OPRC-HNS Protocol places the responsibility for having on-board a pollution incident emergency plan, notifying other States the incident facts in case of being affected by that incident, development of national contingency plan, international co-operation in pollution response, research and development, technical co-operation, promotion of bilateral and multilateral co-operation in preparedness and response, providing of information service, promotion of education and training, providing of technical services and technical assistance, etc. on parties to pursue their goals. After joining OPRC-HNS protocol, the government is required to inspect current status of matters related to HNS for its relevance on any laws. Additional items including establishment of component organization playing a role of managing response institution, manpower and resources, purchase response resource, development of response technique, and those also to enforce education and training to promote the party's duty. The facts described above drive up to analyze the benefits and burdens of relevant industry which appears in those procedure.

This thesis compares and analyzes the dynamics between policy, knowledge and power of Myanmar's higher education development. The papers begins by exploring the dynamics during the Socialist Military Regime(1962~1988), the Collapse of Higher Education Era(1988~2010), Thein Sein's Reform Era(2010~2015) and the current Aung San Suu Kyi's Civilian Era(2015~Now). By highlighting recent dramatic policy changes, the article argues that the policy discourse on the subject of internationalization of higher education and the technocratization of education development policy by the current Civilian Government in its new policy discourse, that resulted in the active participation as well as the contributions of international donors has directly impacted on the policy dynamics around the Comprehensive Education Sector Review and the introduction of the National Education Strategic Plan 2016~2020. Further, by examining complex interaction between the current domestic education stakeholders and international donors in education sector in Myanmar, this thesis argues that the new analytical framework on the understanding of policy dynamics in developing countries goes beyond the national level. The paper argues that there needs to be broadening of the analytical framework towards the multidimensional analysis perspective that includes global, national as well as local level policy, knowledge and power dynamics in Myanmar's dynamically changing higher education sector.

최근 알제리는 선박건조사업을 국가 기간산업으로 구축하기 위해 노력하고 있으며, 이들을 관리하기 위한 선박안전관리 시스템이 시급히 필요한 상황이다. 하지만 현 알제리의 선박안전 관리 시스템은 과거 프랑스 식민지 시절 마련된 제도를 사용하고 있고, 급격히 변화된 각종 국제 해사기구의 제도 및 협약 수용이 미비한 실정이다. 우리나라의 선박안전제도는 과거 일본의 것을 그대로 답습하였으나, 경제적 성장 및 조선산업의 성장, 세계선복량의 증가에 따른 기술 개발과 제도개선으로 과거의 제도로부터 탈피하여 우리 실정에 적합한 선박안전관리 시스템을 서서히 구축하고 있다. 이에 알제리 정부는 우리나라의 이러한 변화와 선박관련 기술 발전에 주목하여 우리나라의 선박안전관리 시스템을 벤치마킹하기 위한 사업을 추진하게 되었다. 금번 알제리 선박안전성 제고사업은 우리 공단과 한국국제협력단(KOICA)간의 용역계약에 따라 추진되는 사업으로 알제리 교통부의 요청과 KOICA의 알제리 현지 타당성 조사를 거쳐 이루어진 사업으로 크게 알제리 선박안전법령 등의 개선, 알제리 연수생 초청 교육 및 선박검사 시 필요한 검사 기자재 등의 제공사업으로 이루어져 있으며, 공단의 선박안전관리분야 Know-how를 알제리에 제공함으로써 알제리 선박안전 관리체제 마련에 일조하고, 향후 해사안전 분야에서의 알제리와 우리나라와의 협력관계를 발전시켜 나가는데 목표를 두고 추진되고 있다.

