본 연구는 북한의 강수특성과 기후변화에 대한 전망을 분석하였다. 강우특성 분석은 북한전역에 분포한 27개 강우 관측지점의 자료를 사용하였으며, 자료 연한은 관측지점에 따라 차이가 있으나 1974년부터 2008년까지였다. 일강수량 자료를 바탕으로 강수량, 강수일수, 강우강도, 극치강수량 발생빈도 등 다양한 강수특성에 대한 통계 분석을 수행하였다. 북한의 연강수량은 전반적으로 증가경향을 보이나 통계학적으로 유의미하다고는 할 수 없으며, 강수일수는 뚜렷한 감소추세를 나타내었다. 이로 인해 평균 강우강도(연강수량/강수일수)의 증가경향 또한 뚜렷이 나타났으나, 80mm 이상의 일강수량 발생 빈도는 과거에 비해 크게 증가하지 않는 것으로 나타났다. 이를 종합해보면 북한의 경우 강수량의 변화보다는 강수일수의 감소가 더 두드러져 홍수와 가뭄에 대한 취약성이 동시에 높아지는 결과로 귀결되며 수자원 관리에 더 대비해야 할 것으로 판단된다. 북한의 기후변화에 대한 전망은 A1B 시나리오를 사용하여 연강수량, 강수일수, 강우강도, 극치강수량 등 다양한 수문 변량을 분석하였다. 분석 결과 앞으로 북한지역에서는 강수량은 전반적으로 증가경향이 유지될 것으로 전망된다.

The intermittent freshwater discharge has an critical influence upon the biophysical environments and the ecosystems of the Yeongsan Estuary where the estuary dam altered the continuous mixing of saltwater and freshwater. Though freshwater discharge is controlled by human, the extreme events are mainly driven by the heavy rainfall in the river basin, and provide various impacts, depending on its magnitude and frequency. This research aims to evaluate the magnitude and frequency of extreme freshwater discharges, and to establish the magnitude-frequency relationships between basin-wide rainfall and freshwater inflow. Daily discharge and daily basin-averaged rainfall from Jan 1, 1997 to Aug 31, 2010 were used to determine the relations between discharge and rainfall. Consecutive daily discharges were grouped into independent events using well-defined event-separation algorithm. Partial duration series were extracted to obtain the proper probability distribution function for extreme discharges and corresponding rainfall events. Extreme discharge events over the threshold 133,656,000 $m^3$ count up to 46 for 13.7y years, following the Weibull distribution with k=1.4. The 3-day accumulated rain-falls which occurred one day before peak discharges (1day-before-3day -sum rainfall), are determined as a control variable for discharge, because their magnitude is best correlated with that of the extreme discharge events. The minimum value of the corresponding 1day-before-3day-sum rainfall, 50.98mm is initially set to a threshold for the selection of discharge-inducing rainfall cases. The number of 1day-before-3day-sum rainfall groups after selection, however, exceeds that of the extreme discharge events. The canonical discriminant analysis indicates that water level over target level (-1.35 m EL.) can be useful to divide the 1day-before-3day-sum rainfall groups into discharge-induced and non-discharge ones. It also shows that the newly-set threshold, 104mm, can just separate these two cases without errors. The magnitude-frequency relationships between rainfall and discharge are established with the newly-selected lday-before-3day-sum rainfalls: $D=1.111{\times}10^8+1.677{\times}10^6{\overline{r_{3day}}$, (${\overline{r_{3day}}{\geqq}104$, $R^2=0.459$), $T_d=1.326T^{0.683}_{r3}$, $T_d=0.117{\exp}[0.0155{\overline{r_{3day}}]$, where D is the quantity of discharge, ${\overline{r_{3day}}$ the 1day-before-3day-sum rainfall, $T_{r3}$ and $T_d$, are respectively return periods of 1day-before-3day-sum rainfall and freshwater discharge. These relations provide the framework to evaluate the effect of freshwater discharge on estuarine flow structure, water quality, responses of ecosystems from the perspective of magnitude and frequency.

It has been widely acknowledged that climate system associated with extreme rainfall events was difficult to understand and extreme rainfall simulation in climate model was more difficult. This study developed a new model for extracting rainfall filed associated with extreme events as a way to characterize large scale climate system. Main interests are to derive location, size and direction of the rainfall field and this study developed an algorithm to extract the above characteristics from global climate data set. This study mainly utilized specific humidity and wind vectors driven by NCEP reanalysis data to define the rainfall field. Geometric first and second moments have been extensively employed in defining the rainfall field in selected zone, and an ellipsoid based model were finally introduced. The proposed geometric moments based ellipsoid model works equally well with regularly and irregularly distributed synthetic grid data. Finally, the proposed model was applied to space-time real rainfall filed. It was found that location, size and direction of the rainfall field was successfully extracted.

