The Impacts of Ownership Structure on Performance of Listed Firms in China (중국의 상장기업에서 소유구조가 기업의 성과에 미치는 영향)

  • This paper explores the impacts of ownership structure on performance of listed firms in China using 1994-2002 data. Using a new ownership classification scheme, this paper analyzes the impact of three factors, the ownership identity, equity ownership by the controlling shareholder, and equity ownership by the minority shareholders, on the performance of firms. Panel regression analysis shows that the firms controlled by the government are outperformed by firms controlled by private owners, supporting the hypothesis that the state pursues political objectives such as excess employment rather than profit maximization or the hypothesis that political interference by the Party or government may cause high political costs. Regression results also show that higher equity ownership by the controlling shareholder improves firm performance in private controlled firms and partially in marketized corporate controlled firms. The results also show that higher equity ownership by relatively large shareholders (from top 2 to top 10 shareholders) leads to better performance in marketized corporate controlled firms and partially in private controlled firms.

  • 화재로 인한 인명 및 재산상의 손실을 예방하고 신속한 재해복구와 인명피해에 대한 적정한 보상을 하게 함으로써 국민생활의 안정에 기여하게 함을 목적으로 1973년 2월 6일 법률 제 2482호로 공포된 "화재로 인한 재해보상과 보험가입에 관한 법률"에 의거 서울특별시, 5개직할시 및 전주시에 소재한 특수건물(4층 이상건물, 국유건물, 교육시설, 백화점, 시장, 의료시설, 흥행장, 숙박업소, 송장, 송동주택 등) 소유자는 "신체손해배생 특약부 화재보험" 에 의무적으로 가입토록 되어있다. 이밖에도 국가저액적으로 또는 국민 복지증진을 위하여 많은 종류의 의무보험을 실시하고 있으며, 특히 위 법률과 유사한 사례로 국내에는 "항공운송 사업진흥법" (제7조), "산림법" (제113조)에 보험가입에 대한 의무규정이 있다. 일본 동경해상화재보험(주)에서 발간한 "손해보험과 시장"과 영국에서 발간한 "Handbook of risk management"에 의하면 거의 대부분의 국가에서 책임보험등 의무보험제도를 실시하고있으며, 특히 스위스, 서독, 벨기에, 아이슬란드, 브라질에서는 특수건물 화재보험과 유사하게 건물에 대한 의무보험제도를 실시하고 있는데 이들 국가중 스위스에서는 이미 180여년전부터 26개 주 중 19개 주에서 모든 건물에 대하여 화재보험 가입을 의무화하고 있으며, 그 수용동산까지도 화재보험에 부부토록 강제화되어 있는 주도 있다. 한편 서독에서도 오래전부터 건물의 화재보험 가입을 의무화하고 있는 주가 많으며, 의무화를 실히하고 있지 않은 주도 보험가입은 임의적이나 가입시에는 반드시 주가 지정한 공영건물보험기관에 가입토록 하는 독접형태로 운영되고 있다. 따라서 외국의 의무보험 실태를 보다 구체적으로 파악해 보기 위하여 스위스 바젤주(Basel- Stadt- Kantons)의 건물보험법을 소개하고자 한다.

Applying Appropriate Technology Design in North Korea: An Exploration (대북적정기술 디자인의 도입 및 적용에 대한 탐구)

  • Traditional ODA to North Korea (NK) has been unsustainable and politically contentious. This study proposes the design of appropriate technology (AT) as an alternative. We identified NK residents' urgent needs and global AT instances, and classified data by Maslow's hierarchy of needs. As electricity and potable water were identified as primary needs, suitable AT cases were selected. Given NK's extreme isolation, collaborative AT practices with local residents are unfeasible. Therefore we propose a new AT adoption model customized to NK, which emphasizes community-level adoption. We proposed a solar charging station for cooperative farms, a re-design of an AT previously utilized in Africa, and tailored it to fit our proposed model. The study's significance lies in its novel AT adoption model for NK's unique social fabric and the proposition of a specific design case, thus transcending previous relevant studies exploring AT's potential for NK.

