국제협력 연구개발 발전방안

  • 세계적으로도 국방예산은 감소추세에 있는 반면, 무기체계는 첨단화, 고도화됨에 따라 획득비용은 고가화 되고, 무기체계 주요수출국가 측면에서도 세계적으로 무기수요가 감소되고 무기체계 개발기술은 세계화되어 가고 있는 상황이므로 각국은 새로운 무기체계의 획득시 양국간 또는 다국간 협력을 적극적으로 추구하고 있다. 국제무기협력(intemational armaments collaboration) 참가국들은 이를 통하여 경제적으로는 획득사업에 대한 비용과 위험을 분담할 수 있으며, 군사적으로는 군사동맹국 및 우방국간에 무기체계의 표준화와 상호운용성을 제고시킬 수 있고, 또한 정치적으로는 협력국가간에 결속력을 강화시킬 수 있다는 기대감 때문이다.

An Empirical Research how ISO application and Partnership process affect on Business Performance of Import and Export Manufacturing Firms in Korea (한국 수출입 제조 기업의 국제표준인증 활용과 파트너십 프로세스에 대한 연구)

  • As global partnership is recently getting important in order to establish supply chain network in global managing environment, companies tend to improve quality and warranty in SCM(Supply Chain Management) by certifying ISO(International Organization for Standardization). This research investigated structural relationship how strategic and operational ISO application level and trust, immersion, collaborative factors in partnership process affect to companies business performance. This research was surveyed with 147 manufacturing companies in South Korea and conducted empirical analysis using Structural equation model. The research hypothesis and model was derived from the basis of existing theory and empirical research, and obtained the following results. Firstly, the strategic ISO level showed positive(+) effect on trust and immersion factor. Second, the operational ISO level showed positive(+) effect on trust and collaborative factor. Third, trust factor in the partnership process showed positive(+) effect on immersion factor. Lastly, collaborative factor in partnership process showed positive(+) effect on companies business performance. Implication for this research is that companies must consider ISO application in establishing partnership and companies require prolonged effort using trust, immersing, collaborative factors into partnership process to improve business performance.

A Study on the Changes of US Policy in International Defense Industry Cooperation and the Fure Korea-US Defense Industry Cooperation (미국의 국제 방산협력 정책 변화와 한미 방산협력 방안 연구)

  • It has been shown that the lack of sufficient defense industry cooperation between Korea and the US. The severe imbalance in defense trade between tow countries and Korea's weak defense industrial base has been a problem. This paper suggests the enhancement of defense industry cooperation with the US as a defense policy. The US policy has been changed to utilize the globalization of defense industries. The following cases were analyzed to show the policy change; The security of supply arrangement with 6 countries, the defense cooperation treaty with the United Kingdom and Australia. the defense Memorandum of Understanding with 23 countries, and the international cooperation with 8 countries for F-35 JSF program. Korea government needs to sign a defense MOU with U.S. and the defense industries are recommended to increase the opportunities of weapon system co-development and co-production. So that the Korea defense industry may improve competitiveness and to overcome the current weaknesses.

한·중·일의 산업별 이산화탄소 배출구조와 배출요인 비교 분석 - 동북아지역 국제환경협력을 위한 모색 -

  • 이 논문에서는 이산화탄소 배출 감축을 위한 국제적 협력이 구체화 될 경우 동아시아에서 잠재적 상호 협력 대상국이 될 수 있는 한국, 중국, 일본을 대상으로 그리고 논의의 주요한 시기적 기점이 되는 1990년에 대해 이산화탄소 배출량을 추정하고 삼국간의 배출량의 차이를 산업별로 비교하고 그 차이를 발생시키는 요인에 대해 분석을 시도하고 있다. 여기서 중국은 지구온난화 가스 배출에 있어서도 세계에서 주요한 비중을 차지하고 있다는 점에서 그리고 한국은 새로운 OECD 회원국이 된 대표적인 신흥공업국으로서 지구 온난화 가스 감축을 위한 국제적 압력의 대상이 되고 있다는 점에서, 그리고 일본은 동아시아에서 환경문제에서도 유일한 선진국으로서 국제적 협력관계에서 지원국의 입장에 서게 될 것이라는 점에서 각각 중요한 의의가 있다. 한편 1990년은 1992년의 지구온난화 협약에서 논의의 기준연도이기도 하지만 한국과 일본에서 산업연관분석 통계가 이용 가능한 최근의 연도이기도 하다. 그러나 중국의 경우 이용 가능한 1987년도 산업연관분석 통계자료가 사용되었으며, 삼국에 대해 각각 에너지 및 이산화탄소 배출 원단위 통계 등을 이용하여 이산화탄소 배출량의 추정 및 배출 요인의 비교 분석이 이루어 졌다.

  • Europe outlined its technological development strategy in the "EU 2020 Strategy". The goal is to lift the EU's technological level above that of the United States or Japan. In particular the EU 2020 Strategy aims to make the EU the world's leading knowledge society. The research purpose of that article is to focus on international technological cooperation. Chapter two examines the EU's international technological cooperation approach. Chapter three analyses the EU 2020 Strategy in terms of development, background and content. Chapter four looks at the involved countries for technological cooperations and scrutinises possible policy alternatives. In chapter five is given a conclusion.

