과학기술분야 전문학술지의 학술논문 투고와 심사처리 전과정에 대한 영문전용 웹기반 시스템을 설계하기 위하여 국내외의 대표적인 사례로 Elsevier Editorial System과 KISTI-ACOMS를 조사하고 분석하였다. 이를 통하여 해양과학기술분야 전문학술지 Ocean Science Journal에 적용할 수 있는 웹기반 논문투고심사시스템이 구현되었다. 웹기반 시스템은 기존의 오프라인 논문심사과정에서 야기되는 복잡한 원고관리, 심사기간의 지연과 원고분실 등의 문제점을 해결할 수 있을 뿐만 아니라 e-journal 전자출판의 기반이 자연스럽게 조성되어 효율적이고 신속한 학술정보 유통환경이 구축된다. 이러한 시스템의 개발과 활용은 과학기술분야 전문학술지의 수준제고 및 국제화 과정에 크게 기여할 것이다.

We provide a fudamental set of information on technologies in the area of mechanical engineering to draw action plans for intermationalization of the National R&D activites. First, we design and use a modified Delphi method to evaluate levels of our technological capabilities and developed countries' as well. We investigate technology acquistion methodolgies, technology characteristcs and various aspects of international cooperation in terms of technology. Secondly, we analyze final responses of participants (i.e,. the third round results of Delphi method) tosee the correlation between various factors in developing mechanical engineering technologies through international cooperation. The technology classification used in this research is developed by STEPI (Science and Technology Policy Institute).

최근 안전인증 기술기준의 국제규격(IEC) 부합화에 따라 소형 퓨즈의 DC 시간/전류 특성(DC Time/Current characteristic, 이하 DC 용단특성)에 대한 시험이 중요한 성능평가항목으로 부각되고 있다. 특히 DC 용단특성을 시험하기 위해서는 규격에 적합한 DC 발생기 및 DC 용단시간도 정확하게 측정할 수 있는 시스템이 구축되어야 하므로, 그 성능 평가설비 또한 매우 중요하다고 할 수 있다. 본 논문에서는 안전기준 및 IEC 국제규격을 분석하고, 분석된 규격을 토대로 성능평가설비를 설계하여 국제적 수준의 시험기관 위상에 걸맞은 성능평가기술 기반을 구축하였다. 구축된 설비 및 개발된 성능평가기술은 향후 시험평가기술의 국제화에 중요한 역할을 할 것으로 기대된다.

본 연구는 아시아 11개국 환율변화율의 자료를 이용하여, 집단 간의 동질적 속성에 의한 의미 있는 경제적 분류를 시도하기 위하여, 탐색적인 수리적 분류기법의 소개 및 적용, 그리고 이러한 접근법에 의하여 아시아 외환시장을 집단화하는 동질적인 공통요인의 존재가능성을 평가하고자 하는 목적으로 검증하였으며, 관찰된 검증결과를 요약하면 다음과 같다. 첫째, 변화하는 시계열에 관계없이, 아시아 11개국의 외환시장에서는 일정하게 집단을 구성하는 계층적 구조관계를 확인할 수 있었다. 둘째, 검증결과에 의하여, 아시아 11개국의 외환시장을 동질적인 속성으로 집단화하는 공통요인의 존재가능성을 볼 수 있었다. 셋째, 의미 있는 경제적 분류에 의하여 형성된 동질적 속성의 시장구조관계는 공통적으로 영향을 미칠 수 있는 사건이 발생할 경우, 기존의 시장구조관계를 변화시킬 수 있다는 것을 관찰하였다. 넷째, 한국은 1990년 이후 국제화 정책을 국가적 차원에서 추진하였지만, 전반적인 검증결과에 의하면, 한국은 아시아 외환시장에서의 동질적인 속성에 의한 시장구조의 연결관계가 미약한 수준임을 확인할 수 있었다.

u-Society 구현을 위한 IT 발전전략은 경제 재도약을 위한 IT 산업정책에의 요구 종대, 디지털 컨버전스 추세의 강화, IT의 사회전반에의 영향력 확대라는 세 가지 환경변화를 감안하여 수립 추진되어야 한다. IT 산업정책에의 요구 증대에 부응하기 위해서는 IT를 중심으로 하는 신성장 동력을 강화해야 하는데, 구체적으로는 IT 원천기술 투자비율을 단계적으로 증가시키고 기존산업과 IT의 융합 분야의 창의적인 R&D 과제를 발굴하고 국제화된 IT인력을 양성하는 것이 중요하다. 또한 한국형 벤처 생태계를 조성하여 소프트웨어 및 컨텐츠 부문을 육성시키는 것이 필요하다. 디지털 컨버전스 추세에 대응하기 위해서는 진입장벽의 완화, 수평적 규제체계의 적용, 방통융합 서비스의 조속한 도입 및 규제기구의 통합이 선결과제이다. IT의 사회전반에의 영향력 확대를 경제 및 사회 제분야의 발전으로 연결시키기 위해서는 물리적인 광대역 인프라의 구축에 더하여 정보사회의 역기능 방지 및 정보보호체계 강화, 정보화추진위원회의 기능 강화가 요구된다. 또한 비IT부문에의 IT접목과 더불어 복지, 교육, 공공부문 혁신에 If를 적극적으로 활용하여야 한다. 즉, u-Society구현은 기존의 정보화정책의 한계를 넘어, 물리적인 인프라 구축과 보완 제도, 규제정책, 산업정책의 유기적인 조화를 필요로 하며 이러한 노력이 결실을 맺을 때 우리나라는 경제적 풍요와 수준 높은 삶의 질을 향유할 수 있을 것이다.

