A Study on Ethics for Archivists in the Electronic Records Environment (전자기록환경에서의 아키비스트 윤리에 관한 연구)

  • Associations of archivists and professional communities all over the world have released criteria and code of ethics which provide solutions of ethical problems in practical uses to make their professional positions to be kept. This study aims to analyze some of existing codes of ethics established by association of archivists and suggest model of ethic codes for archivists with essential aspects. Selected associations of archivists are SAA(Society of American Archivists), SA(Society of Archivists), ACA(Association of Canadian Archivists), ASA(Australian Society of Archivists), ICA(International Council on Archives). Five codes of ethics were selected for analysis and comparison from these associations and compared with ethics for achival management, archival information service and professional activities. This study consider essential aspects in the electronic records environment.

  • It is expected that intelligent broadcasting service (IBS) will be able to provide broadcast programs based on user preference and program-associated information (metadata) in order to assist users to easily navigate the program contents being broadcast. So users can access program contents anytime/anywhere in the way they want. In this paper we propose a framework for IBS based on an intelligent software agent platform so called FIPA (Foundation for Intelligent Physical Agents). We use an FIPA implementation. so called FIPA-OS, as a platform for exchanging user preferences and program information as FIPA messages between a server and clients. The user preference is modeled as the User Preference description scheme in MPEG-7 MDS (Multimedia Description Scheme).

  • 최근 신경망 기반 기술들의 발달에 따라, 신경망 기술들은 충분히 높은 임무 수행 성능을 달성하고 있으며 사물인터넷, 스마트시티, 자율주행 등 다양한 환경을 고려한 응용 역시 활발히 연구되고 있다. 하지만 이러한 신경망의 임무 다양성과 복잡성은 더욱 많은 비디오 데이터가 요구되며 대역폭이 제한된 환경을 고려한 응용에서 이러한 비디오 데이터를 효과적으로 전송할 방법이 필요하다. 이에 따라 국제 표준화 단체인 MPEG 에서는 신경망 기계 소비에 적합한 비디오 부호화 표준 개발을 위해 Video Coding for Machines (VCM) 표준화를 진행하고 있다. 본 논문에서는 신경망의 특징 부호화 효율을 개선하기 위하여 VCM 을 위한 다중 스케일 특징 압축 방법을 제안한다. COCO2017 데이터셋의 검증 영상을 기반으로 제안방법을 평가한 결과, 압축된 특징의 크기는 원본 이미지의 0.03 배이며 6.8% 미만의 임무 정확도 손실을 보였다.

Biodiversity Conservation and the Yellow Sea Large Marine Ecosystem Project (생물다양성 보전과 황해 광역 해양생태계 관리계획)

  • The paper describes the objectives of Yellow Sea Large Marine Ecosystem (YSLME) project, focusing on procedural and practical aspects. YSLME is a highly productive sea yet possibly one of the most impacted large marine ecosystems, in terms of anthropogenic stressors, due the enormous coastal population. The aim of the YSLME project is the reduction of ecosystem stress through identification of the environmental problems in the Transboundary Diagnostic Analysis (TDA) that are then addressed in the Strategic Action Programme (SAP). One of the major problems found to be affecting biological diversity is habitat modification through wetland reclamation, conversion and degradation. Since the early 1900's more than 40% of intertidal wetlands have been reclaimed in Korea, and 60% of Chinese coastal wetlands have been converted or reclaimed. Damaging fishing practices, pollution and coastal eutrophication have further degraded the coastal environment reducing the biological diversity. To combat this loss, the YSLME project has mounted a public awareness campaign to raise environmental consciousness targeted at all different levels of society, from politicians at parliamentary workshops, local government officer training events, scientific conferences and involvement of scientists in the project research and reporting, to university and high school students in our visiting internship programmes and environmental camps. We have also built networks through the Yellow Sea Partnership and by liaising and working with other environmental organizations and NGOs. NGO's are recognised as important partners in the environmental conservation as they already have extensive local networks that can be lacking in international organisations. Effective links have been built with many of these NGOs through the small grants programme. Working with WWF's YSESP project and other academic and research institutions we have conducted our own biodiversity assessments that have contributed to the science-based development of the SAP for the YSLME. Our regional targets for biodiversity outlined in the SAP include: Improvements in the densities, distributions and genetic diversity of current populations of all living organisms including endangered and endemic species; Maintenance of habitats according to standards and regulations of 2007; and a reduction in the risk of introduced species. Endorsement of the SAP and its successful implementation, during the proposed second phase of the YSLEM project, will ensure that biological diversity is here to benefit future generations.

Study on the Roles and Protection of Seafarers as Essential Workers in the Shipping Industry to Prepare for the Post COVID-19 (포스트 코로나 19 시대를 준비하는 해운산업분야 필수업무종사자로서 선원의 역할과 보호에 대한 연구)

  • The COVID-19 pandemic reminded us again of the importance of essential workers who perform their roles in maintaining the stability of people's daily lives worldwide. Therefore, the International Maritime Organization and overseas countries designated seafarers as essential workers and proposed relevant measures for their protection to enable them to perform their role. In particular, the International Maritime Organization (IMO) urges related associations and member states to support safe boarding and disembarkation of seafarers. However, Seafarers were restricted from boarding or disembarking, shore leave and hospital treatment in certain countries owing to extreme nationalism. This study compares and analyzes the cases of international organizations and major overseas countries to provide a logical basis for the protection of seafarers who play an essential role in the safety of the global supply chain despite the COVID-19 pandemic. This study identifies the need to protect seafarers and their roles as essential workers in the shipping industry and suggests necessary aspects and institutional improvement measures for improving seafarers' working environment to strengthen the shipping industry's resilience. This study is expected to serve as future basic data for national policies aimed at reflecting the roles of seafarers as essential workers and the need to protect them.