우리나라뿐만 아니라 세계의 여러 국가에서 과거 발생 했던 강수의 통계적 특성에서 벗어나는 극치사상이 빈번 하게 관측되고 있다. 이와 같은 현상에 가장 큰 영향을 미치고 있는 요인중 하나로서 지구온난화가 원인으로 고려되고 있으며 실제 산업화 이후 온실가스의 증가와 더불어 극한 기상현상의 발생 빈도가 증가하였다. 우리나라는 과거 발생패턴과는 다른 극치 강우 사상이 빈번하게 관측되고 있으며 이로 인한 피해도 증가되고 있는 상황이다. 이러한 점에서 기존의 연구에서 개발한 계절강수량을 입력 자료로 하여 극치강수량을 추정할 수 있는 비정상성 Four - Parameter(4P)-Beta분포를 이용한 알고리즘을 본 연구에서는 기상인자를 이용하여 모형 내에서 계절강수량을 직접적으로 예측할 수 있는 알고리즘을 추가하여, 이를 직접적으로 일단위 이하의 극치강수량을 상세화 시킬 수 있는 모형으로 확장하고자 하며, 이를 통해 기상변동성을 다양한 시간규모에서 고려하기 위한 정보로 활용하고자 하였다.

우리나라의 극치강수량 발생 특성은 6~8월 사이에 몬순시스템에 의해 영향을 많이 받는다. 이러한 동아시아 몬순시스템은 대규모 기상학적 거동으로서 우리나라의 국지적 강수발생 특성과 매우 큰 연관성을 가지고 있다. 우리나라의 극치강수량 발생 시에 나타나는 기상학적 특징을 진단하는 과정은 수문 기상학적으로 극치강수량을 예측할 수 있는 기본 토대를 제공할 수 있다. 이러한 점에서 본 연구에서는 우리나라에 발생한 극치강수량을 순위별로 추출하고 각 순위별로 극치강수량 발생시점을 중심으로 5일 이전의 기상변량을 NOAA 재해석(reanalysis) 자료로부터 추출하고 이를 합성시켜 기상특성을 평가하였다. 극치강수량의 기상학적 거동을 평가하기 위한 방법은 다음과 같다. 첫째, 기상변량으로는 Sea Level Pressure, Wind Vector, Geopotential Height 등을 추출한다. 둘째, 이들 기상자료로부터 대규모 강우장만을 추출하기 위해서 기준값(threshold)을 가지고 특정량 이상의 Storm Track만을 추출한다. 셋째, 이들 Storm Track들을 분류하여 범주화 시킨다. 넷째, 범주화된 Storm Track 별로 강수량 분포, 강수지속시간 등에 대한 확률 분포를 유도한다. 또한 이들 Storm Track에 패턴인식 기법을 적용하여 Storm Track의 이동경로를 추정할 수 있는 알고리즘을 개발하고자 한다.
It has been well recognized that extreme rainfall process often features a nonstationary behavior, which may not be effectively modeled within a stationary frequency modeling framework. Moreover, extreme rainfall events are often described by a two (or more)-component mixture distribution which can be attributed to the distinct rainfall patterns associated with summer monsoons and tropical cyclones. In this perspective, this study explores a Mixture Distribution based Nonstationary Frequency (MDNF) model in a changing rainfall patterns within a Bayesian framework. Subsequently, the MDNF model can effectively account for the time-varying moments (e.g. location parameter) of the Gumbel distribution in a two (or more)-component mixture distribution. The performance of the MDNF model was evaluated by various statistical measures, compared with frequency model based on both stationary and nonstationary mixture distributions. A comparison of the results highlighted that the MDNF model substantially improved the overall performance, confirming the assumption that the extreme rainfall patterns might have a distinct nonstationarity.
This study investigated impacts of the two different types of El Ni$\tilde{n}$o on summer rainfall (June-September) in the Han River and its sub-basins. The patterns of rainfall anomalies show a remarkable difference between conventional El Ni$\tilde{n}$o and El Ni$\tilde{n}$o Modoki years. During conventional El Ni$\tilde{n}$o years, it was found that the Han River basins show decreases in the seasonal rainfall totals with high variations (CV=0.4). In contrast, during El Ni$\tilde{n}$o Modoki years, distinct positive anomalies appear in the Han River basin with a relatively small variation (CV=0.23). In addition, 11 out of 30 sub-basins show significant above-normal rainfall in southern part of the Han River Basin. For El Ni$\tilde{n}$o Modoki years, the number of heavy rainy days exceeding 30 mm/day and 50 mm/day were 9.9-day and 5.4-day, respectively. Consequently, this diagnostic study confirmed that El Ni$\tilde{n}$o Modoki has significant impacts on the variability of summer rainfall over the Han River Basin. We expect the results presented here provide useful information for the stability of the regional water supply system, especially for basins like the Han River Basin showing relatively high variability in seasonal rainfall.

