MPEG-21 멀티미디어 프레임워크는 다양한 터미널과 네트워크 환경에 있는 접속기기들 간에 멀티미디어 컨텐츠를 투명하고 널리 사용하게 하는 데에 그 목적이 있다. MPEG-21의 많은 요소 기술 가운데 컨텐츠에 대한 접근 및 변경 등에 관련한 권리 사항을 표현하는 것과 관련하여 권리 표현 언어를 표준화하고 있다. 본 논문에서는 권리 표현 언어의 구조 등에 대하여 알아보고 관련 표준화 동향을 알아보고자 한다.

인터넷의 발달은 전통적인 자연 발생적인 시장에 의한 상거래를, 기술에 의한 안전하면서 세계 시장을 쉽게 접근할 수 있는 전자상거래 구조를 제공하고 있다. 현재 전자상거래의 대상은 실물에 대한 상거래와 디지털 컨텐츠에 대한 상거래로 크게 분류할 수 있으며, 실물에 대한 상거래는 전통적 상거래 방식이 컴퓨터로 바뀐 상황이라고 볼 때, 디지털컨텐츠에 대한 상거래 즉, D-Commerce에 대한 상거래의 개념이 도래하고 있다. 디지털 컨텐츠의 상거래에 필요한 요소 기술에 대한 연구, 그리고 특히 새로운 유통 비즈니스 모델에 대한 연구가 필요하다. 디지털 컨텐츠는 생성, 가공, 유통, 분배 둥의 측면에서 많은 장점을 갖는 반면, 복사를 여러 번해도 원본의 품질에 손상 없이 쉽게 복사 될 수 있다는 것이 디지털 저작권 보호에 커다란 문제점으로 대두되고 있다. 디지털 저작권권리(Digital Rights Management: DRM)은 디지털 콘텐츠의 보호와 적절한 유통체계를 설립하여 안전하게 상거래를 할 수 있게 하기 위한 새로운 기술이다. XrML은 권리(Right)를 명시하는 언어로써 디지털 컨텐츠와 그에 따른 서비스들을 사용할 수 있는 권리와 조건들을 명시해준다. XrML은 현재 디지털 저작권권리(Digital Rights Management: DRM)에 가장 많이 쓰이고 있는 Rights Language이다. XrML은 ContentGuard가 개발한 DRM 서술 언어로 전 세계 산업계 표준으로 추진하기 위하여 파트너 회사 확대, 기능 확장, 무료/공개 형식으로 보급을 추진하고 있다.

전자상거래(e-commerce)의 발달은 과거의 전통적인 상거래를 IT기술을 이용한, 새로운 시장구조를 제공하고 있다. 특히 인터넷을 통한 소프트웨어, 게임, 동영상 등 디지털 컨텐츠(digital contents)에 대한 상거래가 크게 증가하고 있어, 이러한 디지털 컨텐츠의 유통에 신뢰를 제공할 수 있는 시스템, 즉 디지털 저작권관리(digital rights management system), 또는 디지털 지적 저작권관리(digital intellectual property system)에 대한 유통 비즈니스 모델이 필요하다. XrML은 권리(rights)를 명시하는 언어로써 본 연구는 XrML을 이용하여 저작권관리에 필요한 권리구조를 구현한 시스템(prototype)을 표현했다. 벤츠와 그에 따른 서비스들을 사용할 수 있는 권리와 조건들을 명시해준다. XrML은 현재 디지털 저작권관리(Digital Rights Management: DIPR)에 가장 많이 쓰이고 있는 Rights Language이다. XrML은 ContentGuard가 개발한 DIPR 서술 언어로 전 세계 산업계 표준으로 추진하기 위하여 파트너 회사 확대, 기능 확장, 무료 / 공개 형식으로 보급을 추진중이다.

The purpose of this study is to examine the effects of kindergarten teachers' rights and obligations on teacher - A questionnaire survey was conducted on 174 teachers in kindergartens in Seoul, Gyeonggi, and Incheon. The results of this study are as follows: First, teachers' rights have a statistically significant effect on the rights of education and status in linguistic interaction, which is a sub-domain of teaching-infant interaction. And in behavioral interactions, the rights of labor have had a negative impact. In the linguistic interaction and emotional interaction, which are subdivisions of teacher-infant interaction, teacher's duty had a statistically significant effect on the duties of status, while teacher's duty was the sub-domain of inter- Duties of integrity and duty and duty of status did not affect.

이 논문은 디지털 콘텐츠의 권리표현을 위한 용어사전인 MPEG-21 RDD 의 내용과 구조에 대해 설명한 다음, 영어로 표현된 RDD용어를 제 3의 언어로 번역하는 데에서 생기는 상호운용성의 문제점을 해결하기 위한 방법으로서 다중 언어 RDD 레지스트리를 제안하였다. 또, 제안된 레지스트리의 기능과 구조를 설명한 다음 시스템의 설계 구현내용을 기술하였다.