Korea's Terrorist Environment and Crisis Management Plan (한국의 테러환경과 위기관리 방안)

  • This study is based on the political and economic standpoint of each country, Use advanced equipment to prevent new terrorism from causing widespread damage, In order to establish a countermeasures against terrorism in accordance with the reality of Korea, which is effective in responding to terrorist attacks, Korea conducted a SWOT analysis of the terrorist environment and terrorist environment through specialists. First, internal strengths of Korea 's terrorist environment include stable security situation, weakness of religious and ethnic conflicts, strong regulation and control of firearms, and counter terrorism capabilities and know - how accumulated during major international events. Second, the internal weaknesses of the terrorist environment in Korea include the insecurity of the people, the instability caused by the military confrontation with North Korea, the absence of anti-terrorism law system, the difficulty of terrorism control and management by the development of the Internet and IT technology. Third, the external opportunities for Korea 's terrorist environment are as follows: ease of supplementation and learning through cases of foreign terrorism failure, ease of increase of terrorist budget and support with higher terrorism issues, strengthening of counterterrorism through military cooperation with allied nationsRespectively. Fourth, the external threats to the terrorist environment in Korea are the increase of social dissatisfaction due to the continuous influx of defectors and foreign workers, the goal of terrorism from international terrorist organizations through alliance with the United States,Increased frequency of incidents, and increased IS coverage of terrorism around the world. In addition, the SWOT in - depth interviews on the terrorist environment of the expert group were conducted to diagnose and analyze the problems, terrorism awareness and legal system in the Korean terror environment. The results of the study are summarized as follows.First, the basic law on terrorism should be enacted.Second, the establishment of an integrated anti-terrorism organization.Third, securing and nurturing specialized personnel in response to terrorism.

  • Although poultry industry in Japan has been much developed in recent years, it still needs to be developed , compared with developed countries. Since the poultry market in Korea is expected to be opened in the near future it is necessary to maximize the Productivity to reduce the production costs and to develop the scientific, technologies and management organization systems for the improvement of the quality in poultry production. Followings ale the summary of poultry industry in Japan. 1. Poultry industry in Japan is almost specized and commercialized and its management system is : integrated, cooperative and developed to industrialized intensive style. Therefore, they have competitive power in the international poultry markets. 2. Average egg weight is 48-50g per day (Max. 54g) and feed requirement is 2. 1-2. 3. 3. The management organization system is specialized and farmers in small scale form complex and farmers in large scale are integrated.

  • Started from the Industrial Revolution in England, the design movement, the concept of plastic arts is spread and developed in many European countries. It meets new phase due to the much more developed industrial techniques and internationalized era since the World War II. The concept of identity in design appeared with industrial diversification, specialization, and inter- nationalization comes out through every visual identification standards. And the concept is used in public facilities and groups such as national institutions, schools, hospitals, or lots of religious bodies, as well as in industries to aim at the most profit from products' sale. Since the opening of Seoul National University of Technology in 1910, the university which has long history and tradition of about 90 years has used the unique visual identification in changing the University name to meet with the surrounding environment and the timely characteristics. However, the English name for the University was changed in 1998, so the new era to leap was open. Therefore, the University introduced formally the concept of U. I. (University Identification) with the new image. It is an inevitable outcome of modern time.

  • People and goods through the recent smart device, IoT to things and things are connected, it has emerged as the driving force of a new economic growth in the future. While conducting research of this international standardization organization in the IoT-based protocol, to the institutions and companies that belong to the standards bodies interests are different from each other, protocols have been developed also, different order, heterogeneous device interoperability has emerged is a problem that the lowering of. Therefore, in this paper, to investigate the structure of the MQTT and CoAP that are commonly used and trying to figure out the trend of low power consumption, a lightweight protocol that is suitable for IoT environment, process and standardization trends of evolution, features, analysis and on, to derive the advantages and disadvantages, and comparative analysis, it presented a development scheme for each protocol.

A Study on the Possibility of Homegrown Terrorism in Korea Depending on Internalization and Strategy to Cope with the Terrorism (국제화에 따른 한국내 자생테러 발생 가능성과 대응전략)

  • Terrorist organization has shown the trend of secret organization and it is harder to cope with terrorism because of uncertainty of terrorism. Homegrown terrorism is the one, whose preparation, execution and effect are restricted to domestic area. By the way, in the worldwide economic depression, violence and radical demonstration have shown the expansion trends as in Middle East, political revolution of Africa, anti-social resistance of Europe and Wall Street Occupation of USA. Homegrown terrorism is occurring in various countries such as UK and Spain as well as USA. Specialists warn homegrown terrorism in Korea. The purpose of this study was to prospect the possibility of homegrown terrorism that can be generated in the transfer to multi-culture society as various foreigners come to Korea rapidly and suggest the method to cope with the trend. The study analyzed environment and analysis of homegrown terrorism that Korea faces now. The methods to cope with homegrown terrorism are as follows. First, distribution of radical homegrown terrorism via internet should be prevented. Second, the connection between terrorist organization and homegrown terrorist should be prevented. Third, there should be a cooperation among government, residents and religious group. Fourth, there should be an open approach against multi-culture society. Fifth, there should be a systematic control for cause of new conflict. Finally, there should be a long-term approach to cause of new conflict. If we do not make an effort to prevent homegrown terrorism, terrorism environment may face new aspect and national and social cost for it will increase.
