It is said the maritime labour law that total legislation system regulate all relationship concerning a labour of seafarers. A possibility of danger, a helplessness from the shore, a importance of the responsibility, a segregation from the public, etc. is mentioned as the particularity of a maritime labour which is distinguished from that of a shore labour. Therefore, the improvement of social standing and protection of rights for seafarers may be achieved substantially by the maritime labour standards considering such particularity of maritime labour. A vessel is itself international relationship, accordingly maritime labour is also same. It means that international relationship should be considered, whenever any country makes it's national law for maritime labour. Therefore, this paper aims to find out the spirit of legislation for the maritime labour law through a historical study on the development of it, and suggest the facts that should be considered for legislation of domestic law concerned.

In this paper we have reviewed major theories of international migration by three phases of migration : initiation, perpetuation, and adjustment. Through the review it is found that factors affecting the three phases are not mutually exclusive but interrelated, and argued that for a comprehensive understanding of the phenomena we need a theoretical guideline useful to locate all the important factors associated to the entire process of migration. Neoclassical economic theory which has played a leading role in migration research. fails to be such a guideline. since it is grounded on the unrealistic assumption of rationality and does not take into account for historical-structural factors, as neo-Marxian theorists have claimed. Two major Marxian theories, dual labor market theory and world system theory, have been successful to identify macro-structural factors that induce main flows of international migration, but do not so in exploring situational factors affecting the process of migration, especially social and cultural factors. Accordingly this study proposes that in order to grasp international migration process comprehensively we need to research the phenomena in view of action system theory, that is, to study migrants\` economic, political, social, and cultural situations inclusively.

In international armed conflict, 'the contraband of war' under 'the law of neutrality' was developed to balance the interests of belligerents' belligerent rights and neutrals' economic interests and it began to change and evolve with the development of trade in the 19th century. The scope of material control expanded during the First and Second World Wars and continues to this day. In particular, a trend toward preventing the military use of 'conditional contraband' that could be used for both military and civilian purposes. In the process, the law regulating contraband of war expanded conceptually to become an 'international export control system' led by international organizations. Today, the contraband of war is still in effect, but there are no laws or guidelines related to the contraband of war in Korea in case of an emergency for the Korean Peninsula. Considering that it is an international practice to create and publicize a list of the contraband of war, it is necessary for Korea to prepare for it. Therefore, this paper examines the historical origins and development of the law regulating of war under the law of neutrality and examines the state practice of the contraband of war control over time. In doing so, this paper will examine the implications of the law regulating contraband of war for the Korean Peninsula through changing in the law regulating contraband of war and state practice.

This study analyzed and verified panel data based on CSMAR (China Stock Market & Accounting Research) DB from 2002 to 2014 in order to find out significant differences of conservative accounting before and after Chinese companies adopted international accounting standards. Financial changes in companies can occur at the point of change in accounting standards, and as the difference would affect conservative accounting, it is important to understand conservatism in financial transaction. In this study, earnings per share and price, return on equity, and debt ratio were measured. As a result of analysis, conservative accounting has increased after the introduction of accounting standards, and as the debt ratio was higher, the proportion of conservative accounting was higher. Thus, at a certain point of change in accounting standards, companies apply conservative accounting in order to improve reliability in an unstable future financial environment. Therefore, this study is expected not only to practically influence business practice in changes in GAAP rules but also to provide useful guidance for future studies.

The academic library development plan has external importance as it explicitly declares the library's role and development direction. Internally, it is also a library service guideline. To develop the development plan, libraries must understand the trends and needs of international, national, and affiliating universities and their constituents. Accordingly, this research includes case, content, and network analyses of foreign academic libraries' development plans to identify the trends. The analysis results show most foreign academic libraries employed various strategies and plans, which can be characterized as 'collaboration,' 'collection development,' and 'research support.' Consequently, we propose the following factors to consider when developing an academic library development plan: specification of mission, vision, and core values; recognition of core values such as diversity, equity, and inclusion; awareness of the significance of collaboration and partnership with other units within the universities and external organizations; and utilization of university library development plans as tools for achieving management objectives.

