본 논문에서는 현재 그 중요성이 증가하고 있는 정보보호관리체계에 대하여 기존의 국내·외 정보보호관리체계 지침이나 표준 문서들이 단지 일반적인 가이드라인을 제공 할 뿐, 평가나 측정, 혹은 인증을 위해 필요한 상세하고 객관적인 지표가 없다는 점을 파악하고, 이러한 주요 지표들을 개발하기 위한 프레임워크를 제시하고자 한다. 이 프레임워크는 정보보호관리 국제 표준인 ISO/IEC TR 13335 GMITS에서 정의하고 있는 정보보호관리 프로세스를 기준으로 적절한 정보보호관리 프로세스를 도출한 다음, 현재 정보기술 통제 기준으로 사용중인 COBIT의 각 주요 지표들을 위에서 도출된 프로세스별로 적용시키는 것이다. 즉 정보보호관리 프로세스별 주요목표지표(KGI - Key Goal Indicator), 주요성과지표(KPI - Key Performance Indicator), 그리고 핵심성공요소(CSF - Critical Success Factor)들을 개발하여 정보보호관리체계에 대한 상세하고 객관적인 평가와 측정을 가능하게 하고 이를 통해 총체적인 정보보호관리 통제 이룩하고자 한다.

본 발표는 대한민국 해기사 커뮤니케이션 역량 강화를 위해, 해사 영어 구술시험 개발의 필요성을 타국의 사례 등을 통해 제안하고, 이를 위해 시범 개발 중인 "한국형 해사 영어 구술시험"의 개발 제작 과정과 현재 개발 진행 사항을 공유하고, 향후 추진 방향을 모색하기 위함이다. 따라서 본 발표에서는, 구술시험 평가 수립을 위한 유관 산업 문헌 조사(국제 교통 관련 산업 의사소통 지침, 평가 척도), 해기사 직무에 따른 영어 구술시험 문제 개발 계획 수립 및 시험 설계 시 검토 사항, 모의 구술시험 설계 및 시행, 모의시험 효과 측정, 측정 결과에 따른 향후 평가 척도 개발 시 고려 사항, 구술 평가를 인공지능 평가 방법 도입 방안 모색 등의 과정을 순차적으로 소개하고, 이에 대한 결과물을 공유하며, 향후 발전 방향을 제안하고자 한다.

선박의 대형화, 고속화로 인한 해난 사고 증가에 대응하기 위해 전자해도 도입이 되었다. 전자해도는 속성정보와 공간정보로 구성되는 안전을 위한 GIS 데이터다. 전자해도 객체는 200여 가지로 각 객체별 다양한 속성으로 구성된다. 국제수로기구는 전자해도 객체에 포함되는 속성값 입력을 표준적으로 수행하기 위해 전자해도 객체 입력 지침(Use of Object Catalogue)를 정의 하였다. 전자해도 제작을 위해서 전자해도 객체지침서 교육이 필요하며, 교육 시에는 UOC가 사용되었다. 한편, UOC의 교육 효율성을 높이기 위해서 많은 요구사항이 제안 되었다. 본 연구에서는 UOC의 교육 효율성을 높이기 위해 지원 도구를 설계 및 개발 하였다.

클라우드 컴퓨팅이 활성화됨에 따라 다양한 클라우드 서비스가 대중적으로 보급되고, 그에 따른 클라우드 컴퓨팅 관련 제품들을 IT시장에서 쉽게 접할 수 있게 되었다. 일반적으로 IT 제품군에 대해서 보안성평가를 수행하고, 그 결과 값을 통해 소비자에게 객관적인 지침으로 활용될 수 있는 국제 표준인 공통평가기준에서는 보안 제품군에 대한 보안목표명세서인 보호프로파일을 제공하고 있다. 하지만 현재 일반적인 IT제품군에 대한 보호프로파일은 존재하나 클라우드 관련 제품군에 대해서는 보호프로파일이 존재하지 않아 보안성평가를 위한 방법이 없는 실정이다. 따라서 본 논문에서는 공통평가기준을 준수하는 클라우드 환경에 적용 가능한 보안기능요구사항을 도출하고자 한다. 도출한 보안기능요구사항을 통해 클라우드 제품군에 대한 보안성을 적용하기 위한 평가 방법으로 사용될 수 있다.

