Cyber crimes caused unpredictable damages by influencing targets with means such as hacking and virus in virtual space. In specific, they transcend time and space because of their anonymity and it is difficult to punish the people who are involved in crimes. To manage such cyber crimes, we need an international cooperative systems beyond difference in legal systems between countries and 'Global Governance' was prepared as a reasonable alternative. These days, governance has been presented as an important concept to explain changed social systems or changed roles of government. It was not just a concept to replace traditional government of a single nation, but to overcome new problems on social actions of humans. So it is expected that it can help prepare reasonable measures through cooperation both in individuals and systems, and public and civil sectors. To countermeasure cyber crimes in terms of global governance, we can prepare general investigation systems and professional human resources through civil and public assistance, and provide a base on which international cooperation systems can be established.

This study speculates on responses to the nuclear threats of North Korea and mutual assistance and cooperation between South Korea, the U.S. and China for the unification of the Korean Peninsula. As for the North Koreas nuclear issue and unification of the Korean Peninsula, South Korea is the subject of national division, the U.S. is a responsible country in international issues and does not have diplomatic ties with North Korea. China is a traditional socialist nation and a supporter of North Korea. As North Korea's strategic weapons including nuclear weapons and ballistic missiles are international issues, to defend against Kim Jung-Eun's unexpected acts, the three countries should actively cooperate with each other and develop countermeasures. However, with respect to the road map of the North Koreas issue, there are subtle differences between the U.S. and China in recognition of and sanctions against North Korea as a resolution of the U..N. Security Council. The U.S. has continued a deterrence policy and sanctions against North Korea based on joint threats between South Korea and the U.S. while China has showed a negative position in the process of solving the North Korean nuclear issue because of the unstable security derived from the U.S. 's intervention in the Korean peninsula. North Korea should change its diplomatic policy in a more concrete way towards world peace although it has continued trade of strategic weapons with Middle Eastern countries to maintain its political system. For example, to restart the summit talks and open multilateral security channels. Although the issue of unification of the Korean peninsula should be resolved by South and North Korea themselves, it is strange that South and North Korea depend on the logic of powerful countries for the resolution of a national problem. As for North Koreas nuclear and the Unification issues, peaceful solutions presented by South Korea seem more persuasive than the solution presented by North Korea which did not secure any international support. However, South Korea, the U.S. and China need to develop uni-directional two-tract strategies for sanctions against North Korea and talks with North Korea for peace on the Korean peninsula, and should continue to support the economic independence of North Korea.

공정거래위원회는 산업연구원(KIET)과 공동으로 지난 9월 3일(수) 대한상공회의소에서 300여명의 학계, 업계 및 관계부처 공무원들이 참석한 가운데$\lceil$카르텔 국제규범화의 영향 및 대응$\rfloor$이라는 주제로 $\lceil$제2회 국제경쟁정책 세미나$\rfloor$를 개최하였다. 동 세미나는 내년 4월에 확정될 카르텔관련 OECD 정책권고에서 각국의 경성카르텔(가격 고정, 생산량 제한, 시장분할 등) 금지원칙의 확립과, 적용제외 카르텔의 축소 및 제거 등을 통해 효과적인 경쟁법 집행체제를 확립하고, 회원국 양자 또는 다자협정을 통해 비밀정보를 공유하는 등 카르텔에서의 국제 협력의 강화, 특히 경성카르텔에 대한 국제적 공조조사 등의 법집행을 강화한다는 내용이 담길 것으로 예상됨에 따라, 경쟁정책 국제규범화(소위 경쟁라운드:CR)에 대한 정부와 기업의 적절한 대응방안 모색을 위한 방향을 제시하는 데 있다. 동 세미나에는 경쟁정책 분야의 세계적인 권위자인 하버드대 프레드릭 쉬어러(F.M. Scherer) 교수의 기조연설에 이어 테리 윈슬로(Terry Winslow) OECD 사무국 자문관과 KDI의 신광식 연구위원 등 4명의 국내외 전문가들의 주제발표와 지정 및 자유토론이 이루어졌다.

This study aims at analysing the export competitiveness of the six largest countries which have the highest market share in world automobile market, namely Japan, USA, China, Germany, South Korea and France for the last seven years between 2000 and 2006 in Chinese automobile market by using revealed comparative advantage index(RCA), comparative advantage index by country (CAC) and exporting similarity index(ESI). On analysis of the RCA index, it showed that the export competitiveness of Korean automobile in the world market was high following Japan and Germany, but it ranked the lowest competitiveness among the six trade competitors in Chinese automobile market. In other side, it is also made sure that the formidable competitors of Korean automobile export in global market are Germany and Japan. Therefore, South Korea needs to raise its ability to adjust to improvement of the international competitiveness in exports through close cooperation between government and automobile export enterprise and consistent monitoring about Chinese automobile industry and market.

