  • 우리 헌법은 인간의 존엄과 가치 그리고 행복을 추구할 권리를 보장하고 있으며, 편의증진법과 교통약자법을 통해 장애인등이 교통수단, 여객시설 및 도로 등을 비장애인들과 차별 없이 이용하여 이동하고, 도로와 대중교통수단, 공공 건축물과 주거 등 생활 필수시설에 자유롭게 접근하기 위한 접근권을 보장하고 있다. 우리나라는 이동권의 보장을 편의시설 제도라는 독자적인 체계를 통해 이루어지고 있으며, 이를 실질적으로 보장하기 위하여 장애물 없는 환경 인증 제도(BF 인증제도)를 도입하였다. 시행 15년을 맞은 BF 인증제도는 양적으로는 많은 발전을 가져왔지만, 질적으로 특정 건축물 등 일부에 대한 인증 편중 현상이 있으며 안전취약계층에 대한 재해 안전확보에 대한 고려가 포함되지 않아 부진정한 이동성과 접근성의 보장이라는 한계를 가지고 있다. 이동권 보장이 얼마나 잘 이루어지느냐는 그 나라의 사회 안전망이 얼마나 잘 갖추어져 있는지 판단하는 척도라 할 것이며, 따라서 이러한 이동권 보장은 위험상태에서의 안전한 피난을 함축하고 있으며 중첩적으로 국가의 기본권 보호 의무의 이행과 관련된다. 이에 따라 이동권과 접근권의 증진을 위한 BF 인증 규정을 안전 규범으로 보완하여 장애인과 비장애인이 사회의 일원으로서 평등한 인격적 주체로 공동체에 기여하는 안전한 사회적 환경의 조성이 긴절히 요청된다고 할 수 있다.

  • 비금속 및 금속 광물자원의 탐사는 국가경영에 있어서 절대적으로 필요한 공공의 기반산업에 해당된다. 지금까지 수행되어 왔던 자원 탐사사업의 대부분은 비교적 개발이 용이한 천부 광상들에 집중되어 왔으며, 천부 광상들의 과도한 개발로 인하여 자원탐사의 범위가 점차 심부화 되고있는 실정이다. 지하 심부에 분포하는 광상들을 효율적으로 탐사해 내기 위해서는 분지 내 심부 퇴적층들에 대한 정밀한 대비와 평가가 요구된다. 그러나, 그 동안 천부 광상들의 평가에 적용되어 왔던 기재적 층서 원리들로는 심부에 분포하는 광상들을 도출해 내는데 한계가 있어 왔다. 따라서, 분지 내 퇴적층들에 대한 보다 명확한 이해를 위해 새로운 고해상도의 층서틀 수립이 시급하다. 본 연구에서는 태백산분지 오오도비스 중기 퇴적층들에 대한 통합 층서적 접근을 통하여 고해상도 층서틀 수립에 대한 예를 제시하고자 한다. 이러한 통합 층서적 접근은 퇴적 분지의 지체 구조적 진화에 따른 층서를 규명하는데 있어서 보다 나은 통찰을 제공하고 있으며, 아울러 분지 내 비금속 및 금속 광물자원 탐사 및 개발사업의 효율성을 증대시키는데 사용될 수 있을 것이다 따라서, 통합 층서적 접근을 통한 퇴적층들에 대한 고해상도 층서틀 수립은 분지 내에 부존 되어 있는 모든 형태의 자원 탐사 및 개발사업에 있어서 성공률을 극대화시킬 수 있는 새로운 층서적 규범으로 강조되어 져야 한다.

Typology of Policy Governance for Socio-technical Transitions (지속가능한 사회-기술 전환을 위한 정책 거버넌스 유형에 관한 연구)

  • Socio-technical systems are receiving growing attention as a core concept in the process of searching for proper solutions to sustainable growth. In this paper, we review the way for governing socio-technical transitions from a governmental perspective. Based upon the governance studies and transition research, we set social coordination and locus of transition pressures as transition contexts to differentiate transition policy governance. We propose four types of policy governance for sustainable socio-technical transitions: leading, facilitative, coordinative and persuasive. Analysis on four case based upon this typology shows different transition polices of each transition pathway in analytical aspect. It provides basic criteria for policy makers to design effective transition policies in normative aspect. Also, this paper can contribute to closing the gap between transition research and governance studies.

