Development Direction of the Military Intelligent Platform Infrastructure (국방 지능형 플랫폼 기반체계 발전방향)

  • As data is evaluated as a key asset for digital transformation, efficient and stable management of data, smooth sharing data, and provision of services using data are also required in the defense. To support this, the Korean military is laying the foundation for the Military Artificial Intelligence Platform which is a defense data management infrastructure. In this paper, we examine the data strategies and data platform promotion directions of Korea and major advanced groups, and we look for suggestion and present the direction of development of the Military Intelligent Platform. We are expected that it can contribute to the establishment of a safe and efficient defense data management infrastructure for the Korean military.

  • 로봇은 인간의 생명과 밀접하게 관련되어 있기 때문에 높은 안전성과 신뢰성이 요구된다. 특히 최근에는 지능형 서비스 로봇의 등장과 더불어 증가되는 로봇 개발환경의 복잡성 문제와 로봇의 신속한 개발 및 유지보수 문제를 해결하기 위해 컴포넌트 기반의 로봇 플랫폼에 대한 연구가 증가하고 있으며, 특히 로봇 플랫폼을 구성하는 컴포넌트의 장애문제 해결이 중요한 이슈로 대두되고 있다. 따라서 본 논문에서는 컴포넌트 기반 로봇의 결점분류 절차를 제시하고 로봇의 결점타입과 로봇 플랫폼과의 상관관계를 분석하고 로봇 플랫폼에 결점타입을 매핑하여 최종적으로 컴포넌트 기반 로봇의 결점분류 모델을 제안한다.

  • 본고에서는 미래창조과학부, 정보통신기술진흥센터 (IITP)에서 2016년도 대학ICT연구센터(ITRC) 신규과제로 선정한 다차원 감시정찰 정보자산 통합, 지능형 경계체계 기술 및 지능형 국방 ICT연구센터에 대해 알아본다. 첫째, 다차원 감시정찰 정보자산 통합 기술은 시대의 발전과 함께 국가 안보에서 정보자산의 중요성은 날로 증가하고 있다. 현재 군에서 운영되고 있는 다차원적인 영상정보수집자산으로부터 수집되는 비정형의 고용량 영상데이터에 대한 자동화된 통합화 및 분석기술이 반영되어 있지 않아, 이를 자동화 처리하는 표준화된 플랫폼 개발이 시급한 실정이다. 둘째, 디지털화된 CCTV 영상은 여러 IT 정보 가운데 가장 복잡한 데이터 중 하나이며, 이상 징후를 사전에 파악하여 범죄와 사고를 예방하거나 저장된 영상 정보에서 특정한 사람을 자동으로 찾아내는 지능형 시스템으로 발전해 왔다. 최근에는 특히, 국방분야의 현 경계 및 관제 시스템에 대한 연구 필요성이 꾸준히 증가되고 있는 실정이다.

  • Drones, which have rapidly grown along with the 4th industrial revolution, spread over industries and also widely used for military purposes. In recent wars in Europe, drones are being evaluated as a game changer on the battlefield, and their importance for military use is being highlighted. The Republic of Korea Army also planned drone-bot systems including various drones suitable for echelons and missions of the military as future defense forces. The keyword of these drone-bot systems is autonomy by artificial intelligence. In addition, common use of operating platforms is required for the rapid development of various types of drones. In this paper, we propose software framework that applies diverse artificial intelligence technologies such as multi-agent system, cognitive architecture and knowledge-based context reasoning for mission autonomy and common use of military drones.

Application and Analysis of Remote Sensing Data for Disaster Management in Korea - Focused on Managing Drought of Reservoir Based on Remote Sensing - (국가 재난 관리를 위한 원격탐사 자료 분석 및 활용 - 원격탐사기반 저수지 가뭄 관리를 중심으로 -)

  • In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.

A Proposal for Korean armed forces preparing toward Future war: Examine the U.S. 'Mosaic Warfare' Concept (미래전을 대비한 한국군 발전방향 제언: 미국의 모자이크전 수행개념 고찰을 통하여)

  • In 2017, the U.S. DARPA coined 'mosaic warfare' as a new way of warfighting. According to the Timothy Grayson, director of DARPA's Strategic Technologies Office, mosaic warfare is a "system of system" approach to warfghting designed around compatible "tiles" of capabilities, rather than uniquely shaped "puzzle pieces" that must be fitted into a specific slot in a battle plan in order for it to work. Prior to cover mosaic warfare theory and recent development, it deals analyze its background and several premises for better understanding. The U.S. DoD officials might acknowledge the current its forces vulnerability to the China's A2/AD assets. Furthermore, the U.S. seeks to complete military superiority even in other nation's territorial domains including sea and air. Given its rapid combat restoration capability and less manpower casualty, the U.S. would be able to ready to endure war of attrition that requires massive resources. The core concept of mosaic warfare is a "decision centric warfare". To embody this idea, it create adaptability for U.S. forces and complexity or uncertainty for the enemy through the rapid composition and recomposition of a more disag g reg ated U.S. military force using human command and machine control. This allows providing more options to friendly forces and collapse adversary's OODA loop eventually. Adaptable kill web, composable force packages, A.I., and context-centric C3 architecture are crucial elements to implement and carry out mosaic warfare. Recently, CSBA showed an compelling assessment of mosaic warfare simulation. In this wargame, there was a significant differences between traditional and mosaic teams. Mosaic team was able to mount more simultaneous actions, creating additional complexity to adversaries and overwhelming their decision-making with less friendly force's human casualty. It increase the speed of the U.S. force's decision-making, enabling commanders to better employ tempo. Consequently, this article finds out and suggests implications for Korea armed forces. First of all, it needs to examine and develop 'mosaic warfare' in terms of our security circumstance. In response to future warfare, reviewing overall force structure and architecture is required which is able to compose force element regardless domain. In regards to insufficient defense resources and budget, "choice" and "concentration" are also essential. It needs to have eyes on the neighboring countries' development of future war concept carefully.