The Internet presents a unique platform for disseminating digital content such as music, video, games, software, text, business and proprietary corporate information. It promises ubiquitous access, while at the same time fundamentally challenging the traditional rules of ownership and distribution of content. In such environment, safe protection and proper delivery of digital content would be a crucial requirement toward a new e-business model. Research on the Digital Rights Management (DRM) focuses on filling this functional vacancy of the market transition by providing a more viable business model based. XrML(eXtensible Rights Markup Language) provides a universal tool for specification of rights, fees, and issuing conditions(licenses) associated with the use and protection of digital content. ContentGuard has developed XrML to unify the Digital Rights Management(DRM) specifications and encourage interoperability. It seems that all working groups of DRM agree to use XrMl for their right description language.

Lately, most of the libraries subscribe electronic resources such as e-journals, under the license contracts for the access and use of these electronic resources. It was found that the management of licensed electronic resources in the library has become one of the major problems due to the lack of proper metadata elements in the existing management system of electronic resources. The purpose of the study is to establish metadata for licensed electronic resources.

MPEG-21 is an open standard framework for creation, delivery and consumption of digital content in interoperable and rights-managed and protected way. Focusing on DRM technologies, this paper covers with concept and ongoing activities of MPEG-21's parts - Digital Item Declaration which is the base unit of trade and delivery, Digital Item Identification, Intellectual Property Management & Protection, Rights Data Dictionary, Rights Expression Language, Persistent Association Technology, Event Reporting, and so on.

최근 구직광고, 시청, 정치 정당, 행정부처나 특정 일간지와 시사잡지의 최근 정보 팜플렛을 1981년 이전에 나온 관련 출판물들과 비교해보면 지난 20년 동안 현대 독일어 체계에서 주목할 만한 변화가 일어났으며 어느 정도 성과가 있었음을 어렵지 않게 알 수 있을 것이다. 언어의 실천 분야에서 1981년에 처음 나타난 이런 변화(vgl. Guentherodt, Ingrid / Hellinger, Marlis/Pusch, Luise F./Tromel-Plotz, Senta: Richtliruen 2ur Vermeidung sexistischen Sprachgebrauchs. In: Linguistische Berichte H. 71, 1981, 1-7)는 특히 어휘와 대명사 체계뿐 아니라 관사체계와 명사곡용과 관련된 변화에 대해서도 관심을 보이고 있다. 이런 언어변화는 계몽적 논문 그리고 '신 여성운동'과 그 결과로 나타난 '페미니즘 언어학'의 부단한 요구가 결정적이었다. 여기서 말하는 요구란 전통적인 언어체계에 머물러 있던 '성차별'을 없애고 독일어를 개혁함으로써 어휘와 문법에서 여성의 대표성을 감지할 수 있을 정도로 남성적-가부장적 관점의 지배적인 면을 없애고 '공평한 언어'를 만들어내는 것이었다. 궁극적으로 사람들은 이런 언어개혁을 통하여 여성의 사회적인 권리평등의 길을 마련하고 싶었다. 이 논문의 목적은 이런 복잡한 문제를 좀 더 알기 쉽게 밝혀보려는 것이다. 이를 위하여 첫 번째로 사회 정치적인 맥락에서 언어 개혁을 위한 노력을 살피고 언어 이론적인 토대를 질문하였다. 두 번째로 독일 페미니즘 언어학의 구체적인 역사적 기원을 간단히 살펴보았다. 세 번째로 개혁안을 자세히 논의하면서 체계적으로 정리하였다. 마지막으로 네 번째로는 개혁안과 그의 언어학적 기초에 대한 비판의 핵심 쟁점을 살피고, 찬반주장이 또 다른 분야로, 즉 한편으로 언어정책(찬성 주장) 분야로 다른 한편으로 체계언어학(반대 주장) 분야로 확대되기 때문에 언어개혁에 대한 페미니즘적 노력의 지지자와 반대자간의 논쟁에서 해결할 수 없는 것으로 보이는 문제를 테제로 제시하였다.

IFLA의 어린이/청소년 도서관분과는 전세계의 어린이 청소년을 위한 도서관 발전에 초점을 맞추고 있다. 뿐만 아니라 평생학습의 중요성, 어린이의 독서, 그들의 정보를 제공받을 권리에 대한 인식을 고양시키고 있다. IFLA의 어린이/청소년분과에서는 '어린이를 위한 도서관봉사의 지침'과 '청소년을 위한 도서관봉사의 지침(Guidelines for library services for Young Adults, 원문은 http://www.ifla.org/VII/x10/pub/guidelinese.pdf 참조)'을 마련하여 각 국의 언어로 번역되기를 원하고 있다. 이에 우리 협회는 도서관의 청소년 봉사에 도움이 되기를 바라며, 송영숙 어린이 청소년 봉사위원회 위원장(서울독서교육연구회 회장)이 번역하여 '독서교육정보'(서울독서교육연구회지)2003년 제30호에 게제한 '청소년을 위한 도서관봉사의 지침'을 재수록한다. -편집자주