  • This study analyzed the driving factors of the enlargement process of ASEAN member countries from 1995 to 1999. The main research question is how can it explain the difference in the decision-making timing of countries wishing to join regional cooperation. This study focuses on why the countries that did not join ASEAN in the early years of ASEAN membership, since the mid - 1990s, and why they joined the different periods since the end of the Cold War. To this end, this study analyzed the accession process of Vietnam, Laos, Myanmar and Cambodia. The main argument of the study is that there is a time gap in the accession of ASEAN, but ultimately the regional cooperation is used to secure the legitimacy of maintaining the system. Most of the previous studies on the expansion of regional cooperation have discussed the expansion of regional cooperation in terms of macroeconomic changes such as international system change. However, this study focuses on the domestic political and economic situation of motivating individual member countries to join regional cooperation and this is complemented by a micro approach.

  • The value chain of a country is achieved in cooperation with other countries. Accordingly, the international technical cooperation in the field of R&D is known to be one of the innovation strategies. But the efforts on research in the international technological cooperation is lacking in Korea. Europe expects technological progress in the industrial area in order to create employment in the near future but Science and Technology Research should also create this endeavor for the future. EU recognizes that the current trend of scientific and technological research will have a negative impact on future job creations in Europe. Therefore EU has developed the 2020 strategy. The purpose of this paper is to seek the technological cooperation policy especially on the basis of the EU's 2020 strategy. In accordance with the results of this paper, our government will pursue future EU FP 8 policy to be developed on the basis of EU's 2020 strategy.

A Study on the Collaborative Partnership Factors between Freight Forwarders and Consignors (국제물류주선업체와 화주기업의 협력적 파트너쉽 요인에 관한 연구)

  • Due to the recent worldwide economic downturn, companies are required to put more effort into their innovation and quality improvement. In particular, business relationship is increasingly emphasized to be changed from a vertical relationship to a more horizontal relationship, such as collaborative partnership based on trust. In the logistics industry, through the collaboration, consignors can gain competitive advantages by focusing on their core capabilities, and freight forwarders also take advantages of securing stable cargoes and specialist expertise in distribution. Therefore, this study aims to identify key factors for developing a collaborative partnership between freight forwarders and consignors, and further examine the differences between the two groups empirically by using questionnaire survey. Based on the results, the main factors were found as follows: 1) Trust Building, 2) Competence Improvement, 3) Business Ecosystem and 4) Government Assistance. According to the analysis on sub-factors, first, among the four main factors, it turned out that trust is the most important variable. Specifically, the sub-factor of providing regular and stable service was revealed to be most critical. Second, it was found that forwarders need to improve services on 'Information Exchange System' and 'Electronic Data Interchange'. Finally, it is necessary for both consignors and forwarders to have better understanding of partnership. Key implications for both groups are highlighted based on the results.

Assessment of Impact Factors and Priority for International Cooperation on Green Energy Technology (그린에너지기술 국제협력을 위한 영향요인 발굴 및 우선순위 평가)

  • 최근들어 기후변화와 자원부족이 현실적 위협으로 등장하면서 에너지와 환경문제가 국가경제의 미래를 결정하는 주요변수로 부각되고 있다. 이는 환경이 경제성장의 제약요인이 아닌 지속성장을 가능하게 하는 새로운 기회요인으로 전환되었음을 의미한다. 이러한 이유로 미국 EU 일본 등 선진국들은 녹색시장을 선도하기 위해 자신들의 국력을 집중하고 있다. 우리나라는 고유가로 인한 자원부족과 기후변화 위기를 극복하기 위하여 미래지향적인 저탄소 녹색성장을 새로운 국가비전으로 제시(815 경축사)한 바 있으며, 녹색성장은 신성장동력과 일자리 창출을 주도할 수 있는 신국가발전 패러다임으로 자리잡았다. 이에 따라 에너지분야의 국가정책을 주도하기 위한 일환으로 그린에너지기술의 국가별 협력체계 구축을 통해 에너지기술개발 대안 수립이 필요하다. 우리는 선진국과 기술수준을 비교할 때 상대적으로 기술개발 후발자(follower)로서, 효과적으로 그린에너지기술을 개발하기 위해서는 선진국과의 국제협력이 현실적인 대안이라고 할 수 있다. 본 연구에서는 AHP기법과 SM기법을 복합적으로 활용하여 12대 그린에너지기술의 국제협력을 위한 영향요인 발굴 및 평가에 적용하였고, 각 기술별 전략품목에 대한 평가를 통해 국제협력 우선순위를 산정하였다. 영향요인으로는 국제협력유형, 기술개발 시급성, 기술수준, 시장성, 수출성을 고려하였으며, 평가결과는 CCS가 가장 높은 것으로 나타났다. 다음으로 그린카, 전력IT, IGCC가 상위권 그룹에 속하는 결과를 도출하였다.
