우리 나라의 제반 여건에 비추어 볼 때 국제통상에서 정보가 차지하는 비중은 날로 높아가고 있는 반면, 국제통상정보학은 이제 연구 초기 단계임에도 불구하고 체계적인 연구 및 종합적인 분석이 이루어지고 있지 않다. 이에 본 연구에서는 (1) 국제통상활동을 위한 환경정보의 분석과 활용을 중심으로 하는 국제통상환경정보, (2) 전자상거래와 무역업무자동화를 포함한 국제통상정보의 운영, (3) 제도적 법률적 측면을 연구하는 국제통상정보의 관리의 세 분야로 대별하고 주요 연구 대상으로 해외 지역정보, 자동화 시스템, 전자상거래 및 관련 법규를 선정하여 국제통상정보화의 체계적인 연구를 제안하고자 한다.

Due to Covid-19, international programs at the universities in the US have been temporarily on hold (or terminated). To recover from the great damage that the pandemic has brought to us, we have made our transition to provide international education via online. University of Hawaii - West Oahu has been actively coping with the impact from pandemic, and would like to propose unconventional methods of international programs to the fellow universities in Korea.

동북아시아 국가들은 세계 무역 및 투자에 중요한 역할을 담당하고 있다. 동북아시아 역내 및 역외 국가들과의 경제교류는 앞으로 계속 늘어날 것으로 전망되며, 이로 인한 국제상사분쟁은 국제상사중재 등 ADR에 의해 해결될 수밖에 없을 것이다. 동북아시아에서 ADR 제도가 발전되기 위해서는 무엇보다도 한국의 대한상사중재원, 북한의 조선국제무역중재위원회, 중국의 중국국제경재무역중재위원회, 일본의 일본상사중재협회, 러시아의 러시아상공회의소 부설 국제상사중재법정, 카자흐스탄의 카자흐스탄국제중재기관, 몽골국가중재법정 상호간의 중재 업무 전반에 관한 협력제제가 구축되어야 할 것이다. 국제상사중재에 관하여 동북아시아에 새로운 바람이 불고 있다. 경제자유구역 및 남북간 경제교류와 관련한 상사분쟁이 상사중재로 해결될 수 있는 법, 제도적 기반이 마련되었기 때문이다. 지난 해 한국에서는 대한상사중재원 주도하에 무역클레임 센서스가 실시되고 국제중재세미나가 개최되었으며 국제중재규칙이 제정(2007년도 2월 1일 시행 예정)된바 있다. 동북아시아 지역에서 국제상사중재제도가 발전되고 저변이 확대되기 위해서는 중재기관들 간의 협조체제가 구축되어야 할 것이다. 한편 한국도 동북아시아의 중재허브로 성장하기 위해서는 국제금융, M&A 등 중재 영역을 확대하고 경제자유구역 및 남북상사중재 등과 같은 새로운 영역에 대처를 잘 해야 할 것이다. 아울러 정부 당국의 재정적 지원과 행정적 배려도 수반되어야 할 것이다.

국내법의 국립공원계획 관련 내용들을 국제기준과 비교 분석해 본 결과 자연공원법에서 국립공원의 정의, 계획, 관리 및 이용에 관한 일부 내용들이 국제기준에 부합되지 않는 것으로 재확인되었고, 공원관리와 이용의 토대를 제공하는 각 공원계획들을 국제기준을 척도로 분석해 본 결과 현재 국제기준을 충족시키는 공원계획은 없었으며, 개선해야 할 문제점들이 확인되었다. 이러한 문제점들을 극복하고 한국의 국립공원을 국제기준에 부합되는 국립공원으로 계획하고 관리하여 국제적으로 인정받는데 기여하기 위해서는 국제기준에 준하여 자연공원법이 개정되고 국립공원계획이 변경되는 것이 바람직하다. 이를 위하여 본고에서는 국립공원계획의 근간이 되는 용도지구계획의 단계별 변경모델안을 표 6과 같이 새로 제안하였고, 제안한 모델을 한라산 국립공원에 사례 적용하여 그 실현 가능성을 확인하였다. 한국의 국립공원들도 국제기준으로 평가.분류하여 그 문제점들을 분석하고, 본고에서 제안한 모델안을 공원별 특성과 현황에 맞게 단계별로 적용하여 공원계획을 변경하며, 장기실행계획 및 관리안을 수립하여 실천한다면 한국에서도 국제적으로 인정받는 국립공원이 탄생하는데 기여할 수 있을 것이다.

This study examines internationalization index of higher education to draw implications for South Korea. To this end, this study first introduces the concept of internationalization of higher education, followed by the background of the development of internationalization index. Then examined are two internationalization index of higher education: one developed by American Council Education (ACE) and the other developed by OECD, which is known as IQRP (International Quality Review Process). ACE's international index of higher education is useful to governments when they assess the process of internationalization of universities. IQRP, on the other hand, is useful to universities and colleges when they evaluate their status of internationalization. Drawn implications are (1) it is important for universities to build a clear goal and implement appropriate strategies of internationalization, (2) policies on internationalization of higher education should concentrate on contents rather than forms, and (3) the efforts for internationalizing higher education should be made along with the efforts for improving the quality of education.

미래 자율운항선박(MASS) 도입을 위한 필수요소 중 하나인 초고속무선통신망에 있어, 해당 통신망을 기반으로 개발하게 될 선내 IoT, 선박사물통신 및 5G 연계기술의 표준화 전략도출과 국제적으로 기술을 선도하기 위해 선제적으로 관련한 국제 논의동향(IMO, IALA, ITU)을 파악하고 MASS 도입을 위한 필요요건을 제시한다.

The purpose of this study was to analyze the effect of push, pull and push-pull interactive factors for CFMC (Contract Foodservice Management Company)'s internationalization. The study was a quantitative study part in mixed methods (QUAL ${\rightarrow}$ quan) which was mainly qualitative study and quantitative study. Mail survey was carried out for quantitative study. For study subjects, 1,281 persons who completed 'Food Service Management Professional Program' of 'Y' University were selected as a population because the program was mainly for CFMC's workers. The analysis methods used in this study were frequency analysis, factor analysis, correlation analysis and multiple regression analysis with SPSS 17.0. Push factors had the saturation in domestic market and the manager's purpose (fac.1) and the investment for internationalization (fac.2). Pull factors had the company's external environment for internationalization (fac.3) and the global network and spread of culture (fac.4). Push-pull interactive factors had the information about foreign market (fac.5), the procedure and budget of overseas expansion (fac.6) and the national network and size of domestic market (fac.7). Internal dynamics factors had the deterrents for internationalization (fac.8) and the enablers for internationalization (fac.9). The result showed that the company's external environment in pull factors had positive effects on the deterrents for internationalization. The global network and the spread of culture had positive effects on the enablers for internationalization. The information about foreign market in push-pull interactive factors had positive effects on the deterrents and enablers for internationalization. The national network and the size of domestic market had positive effects on the enablers for internationalization. The deterrents and enablers for internationalization had positive effects on the level of internationalization, and the deterrents had more effects on the level of internationalization than the enablers did (${\beta}$= .492 > .177).

본 고는 앞으로 자주 사용하게 될 PCT 국제특허 출원제도를 소개하여 이를 활성화하고자 작성하였다. 국제출원의 개요를 설명하고 PCT 출원 처리절차 특히 국제조사, 국제공개, 국제예비심사까지의 일련의 과정을 설명하여 연구원들의 이해를 높이고 장단점을 비교하여 어떻게 이 제도를 사용할 것인지를 설명하였다.
