Estimation of the Potential Impacts of COVID-19 on Poverty in ASEAN Countries (코로나19 팬데믹의 아세안 빈곤에 대한 잠재적 영향 추정 및 시사점)

  • This paper examines the potential impacts of COVID-19 on poverty in ASEAN countries. The first estimate, adopted from Summer et al. (2020) and Nonvide (2020), configures three scenarios of contractions in per capita household income or consumption; the impact of each scenario on poverty is calculated using poverty lines at different thresholds. In the second estimate, poverty impacts in 2020 and 2021 were projected using regression models controlling for unobserved country effects, unbalanced data, and endogeneity. COVID-19 has been shown to have negative impacts on poverty reduction in the ASEAN Member States. To reduce poverty, concerted efforts are needed to implement policies for reducing income inequality and promoting economic growth. Such efforts will not only speed up the countries' return to pre-pandemic poverty levels but also contribute to further accelerating poverty reduction.

  • This paper aim to find activities related to science and technology in the field of Official Development Assistance in Korea and to research its meaning. In order for Korea to achieve greater results through international cooperation in science and technology and ODA, it seems to be the primary task to establish a foundation for collecting social opinions. In other words, when civil society and the private sector are not willing to participate, international cooperation has many limitations in achieving substantial benefits because it embodies the problem of domestic politics. And the science and technology ODA will be a factor considered to be more important variable in the international political order in which multiple actors such as supranational organizations and social organizations play a role in the multi-layer.

  • It has been shown that the lack of sufficient defense industry cooperation between Korea and the US. The severe imbalance in defense trade between tow countries and Korea's weak defense industrial base has been a problem. This paper suggests the enhancement of defense industry cooperation with the US as a defense policy. The US policy has been changed to utilize the globalization of defense industries. The following cases were analyzed to show the policy change; The security of supply arrangement with 6 countries, the defense cooperation treaty with the United Kingdom and Australia. the defense Memorandum of Understanding with 23 countries, and the international cooperation with 8 countries for F-35 JSF program. Korea government needs to sign a defense MOU with U.S. and the defense industries are recommended to increase the opportunities of weapon system co-development and co-production. So that the Korea defense industry may improve competitiveness and to overcome the current weaknesses.

Networks among the UN SDGs: A Content Analysis of Research Trends (유엔 지속가능발전목표(SDGs) 국제 연구동향 분석: 17개 목표 연결망 분석을 중심으로)

  • The purpose of this study is to identify international research trends of SDGs by analyzing the networks among the 17 goals of the SDGs. The research scope covers the World Development and the Journal of Development Studies which are the top impact journals in the field of international development. The interconnected 17 SDGs are divided into five categories of people, planet, partnership, peace and prosperity. In this study, we analyzed the abstracts of the papers of the above two journals using Atlas.ti, a qualitative analysis software, in order to identify the connections between 17 goals. The findings from the analysis of 730 abstracts published in two journals since 2015 are summarized as follows. First, issues related to gender have featured prominently in both journals. Second, China and India have been the most popular case countries in both journals. In particular south-south cooperation led by China and India has been dealt with by the World Development. Thirdly, both journals have their own biases towards to certain SDGs. For instance, the World Development have not had many articles on SDG 11, 12, 13, 14, 15, 16 and 17. The SDGs closely associated with the environment and climate change such as 6, 12, 13, 14, and 15 have also been sidelined by the Journal of Development Studies. More balanced research paying attention to all the SDGs in an integrated and balanced manner is required to provide evidence and knowledge conducive to realizing the transformative vision of the 2030 Agenda for Sustainable Development.

Critical Review on Discourses of Learning in Global Education Agendas (글로벌 교육의제에 반영된 학습 담론에 대한 비판적 고찰 : 교육의제에'학습'은 어디에 있는가?)

