우리나라는 1957년 창설 회원국으로 IAEA에 가입한 이래 우리나라 원자력 산업의 발전에 따라 보장조치와 관련한 협력이 증대하고 있다. 이러한 협력으로는 우리나라 원자력 시설에 대한 IAEA 사찰, 한-IAEA 보장조치 검토회의, SAGSI 활동 등이 있으며, IAEA는 우리나라의 원자력 산업 규모와 기술 능력을 고려하여 우리나라와의 협력을 강화하고자 하고 있다. 우리나라로서는 국내 통제체제의 확립과 우리나라 원자력 활동에 대한 국제적 투명성 및 신뢰도 증진을 위하여 IAEA와의 긴밀한 협력이 필요하다. 향후 우리나라는 보장조치 의무사항의 이행 뿐 아니라, IAEA Technical Office 설치, 사찰장비의 공유, 사찰의 공동 수행, 공동연구 등을 포함한 IAEA 지원 프로그램의 추진과 같은 진보된 형태의 협력을 추진토록 하여야 할 것이다.

표준 코디네이터는 관련 분야 국제기술 동향을 분석하여 표준 프레임워크와 중장기 표준 로드맵을 개발하고, 우리 원천기술의 효율적 국제표준화 추진과 새로운 시장 발굴을 위하여 기술별 국가별로 차별화된 전략적 표준화 협력계획 등을 포함은 '국제표준화전략'을 수립하게 된다.

특허청은 공업소유권제도의 국제화 추세에 따라 특허협력 조약(PCT)에 가입하는 것을 전제로 특허출원절차의 국제협력 및 기술정보의 확산을 통한 국내기술개발을 촉진하기 위하여 필요한 국내적조치로써 특허법중 개정법률안을 다음과 같이 마련하였다. 또한 부실특허권의 행사로부터 선의의 피해자를 보호하기 위하여 특허권효력의 일시정지에 관한 규정도 개정법안에 신설하고 있다.

This paper aim to find activities related to science and technology in the field of Official Development Assistance in Korea and to research its meaning. In order for Korea to achieve greater results through international cooperation in science and technology and ODA, it seems to be the primary task to establish a foundation for collecting social opinions. In other words, when civil society and the private sector are not willing to participate, international cooperation has many limitations in achieving substantial benefits because it embodies the problem of domestic politics. And the science and technology ODA will be a factor considered to be more important variable in the international political order in which multiple actors such as supranational organizations and social organizations play a role in the multi-layer.

The collapse of the medical and healthcare system in the pandemic is resulting in the voluntary participation of civil society and a new way of responding. Some of new countermeasure can be immediately utilized at the forefront of the health crisis. Appropriate technology is no longer an intermediate technology, demonstrating its role as a technology capable of overcoming the crisis of not only developing countries but also any countries where the health system has collapsed. In this Part 2, examples of health fields such medical devices as negative pressure chambers and ventilators, diagnostic chips, and diagnostic techniques, are being discussed as a quick response to the collapse of health systems under COVID-19, within the framework of appropriate technologies. Finally, the important role of scientists and engineers is discussed for the prevention of severe impacts on the vulnerable people in terms of socioeconomic status.

The purpose of the study was to understand how the interplay between organizational and national cultures affects the management of IUICs (International University-Industry Collaboration) devoted to technology innovation and transfer. This study presents two examples of IUIC drawn from a qualitative research method, both involving a British university and a Japanese company. The first case illustrates how different organizational practices (organizational culture), which are nested in the national culture (values), raise questions about the role of ethical boundaries in causing misunderstandings and the deterioration of UIC relationships. The second case demonstrates how long-term relationships and extensive interpersonal interactions can play a positive role in IUIC. Practical implications, the limitation of this study and further studies have been discussed.

This study presents an analysis of a total of 101 papers on the theme of international research cooperation by nation, gathered from Web of Science. The findings of this study show that 20 nations published papers on the theme of international research cooperation with the ranking of U.K.(27 papers, 26.7%), the Netherlands(20 papers, 19.8%), U.S.(19 papers, 18.8%), Brazil and Spain(5 papers, 5.0%), Russia(4 papers, 4.0%), etc. South Korea was found to be in the lower ranking group(2 papers, 2.0%), suggesting that it still has a lower level of international research cooperation. Thus, particularly, researchers at universities by institution and humanities by discipline should activate the publication of papers on international research cooperation by expanding relevant projects so that the international research capabilities of South Korea should be bolstered.