As the international trade has been increased, unified worldwide standards are getting more important and necessary. At the TBT(Agreement on Technical Barrier to Trade) of WTO(World Trade Organization) and the CTI meeting of APEC(Asia-Pacific Economic Cooperation), they made an agreement with applying International Standards to National Standards gradually. In addition, ISO (International Organization for Standardization) established the ISO/IEC Guide 21, a guideline for applying International Standards to National Standards. In these environment, Korean Industrial Standards has to be prepared for it. This paper introduce the comparison between Korean Industrial Standards and ISO Standards about the standards of sampling and testing the fresh concrete, based on ISO/IEC Guide 21 by ISO and the Applying guideline by Korean Agency for Technology and Standards, and then discuss the problem about applying them. The overall objective is to establish the applying guideline on construction fields, which is civil and building engineering part(KS F) of Korean Industrial Standards.

The investigation of marine accidents in Korea can not handle the international codes and guidelines and is being followed the conventional methods with a big gab to the international criterion and procedure. Also there is no proper investigation manual which is cope with the new era and surrounding circumstances. This study analyzed the investigation manual of other countries, and proposed new investigation manual according to the analysis and international standards and procedure as followings; (1) Develop own investigation manual separating from the field manual which is mixed with judge, (2) Correct and improve the error and hazy words in the existing field manual which is not compatible a current situation, (3) The contents of new manual should be changed to cope with the international rules, criterion and procedures. The list of contents and index is added, an abundant explanation and examples are given, and charts and illustrations are inserted to make the users understand easily. Also the inquiry techniques according to the classification of each accidents are included.

This study aims to analyze protocol & security systems of international conferences such as 2010 Seoul G20 Summit, 2012 Seoul Nuclear Security Summit and to propose Improvement strategies. The results derived from this study are as follows. First, it is necessary to support the establishment of international conference laws. We should select a major agency for 'International Conference Industry Promotion Act', coordinate of the system of international conference laws, resolve potential conflicts, maintain consistent on support organization of international conferences. Second, it is necessary to coordination among different ministries that control security relevant laws. We should solve clashes possibility between a few laws on security system which is closely related to protocol & security of international conference. Third, it is necessary to produce a joint protocol handbook of government for establishing protocol & security system of international conferences. We should try to confirm protocol & security system of international conferences through publishing a joint protocol handbook of government from their own protocol handbook of the executive, the legislature, etc. Forth, it is necessary to build and strengthen expertise of PCOs(professional convention organizers). We should find and assist several PCOs for achieving government policy that develop industrial foundation on international convention and train human resources on international convention expected next generation of promising industries.

국제해사기구(IMO)에서는 인적과실의 예방과 항해사의 업무부담 경감을 위하여 e-navigation의 도입을 추진하고 있고 전략이행계획에 따라 2019년까지 e-navigation의 구현을 위한 관련 지침의 개발과 협약규정 제 개정작업이 활발히 진행 예정이다. 해양사고에 취약한 소형선박이나 어선에 e-navigation적용위해서는 사고예방에 관한 시스템의 개발과 구축이 필요하다. 본 연구에서는 IMO의 e-navigation 솔루션과 현재 정부에서 추진중인 한국형 e-navigation 구축사업 내용을 바탕으로 향상된 개념의 소형선박의 선박충돌예방지원시스템을 연구하여 제시하였다. 이 연구가 e-navigation이 실질적인 해양사고 예방에 효율적으로 활용되는데 정책적인 측면과 실무적인 측면에서 기여할 수 있다고 보며, 특히 연안선박과 소형어선의 안전증진에 기여할 수 있기를 기대한다.

웹은 제작과 사용이 간편하다는 이점으로 인해 사용인구가 폭발적으로 증가하고 있다. 또한 웹은 지역, 성별, 연령에 관계없이 사용할 수 있는 보편적인 특성을 지니고 있다. 이러한 웹의 보편적 특징은 특히 장애인들을 위해서 웹 접근성이라는 용어로 사용되고 있다. 이러한 웹 접근성을 평가하기 위해 국내 정부기관 웹 사이트와 국제기구 웹 사이트를 비교 평가하였다. 특히, 웹 접근성평가는 평가자의 기준에 의해 평가결과가 모호하며 평가결과가 상당부분 왜곡되어 있다는 문제점이 있다. 또한 이러한 문제점은 데이터테이블에서 두드러지게 나타난다. 본 연구에서는 데이터 테이블의 왜곡된 평가에 대한 문제점을 도출하고 그러한 문제점을 수정하여 국내외 웹 사이트들을 비교 평가하였다. 평가결과, 국내외 웹 사이트의 데이터 테이블에 대한 웹 접근성은 많은 격차가 존재하였으며, 웹 접근성 준수 여부는 지침의 기술적 준수뿐만 아니라 웹 사이트 설계 시 화면 구성에 의해서도 결정되어 짐을 제시하였다.
