Analysis on the Open Access Policies, Publishing, and Archiving in the Field of Medicine (의학 분야 오픈 액세스 현황 분석을 통한 국내 의학 정보 활성화 방안)

  • This paper analyzes the current status of open access policies, publishing, and archiving in the field of medicine. Journals indexed in SCI are published by open access publishers such as BMC Ltd. and PLoS and then the research articles in those journals are archived in PMC and BMC. Also, funding institutions participate in developing open access as a new scholarly communication model and governments or independent funding institutions outside the country make policies for open access. But scholary communities in Korea do not develop their services in the level of a new scholarly communication model even though they open their journal articles on the homepages. This paper suggests several plans for the open access scholarly communication in the field of medicine in Korea.

A Study on the Open Access Policy to Public Funded Research Articles (공공기금으로 작성된 논문의 오픈액세스 정책에 관한 연구)

  • This paper studied on the open access to public funded research articles in Korea. The 18% of articles published in the journals of the Korea Research Foundation was the output of research that received public fund. The field of engineering science had the most number of public funded articles and the most frequently supported funding agency was the KRF. But most of the public funded articles in Korea has been serviced through the commercial DBs, whereas the small number of articles serviced freely through the Korea Research Memory and NTIS. This paper proposed that the KRF will have to develop the open access policy focus on the engineering science.

A Study on A Model Sample for Guidance System for Copyright of Domestic Journals and Open Access Policy (국내 학술지 저작권 및 오픈액세스 정책 안내시스템 모형 연구)

  • The study aimed to suggest a model sample for guidance system for copyright of domestic journals and open access policy. Toward this end, analyses were conducted to examine copyright of domestic journals and open access environment. As a result of analyses, it turned out that 33.8% of domestic journals had 'regulations on ownership of rights to papers published in journals,' and that the subject to ownership of rights to papers published in domestic journals accounted for 28.8%, which was the highest rate. Of domestic journals, 34% charged a subscription fee, and they were toll access journals, and 56% were free access journals. As for system examples of guide system for copyright of foreign journals and open access policy, analyses were conducted to examine and investigate SHERPA/RoMEO in the U.K. and SCPJ in Japan and generate considerations at a time of domestic application. What needs to be taken into account is that overseas examples are focused on collecting and introducing self-archiving policy by authors for academic journals, so there are limitations in offering information including open access publication policy for domestic journals. Based on the analytical result, the study designated the purpose, direction and four steps that need to be considered at a time of development of guide system models for copyright and open access policy for domestic journals before suggestion of the basic direction and operational methods by stage.

Science and Technology Research Support Service Trends for Open Science Era (오픈 사이언스 시대를 위한 과학기술 연구지원 서비스 동향 분석)

  • Open science projects are being actively carried out globally. Publishing the results of public research (publications and data) in digital format and enhancing access to these materials are getting more important. Various research support tools are being used to support open research, open access, open data, open peer review and open research performance evaluation. We analyzed research support services to prepare open science movement in Korea. Korea is not ready for research data management and research collaboration except open access and institutional repositories. It can be seen as an urgent matter to analyze these international open science research support services carefully and reflect them in research support policy and service guideline.

A Study on the Intellectual Structure Analysis by Keyword Type Based on Profiling: Focusing on Overseas Open Access Field (프로파일링에 기초한 키워드 유형별 지적구조 분석에 관한 연구 - 국외 오픈액세스 분야를 중심으로 -)

  • This study divided the keyword sets searched from LISTA database focusing on the overseas open access fields into two types (controlled keywords and uncontrolled keywords), and examined the results of performing an intellectual structure analysis based on profiling for the each keyword type. In addition, these results were compared with those of an intellectual structural analysis based on co-word analysis. Through this, I tried to investigate whether similar results were derived from profiling, another method of intellectual structure analysis, and to examine the differences between co-word analysis and profiling results. As a result, there was a similar difference to the co-word analysis in the results of intellectual structure analysis based on profiling for each of the two keyword types. Also, there were also noticeable differences between the results of intellectual structural analysis based on profiling and co-word analysis. Therefore, intellectual structure analysis using keywords should consider the characteristics of each keyword type according to the research purpose, and better results can be expected to be used based on profiling than co-word analysis to more clearly understand research trends in a specific field.

  • This study examined the characteristics of two keyword types expressing the topics in the intellectual structure analysis based on the co-word analysis, focused on overseas open access field. Specifically, the keyword set extracted from the LISTA database in the field of library and information science was divided into two types (controlled keywords and uncontrolled keywords), and the results of performing intellectual structure analysis based on co-word analysis were compared. As a result, the two keyword types showed significant differences by keyword sets, research maps and influences, and periods. Therefore, in intellectual structure analysis based on co-word analysis, the characteristics of each keyword type should be considered according to the purpose of the study. In other words, it would be more appropriate to use controlled keywords for the purpose of examining the overall research trend in a specific field from the perspective of the entire academic field, and to use uncontrolled keywords for the purpose of identifying detailed trends by research area from the perspective of the specific field. In addition, for a comprehensive intellectual structure analysis that reflects both viewpoints, it can be said that it is most desirable to compare and analyze the results of using controlled keywords and uncontrolled keywords individually.

  • This study investigated and analyzed operating policies and status of the best practices repository in the world to propose the successful strategies of management and establishment of repository. The best practices were selected from the top 10 of the Ranking Web of World Repositories by CSIC and Registry of Open Access Repositories by JISC. These repositories fell into two rough classes, disciplinary and institutional repositories. Policies on operation and support, collection, management, distribution and information services, long-term preservation, technology and copyright were analyzed. Characteristic of disciplinary and institutional repository policies were also identified.