  • The purpose of this study is to analyze how the debates on learning and learning outcomes in global education agendas have changed and to understand the discourses and issues about learning under the agendas, and finally based on the understanding, to know what is the implication we should take in international education development cooperation in Korea. To do this, this study critically analyzed 1) what is the main features and directions, and 2) the method and limitation in handling learning concept on three major global education forums which are Jomtien global education forum in 1990, Dakar in 2000, and Incheon in 2015. Major finding shows that there are little learning concept discussed in Jomtien and Dakar forums and in SDGs education agenda, learning is vaguely defined and discussed and there are problems of too much focus on learning outcomes itself and absence of study on proper assessment system. Major lessons and implications for international education development cooperation could be stated that postcolonial perspectives and learner centered approaches is required in developing countries's education ecology. And continuous support for sustainable development for learners' capacity should be underlined. We needs to focus on developing software not hardware from the first of educational ODA. Finally, it is needed to embed within pedagogical approaches.

  • 특허청은 공업소유권제도의 국제화 추세에 따라 특허협력 조약(PCT)에 가입하는 것을 전제로 특허출원절차의 국제협력 및 기술정보의 확산을 통한 국내기술개발을 촉진하기 위하여 필요한 국내적조치로써 특허법중 개정법률안을 다음과 같이 마련하였다. 또한 부실특허권의 행사로부터 선의의 피해자를 보호하기 위하여 특허권효력의 일시정지에 관한 규정도 개정법안에 신설하고 있다.

  • 현재의 사실상 국제 이러닝 표준으로 자리 잡은 SCORM 2004 기술규격은 '단일 사용자 콘텐츠 학습' 환경의 '웹 기반 자기 주도적 학습'에 근거하고 있다. 즉, 학습자 그룹을 포함한 협력적인 학습과정 설계가 가능하도록 하는 규격 부분이 부재한 상태이다. 이에 SCORM 규격을 기반으로 하여 협력학습 콘텐츠를 개발하는 연구가 활발히 진행되어 왔으나, 협력학습 콘텐츠를 탑재하는 플랫폼 즉, 협력학습을 지원하기 위한 학습관리 시스템의 표준화에 대한 연구는 거의 이루어지지 않은 실정이다. 따라서, 본 논문에서는 이러닝 협력학습의 표준화를 주도하고 있는 국제 이러닝 표준기구인 ISO/IEC JTC1 SC36의 연구 자료를 토대로 협력학습을 지원 가능한 방안을 제안하여 SCORM 2004 규격의 실행환경에 협력학습과 관련된 데이터모델을 추가하여 협력학습지원 시스템을 설계하고 구현하고자 한다.

Korea's Global Science & Technology(S&T) Agenda -A study on Internationalization of Industrial R&D for Korean SME- (한국의 글로벌 과학기술협력 연구 -한국 중소기업의 R&D 국제화 가속방안과 중소기업코디네이터-)

  • It is increasing the necessity of technology cooperation between nations, in the world, more and more. The international cooperation for the technology development have the dissipating effect of costs and risks and encourage efficient use of the knowledge and eventually help the firms better access overseas market easily. The S&T diplomacy of Korea is, at present, on international S&T cooperation to secure technologies to strengthen base of science, technology and innovation. This tendency is closely related with the governance issue in international S&T cooperation. And This international S&T cooperation is connected with the internationalization of firms. But it is getting more difficult for a firm, especially smaller firm like Korean SME to sustain the technological advantage over any significant period. The small and medium sized enterprises as Korean SME, internationalization of R&D is difficult just to think in terms of one framework with the limited accumulation of informations and experiences. So against that situation, this paper shows a new concept 'SME co-ordinator' as the role client(or player) reinforcing international S&T cooperation, sustaining the technological advantage for Korean SME. And 'SME co-ordinator' leads Korean SME to progress 'open innovation' not 'close innovation' as well as serving adequate information about appropriate partners and capable employer to help manage the international S&T cooperation for Internationalization of Industrial R&D for Korean SME.