Software globalization is becoming more important worldwide but little is known about how globalization technologies are actually carried out in the Korean software industry. In this paper, we have designed Globalization Quality Management (GQM) framework and applied the framework to the industry domestically for the first time. GQM provides a structured and effective way for software organizations to adopt globalization practices and evaluate the results. GQM consists of three main components: 1) software quality management process, 2) globalization support model and 3) globalization assessment model. This framework also supports both plan-driven and iterative/incremental development methods. On the basis of the GQM, a survey study was conducted among software engineering professionals, gathering the data from 31 IT companies across 7 large-scale projects in Korea. The result indicate that the evaluation score for globalization capability is 2.47 and global readiness is 2.55 out of 5 points. Also It said that internationalized product design (32.9%) and global/local product requirements analysis (28%) are needed to be taken care of first.

This paper forcuses on the measurement of increased work efficiency expected from the factory automation through random interactions of the organizational behavioral factors whose attributes can be changed with the implementation of the factory automations. Specifically the work reported here is concerned with modeling and analyzing the random interrelationships among the organizational behavioral factory which factory automation will have impact on throughout the time horizon of its implementation in terms of productivity. In addition, it is also concerned with developing a stochastic continuous simulation model to be used to assess the impact of factory automations.

우리나라는 세계 최고 수준의 IT 인프라를 기반으로 네트워크 및 서비스 융합, RFID 등 u-IT 서비스 확산 등을 통해 유비쿼터스 사회로 빠르게 진입하고 있다. 향후 디지털 융합이 가속화됨에 따라 시간과 공간의 제약 없이 원하는 정보의 획득 활용이 증가하고, u-Health, u-learning 등 IT가 타산업과 융합되면서 높은 부가가치를 창출할 것으로 전망 된다. 그러나 정보화의 급속한 진전에 따른 사회 전반의 편의성과 효율성이 향상하였으나, 해킹 바이러스, 개인정보 유출사고, 스팸 등 역기능으로 인한 피해도 확산되고 있다. 최근에는 네트워크 방어체계를 무력화시키는 지능화된 해킹, 대량의 고객정보 유출, 사회공학 기법을 활용한 피싱 등 이용자의 자산과 프라이버시를 침해하는 사이버범죄 증가 등으로 이용자자산과 권리 보호관점에서의 정보보호의 중요성이 부각되고 있다. 향후 시간과 장소에 상관없이 지식정보를 활용하여 편리하고 쾌적한 생활을 누리게 하는 지식정보사회는 예측 불가능한 위험이 곳곳에 산재한 정보위험사회로의 진입을 의미 할 수도 있다. 그러므로 미래사회에서 예상되는 위협을 예측하여 효과적으로 사전에 예방할 수 있는 체계를 마련하는 것은 안전하고 신뢰할 수 있는 지식정보사회를 향유하기 위한 전제조건으로 작용한다. 이에 본고에서는 미래 지식정보사회에 대비한 정보보호 전략으로 안전한 u-사회 청사진 설계 및 환경조성 선도와 국제화, 사이버위협 예방 및 대응체계의 입체적 조화와 융합, 정보보호 기술 제품 산업간 선순환 촉진과 성장 등 3대 전략을 설정하고 실행방안을 제시한다.

With the opening in construction market, more diversified and internationalized construction culture is imported, but the level of our construction culture and policy is still not met the international standards. For example, there is a difference in the liquidated damages at delay due to the reason of builder imputation during the public construction project comparing the international standards like damages. It may lead to the potential claim. In this study, via comparing and analysis on the relevant international standards and extension expense for terms of work, actual compensation is selected, and improvement of liquidated damages like damages is presented.

In conclusion, our mechanical engineering technology is investigated to be below the middle level stage of technology(i.e., the stage of digesting acquired technologies) except the shipbuilding equipments technology which is evaluated to be on the top level stage of technology.