Exploring Secondary Students' Progression in Group Norms and Argumentation Competency through Collaborative Reflection about Small Group Argumentation (소집단 논변활동에 대한 협력적 성찰을 통한 중학생들의 소집단 규범과 논변활동 능력 발달 탐색)

  • The purpose of this study is to explore secondary students' progression in group norms and argumentation competency through collaborative reflection about small group argumentation. The progression is identified as the development of group norms and an epistemic understanding of argumentation with the enhancement of group argumentation competency during collaborative reflection and argumentation lessons. Participants were four first grade middle school students who have different academic achievements and learning approaches. They participated in ten argumentation lessons related to photosynthesis and in seven collaborative reflections. As a result, the students' group norms related to participation were developed, and the students' epistemic understanding of argumentation was enhanced. Furthermore, the students' group argumentation competencies, identified as argumentation product and argumentation process, were advanced. As the collaborative reflection and argumentation lessons progressed, statements related to rebuttal increased and different students suggested a range of evidence with which to justify their claims or to rebut others' arguments. These findings will give a better idea of how to present an apt application of argumentation to science teachers and science education researchers.

  • In the mid-2000s, Web 2.0 appears and is becoming a general cultural code with the keyword of participation, sharing, and openness. Web 2.0, in which consumption is being transformed by the participatory web culture, has evolved. However, associated with the evolution of Web 2.0, several significant concerns appears in a society. Among them, this study will focuses on the cyber-ethics issues. There are limitations to solve the cyber-ethics problems only in the technical and legal approaches. Therefore, the current article intends to consider comprehensively the antecedents of cyber-ethics such as individual characteristics, social influence, and cultural characteristics. Specifically, (1) Do individual characteristics(i.e., self-efficacy, locus of control) affect cyber-ethics in the Web 2.0 environment?, (2) Do social influence(i.e., subjective norm) have an effect on cyber-ethics?, (3) Do cyber -ethics have an impact on user participation in the Web 2.0 services(i.e., retrieval and creation)?, finally (4) Do international cultural difference have a moderation effect on the relationship between cyber-ethics and user participation? For testing empirically the hypothesized research model, this study collected questionnaires in South Korea as well as U.S.A. The results showed that individual characteristics and social influence affect cyber-ethics toward user's creative activities in Web 2.0 sites.

An Empirical Analysis of the Crisis and Emergency Management Research Trend in the Field of Public Administration: 1987-2007 (한국 행정학에서의 위기관리 연구경향 실증분석: 1987년부터 2007년까지의 연구논문을 중심으로)

  • This article analyzed the crisis and emergency management research trend in the field of public administration in Korea from 1987 to 2007. The research purpose of this paper is to empirically evaluate the state of art in the crisis and emergency management research trend and explore research topics and methodology for future studies. According to empirical analysis, the main research results are as follows. First, almost all research papers over 80% have been written after 1998 and, especially, 67.6% of all papers have been published from 2003-2007. Second, recently lots of scholars are more interested in the problem solving prescriptive topics than normative and theory orientation. Third, in the Korean public administration, 74.6% of research papers which dealt with crisis, have investigated the disaster crisis including natural and man-made disasters, among conventional security crisis, disaster crisis, critical infrastructure crisis, and living safety crisis. Finally, so far, crisis and emergency management research trend in Korean public administration have consisted mainly of the papers with more descriptive approach and literature survey than empirical approach and survey research.