우리 협회는 지난 11월 26일 오후 2시 협회 대강당에서 '건축설계의 국제경쟁력 확보 및 전문화 방안'을 주제로 토론회를 개최하였다. WTO출범과 건축설계시장개방 등 급격한 대내ㆍ외적 환경변화에 처해 있는 우리 건축계의 국제경쟁력 확보 방안을 마련하기 위해 열린 이날 토론회에서는 경쟁력 확보를 위해 건축설계사무소마다 다양한 전문분야를 확보하고, 건축설계 생산성 향상을 위해 설계업계와 구조, 설비 등 관련 전문분야가 협력체제를 구축해야 하며, 건축의 상품성과 문화예술성이 함께 고려된 건설관련 법안이 마련돼야 한다는 주장이 제기됐다. 이날 서울시립대 최찬환교수는 '건축설계의 경쟁력 확보 방안'이란 주제발표를 통해 해외건설업계의 국내진출에 대응하기 위해서는 설계사무소가 전문성과 효율성을 확보해야 한다고 강조하면서 전문영역을 크게 주거, 상업시설, 공공시설, 교육문화시설, 사회복지시설, 교통 및 운수시설 등으로 구분하였다. 최교수는 또 외국업체에 의한 국내시장 잠식을 막고 우리가 해외에 진출하기 위해서는 해외건설업체와 협력해 정보와 기술, 경험 등을 지원받아야 하고 R&D에 대한 투자를 적극적으로 해야한다고 강조했다. 이어 '건축설계의 전문화'에 대해 주제발표를 한 강원대 박경립 교수는 국내 건설관련문제점 개선과 대외경쟁력 강화를 위해 현재 입법추진되고 있는 건설산업기본법이 건축설계의 독자성과 전문성을 고려하지 않고 있다고 지적하면서 이에 대한 보완필요성을 제기하였다. 박교수는 또한 건축설계분야가 갖고 있는 전문성과 함께 '건축문화'라는 사회문화적 측면의 중요성이 인식돼야 한다며 건축의 상품성과 문화예술성이 함께 고려된 건설관련 법안이 마련돼야 한다고 지적했다. 박교수는 이밖에도 사회발전에 따른 새로운 전문영역의 개발로 실내 설계와 도시설계를 예로 들었으며 정보화에 맞게 고도의 전문성을 바탕으로 Network체계를 구축하고 그 핵심은 건축사협회에 정보Network를 구축하여 활용하는 것이라고 제안했다. 한편 주제발표 후에는 약 3시간여에 걸쳐 이문보(동국대 교수), 손세관(중앙대 교수), 이병담(현대산업개발 부사장), 김인호(국방부 건설기술과장), 유경철(삼육건축사사무소 대표), 이관영(본 협회 이사)씨 등 건설ㆍ건축관계자들이 참가한 종합토론이 이어졌다. 이 자리에서는 사회의 인식에 앞서 건축계 내부적으로 전문성과 효율성의 확보에 나서야 한다는 의견과 함께 무한경쟁속에서 우리 건축설계의 경쟁력을 높일 수 있다는 다양한 의견들이 제기되었다. 본지에서는 이번 토론회의 주제발표 내용을 요약 정리하여 게재한다.

The accreditation system for engineering technology programs has not been carried out in this country. For need of accreditation for engineering technology programs and development of evaluation criteria, we need analyses of accreditation procedures, rules and evaluation criteria. So we researched accreditation system and evaluation criteria with countries. These are signatories to the Sydney Accord under which approved engineering technology programs. Accreditation procedures and evaluation criteria are characteristic of the each countries which carried out accreditation system. We have to introduce accreditation system and develop evaluation criteria in our manner for advancing our engineering technology education of community college.

The purpose of this study is to propose an analytical framework for the essential contents that must be included in a climate change education program for elementary school students based on community issues, which can be used by citizen instructors in the community. To develop the analytical framework, 24 climate environmental education specialists were consulted seven times. The content validity of the final analysis framework was statistically verified using I-CVI and S-CVI coefficients, and the reliability of the expert panel was verified using Fleiss' Kappa coefficient. The final analysis framework consists of three analytical areas (program objectives, program content, program evaluation), seven analysis items, seven analysis indicators, and detailed explanations of the analysis indicators. In particular, by adding detailed explanations for the analysis indicators, the content validity and reliability were increased, and the objective nature of the analysis framework was firmly established. It is expected that the proposed analytical framework for a community-based climate change education program for elementary school students in this study will contribute to the systematic development of the program by citizen instructors.

Analyzing out the Key Tasks and Developing the Professional Type of National Librarians through Job Analysis was made, because improving the professionalism of librarians is the strategy of survival in the competency based society. It is composed of 22 duties, 216 tasks of national librarian job and 96 key tasks is extracted among them. As the results, 12 types of professional librarian which is composed 10 function oriented types, and 2 user oriented types, is suggested: collection development librarian, cataloger taxonomist, information service librarian, reading coach, research librarian of international standards, database & system manager, international work librarian, national support librarian, marketing librarian, library literacy librarian, children' librarian, handicapped service librarian.