Establishment of Old Imperial Estate and Cultural Property Management System -Focused on Inclusion of Imperial Estate as Cultural Property- (구황실재산 관리 제도에 대한 연구 -구황실재산의 문화재관리체계 편입 관련-)

  • The cultural property management system of Korea was established based on the modern cultural assets acts and the old imperial estate management system enacted during the Japanese occupation. Academics have researched the cultural property management system oriented on the modern cultural assets acts, but few studies have been conducted into the old imperial estate management system, which is another axis of the cultural property management system. The old imperial estate was separated from the feudal capital by the Kabo Reform, but was dismantled during the colonial invasion of Japan and managed as a hereditary property of the colonial royal family during the Japanese colonial period. After establishment of the government, the Imperial Estate Act was enacted in 1954 and defined the estate as a historical cultural property managed by the Imperial Estate Administration Office. At this time, imperial estate property that was designated as permanent preservation property was officially recognized as constituting state-owned cultural assets and public goods in accordance with Article 2 of the Act's supplementary provisions during 1963, when the first amendment to the Cultural Property Protection act was implemented. In conclusion, Korea's cultural property formation and cultural property management system were integrated into one unit from two different sources: modern cultural assets acts and the old imperial estate property management system. If the change of modern cultural assets acts was the process of regulating and managing cultural property by transplanting and applying regulations from Japan to colonial Joseon, the management of the imperial estate was a process by which the Japanese colonized the Korean Empire and disposed of the imperial estate. Independence and the establishment of the government of the Republic of Korea provided the opportunity to combine these two different streams into one. Finally, this integration was completed with the establishment of the Protection of Cultural Properties Act in 1962.

Labor Market Dynamics and Regional Economic Development in Post-Reform China: Implications for Understanding Changing Regional Inequality (경제개혁이후 중국의 노동시장 역동성과 지역경제발전 : 지역격차변화 이해에 대한 함의)

  • This study is to investigate spatial patterns of urban labor market growth driven by marketization process and its implication for understanding regional uneven development in post-reform China. Using a shift share analysis, it shows that the geography of employment growth in China's industrial labor market has closely interacted with the space economy of industrial output, which in turn indicates a deepening of economic reform. By decomposing net employment growth into output and productivity effects, it is shown that the non-state sector holds rapid growth of both output and productivity and contributes to net employment growth through positive net shifts. On the contrary, this study also presents that the state sector with relative decrease in output and productivity holds employment decline effects during the reform period. Since there is a significant spatial dimension for the trend above, it is contended that labor market dynamics together with space economy of industrial production play an important role in determining regional patterns of economic development. In addition, through situating this investigation in the context of structural and institutional changes in the reform period, our understanding of regional patterns of labor market growth will be much furthered.

An Application of Linear Programming to Multiple-Use Forest Management Planning (다목적(多目的) 산림경영계획(山林經營計劃)을 위한 선형계획법(線型計劃法)의 응용(應用))

  • In this study, linear programming (LP) was applied to solving for optimal harvesting schedules of multiple-use forest management in Mt. Kari area managed by Chunchun National Forest Station. Associated with the geographic characteristics, the study area was classified into 4 large management units or watersheds and simultaneously applied were the site-specific levels of management constraints : nondeclining yield, initial cut for existing stands, % cut area, the volume of soil erosion, timber production and carbon storage, ending inventory condition and % area species selection for regeneration. The problem was formulated using both Model I and Model II techniques. In this paper, the formulations are presented and the results of the optimal solutions are discussed for comparison purposes.

The Performance Determinants of Chinese overseas M&A (중국기업의 해외 인수 합병의 성과 결정요인)

  • A large number of Chinese enterprises have grown up and become increasingly competitive. Chinese firms have ventured abroad to search for new sources of growth. Overseas mergers and acquisitions of Chinese companies has been developed rapidly through extensive opening policy and active support system by government. The main purpose of this study is to identify the factors that affect the outcomes of overseas mergers and acquisitions made by Chinese firms in recent years, particularly, financial performance of the acquiring firms. This study aims to analyze systematically financial performance and its determinants of Chinese overseas M&A in recent years. This study chooses a sample of 167 overseas mergers and acquisitions in the manufacturing industry in China and the relevant data were collected during the period 2006 to 2012. The data were analyzed by using a multiple regression analysis to identify determinants of corporate performance. We showed that cultural distance, past performance, state ownership, and interaction between cultural distance and past performance. Findings of this study can provide useful guidance to outward Chinese M&A in the future.