Xìng shàn(性善) and emotional intelligence in Mencius (맹자의 성선과 감성 지능)

  • Xìng $sh{\grave{a}}n$(性善) theory of Mencius combined xìng(性) that means physical characteristic of human together $sh{\grave{a}}n$(善) that means moral value or moral behavior. Therefore in other to verify the meaning of xìng $sh{\grave{a}}n$(性善) we need to analysis human nature in Psychology and moral norm in Ethics simultaneously. And that necessity justified Moral Psychological approach to xìng $sh{\grave{a}}n$(性善). Mencius combined a priori morality and a priori moral norm and asserted xìng $sh{\grave{a}}n$(性善). And than he presented an example for a basis or a clue of mora norm and explained grounds of moral behavior. But various theory Moral Psychology considered morality as an attachment or derivation of human nature. So another new Moral Psychology is needed to investigate Mencius Xìng $sh{\grave{a}}n$(性善) theory in a viewpoint of Moral Psychology. And than that must managed morality and moral norm as essential problems firstly. That because Mencius considered human as a moral subjectivity and seek the clue or basis morality and moral norm in human nature. And secondly that must managed moral intelligence as a emotional intelligence, because of $li{\acute{a}}ng$ $n{\acute{e}}ng$(良能) $li{\acute{a}}ng$ zhī(良知) of Mencius meaned moral intelligence which was derived from blood tied and moral emotion.

Open Social Network vs Closed Social Network: A Theoretical Approach to the Effect of the Exclusiveness of the Network (연결망 vs 연줄망: 네트워크의 폐쇄성과 그 효과에 대한 이론적 접근)

  • This paper is a theoretical attempt to analyze and understand Yeonjulmang and Yeongyeolmang, which are terms for social networks with negative and positive connotation respectively in Korean Sociology. To do that, we analyze a social network where unilateral help are reciprocated. A social network in this context is a network where the past behaviors of its members are transmitted. With the information how the members behaved before, a social norm can emerge in the network, which facilitate the indirect reciprocation of unilateral help. In this norm, an agent's helping now will be rewarded by his being helped in the future. Since the reward happens in the future, this norm may not be sustained even if it is efficient. To sustain the reciprocation of the help, a norm can evolve to punish the violation of the norm more severely. If the punishment becomes too severe, the reciprocation of the help can be sustained even if it is not efficient any more in that the cost of help exceeds the benefit. If we allow the exit of the network, members have incentive to do it as belonging to the network is not beneficial any more. Then the social network may collapse. To avoid the collapse of the network, the exclusive norm, which exclude even mutually beneficial relationship with outsiders, may emerge. This can explain the emergence of Yeonjulmang, or a closed network, which is inefficient in double senses; 1) it may sustain inefficient reciprocation of help, and 2) the mutually beneficial relationship is excluded between an insider and an outsider of the network.

A Study on the Environmental Instruction focused on ethical inquiry in elementary school (윤리적 탐구 중심의 초등 도덕과 환경수업)

  • In elementary, environmental education have been doing in various subjects. The features of environmental instruction would be reflected on contents of environmental education and characteristics of each subjects. These contents of environmental education might be contained normative contents, and it is moral subject that treats these normative contents systematically. Then environmental instruction of moral subject in elemental school should be approach and inquire teaching contents related to environment education. In elementary school curriculum of moral subject, teaching contents related to environment are 'preciousness of life' and 'right views of Nature and protection of the environment'. By these contents, moral instruction can approach to life of animal and plants centered on the reason to take them preciously and relation between nature and humans centered on the moral consideration. It is a difference that approaches to the environmental education not by factual understanding but by normative understanding in moral instruction. It must be focused on ethical inquiry for normative approach and reserving identity of moral subject. Necessary conditions for ethical inquiry to the environmental instruction are moral status of things besides humans. For the ethical inquiry to the moral status of nature environments, teachers could be set the logic of instruction based on the developments of environmental ethics. Formal cohesiveness of environmental instruction could be developed in sequence of ethical inquiry on moral status to the life of animal, life of plants, and whole system of nature. For this, teacher could reflect on their instruction focused on some explanations. That is, it is explanation to the animal life based on the individual-extended human oriented ethics for human, plants life based on the individual-non human oriented ethics, whole natural system based on the holistic-non human oriented ethics. When teachers reflect these explanation, they can compose their instruction as 'finding something in common with humans and animals', 'reflection on the attitude to the commons', 'thinking about reasons on the different attitudes to the commons', 'the things that disappear as plants die', 'thinking on values about non organism'. These plan of instruction could be critically reconstruct by other teachers. But environmental consciousness by ethical inquiry should be hold on instruction to the environment reflected on identity of moral subject.
