International Practices of Naming Undersea Features and the Implication for Naming Those in the East Sea (해저지명 제정의 국제적 관례와 동해 해저지명 제정에의 시사점)

  • This paper reviews international practices of naming undersea features, centered on SCUFN (Sub-Committee on Undersea Feature Names), and draws some implications for the newly announced undersea feature names in East Sea. Even though the history of the activities of naming undersea features in Korea is not long, recent years have witnessed considerable progress in finding and naming undersea features. In view of the guidelines for naming undersea features by SCUFN, it is evaluated that most of these names have been appropriately selected. But more justification should be made for specific terms using historical persons, symbolic term, and for two names proposed for those already listed in the Gazetteer. For further works on naming undersea features, three steps are suggested: first, conducting surveys and accumulating data on undersea features, second, naming and announcing newly found features and publicizing them, and third, making attempts to achieve international standardization of domestically announced names.

  • 연안에서 12해리 밖의 배타적 경제수역을 포함하는 공해에서의 해저지명은 기구나 국가에서 지명 심의 제안을 IHO 산하 해저지명소위원회(SCUFN)에 요청하여 채택이 되면 정식 국제해저지명으로 인정받게 되고 해도 및 각종 지명자료에도 활용된다. 해저지명은 종종 영유권 주장의 근거로 활용되기 때문에 공해를 탐사하고 해저지명을 제안하여 채택하는 것은 국가적 차원에서도 중요한 일이다. 국가간 갈등 및 지역간 갈등을 유발할 수 있는 지명에 대한 제안 양식이 존재하지만, 제안자의 자유 기입 측면이 강해서 지명의 제안과 승인 및 적용을 위한 데이터베이스 관리의 어려움이 존재한다. 또한 지명 제안의 근거가 되는 각종 과학적 자료의 보존과 활용에도 제약이 크다. 본 연구에서는 해저지명에 대한 표준 마련의 일환으로 현재의 해저지명 관리 현황을 분석하고 S-100 기반의 해저지명 데이터 모델을 구축하였으며 그 결과 지명 분류를 고려한 데이터 모델의 초안을 완성하였다.

Activities on Naming Undersea Features in Korea (한국에서 해저지명 부여를 위한 활동)

  • The consistent use of appropriate names for the undersea features is an essential element of effective communication among ocean scientists. The correct use of names on bathymetric and nautical charts provide benefits to national and international communities. Also it is expected that naming of the marine geographical features within the territorial waters and EEZ contributes to secure the territorial waters and preserve the various marine resources. This paper will seek to addresses a variety of activities where geographic names issues for undersea features arises. For the purpose of this paper, the attention will be given upon 1) the general history of activities on naming undersea features in Korea; 2) development of the guideline for standardization of marine geographical names; 3) geomorphological characteristics of undersea features in East Sea; and 4) future plan to conduct a systematic analysis for naming marine geographical features in Korea.

A Study on the Considerations Relating to the Regulations for Prospecting and Exploration for Hydrothermal Polymetallic Sulphides and Cobalt-rich Ferromanganese Crusts in the Area (해저 열수광상 및 망간각 자원 개발을 위한 국제적 논의에 대한 고찰)

  • In August 1998, during the resumed fourth session of the Authority, the delegation of the Russian Federation reminded the Assembly that, in addition to polymetallic nodules, other mineral resources existed in the Area, including polymetallic sulphides and cobalt crusts, and requested the Authority to adopt rules, regulations and procedures for exploration for such resources. Pursuant to article 162, para. 2(o)(ii), of the 1982 UNCLOS, such rules, regulations and procedures are to be adopted within three years of the date of such a request. This article reviewed the 'Draft Rules and Regulations for the Exploration and Exploitation of Sea-Floor Massive Sulphides and Cobat-rich Ferromanganese Crusts in the Area' by ISA in 2001, and the 'Madang Guideline for Offshore Mineral Policy' written in 1999 in respect of the international trends of polymetallic sulphides and cobalt crusts. Issues for size of mining area and relinquishment, application of the site-banking system, procedure for dealing with overlapping claims and precautionary approach etc. for the establishment of the norm of polymetallic sulphides and cobalt crusts are reviewed as consideration factors.

