국내외 해운환경은 하루가 다르게 변하고 있다. 2005녀에도 전년도에 못지않게 국내외 해운관련 제도 및 협약, 그리고 주변여건들이 크게 바뀐다. 다음은 금년에 달라지는 국내외 각종 제도 및 여건 등을 정리했다.(편집자 주)

최근 건설교통부, 해양수산부, 산업자원부 등 정부산하기관으로 물류업계의 권익을 대변하는 많은 협회 · 단체가 활동하고 있다. 23년의 역사와 전통을 가지고 있는 (사)한국물류협회를 비롯하여, 국제물류지원단, 한국유통물류진흥원, 한국물류관리사협회 등이라 할수 있다. 우리나라 물류산업이 급성장할 수 있었던 밑바탕에는 이들 협회 · 단체들의 노력이 있었다는 것에 누구도 이견을 가지는 사람은 없을 것이다. 이와같이 비영리 사단법인으로 공식적으로 활동해온 협회도 있지만, 단순히 연구회 모임으로 활동하는 학회나 소모임 동아리도 많다. 여러 모임 중에서도 국제물류연구회는 '한반도의 동북아시아 물류중심지화' 라는 비전의 실현을 향한 의지와 애정을 가진 산 · 학 · 연 관계자들의 토론 연구회 모임이다. 지난 2001년 9월 창립하여 매월 1회씩 정기적인 학술 세미나를 개최하면서 물류산업발전에 많은 기여를 해오고 있다. 창립 5주년을 맞이한 국제물류연구회는 현재 건설교통부 산하 사단법인으로 등록을 마치고 그 결과인 인가를 기다리고 있다. 앞으로 기존의 물류관련 학회와는 다른 연구회로 거듭나기를 기대해 보며, 국제물류연구회는 어떤 단체인지, 국내 물류연구회의 제2대 회장으로 있는 이호영 함부르크 항만청을 한국대표를 만나 보았다.

In order to set ADIs for pesticides registered for use in Korea, an analysis of guidelines on setting ADIs and ADIs established by international bodies and advanced countries was conducted General guidelines on the derivation ADIs are very similar among regulatory authorities. However, there were large differences in the ADIs' setting status and ADI values set for some individual pesticides. ADIs were established for 213 pesticides in UN, 332 in USA, 230 in Japan, 219 in UK and 435 in EU and Australia. Of the established ADIs in other countries, 87 to 252 pesticides were the pesticides registered in Korea depending countries. The number of lowest ADIs depending countries was 32 in USA, 23 in Japan, 6 in EU and Australia. The key target organs and endpoints used for setting ADIs were in the order of enzyme inhibition, body weight change and adverse effect on liver. The number of ADIs used for setting MRLs in Korea was high in the order of JMPR, Japan and USA. ADIs of EU and JMPR had highest similarity among bodies investigated. By referring to the guidances investigated at this study, guideline for setting ADI and ADIs for 64 pesticides registered in Korea were proposed.

Efforts are being made internationally to pay attention to the landscape value of modern and contemporary heritage and to pass it on. However, in Korea, the registration of modern and contemporary landscape heritage as registered cultural properties is insignificant. There has also been little discussion on ways to improve the system in this regard. This study sought ways to improve the registration criteria and classification system of the registered cultural property system so that modern and contemporary landscaping heritage could be protected. Currently, the registration criteria for registered cultural properties are not stipulated for each type of heritage, but are stipulated as a single comprehensive standard. Registration criteria should be separately prepared so that the landscape value of the heritage can be reviewed. First, the registration criteria have an important value in understanding the development of landscape culture. Second, well-preserved landscaping reflects or characterizes the times. Lastly, it should be defined as related to the works of major artists or important figures or historical events. The classification system must match the studied building cultural property classification system, and the detailed types of modern and contemporary landscape heritage should be specified. The major classification follows the building cultural property classification system, but parks and green spaces, squares, and gardens, which can be called a single landscape heritage, should be added to the middle classification. Landscaping heritage, such as gardens combined with building heritage, shall be specified in the subcategory based on building use.

이 글에서 살펴본 바는 다음과 같다. 1) ISO 10646-1 한글 부호계의 운용 방안은, 앞으로 얼마동안은 2,350 완성형 소리마디를 쓸 수도 있겠지만, 길게 보아서는 첫가끝 부호계 238 글자로 통일하는 것이 바람직하다고 본다. 2) ISO 2022 틀을 따르면서 한글을 완벽하계 지원하는 한 바이트 한글 부호계를 개발하여, 국제 등록부 (International Register) 에 등록하여, Escape Sequence을 받아서, ISO 2022 를 따르는 분야에서 쓸 수 있도록 하여야하겠다. 3) ISO 10646-1 을 개정하여 4,516 소리마디를 넣자는 안은, 완성형으로만 한글을 지원하게 되어 바람직하지 않다고 본다. 모아쓰기 글자를 지원하는 세계 추세가 조합방식이므로, 10646-1 을 현재대로 두고, 첫가끝 방식의 238 글자를 쓰는 것이 바람직하다고 본다. 4) 10646-1 을 재대로 지원할 수 있는 세벌식 자판을 정부의 복수 표준으로 채택할 것을 제안한다.