우리 경제의 성장잠재력 저하에 대한 우려가 심화되는 상황에서 국민소득 2만불 시대 견인을 위해 2004년 수립한 IT 산업 발전전략이 IT839이다. 신성장동력 핵심기술 개발 등 IT839전략에 힘입어 세계 최초로 WiBro, DMB 기술개발과 국제표준화에 성공하는 등 IT분야 기술개발을 주도하여, 선진국과의 기술격차가 1년 이상 단축되었으며, 특히, 이동통신 DIV 분야는 미국, 일본 등 선진국 수준으로 경쟁력이 향상되는 성과를 보았다. 한편, 최근 IT를 둘러싸고 있는 환경은 IT를 기반으로한 융복합화 진전, 글로벌화 심화, 인터넷 확산과 웹의 진전이다. 2008년에는 이런 환경변화 속에서 IT산업의 지속적인 성장을 위한 전략을 수립.추진할 계획이다. 무선 융합환경에서 신시장 창출 및 선점, 고부가가치 IT산업의 집중 육성, IT중소기업, 핵심인력 양성 등 경쟁력 향상을 위한 기반 구축도 강화한다. IT R&D 정책은 기초 원천기술분야 R&D 투자비중을 확대하고, IT와 비IT융합 등 융합분야 기술개발 투자도 확대할 것이다. 혁신형 IT 중소기업 육성을 위해 민간 정책협력 네트워크인 IT전문협의회 운영을 개선하고, 중소기업의 원가절감을 위한 공통서비스 확대, 대 중소 기업의 상생협력을 제도화는 등 IT정책 인프라도 고도화한다. 또한, 반도체, 디스플레이 이후의 글로벌 주력품목군으로 IT SoC, u-센서, IT-BT-NT 융합분야 등 3대 핵심분야를 선정하여 집중 육성하고, 부품기업간 협업 활성화를 적극 유도할 것이다. 시장이 원하는 글로벌 수준의 인재양성을 목표로 공학교육인증 확산, IT 융합분야를 중심으로 대학의 R&D 지원도 강화하며, 전공역략을 갖춘 IT 전문인력, 석박사급 핵심 연구개발 인력, IT재직자 교육 등 시장이 원하는 맞춤형 인력양성도 병행 추진한다. 마지막으로 SW산업의 글로벌 경쟁력을 제고하고 신시장 창출을 위해 노력도 강화한다. 조선, 자동차 등 비 IT분야의 SW활용을 확산하기 위한 선도프로젝트를 추진하고, 틈새분야 중 세계적 시장점유율을 갖춘 중소기업 제품에 임베디드SW를 탑재하여 첨단기능을 구현하는 시범사업도 적극 추진할 계획이다.

Our students are shocked by the results that there is an inverse proportion between academic achievement and life satisfaction. Recently, the Organization for Economic Cooperation and Development (OECD) published the PISA 2015 Student Well-Being Report. According to the report, Korean students' education is the highest among OECD countries, but their life satisfaction is the 47th ranked among the 48 OECD and non-OECD countries.[1] This is the cause of the unilateral education using collective achievement in evaluation methods. Therefore, I propose a personalized integrated model utilizing block chain technology. I suggest a personalized education and evaluation system model using selective education and personal approval rather than from teachers' unilateral education. This will no longer open the student's achievement grade system to the public. This change will be accomplished utilizing block chain technology. This technology is characterized by security, transparency and dispersion. The result of this work can be used to improve students' quality of living through a management system of personalized education and evaluation, based on the nature of education.

ITU에서는 매년 5월 17일 ''세계전기통신의 날''로 정하여 해마다 특정 주제를 갖고 이를 기념하도록 권장하고 있다. 이에따라 협회는 제3회 ITU교육 프로그램을 개최하여 경제적, 사회적, 문화적 발전에서 전기통신의 중요성을 공동으로 인식하고 전기통신에 대한 관심 증진 및 국제협력에 대한 인식의 제고와 ITU국내 연구단 활동의 격려 및 홍보를 도모하고자 하였다. 이날 교육프로그램은 ITU사무총장의 메시지 및 슬라이드 시청을 시작으로 한국통신 개발연구원의 김은주 박사를 초청하여 ITU 조직과 활동에 대한 강연회를 개최하였으며, TTA$\cdot$ITU-RS(구 CCIR)$\cdot$ITU-TS(구 CCITT)의 조직과 활동사항에 관해 협회 각 담당자의 발표가 있었다. 이에 제128주년 세계 전기통신의 날(World Telecommunication Day)을 맞이하여 ITU사무총장이 전세계 177개 ITU회원국에게 보낸 메시지 전문을 소개하고자 한다.