"The Burning of Hospitals": Sade's Thoughts on Hospitals from the Ancien Regime to the End of the 18th Century (구빈원을 폐하라: 사드와 18세기 말 프랑스의 구빈원에 대한 연구)

  • The villainous characters of the Marquis de Sade do not regard pity and consternation that one usually feels at the sight of poor people as natural. Such feelings are simply rejected. Therefore, Sade's characters immediately suggest that the hospitals established by religious congregations under the Ancien Regime should disappear. However, it is important to note that enlightened thinkers are aware of the abuses caused by hospitals at that time, claiming that they are to be blamed for the worsening situation of the poor. Thus, the General Assembly of the Constituents tried to nationalize the possessions of the hospitals, going as far as abolishing every charity institution. This article aims at linking Sade's hatred for hospitals to the issues his contemporaries raise about charity institutions. More particularly, revolutionary thinkers want to replace the considerably rich hospitals with small hospices or domiciliary care. Such actions will help reduce national budget spending and simplify the administrative procedures. Sade's libertines view poverty issues in the society from different perspectives: philosophical, political and economic. Let us not forget that they insist on social assistance systems which would suit both the ideals and the circumstances of the new Republic. We understand that Sade took precautions against the impending return of religion and monarchy, which were expelled by the Revolution. Under the Ancien Regime, people tolerated hospitals on the pretext that they arouse natural feelings such as beneficence and compassion. Well, to say the least, Sade is not wrong in raising awareness on this issue.

Spatial Distribution and Social Characteristics for Wetlands in Gyeongsangnam-do Province (경상남도 내 습지의 공간 분포 및 사회적 특성)

  • The wetlands have eco-sociological values because their functions have proven to be useful to human society. Many countries are working to conserve and protect the wetland ecosystems. However, many wetlands have disappeared or have been fragmented due to a natural and/or anthropogenic disturbance. These isolated wetlands appear to work best in the landscape, as a spatially distributed system. We have analyzed the spatial-social distribution patterns of wetlands in Gyeongsangnam-do Province (GNP). We examined the frequency distribution of wetland sizes, the distances to the nearest wetlands, the shapes of the wetlands, land-use patterns, land owners, and official land values were confirmed as social characteristics for each wetland. A total of 146 wetlands (3,598.85 ha), including 76 riverine wetlands (1,955.60 ha), 49 palustrine wetlands (1,282.28 ha) and 21 mountain wetlands (1,282.28 ha) were identified in GNP. Most wetlands left for use to drainage were small (<2 ha) and located in agricultural areas. However, small and isolated wetlands were clustered, according to the location, indicating that these wetlands can be connected to each other using the linear riverine wetlands and water channels in agricultural areas. This is extremely valuable in maintaining the biodiversity, such that any loss of small wetlands will cause a direct reduction in the connectedness among populations of the remaining species. Due to most wetlands belonging to the nation or businesses, being classified as reservoirs (water storage areas), and consequently, degradation of wetlands will progress due to grand-scale engineering works. Therefore, wetland policy and ecologically sensitive laws and policies should be developed in order to promote the wise-use for wetlands.

A Study on Rationalization of National Forest Management in Korea (국유림경영(國有林經營)의 합리화(合理化)에 관(關)한 연구(硏究))