In this paper, the trend of technology and the business strategy on 'Hearing Aids' are investigated for the industry promotion of medical devices based on IT engineering from the 316 patents of 'Hearing Aids' registered in Korean Intellectual Property Office(KIPO). The classification of technology on 'Hearing Aids' is performed according to the IPC(International Patent Classification) code to and the core technology of 'Hearing Aids' As the results of classification of IPC code, the number of patents with IPC code 'H04R', 'H04B', 'H01M', and 'A61F' are 160, 46, 40, and 19 respectively. We found that the Digital technology and the Medical Transplants technology are come to the front of 'Hearing Aids' and the foreign 'Hearing Aids' companies are filed an application with the Korean Intellectual Property Office(KIPO) before their business.

인터넷 시장규모 확대 및 이용환경의 급속한 변화로 인하여 인터넷 이용자에 관한 통계와 인터넷 환경에 관한 통계정보 요구는 증대되고 있다. 그러나 인터넷 환경에 관한 통계 정보 중에서 국내 호스트개수, 홈페이지 개수, 국제도메인의 국내 보유 개수 산출 등은 인터넷에 연결하는 이용기관의 보안 강화의 문제점과 전문 지능형 로봇에이전트 시스템의 부재 및 국제도메인 등록기관의 통계 비공개 등으로 국내에서 주기적으로 산출하는데 문제점이 부각되고 있다. 본 논문에서는 인터넷 관련 주요 통계정보의 정확한 산출·제시로 민간의 인터넷 산업에 대한 효과적인 투자 유도를 가능케 하기 위해서 인터넷 주요 통계 산출이 가능한 로봇에이전트 설계 기법을 제안하고 구현한다. 모듈은 로봇에이전트 프로세스 모듈, 통계산출 모듈, 관리 모듈 등으로 구성되었으며, 국내의 호스트 개수, 홈페이지 개수, .com 등 국제도메인의 국내 보유 개수 등을 정기적으로 산출되기 위한 알고리즘과 그 구현결과를 제시한다.

국내의 우주개발진흥기본 계획에 의거하여 2020년 달 궤도선을 시작으로 2025년에는 달착륙선을 개발하여 달탐사에 참여하는 계획이 수립되었다. 달 탐사선이 발사되어 궤도에 진입하면 지상의 기지국과 명령/상태신호로 통신한다. 이러한 무선통신은 국제기구에서 제시된 주파수 스펙트럼을 기준으로 선정되어야 외부 시스템에 영향을 주거나 간섭을 받지 않는 안정적으로 무선통신을 수행할 수 있다. 주파수 스펙트럼 확보는 중요하여 달 탐사선이 발사되는 최소 7년 전부터 필요 주파수 대역을 선정하여 국제기구에 등록하여 허가를 받아야 한다. 본 논문에서는 앞으로 발사하게 되는 달 탐사선이 운용할 수 있는 주파수 대역 선정에 적절한 자료를 제공하기 위해 국제전기통신(ITU) 우주응용분야 보고서를 참조하여 Deep space 주파수 대역별 성능을 비교한 내용을 제시하였다.

This study is the basic research about the patent information analysis to predict the technology trend based on the IPC(International Patent Classification) code. We investigated the patents in the field of Business Method(G06Q) since 2011. Consequently the most frequently IPC code in G06Q are as follows. G06Q 50/10(1,652), G06Q 30/02(816), G06Q 50/30(735), G06Q 40/02(713), G06Q 50/22(530), and G06Q 30/06(489).

우리나라는 1990년대 후반부터 유기농업에 대한 관심이 높아지기 시작해 유기농산물 생산이 매년 증가추세를 보이고 있다. 유기농업의 관심증대는 유기농업에 사용되는 자재에도 영향을 미치게 되었으며, 친환경농업육성법 제7조에 따른 별표1에 유기농산물 생산을 위해 사용이 허용된 자재 119종을 명시하였다. 또한 이를 원료로 한 친환경유기농자재에 대해 농촌진흥청에서 고시한 '친환경유기농자재 목록공시기준 및 품질규격'에 따라 제품을 평가하여 친환경유기농자재목록에 등재하게 되어있다. 본 연구는 우리나라 친환경유기농자재 등록을 위한 안전성 평가 항목을 유럽에서 적용하고 있는 유기 농자재 목록공시를 위하여 요구되는 FiBL(스위스 국제유기농업연구소)의 평가 항목과 미국 OMRI(미국 유기농자재 평가원)의 평가 항목을 비교하여 도입이 가능한 항목을 검토, 제안하기 위해 수행하였다. 조사 결과는 친환경유기농자재 평가항목의 국 내외 기준 평가와 친환경유기농자재 평가의 국제 규격 부합도 평가, 두 가지로 구분되며, 친환경유기농자재 평가항목의 국 내외 기준 평가 결과 선진국의 평가 항목에 비해 평가항목들이 세분화되어 있지 않고 검토과정이 서면으로 이뤄지기 때문에 전문가들의 평가에도 한계가 있었다. 따라서 OMRI 및 FiBL의 평가항목 중 국내에 도입 가능한 항목을 수집하여 평가항목 개선방안(표 1)을 제시하였다. 국제 규격 부합도 평가 결과 친환경유기농자재 관련 법규 및 규정의 분산으로 인해 생산자 및 수요자가 자재 등록 및 사용에 어려움이 따르고 있고, 미국 OMRI의 경우 자재를 자체적으로 분석하여 검토하는 절차에 반해 우리나라의 경우 전문기관과 전문 인력의 부족으로 평가결과에 대해 수요자의 신뢰도가 낮아지고 있다. 환경위해성 및 독성에 대한 안전성 강화를 위해 전문기관과의 협의 및 심의 체계 확립이 필요하며 올바른 관리를 위한 자재 종류별 최소한의 담당 전문가 배치가 필요하다.
