In order to decide the national technical standards policy for national policy/market economy activities, the people in charge commonly make policy decisions based on the current technology level/concentration/utilization by means of major common technology field analysis using patent data. One possible source of such patent data is the domestic mobile carriers through the Korea Intellectual Property Rights Information System (KIPRIS) of the Korean Intellectual Property Office (KIPO). Using this system, we collected 20,294 patents and 152 International Patent Classification (IPC) types and confirmed KTs (9,738 cases / 47.98%), which perform relatively high technology retention activities compared to other mobile carriers through the KIPRIS of KIPO. Based on these data, we performed three analyses (SNA, PCA, ARIMA) and extracted 30 IPC types from the SNA and 4 IPC types from the PCA. Based on the above analysis results, we confirmed that 4 IPC (H04W, H04B, G06Q, H04L) types are the major common technology field of the domestic mobile carriers. Finally, the number of 4 IPC (H04W, H04B, G06Q, H04L) forecast averages of the ARIMA forecast result is lower than the number of existing time series patent data averages.

RFID technology as a typical convergence technology combines RFID communication, mobile communication and network infrastructure, and information processing technology. As it enables users to communicate with the surroundings, RFID technology is now recognized to serve as the basis technology for the ubiquitous information society where users can get the needed information anytime and anywhere. Through lots of efforts for the early technology development and standardization activities on RFID technology, Korea has been leading technology standardization as well as technology initiatives. Thus in this paper, we discuss the RFID technology trend by analyzing RFID standard patent data which is declared in international organization for standardization (ISO, IEC, ITU). Especially, we analyzed 906 standard patents data that declared in International organization for standardization (SO, ISO/IEC JTC1, ITU-T) on June 2013.

비약적인 기술발전과 각국간의 시장개방에 따라 표준화를 추진하는 각국의 정책에도 많은 변화가 오고 있다. 종래의 표준화는 국제통신망간 또는 사업자 통신망간의 상호접속성을 위주로 하여 표준화가 진행되었다. 그러나 현재의 표준화 추세를 보면 개발된 기술을 표준으로 유도함으로써, 시장선점의 무기로 삼는 것이다. 이에 따라, 선진국에서는 기술개발에 대한 지적재산권의 보호를 점점 강화해 가고 있다. 이제 표준화와 지적재산권은 밀접한 관계를 가지게 되었으며, 이에 따라 선진 각국에서는 표준화를 추진함에 따른 지적소유권의 취급에 대한 방침을 설정해 놓고 있다. 표준화 사항에 일부 또는 전부가 포함되는 특허사항은 소유권자의 의지에 따라 표준화를 좌지우지하게 된다. 무상으로 특허의 사용을 허락하는 경우 또는 공정 타당한 조건으로 사용을 허락하는 경우에는 표준화의 추진이 가능하나, 그 이외의 경우에는 표준화 추진의 전반적인 사항에 대해 재검토를 필요로 하게 된다. 이러한 사항은 국제표준화기구나 선진 각국의 표준화기구에서도 거의 비슷한 방법으로 규정이 되어 있다. 우리나라에서도 국내 및 국제 표준화활동에 활발히 참여하는 사람이 많아짐에 따라, 표준화과정에서 일어날 수 있는 지적재산권과의 마찰 문제에 대해 어떻게 대처할 것인가를 숙고해 볼 시기가 온 것 같다. 이에 이본의 전기통신분야 표준화 기관인 ''사단법인 전신전화 기술위원회(TTC)''의 공업소유권에 대한 지침 등을 소개함으로써 이에 대한 관계자 여러분들의 이해를 돕고자 한다.

한나라의 경제성장, 연구개발, 기술축적 및 특허권 등의 상호 관계는 거의 정비례 관계에 있다. 후진국은 선진국에게 이와같은 요인면에 있어서 예속상태이었으며, 그리고 후진국이 그 후진 성을 탈피하고저 하는 단계에 이르게 되면 선진국은 이에 대하여 제동을 가한다. 또한 시장성이 있다고 간주할 때, 공업소유권 즉 특허권이란 독점배타적인 권리를 미리 심어둔다. 최근 한국은 이와 같은 처지에 처하고 있다. 우리는, 특허란 무엇이고, 이의 국제협력기구는 그리고 특허관 리는 여하이 하고 있는가를 알아야 한다.

본 논문은 차세대 IC 카드 분야에 대한 특허 및 표준화 동향 분석 결과를 기술했다. 특허의 경우, 주로 고성능 및 안전성 측면의 기술 발전에 무게를 두어 진행되고 있으며, 표준의 경우에는 ISO/IEC 등 국제 표준화 기관을 중심으로 권고안이 만들어지고 있는 실정이다. 향후, IC 카드의 효율적인 개발을 위해 지속적으로 IC 카드 관련 특허를 분석할 예정이며, 나아가 IC 카드 표준 제정에 적극 참여함으로써 기술의 우선권 확보에 기여할 예정이다.

This Study focused on IPC (International Patent Classification) for TKM (Traditional Korea Medicine) Paper. The results processed for 9,000 TKM paper by using 8th in IPC Classification. The name of Herbal Medicine assigned to IPC Classification, we assigned to two part for main-Classification(A61K) and sub-Classification (A61P). The results obtained about 77% for A61K and about 96% for A61K36 among them. And also analysed about 23% for sub-Classification(A61P) additionally. Main-Classification is distributed A61K > A61H37 > A61B5 > A61N > A61M1. Detailed Main-Classification for A61K is distributed A61K36 > A61K35 > A61K33 among Main-Classification. TKM Paper mainly analysed A61K36 and A61H37 in Main-Classification. According to the results. 'The Korean Journal of Herbology' has high-valued for Utilization as a Non Patent Document. we should constructed Database system for protection of intellectual property rights. And after We will registered minimum documentation of PCT.

Recently companies consider the patent activity as one of the critical factor for success in global economy even though one of the enterprise's competitiveness factor was productivity in past industry economy. Since there are so many patent dispute globally in IT industry, it is very important for companies to register and manage patents strategically. Therefore, this research analyze relationship between Financial result and 3 patent activity factors like productivity, effectiveness, and high-quality by investigating patent and financial data of 217 Korean IT enterprises. This paper get the following results after building research model and hypothesis based on resource-based theory and analysing the data sets using multiple regression model. First, effectiveness and high-quality of patents showed positive(+) effect on growth of total assets of IT enterprises. Second, three factors of patent activities do not have significant results with average increase rate of sales. Third, only high-quality of patents have positive(+) effect on average increase rate of net income. The differentiation factor of this research is that this paper categorized patent activity factors as quantitative and qualitative factors, and practically suggested strategic direction of patent activities of IT companies which face serious patent distribute globally.

This study is the basic research about the patent information analysis to predict the technology trend based on the IPC(International Patent Classification) code. We investigated the patents in the field of Business Method(G06Q) since 2011. Consequently the most frequently IPC code in G06Q are as follows. G06Q 50/10(1,652), G06Q 30/02(816), G06Q 50/30(735), G06Q 40/02(713), G06Q 50/22(530), and G06Q 30/06(489).