1987년 완성음절형 한글 부호계(KS C 5601-1987)가 처음 제정된 이래 1992년 ISO 10646-BMP 또는 Unicode에 정보교환용 한글부호계를 반영하기 시작하여 2005년에 KS X 1005로 국제문자부호계를 제정하고 2007년 최종적으로 KS X 1026-1 제정을 통하여 정보교환용 한글 처리지침을 마련하는 것으로 옛한글처리를 완성하였다고 한다. 본 논문에서 훈민정음창제원리에 입각하여 옛한글처리 완성도에 대하여 정보교환용 한글처리의 한계와 문제점을 평가함으로써 한글처리의 효율성을 기하고자 한다.

IMO, IALA는 e-Navigation 전략과 해사 서비스를 개발하고, 해상자원에 대한 유일 번호체계 도입을 위한 해상자원명 지침을 개발하고 있으며, 항로표지 등의 해양정보를 해사안전 국제 공통 표준(S-100)에 기반한 정보 표준 및 관련 서비스 표준을 개발 중에 있다. 해상교통시설을 기반으로 항로표지, 해양기상 정보 등 다양한 정보를 수집/관리 하고 있으므로, 항로표지 관련정보를 효율적으로 관리하고 육상 및 해상 사용자로의 활용 증대를 위해 항로표지 정보의 스마트화 전략이 요구 된다. 본 연구에서는 항로표지 스마트화 전략의 핵심 요소인 항로표지 정보 표준에 기반한 체계 구축, 유일번호 부여 및 활용을 위한 해상자원명 적용 방안을 소개하고, 이러한 핵심 기술을 활용한 항로표지 정보의 스마트화 전략을 제시 하고자 한다.

In order to establish and promote geographic information activities in controled environment maximizing interoperability and the degree of reusability of geographic information resources scattered in distributed platforms, standardization is recognized as one of the basic solutions essentially being performed at the community level, where intends to align with international standards. This paper describes some technical aspects of standardization needed to build a systematic mechanism of national geographic information standards development, giving approach to conceptual analysis especially directed by ISO(International Organization for Standardization). Following some enumerated benefits for profile based national standard architecture and the brief review from canadian approach we suggest herein a overview of national and community level standardization framework, which identify its primary elements consisting of common basis for standard development mechanism based on profiles.

Importance of road that is country base equipment is occupying fair part. Therefore, establishment of road and maintenance expense for road management are increasing continuously. These problem can manage efficiently through data model construction that take advantage of framework data. But, because of difference of method of study in research institution, framework data research was constructed being overlapped until current. This is because framework data research was no access of application side. Therefore, National Geographic Information Institute presented subject framework data model guide through framework data model standardization business. This research constructed road management data model that take advantage of traffic framework data. Therefore, we can check equal data construction and reduce expense accordingly. Also, because there are not data model development instances by framework data model, it is difficult that judge whether is suitable to apply framework data model guide. Hence, in this study, the extended road management data medel and the suitability of framework data is presented.

This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

Standard guidelines for marine accident investigation have been prepared through the enforcement of the Casualty Investigation code as of January 2010. In addition, as the International Maritime Organization (IMO) recommended contracting the state to manage a marine incident system established under this code, Korea also has newly established provisions for a marine incident system in the 'Act on the Investigation of and Inquiry into Marine Accidents' also as of 2010. The Korean Maritime Safety Tribunal (KMST) has made a multilateral effort to prevent marine accidents through the efficient operation of a marine incident system, but this system has not been properly activated. This study examines the operational status and problems of a marine incident system and analyzes the marine incident systems of foreign countries and similar transportation agencies such as railroads and aviation. Options include switching to voluntary reporting of marine incidents, transferring responsibility to a non judicial private organization, expanding incentive systems for a marine incidents, revising regulation and preparing detailed implementation guidelines.