새로운 무선 통신 인프라로 크게 부각되고 있는 HAPS(High Altitude Platform Station) 시스템은 국제 표준화 및 기술 기준을 정립하는 국제전기통신연합(ITU)의 최고 의결회의인 세계전파통신회의(WRC)에서 HAPS용 주파수를 분배함에 따라, 선진국을 중심으로 HAPS 상용화를 위한 연구개발이 활발히 진행중에 있다. 특히, 우리나라와 인접한 일본은 정부의 적극적인 지원과 산/학/연의 효율적인 공조 체제를 바탕으로 HAPS 개발과 관련하여 과히 세계 선두 진열에 들어서 있다고 해도 과언이 아니다. 아직 HAPS 개발에 필요한 기술적, 재정적 기반이 부족한 우리나라로서는 이웃한 일본의 연구개발 동향을 항시 주시하고 정확하게 분석한다면 향후 독자적인 연구개발 수행 시 많은 도움이 될 것이다.

The fisheries in East Asia are reviewed in conjunction with climate change and social-economic developments in the 20th century. About one third of the human population resides in this region, producing a large share of the world's fisheries products, consuming them, and contributing significantly to the international trade of the products. Ongoing local and global climate changes, as well as ocean warming and acidification, are anticipated to have significant impacts on fisheries. Frequent typhoons have brought untold calamities and miseries to coastal communities. The rate of environmental change is outpacing our ability to respond effectively. The science must now move beyond identifying issues and toward providing sound bases for the development of innovative solutions, including effective adaptation and mitigation strategies. Fisheries management plans must be made to consider both changes in climate and social systems. It seems logical that an international forum should be made available to coordinate scientific research, management, and conservation of the region's fishery resources.

정보화 사회에서 정보보호는 다소 불편하지만 정보를 이용하기 위하여 꼭 필요한 핵심기반 기술로 발전되어 왔다. 최근의 대부분의 IT 제품은 적어도 하나이상의 정보보호서비스를 제공하고 있으며, 정보보호서비스를 구현하기 위하여서 암호알고리즘 및 암호서비스가 구현되어야만 한다. 물론 컴퓨터 보안의 액세스 제어를 사용하는 안전한 운영체제 참조 모니터와 같이 정보의 주. 객체사이의 흐름을 관장하는 보호서비스는 별도로 하더라도, 시스템으로의 로그인만 하더라도 암호알고리즘의 사용은 피할 수 없는 필수적인 기능중의 하나이다. 따라서 암호서비스는 정보보호제품에 있어서 가장 중요하고 핵심적인 기본기능이 되었으며, 그 중요성을 감안하여 선진 제외국의 경우에는 국가에서 지정한 신뢰기관에서 알고리즘 구현에 대한 안전성 평가 및 암호 알고리즘을 사용한 암호모듈의 적합성 평가를 실시하고 있다. 본 논문은 정보보호 제품에 대한 안전성을 평가해 제품의 신뢰성을 높이고, 기술의 향상을 유도하는 국외의 정보보호 제품에 대한 평가 프로그램인 암호모듈 검증 정책을 연구한다. 또한 유사한 제도인 CC와의 비교를 통해 다가오는 국제 표준에 대비하여, 국내 정보보호 제품 보호와 기술보호를 위해 선진외국의 제도, 기술, 현황분석 및 국제 암호제도 공조체계 구축을 위한 기반을 제공코자 한다.

The purpose of this study is to analyze the current status of counter terrorism system and to identify the causes of problems and to suggest alternatives by selecting legal and operational sectors based on theories of open systems and integrated systems. According to the results of the research, first, the degree of agreement on the open system and the integrated system is low with regard to the characteristics of the counter-terrorism system. Second, in relation to the importance and necessity of major factors of construction and operation of counter-terrorism system, counter-terrorism workers recognize that it is the most important and necessary. In the case of strengthening international cooperative system, the difference of recognition between importance and necessity was the biggest. The importance and necessity of reviewing the Anti-Terrorism Act for the protection of the public and public safety were relatively low, and the cooperation with the private sector showed the lowest importance and necessity. In the case of academic achievement, the average level of high school graduates is higher than that of professional high school graduates. Therefore, this research concludes that counter terrorism operation system with open and integrated system has to be applied to national counter terrorism operation structure in South Korea in increasing the quality and efficiency of nation counter terrorism response capability.

Many Countries in the world are struggling to foster the industry of international convention while attracting various international convention on the politics, economy society, culture, religion and sports. The needs of international conventiones are increasing now becourse of the expansion of international visitors exchanges and it affect on the promotion of national economy development of tour industry internal and overseas public relation of the countries. The important point in this situation is to make a consensus between public organization in eluding goverment related civil industry and academic society and set up and process the long term and short-term strategy basis on the consensus. First related facilities should be enlarged and inproved and maketing activities to hold the conventions that are propec to their facilities should be fostered. Second it is imporment to try to hold the international convention through in troducing our related abilities and facilies if the world and through Positive public realations and marketing activities in the world. Third to perform the inducde international conventions successfully the gualities of related personnel should be improved and the experts such as conventions Planner and simultaneous interprefec should be nurtured. Fourth related enterpries should be supported step by step by goverment level to foster their activifies on holding and operating the international conventions. Fifth the tourism effect can b promoted by harmonizing the tourism and international convention through building large scale convention centers in the cities. Therefore to develop the international conventions industry more positively and effectively publicity work and activity to hold of the goverment posifive and creative effort of related enterprise and people's active participation are all needed.