  • Needless to say, the management of national forest in all countries is very important in view of the national mission and management purposes. Korean national forest is also in particular significant in promoting national economy for the continuous increasing of the demand for wood, conservation of the land and social welfare. But there's no denying the fact that the leading aim of the Korean forest policy has been based upon the conservation of forest resources and recovery of land conservation function instead of improvement of the forest productive capacity. Therefore, the management of national forest should be aimed as an industry in the chain of the Korean national economy. And the increment of the forest productive capacity based on rationalized forest management is also urgently needed. Not only the increment of the timber production but also the establishment of the good forest in quality and quantity are to bring naturally many functions of conservation and other public benefits. In 1908 Korean national forest was historically established for the first time as a result of the notification for ownership, and was divided into two kinds in 1911-1924, such as indisposable national forest for land conservation, forest management, scientific research and public welfare, and the other national forest to be disposed. Indisposable forest is mostly under the jurisdiction of national forest stations (Chungbu, Tongbu, Nambu), and the tother national forests are under custody of respective cities and provinces, and under custody of the other government authorities. As of the end of 1971, national forest land is 19.5% (1,297,708 ha) of the total forest land area, but growing stock is 50.1% ($35,406,079m^3$) of the total forest growing stock, and timber production of national forest is 23.6% ($205,959m^3$) of the year production of total timber in Korea. Accordingly, it is the important fact that national forest occupies the major part of Korean forestry. The author positively affirms that success or failure of the management of national forest controls rise or fall of forestry in Korea. All functions of forest are very important, but among others the function of timber production is most important especially in Korea, that unavoidably imports a large quantity of foreign wood every year (in 1971 import of foreign wood-$3,756,000m^3$, 160,995,000 dollars). So, Korea urgently needs the improvement of forest productive capacity in national forest. But it is difficult that wood production meets the rapid increase of demand for wood to the development of economy, because production term of forestry is long, so national forest management should be rationalized by the effective investment and development of forestry techniques in the long view. Although Korean national forest business has many difficulties in the budget, techniques and the lack of labour due to outflow of rural village labour by development of national economy, and the increase of labour wages and administrative expenses etc. the development of national forest depends on adoption of the suitable forest techniques and management adapted for social and economical development. In this view point the writer has investigated and analyzed the status of the management of national forest in Korea to examine the irrational problems and suggest an improvement plan. The national forestry statistics cited in this study is based on the basic statistics and the statistics of the forest business as of the end of 1971 published by Office of Forestry, Republic of Korea, and the other depended on the data presented by the national forest stations. The writer wants to propose as follows (seemed to be helpful in improvement of Korean national forest management). 1) In the organization of national forest management, more national forest stations should be established to manage intensively, and the staff of working plan officials should be strengthened because of the importance of working plan. 2) By increasing the staff of protection officials, forest area assigned for each protection official should be decreased to 1,000-2,000 ha. 3) The frequent personnel changes of supervisor of national forest station(the responsible person on-the-spot) obstructs to accomplish the consistent management plan. 4) In the working plan drafting for national forest, basic investigations should be carefully practiced with sufficient expenditure and staff not to draft unreal working plan. 5) The area of working-unit should be decreased to less than 2,000 ha on the average for intensive management and the principle of a working-unit in a forest station should be realized as soon as possible. 6) Reforestation on open land should be completed in a short time with a debt of the special fund(a long term loan), and the land on which growing hardwood stands should be changed with conifers to increase productivity per unit area, and at the same time techical utilization method of hardwood should be developed. 7) Expenses of reforestation should be saved by mechanization and use of chemicals for reforestation and tree nursery operation providing against the lack of labour in future. 8) In forest protection, forest fire damage is enormous in comparison with foreign countries, accordingly prevention system and equipment should be improved, and also the minimum necessary budget should be counted up for establishment and manintenance of fire-lines. 9) Manufacture production should be enlarged to systematize protection, processing and circulation of forest business, and, by doing this, mich benefit is naturally given for rural people. 10) Establishment and arrangement of forest road networks and erosion control work are indispensable for the future development of national forest itself and local development. Therefore, these works should be promoted by the responsibility of general accounting instead of special accounting. 11) Mechanization of forest works should be realized for exploiting hinterlands to meet the demand for timber increased and for solving lack of labour, consequently it should promote import of forest machines, home production, training for operaters and careful adminitration. 12) Situation of labour in future will grow worse. Therefore, the countermeasure to maintain forest labourers and pay attention to public welfare facilities and works should be considered. 13) Although the condition of income and expenditure grows worse because of economical change, the regular expenditure should be fixed. So part of the surplus fund, as of the end of 1971, should be established for the fund, and used for enlarging reforestation and forest road networks(preceding investment in national forest).
