The job creation is one of the important issue from the public and private sector. For the job opportunity, the private sector would contribute to create plentiful opportunities for job-seekers. Especially, foreign donor countries has fostered the development consulting firm in the private sector with the legal and institutional support. As the result, it has played the important role to create the job opportunity for whoever want to find the way in the international development cooperation. However, South Korea does not yet make the environment as much as foreign donor countries. Hence, this study aims to analyze the case on fostering the development consulting firm in the international development cooperation to draw the political implication for South Korea. With this, the result of the study is significant to rebuild the index on the impact evaluation of the employment that is fit to the international development cooperation. Thus, foreign donor countries suggests that fostering the development consulting firms in the international development cooperation should be based on the political and institutional support, tied network, and sustainable supply of human resources. Indeed, the improvement of the index on the impact evaluation of the employment would contribute to correctly measure the impact from the development consulting firm in the private sector.

This study aims to construct an ecological community and lay the foundation for sustainable development in the Korean Peninsula by promoting cooperation between the South and North Korea in the non-political and no-military natural environment sector under the rapidly changing inter-Korean relations. It analyzed South Korea's aid and international cooperation projects in natural environmental sectors in North Korea and examined North Korea's national plan and the cooperation projects that North Korea proposed to the international community to identify potential cooperation projects. It selected 15 potential cooperation projects and 6 crucial factors to be considered in prioritizing the projects through case studies and the first expert survey (five persons). The six crucial factors were i) urgency, ⅱ) linkage between North and South Korea (ecological community in the Korean Peninsula), ⅲ) contribution to sustainable development (prosperity), i) North Korea's acceptability, ⅴ) cooperation conditions and budget, and ⅵ) project sustainability. The second expert survey (14 persons) focused on prioritizing the 15 potential inter-Korean cooperation projects in line with six crucial factors. The 15 potential inter-Korean cooperation projects in the natural environment were comprehensively reviewed and scored based on the six crucial factors. The resulting priority projects were identified as follow: i) Mt. Seorak - Mt. Keumgang International Peace Park, ⅱ) support and cooperation for agro-forestry, ⅲ) joint conservation projects for internationally important migratory birds (such as Black-faced Spoonbills and Cranes), iv) inter-Korean ecotourism linkage and promotion, and ⅴ) establishment of integrated information system on leading ecosystems and biodiversity in the Korean Peninsula. The priority cooperation projects presented in this study are based on the perception of experts engaged in inter-Korean natural environmental cooperation in consideration of existing cooperation cases and conditions. For the actual implementation of these potential projects, a systematic approach, including the formation of consensus between North and South Koreas and the creation of a cooperative network with suitable partners suitable for each project's characteristics, would be needed.

당 협회는 1989년 2월 업무를 개시한 이래 금년으로 제 5차년도의 사업을 추진하게 되었습니다. 본 협회는 작년에 전기통신기본법 제 30조에 의거 법정 협회로 재출발 함으로써 급격하게 변화하는 국제표준화 환경에 능동적으로 대처함은 물론 전기통신표준화를 보다 효율적으로 추진할 수 있는 기틀을 마련하였습니다. 협회는 1992년말까지 총 7건의 TTA표준을 제$\cdot$개정하였으며 이중 36건은 체신부에서 전기통신 국가권고 표준으로 채택 고시한 바 있습니다. 금년도에는 52건의 TTA 표준을 추가로 제$\cdot$개정할 계획이며, 특히 금년에는 전기통신관련 국제기구간의 협력사업을 대폭 강화하여 국제기구의 정책과 전략을 검토, 정책 당국에 대응 방안을 건의하는 등 국제화 시대에 부응할 수 있도록 국제협력 사업을 활성화 할 계획입니다. 1993년도에 협회가 추진할 사업계획을 요약하면 다음과 같습니다.

