  • In Korea, there are debris-flow disasters induced by typhoon and localized torrential rainfall annually. There are particularly extensive debris-flow disasters in Gangwon-do because of its geomorphological characteristics; the extensive coverage of mountainous region, steep slope, and shallow soil. In this paper, we constructed a GIS database about topological characteristics of debris-flow basin in Gangwon-do by years of field survey. Also, we conducted frequency analysis based on this database with the digital forest type map and the digital soil map. We analyzed frequencies of debris-flow by simple count for topological characteristics, whereas we analyzed by considering an area ratio based on GIS for physiognomic and geologic characteristics. We used slope, aspect, width, depth and destruction shapes for analysis about topological characteristics of debris-flow basin. Also we used attributes of forest physiognomy, diameter, age, and density about physiognomic characteristics, and i n terms of geologic characteristics, we used attributes of drainage class, effective soil depth, subsoil properties, subsoil grave content, erosion class, parent material of soil, and topsoil properties. In consequence, we figured out topographic, forest physiognomic, and geologic characteristics of debris-flow basin. This result is applicable to establish a rational disaster prevention policy as a fundamental information.

  • The frequent regional torrential or heavy rain and typhoon mostly caused by climate change has resulted in sediment disasters particularly in mountainous or hilly areas. More than 65% of South Korea is mountainous and development and rapid urbanization has brought lots of steep sloping industrial complexes, which are adjacent to cities. Such continuous urbanization and industrialization can result in an increase in serious damage to those places. Korea has very high population density so sediment disaster could result in a tremendous loss of property and life. A recent 10-year (2001~2010) study of the average annual loss shows 68 casualties and property loss of 1.7044 trillion Won(?), which indicates a 20% and 25% decrease for both life and property, respectively, but urban areas are experiencing increasing damage. In this paper, a comprehensive simulator composed by references, analyses, and the recent technologies was applied to visualize the scale of the damaged Woomyeon-san (Mt.) and verify the performance of the simulator.

MOUSE와 SWMM(Storm Water Management Model) 계열 모형들(EPA SWMM, MIKE SWMM, XP SWMM, PC SWMM)(Huber and Dickinson, 1988)은 도시유출해석에 많이 이용되고 있다.

  • Recently, localized heavy rain is increased by climatic changes and landslide is increased. Also, because of landslide occurred in urban area, life and property damages are increased. Therefore, standard operation procedure of disasters should be established by steps and institutions so as to respond landslide. This thesis investigated application of current disaster manual so as to write SOP of landslide for disaster prevention related experts and accepted opinion for responding necessaries by using landslide SOP and important matters by step of disaster management. As the result of investigation, application of manual was low during the current response to disasters and application was the highest in responding step among the steps of disaster management. In case of landslide, they responded that response with SOP is necessary. During the organization of landslide SOP, they responded that training and education for landslide disaster are important at the step of prevention, conduction of landslide disaster broadcasting and provision of information are important at the step of preparation, guidance for evasion and behavior methods is important at the step of response and investigation of landslide disaster damages and reflection of record and evaluation are important at the step of recovery. In addition, for the requests for landslide SOP application, there was an importance of secondary factors such as expansion of professional manpower, strengthening of law and institution, education and training for SOP acquisition, etc.

  • Recently in urban area flood damages increase due to local concentrated heavy rainfall. Even in the cities where stormwater drainage systems are relatively well established flood damage still occurs because of the capacity limitations of the existing stormwater drainage systems. When the flood exceeds the capacity limitation of the urban storm sewer system, it yields huge property losses of public facilities involving roadway inundation to paralyze industrial and transportation system of the city. To prevent such flood damages in urban area, it is necessary to develop adequate inundation analysis model which can consider complicated geometry of urban area and artificial drainage system simultaneously. The Dual-Drainage model used in this study is the urban inundation analysis model which combines SWMM with DEM based 2-dimensional surface flood inundation model. In this study, the dual drainage model has been modified to consider the effect of complex buildings in urban area. Through the simulation of time variable inundation process, it is possible to identify inundation alert locations as well as to establish emergency action plan for the residencial area vulnerable to flood inundation.

