최근 기후변화로 인하여 풍수해의 발생빈도가 높아짐에 따라 자연재해 예측에 대한 연구가 활발히 진행되는 추세이다. 또한 풍수해와 관련하여 정부 및 지자체에서 재해지도를 작성하고 있으나 각 기관의 특성에 따라 개별적으로 재해지도를 시스템으로 제공하고 있다. 결국 호우, 산사태, 바람 등 각각의 재해에 대해 여러 시스템에서 자료를 제공하고 있기 때문에 필요자료, 지역 등에 따라 사용자가 시스템을 찾아 이용해야하는 불편이 존재하며 전국이 아닌 일부 지역만 제한적으로 제공되고 있다. 또한, 각 기관에서 제공되는 자료의 종류와 제공형태가 시스템별로 다르기 때문에 사용자가 추가적인 작업을 해야하는 단점이 존재한다. 국민안전처에서 추진하는 '풍수해저감 종합계획'의 활성화를 위해서 통합적인 재해지도 제공 시스템이 필요하다. 따라서 본 연구에서는 재해관련기관에서 현재 제공되고 있는 시스템에 대한 활용자료, 구성도 등의 조사, 분석을 통한 연계 전략 수립을 위한 연구를 진행하였다. 또한 풍수해 피해예측지도의 공동활용을 위한 표준연계모듈 적용방안을 제시하여 추후 풍수해 피해예측지도 구축 및 피해예측지도 작성에 활용 가능할 것으로 기대된다.

Due to the spread of mobile devices, the use of mobile electronic notification services is increasing. For the mobile electronic notification service, the connecting information is required to identify the owner of the mobile device and the recipient of the notification. The connecting information is an online resident registration number, and safe management is essential. Therefore, in this paper, the processing flow, interconnecting standard, and management plan are proposed when a mobile electronic notification requesting agency requests the identity verification agency to convert the resident registration number of the recipient of the electronic notification to connecting information. In the proposed method, it is suggested that a safe mobile electronic notification service is possible by defining the process of collective conversion of connecting information between private organizations and personal identity proofing agency, information transmission and reception methods, and interworking standards.

The main purpose of this article is to suggest policy implications for building innovative cluster in Korea by investigating the operating system and role of the Kanagawa Science Park (KSP) located in Kanagawa prefecture, Japan as a central network agent. The KSP established mainly by private and government partnership has played a critical role for building innovative clusters as a way in which increase national competitiveness. But they also provide variety of real service from R&D to commercialization for local firms by facilitating and coordinating networks among regional economic actors such as firms, universities and public research institutes. The regional policy as a way in which increase national competitiveness in Korea is also the establishment of innovative clusters based on regional and industrial characteristics. However, the main problem with building the innovative cluster is the reduction of policy effectiveness due to duplicated supporting and coordinating institutes and institutions established by the each central administration and local governments, aimed at facilitating networks among regional economic actors. In this context, the article suggests that there is a need to build a regional central network agent by designing an organic operating system for the effective management of each network agent in accordance with the process from R&D to commercialization, i.e. an encompassed supporting system, on the basis of benchmarking the KSP operating system in Japan.

본 논문에서는 디지털 재정 예산 혁신을 위한 'IT정책자금 재정 집행 실시간 통합 관리 시스템'의 설계와 구축 관련하여 정보통신부의 전체 예산을 대상으로 연구를 수행하였다. 구현된 시스템에서는 본부 와 산하기관간의 예산 시스템 연계 방법 과 데이터 처리 방법 그리고 수집된 데이터를 최고 관리자, 예산 관리자, 기관별 예산 담당자 등 분야별 당사자들이 권한에 따라 제한된 범위의 관리 대상 항목들을 처리할 수 있는 방법을 제시하였다. 또한, 집행된 예산에 대하여 표준화된 비목 별로 구분하여 관리 하고 이를 정성적으로 분석하여 집행 상태를 개선시킬 수 있는 방법을 구현하였다. 이를 통하여 정부 공공 예산의 계획 및 집행에 대하여 본부 및 산하 기관 전체를 연계하여 예산 집행 상황을 실시간으로 모니터링 하고 관리하는 방법을 구현하였으며, 정부 IT 예산에 대한 적기 집행과 집행 예산의 배정부터 집행까지의 흐름 상황을 실시간으로 관리할 수 있는 시스템의 구현에 대하여 최적화된 방법을 제시하였다.