이수 및 치수를 위한 수공구조물 설계 및 하천기본계획 수립의 요점은 설계홍수량의 산정에 있으며, 통계적으로 유의성을 가지는 설계홍수량을 산정하기 위해서는 일반적으로 30년 이상 관측된 홍수자료가 요구된다. 우리나라의 경우 대부분의 유역이 미계측 유역이거나 관측년수가 비교적 작은 경우가 많으므로, 상대적으로 자료 연한이 긴 강우자료를 빈도분석한 후 이를 강우-유출 모형에 입력하여 확률홍수량을 추정하는 간접적인 방법이 주로 이용되며 사용된 강우의 빈도가 홍수의 빈도와 동일하다는 가정을 기본으로 한다. 그러나 동일한 강우량이 발생하더라도 강우의 강도, 지속시간, 유역의 선행함수조건 등과 같은 유역 특성에 따라 유출의 특성은 현저히 다르게 나타나며 결국 이러한 특성은 입력자료, 강우-유출 모형, 기후변동성 등과 같은 불확실성 요소로 인식될 수 있다. 따라서 본 연구에서는 이러한 불확실성을 고려할 수 있는 강우-유출 모의기법을 개발하여 이를 통해 홍수빈도곡선을 유도할 수 있는 방법론을 제시하고자 한다. 불확실성 분석을 위해 기존 HEC-1 강우-유출 모형에서 Bayesian MCMC 기법을 적용하여 매개변수들의 사후분포를 추정하여 매개변수들의 최적화 및 불확실성 분석을 수행하였다. 마지막으로 기후변화 영향을 통합한 홍수빈도곡선을 유도하기 위해서 극치강수를 모의하는 것이 필요하며, 본 연구에서는 극치값 재현에 있어서 우수한 성능을 발휘하는 Kernel-Pareto Piecewise분포 기반의 강우모의발생 기법을 적용하여 HEC-1모형과 연동되도록 모형을 개발하였다. 본 연구에서 제안하는 방법론은 기존 홍수빈도곡선 유도 방법에서 불확실성을 분석하기 위해 모든 변수들을 독립사상으로 간주하고 Monte Carlo Simulation을 수행함으로서 매개변수들간의 상호연관성, 상관성, 조건부 확률들을 고려할 수 없었던 점을 Bayesian 모형을 통해 매개변수들간의 조건부 확률을 고려한 매개변수의 사후분포 도출을 가능하게 하여 보다 현실적인 강우-유출 관계 도출이 가능하고 불확실성 구간이 자연적으로 도출됨으로서 향후, 신뢰성 있는 수자원 계획수립에 유용한 자료로 활용이 가능할 것으로 판단된다.
The lack of sufficient flood data being kept across Korea has made it difficult to assess reliable estimates of the design flood while relatively sufficient rainfall data are available. In this regard, a rainfall simulation based derivation technique of flood frequency curve has been proposed in some of studies. The main issues in deriving the flood frequency curve is to develop the rainfall simulation model that is able to effectively reproduce extreme rainfall. Also the rainfall-runoff modeling that can convey uncertainties associated with model parameters needs to be developed. This study proposes a systematic approach to fully consider rainfallrunoff related uncertainties by coupling a piecewise Kernel-Pareto based multisite daily rainfall generation model and Bayesian HEC-1 model. The proposed model was applied to generate runoff ensemble at Daechung Dam watershed, and the flood frequency curve was successfully derived. It was confirmed that the proposed model is very promising in estimating design floods given a rigorous comparison with existing approaches.

기후변화로 인해서 발생하는 여러 영향 중 가뭄 및 홍수와 같은 극치강수량의 변동은 사회 경제적으로 파급효과가 크기 때문에 더욱 주목을 받고 있다. 이러한 점을 효과적으로 평가하기 위해서 본 연구에서는 지역규모기후변화시나리오와 비정상성 Markov Chain 모형을 이용한 Downscaling 기법의 적용 등 일련의 과정을 통해 기후변화를 반영한 지점별 일강수계열을 생성하고 이를 대상으로 다양한 분석을 실시하였다. 수문기후변화시나리오 작성 과정을 요약하면 다음과 같다. B1과 A2 지역규모 기후변화시나리오가 사용되었으며 이를 비정상성 Downscaling 기법의 입력 자료로 활용하여 일강수량 자료를 모의 발생하였다. 이러한 과정을 우리나라 기상청 산하 60개 강우지점에 적용하였으며 극치강수량의 빈도를 추정하기 위해 부분기간 계열과 전기간 계열 자료로 재생산하여 극치분석을 실시하였다. 극치분석결과 강수량에 대한 공간적인 편차가 심하게 발생하고 있으며 강수량의 변동성 또한 매우 크게 나타나고 있는 것을 확인할 수 있었다. 이러한 특성은 선택된 시간 및 사용된 기후변화시나리오에 따라 다르게 나타나고 있으며 한 가지 주목할 점은 기후변화정도가 심한 A2 시나리오와 정도가 약한 B1 시나리오를 비교할 때 온도와 같은 뚜렷한 차이점은 발견할수 없었다.