Geophysical and Geological Exploration of Cobalt-rich Ferromanganese Crusts on a Seamount in the Western Pacific (서태평양 해저산 고코발트 망간각 자원평가를 위한 광역 탐사 방안)

  • Co-rich ferromanganese crusts (Fe-Mn crusts) distributed on the seamounts in the western Pacific are potential economic resources for cobalt, nickel, platinum, and other rare metals in the future. Regulations for prospecting and exploration of Fe-Mn crusts in the Area, which enables the process to obtain an exclusive exploration right for blocks of the fixed size, were enacted recently by the International Seabed Authority, which led to public attention on its potential for commercial development. Evaluation and selection of a mining site can be established based on abundance and grade of Fe-Mn crusts in the site as well as topography that should be smooth enough for mining efficiency. Therefore, acquisition of shipboard echo-sounding and acoustic backscatter data are prerequisite to select potential mine sites in addition to visual and sampling operations. Acoustic backscatter data can be used to locate crust-covered areas in a regional scale with the understanding of acoustic properties of crust through its correlation with visual and sampling data. KIOST had collected the topographic and geologic data to assess the resources potential for Fe-Mn crusts in the west Pacific region from 1994 to 2001. However, they could not obtain acoustic backscatter data that is crucial for the selection of prospective mining sites. Therefore, additional exploration surveys are required to carry out side scan sonar mapping combined with seafloor observation and sampling to decide the blocks for application of an exclusive exploration right.

Analysis of the Terms "Risk" and "Danger" for Appropriate Application of COLREGs and Proposal for Amending Maritime Safety Act of Korea (국제해상충돌예방규칙의 올바른 적용을 위한 '위험'과 '위험성'에 대한 용어 분석 및 해사안전법 개정 제안)

  • The Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs) was adopted to prevent ships from colliding with other ships or any object such as the seabed. COLREGs have been codified and refined since the mid-19th century, and have reached the present. Therefore, the terms and sentences used in COLREGs also have distinct academic and legal connotations. However, in the Maritime Safety Act of the Republic of Korea, which translated COLREGs into domestic law, the "risk of collision" and the "danger of collision" was used in the law without distinguishing their meanings. Accordingly, the difference between "risk" and "danger" was analyzed with reference to the definition of risk by an authoritative international organization of the United Nations such as the International Maritime Organization and the International Organization for Standardization as a well-known and authoritative non governmental organization. In addition, the cases codified in COLREGs and translated cases in the Maritime Safety Act were analyzed to highlight the need for amending the Maritime Safety Act. From the perspective of safe navigation, it is expected that the Maritime Safety Act in the future would distinguish between "danger" and "risk" so that the efforts of watch officers to prevent collisions could be further systematized.

The Generic Terms and the Standards of a Delimitation for Oceans and Seas based on S-23(Names and Limits of Oceans and Seas) (S-23(Names and Limits of Oceans and Seas)을 기초로 한 바다의 속성지명과 바다경계의 획정 근거 분석)

  • Establishment of limits and names for oceans and seas is necessary for a safety of navigation. Even if there are no national and international standard for the delimitation of sea boundaries, we can take guidelines for the delimitation of sea boundaries through the analysis of IHO official publications, Limits and Names for Oceans and Sea; S-23. This paper shows the changes of the spatial limit of seas since first edition publication, and the standards for a delimitation of oceans and seas were analyzed using S-23 4th edition draft(2002) in terms of physical geographic features. The generic terms of S-23 include Ocean, Sea, Channel, Passage, Strait, Sound, Gulf, Bay and Bight, and each generic term shows hierarchical structures. Several seas show different characteristics compared with definitions of IHO dictionary. Sea boundaries are delimited by longitude and latitude, cape, river mouth, sandbar, and so on. Undersea features such as a shelf, trench, trough, rise, bank and reef are also important features for delimitation of sea boundary. Especially, seas that are delimited by undersea feature are mainly located Arctic and Southern ocean area in S-23 4th edition. Advanced knowledge of marine science with a technical advance might affect to delimit for sea boundary.

Evaluation on the Outcome of International Deep Seabed Mining Regime and Its Prospect (심해저 광물자원 개발제도의 운영결과 분석 및 향후전망)

  • The International Seabed Authority (ISA) formally came into existence upon the entry into force of the UNCLOS on 16 November 1994. By adopting the Implementing Agreement in 1994, UNCLOS has the universality as a Magna Carta of International Ocean Regime, and the Deep Seabed Mining Regime could be operated as a unique one for the benefit of mankind. During last 10 years, ISA established the institutional framework successfully and made substantial and tangible progress in formulating the rules, regulations and procedures for the prospecting and exploration for polymetally nodules. Furthermore, RPI's obligations had been carried out completely, and the 7 RPI made contract with ISA to become a contractor who has an at least 15 you exclusive right for exploration in their allocated site. However, due to the uncertainty of commercial mining, the number of representatives from developing countries has been getting looser and looser and ISA has a problem of quorum of the Assembly. Land-based producers took a very strong opposite position to the contractors to make their loss in the minimum level. For the next decade, it might be prospected that ISA will focus on monitoring the contractor's activities, making rules, regulations and procedures for exploration on cobalt rich crust, sulphide and methane hydrate and implementing environment studies.
