 이를 위하여 정부주도하에 경쟁시장 이행기 동안의 과도기적 위험관리 도구를 제공하게 되며 발전회사와 판매회사 사이의 강제적 계약인 베스팅 계약이 포함될 것으로 예상된다. 여러가지의 베스팅 계약 중에서 Two-way 베스팅 계약은 발전회사와 판매회사와의 계약량, 계약가격을 정부 또는 관련기관에서 지정하는 것으로 이러한 Two-way 베스팅 계약은 도매전력시장의 초기에 발전회사의 손실을 최소화하는 역할을 할 것으로 예상되지만 반대로 수익을 제한하는 요소로도 작용할 수 있다. 따라서 본 연구에서는 베스팅 계약 중에서 Two-way 베스팅 계약에 대한 분석을 수행하고 이를 토대로 하여 베스팅 계약 하에서 발전회사의 수익을 최적화 할 수 있는 전략에 대한 연구를 수행하였다.

안드로이드 운영체제는 앱을 설치하거나 실행할 때 사용자가 해당 앱이 요청하는 권한들을 승인하도록 하고 있으나, 일반적인 사용자들은 이를 주의 깊게 확인하지 않고 승인하는 경우가 많으며, 과도한 권한들을 요구하는 앱의 실행은 프라이버시 침해 문제로 이어질 수 있다. 본 논문에서는 제공하는 기능들에 비해 과도한 권한들을 요구하는 안드로이드 앱들을 탐지하는 모델을 제안한다. 먼저 손전등, 다이어리, 지불(페이) 및 채팅 앱 207개를 대상으로 요구하는 권한들을 조사하여 정리하였다. 조사 결과를 기준으로 설치 또는 실행하려는 앱이 어느 정도의 권한들을 요구하는지 가늠할 수 있다. 설치된 앱들의 요구 권한들을 조회할 수 있는 앱 프로토타입을 개발하였으며, 향후 모델의 구체화 및 검증을 거쳐, 프로토타입에 적용할 계획이다.