As policy areas are widened and more complicated, policy coordination becomes a challenge to the public administration. New Labour's promotion of the joined-up government was a holistic attempt to redress the fragmentation of the government in social policy. It promoted the joined-up activities by setting up joining-up units and agencies at the core of the government, the Prime-Minister's Office and the Cabinet office, and between the public, private and voluntary sectors. The joined-up government was criticised as being hierarchical and fragmented, and as confusing the line of accountability. Policy coordination has growing importance in Korea, and the experiences of the joined-up government will have implications on more coordinated promotion of social policy.

This study aimed to establishing a support policy for enhancing corporate's competitiveness by analysing the resources linkage status of social enterprise. 67 Social enterprises In Chung-nam area were surveyed. The results are as follows. Social enterprise didn't link with community agencies in area of the capital, product and services outlets, technology development, human resources, infrastructure and education. And social enterprises is linking external resources with public agencies actively in the area of management, PR and marketing. But most social enterprises are operating without the linkage of community organizations. In the future, social enterprises need the network of public, corporate, and private organizations in the community by strengthening the role of the intermediate support organizations.

The purpose of this study is to propose an effective direction of data linkage for building the humanities assets one-stop portal service. For this purpose, We collected and analyzed the actual status of the domestic institution with humanities assets, and presented the linkage direction through analysis of the data held by the target organization. The results of this study are as follows: First, we proposed a classification system of humanities assets based on the reviewing the existing classification system on the subject of humanities assets. Second, we set up the categories of potential data that can be incorporated into humanities assets through a detailed analysis of the subject and type of data held by the subject institutions. Third, we analyzed the platforms of similar case organizations providing one-stop portal services for humanities assets and proposed the applicable meta fields when constructing one-stop system based on similarity.

많은 연구기관에서 연구성과물로 연구보고서, 논문, 특허등의 산출물을 생산하고 있다. 이러한 데이터는 기관의 특성과 자체적으로 운영되고 있는 정보서비스의 성격에 따라 고유의 데이터 스키마와 형태를 가지고 있다. 또한 연구성과물(논문,연구보고서)을 체계적으로 관리하고, 데이터의 부가가치를 높이기 위해 서로의 데이터의 연계와 융합을 통해 새로운 정보서비스가 요구되고 있다. 본 논문에서는 서로 다른 네트워크간 에 있는 데이터를 연계하기 위해 데이터 상호 운용을 활용하고, 이를 위한 방안으로 MAS(Multi Agent System)기반의 연계프레임워크를 통해 연구보고서의 체계적인 수집 및 서비스를 위한 데이터의 융합을 위한 방안을 제시하고자 한다.

지리정보유통은 연계(network)의 경제활동이라 할 수 있다. 이러한 경제활동이 원활히 움직이고 활성화되기 위해서는 유통체계를 구성하는 주체, 객체, 수단, 환경이 적절히 조화를 이루어야 한다. 그중 유통주체인 공급기관-수요기관-유통기관은 유통기관을 중심으로 상호 유기적으로 연계되어 있어야 한다. 특히 지리정보는 시간의 변화에 따라 동적으로 변화하고, 단순한 자료나 정보가 아닌 이를 이용하여 새로운 부가정보 생산이 가능한 정보로 적극적인 공개를 통하여 그 활용성을 극대화시킬 수 있다. 따라서 국내에서 생산된 지리정보를 보다 효율적이고 가치 있게 활용하기 위해서는 우선적으로 지리정보유통 활성화가 이루어져야 한다. 지리정보유통 활성화를 위해서는 첫째, 공급기관이 유통체계에 적극적으로 참여하도록 법제도를 강화해야 한다. 둘째, 지리정보유통추진협의회를 구성하여 공급기관과 유통기관간의 상호 원활한 협력관계를 유지한다. 셋째, 새로운 지리정보를 발굴할 수 있는 지리정보 발굴체계를 도입한다. 넷째, 앞의 세 가지 업무를 체계적이고 적극적으로 수행할 수 있는 지리정보유통관리기구를 설립 운영한다. 본 연구에서 제시한 활성화방안을 기반으로 국가GIS 기본계획의 목적에 부합하는 충분한 지리정보를 확보하고 공급함으로써 범국민적인 유통 활용이 보다 빠르게 정착될 것으로 기대된다.