  • In korea, debris-flow disasters are induced by typhoon and localized torrential rainfall annually. These disasters are particularly severe in the Korean national park due to its geomorphological characteristics. This study was conducted to analyze the landslide characteristics and forest environmental factors of landslide areas located in rugged mountain range in the Korean national park (Mt. Seorak, Mt. Jiri, and Mt. Sobaek). Overall, landslides occurred at 474 sites. The average area of the landslide scar among these sites was 1,212 ㎡. The average landslide sediment was 1,389 ㎥, average landslide length was 75 m, and the average width was 12.9 m. The landslides frequently occurred in regions with igneous rock and coniferous forest. In addition, slope gradient degree (31°-40°), slope gradient direction (N), vertical slope (concave), cross slope (concave), altitude (401-800 m), position (middle), stream order (first order), forest type (mixed), parent rock (igneous), and soil depth (<46 cm). The relationship between landslide soil volume and environmental factors showed positive correlation. The variables of vertical slope (complex), altitude (<1,201 m), and soil depth (<46 cm) correlated significantly at 1 % level.

  • Due to recent climate change, the flood damage is becoming larger due to the development of localized heavy rains. 2020.12 The Ministry of Environment provides 100-year flood flood map, but in the case of small rivers, river structures are designed at 50-80 years frequency, making it difficult to predict damage and provide evacuation information. This study prepared flood map of Donamcheon district in Geumnam-myeon, Sejong Special Self-Governing Province, which is a small stream and habitual flood zone. The flood level was calculated using HEC-RAS and the flood area was visualized through HEC-GeoRAS. The analysis results showed that property damage such as special crops and roads occurred during the 30-80 year frequency rainfall, and it affected private houses such as general residential areas and public land when the frequency occurred for 100 years. The results of the comparison and analysis of the flood map provided by the Ministry of Environment and the results of the HEC-GeoRAS simulation showed that the flood map provided by the Ministry of Environment did not consider small streams. Further studies on flood flood maps considering the large and small stream are needed in the future.

  • With the occurrence of localized heavy rain while river flow has increased, both flow and rainfall cause riverside flood damages. As the degree of damage varies according to the level of social and economic impact, it is required to secure sufficient forecast lead time for flood response in areas with high population and asset density. In this study, the author established a flood risk matrix using ensemble rainfall runoff modeling and evaluated its applicability in order to increase the damage reduction effect by securing the time required for flood response. The flood risk matrix constructs the flood damage impact level (X-axis) using flood damage data and predicts the likelihood of flood occurrence (Y-axis) according to the result of ensemble rainfall runoff modeling using LENS rainfall data and as well as probabilistic forecasting. Therefore, the author introduced a method for determining the impact level of flood damage using historical flood damage data and quantitative flood damage assessment methods. It was compared with the existing flood warning data and the damage situation at the flood warning points in the Taehwa River Basin and the Hyeongsan River Basin in the Nakdong River Region. As a result, the analysis showed that it was possible to predict the time and degree of flood risk from up to three days in advance. Hence, it will be helpful for damage reduction activities by securing the lead time for flood response.

  • Recently, the damage caused by natural disasters such as typhoons and localized torrential rains has been increasing rapidly. The Ministry of the Interior and Safety enacted a 「law on safety management of small sized infrastructures」 and local governments have to register small sized infrastructures with the National Disaster and Safety Management System (NDMS) until March 31st every year. Recently, each local government has ordered Safety inspections of small sized infrastructures and maintenance plans and six types of facilities, including small streams, small bridges, farm roads, access roads to village, inlet weirs, and drop structures are being surveyed and digitized into a database. Each facility is being evaluated for risk, and for those deemed hazardous, maintenance plans are being developed. However, since the risk assessment method of small sized infrastructures is not clear so that is conducted through visual investigation by field investigators, risk assessment is conducted in a subjective and ambiguous form. Therefore, this study presented a reasonable and quantitative risk assessment method by providing a quantitative evaluation indicator for small stream, which has the highest disaster risk among other small sized infrastructures, so that small sized hazard infrastructures can be selected to secure transparent evidence for improvement plans and action plans.