물관리는 밀레니엄개발목표(Millennium Development Goals)의 달성과정에서 가장 강조되는 주제 중의 하나이다. 물관리의 최종목표는 물관리 그 자체가 아니라 자연적으로는 유한한 수자원의 지속가능성을 유지하고 사회적으로는 계층간의 형평성을 실현하는 것이다. 그러나 개발도상국들은 한정된 국가재정으로 기반시설의 투자가 부족하고 기후변화에 따른 자연재해의 빈발로 인하여 인간다운 삶의 질을 보장받기 어려운 상황에 직면하여 있다. 이러한 인식 아래, 미국, EU, 일본 등의 선진국은 물론 이웃 중국도 개발도상국을 대상으로 물 관련 사업의 공적개발원조(ODA) 프로그램을 활발하게 추진하고 있다. 최근 우리나라의 대 개도국 협력사업은 한국국제협력단(KOICA)이 수행하는 ODA 사업을 중심으로 큰 폭으로 늘어나고 있다. 우리나라의 물 분야 지원사업도 식수개발, 댐건설, 관개시설 개발, 수질오염처리, 재해방지 예 경보 시스템 및 홍수조절사업 등으로 다방면에 걸쳐 활발하게 진행되어 왔다. 그러나 우리나라의 물 분야 ODA 사업은 정책 및 제도에 대한 컨설팅이나 교육훈련 등 소프트웨어 기반의 원조개발협력은 상대적으로 미진하고 물리적 인프라 위주의 지원사업이 대부분을 차지하고 있다. 최근에는 전문가 파견 및 연수생 초청 등의 인적협력의 사례가 증가하고 있으나 아직까지는 사업내용의 대부분이 건물, 시설물 및 기자재 등의 구조적인 지원 형태로 이루어지고 있다. 이러한 형태는 일찍이 대개도국 물 분야 사업을 추진한 미국이나 일본 등의 선진국들이 원조협력사업의 일관성과 지속성을 평가하기 위하여 제도적이고 정책적인 지원을 확대하는 것과는 거리가 있다. 1992년 KOICA가 네팔 모디강 수력발전소 실시설계 지원으로 시작된 우리나라의 물 분야 사업도 이제 20년에 이르고 있다. 물 분야 지원사업도 새로운 방향전환이 필요한 시점이다. 본 연구에서는 우리나라의 물 분야 ODA 지원사업의 현황과 문제점을 파악하고 향후 나아가야 할 정책방향을 제시한다. 이를 위하여 먼저 아시아의 스리랑카와 아프리카의 에티오피아의 2개 국가를 사례지역으로 선정하고 물관리의 현황과 문제점을 파악한다. 그리고 사례지역에 대한 우리나라의 물 분야 ODA 지원사업의 현황과 당면과제를 분석한다. 마지막으로 선진국과 우리나라의 물분야 지원사업의 추진방향을 비교분석하여 우리나라 물 분야 ODA 지원사업이 지향할 방향성을 제시한다.

This study presents an analysis of a total of 101 papers on the theme of international research cooperation by nation, gathered from Web of Science. The findings of this study show that 20 nations published papers on the theme of international research cooperation with the ranking of U.K.(27 papers, 26.7%), the Netherlands(20 papers, 19.8%), U.S.(19 papers, 18.8%), Brazil and Spain(5 papers, 5.0%), Russia(4 papers, 4.0%), etc. South Korea was found to be in the lower ranking group(2 papers, 2.0%), suggesting that it still has a lower level of international research cooperation. Thus, particularly, researchers at universities by institution and humanities by discipline should activate the publication of papers on international research cooperation by expanding relevant projects so that the international research capabilities of South Korea should be bolstered.

한국광학기기산업협회(회장 박원희)는 2014년도 사업추진방향을 정밀광학산업 기술기반 확충 및 국제 교류 협력사업 강화, 회원사에 대한 지속적인 경쟁력 제고 등으로 정하고 적극적인 사업을 펼쳐나갈 계획이다. 주요 사업으로 국내외 전시사업, 한일 협력사업, 광학 교육사업, 광학분야 표준화사업 등을 추진해 나가고 있다. 올해에도 국내 업체 제품들의 우수성을 전 세계에 널리 알리고 수출 촉진을 위해 해외 유력 전시회를 발굴하여 공동전시 사업을 활발히 전개해 나가는 한편, 회원사 R&D 지원 확대를 위한 레이저 연구회 활동과 일본 광기술 지도 및 연수 프로그램도 더욱 알차게 운영해 나갈 계획이다.

중국측과의 협상시 상대적인 우위확보와 협상이 결렬되었을 경우를 대비할 목적으로 검토되었던 중형항공기 대안사업은 ''''96년 6월 중국과의 협상이 최종결렬되자 해외업체와의 협력을 본격적으로 추진하게 되었다. 현재 급격히 변화하는 국제환경과 제한적인 국내여건을 극복학 위한 여러 가지 시도가 검토, 수행되고 있는 바, 본고에서는 현재 검토되고 있는 중형항공기사업의 기본 추진방향 및 해외협력대상업체에 대하여 간략히 소개해 보고자 한다.

Inter-Korean cooperative tourism business has turned mutual confrontation and tension between two Koreas for the past 50 years to a peace, stability, mutual understanding and co-prosperity. Currently, with a million tourists visiting Mt. Kumgang, a new chapter for reconciliation and peace opened in inter-Korean cooperation. This study was initiated as an attempt to discern how inter-korean cooperative tourism business can effectively promote local tourism and economy. The purposes of this study are (1) to explore the present tourism situation of Goseong in Gangwon province such as tourism policy, tourism ressources and infrastructure, tourism products and tourist arrivals; (2) to examine the effect of Mt. Kumgang Tourism Business on the tourism development of Goseong; and (3) to investigate any significant relationship among its factors. This study examines the experiences of 189 Goseong resident groups. The findings of this study will provide future policy makers with useful implications in tourism planning and management.
