This study examines internationalization index of higher education to draw implications for South Korea. To this end, this study first introduces the concept of internationalization of higher education, followed by the background of the development of internationalization index. Then examined are two internationalization index of higher education: one developed by American Council Education (ACE) and the other developed by OECD, which is known as IQRP (International Quality Review Process). ACE's international index of higher education is useful to governments when they assess the process of internationalization of universities. IQRP, on the other hand, is useful to universities and colleges when they evaluate their status of internationalization. Drawn implications are (1) it is important for universities to build a clear goal and implement appropriate strategies of internationalization, (2) policies on internationalization of higher education should concentrate on contents rather than forms, and (3) the efforts for internationalizing higher education should be made along with the efforts for improving the quality of education.

Globalization brings changes to universities in particular facilitating internationalizing students exchange and curriculum diversification. Such efforts are relatively weak in education college even though the demands are high in students' global learning expectations internally and educational development cooperation from developing countries. The demands of global education arise from the increase of multi-cultural family, the compelling foreign language proficiency and others. The demands of development cooperation arise from the contribution of education to the rapid economic development. However, Korean participation focuses on vocational training which is far from the international norm of basic education provision and carried out without enough educational specialists. Global education and teaching practices in developing countries would substantiate the internationalization of education college while the effectiveness of educational development cooperation would be enhanced after learning the international norms and local knowledge which are learnt from the global education including foreign school practices.

This study examines the relationships between TMT's characteristics - international education background ratio, international job experience ratio, international related professionals ratio- and the degree of firm's internationalization. It also examines the moderating effect of independent board on those relationships. The results of multiple regression analysis show that the ratio of TMT's foreign job experience is positively related to firm's internationalization. On the other hand, both international education background ratio and international related professionals ratio do not significantly related to firm's internationalization. Regarding the moderating effects. independent boards weaken the positive relationship between TMT's foreign education background ratio and firm's internationalization. Whereas they strengthen the positive relationship between TMT's international education background ratio and firm's internationalization. The findings of this study imply that Chinese firms should consider the interaction effects between the TMT and board on their decisions of internationalization.

In the global management environment, having trade talents can determine export competitiveness. Therefore, most of countries are carrying out various educational programs to be able cultivate or educate outstanding trade talents. South Korea is no exception. It is carrying out various educational programs such as GTEP, Glocal Trade Experts Incubating Program. Based on GTEP, this study would like to investigate empirical relationships between education service quality and international intention. As a result, all of education service quality such as educators' quality, educational infra quality, and education quality are significantly related to educational satisfaction and international intention. These results imply that improving educational service quality is better than carrying out education programs simply for cultivating outstanding trade talents.
