  • In February 2018, the Korean government established the "Comprehensive Plans for Government Innovation" in order to realize 'the people-centered government'. The core of the comprehensive plans is participation of the people, which is very similar to open innovation where social issues are solved by ideas and capabilities of the private sector rather than those of the government. Therefore, this study was conducted by extracting open innovation topics through topic modeling based on LDA(Latent Dirichlet Allocation) as English abstract-data from 2003, when the plans for open innovation was first announced, to April 2018. Based on the extracted results, it also conducted a comparative analysis with "Comprehensive Plans for Government Innovation." The study has significant implications in that it derives the relationship between the subjects, analyzes the present policies of Korea on open innovation and suggests directions for development.

Data of 18,299 adults of age between 19 and 65 years who answered to the survey on National Health and Nutrition and influenza vaccination from 2007 to 2010 was used and analyzed. Overall influenza vaccination rate was 21.7%. Logistic regression analysis revealed that factors influencing on influenza vaccination were an increasing age, a residence in rural area, a high personal income, a low educational level, jobless women, experience of hospital visits, and morbidity of chronic illnesses. In conclusion, influenza vaccination rate in Korea is low and influenced by multiple socio-demographic factors and health behaviors. It is needed to seek a strategy to develop a vaccination program in consideration of factors associated with influenza vaccination.

  • Since 2005, the government began to introduce and promote a new project delivery system, BTL(Build, Transfer, and Lease), in order to provide high level of public services for the upgraded quality of life and to boost the domestic and local construction economy. However, the lack of experiences in the new system by the constituents from diverse economic sectors brought a number of drawbacks from each constituent's perspective such as improperly low earning rate, excessive expenses for preparation of the project proposal, imbalanced regulations, heavy cost and procedures to establish SPC, the ineffective structure of the consortium, the short-term oriented evaluation criteria for the selection and so forth. These drawbacks turned out to be obstacles for the successful BTL projects. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the changes to resolve those for the improvement and finally to deliver the successful BTL projects for the diverse public owners.

  • This study aims to analyse the process of digital switchover in the UK, which is regarded as one of the most successful cases in the world, and to examine efficient plans for the future digital switchover project in Korea through the UK's case. The digital switchover in the UK shows with no doubt the significance of integrated government policies, collaboration between relevant governmental organisations, and the public service broadcaster. Along with this, active and detailed Public Relations (PR) should take place, helping the citizens realise the efficiency of the phased switchover region by region and the measures to resolve the gaps between all social brackets. To sum up, the successful digital transfer is not only achieved by governmental policy and technological preparation from broadcasters, but also by voluntary citizen participation. Government officers and broadcast executives need to realise this and should focus on communicating with citizens.

  • The purpose of this study was to identify the relationships between sleep time and depression and suicidal ideation in middle aged women. The subjects of this study were 1,617 women aged 40-64 years who participated in the Seventh Korea National Health and Nutrition Examination Survey (KNHANES VII-2), 2017. Data were downloaded from the KNHANES website and were analysed through complex sampling design data analysis using IBM SPSS 21.0 program. Suicidal ideation is 3.65 times higher in women who sleeps for five hours or less in weekend than in women who sleeps more than seven hours and less than nine hours in weekend. These result indicate that suicide prevention program for middle aged women should include strategies for maintaining proper sleep times and women who sleeps for five hours or less should be considered as a priority intervention case. In additions, further studies on the relationship between sleep times and depression of middle aged women should be conducted.

The survey was conducted in October, 2018, both on-line and off-line, based on the demographic characteristics, work status on welfare facilities for the elderly, Participation Reasons Scale (PRS) and Deterrents to Participation Scale (DPS-G). The data were analyzed using frequency analysis, descriptive analysis, factor analysis, reliability analysis, regressive analysis using SPSS ver. 25.0. Results: The reason for participation were divided into three factors: 'Responsibility of professional and self-development ($5.76{\pm}1.04$)', 'Job stability and personal benefits ($4.98{\pm}1.28$)', and 'Interaction and development of professional competencies ($5.85{\pm}1.00$)'. 'Interaction and development of professional competencies' was the highest motivation factor. Also, the deterrents for participation were divided into four factors: 'Dispositional barrier ($2.70{\pm}1.29$)', 'Dissatisfaction of education usability ($3.39{\pm}1.38$)', 'Institutional barrier ($4.21{\pm}1.45$)', and 'Situational barrier ($2.36{\pm}1.30$)'. 'Institutional barrier' showed the highest deterrents factor. In addition, 'Responsibility of professional and self-development' and 'Interaction and development of professional competencies' were negative attributes for 'Dispositional barrier' (p<0.001). Conclusions: These results provide basic data to promote participation in education and contribute to the improvement of their job ability and education capacity of the food and nutrition management of welfare facilities for the elderly.

  • Recently, the Seoul government implemented 'Free Public Transportation' policy and 'Citizen Participatory Alternative-Day-No-Driving' system as 'Emergency Fine Dust Reduction Measures'. In this paper, after identifying the effectiveness of the two traffic policies, suggestions for direction of future fine dust policy were made. The effect of traffic on the fine dust was analyzed by regression analysis and the responses to the two traffic policies and petitions were analyzed using text mining. Our experimental results show that the responses to the policy were mostly negative, and the influence of the domestic factors was considerable unlike expectation of citizens. Moreover, the result made us possible to know people's specific needs on fine dust reduction policy. Finally, based on the result, the suggestions for fine dust reduction policy direction were provided.

  • The importance of gamification is garnering increased attention in the corporate world. Gamification refers to using game mechanics and thinking patterns in non-game domains to promote user engagement. By reviewing the definition of gamification and related literary research, we aim to understand how to put theory into practice and determine the organization of gamification's main features. Next, in order to understand the current implementation methods of mobile payment gamification marketing. We analyze popular mobile payment apps as case studies. To examine the effectiveness of game mechanics on mobile payment marketing to determine whether there is a positive impact on brand loyalty and stickiness. The results are used to identify shortcomings in gamified mobile payment systems. Finally, we propose a gamification framework model for mobile payments and offer recommendations for underutilized game mechanics based on previous cases. Future research can reference our model for deeper studies on the effectiveness and impact of gamified mobile payments.

  • Due to natural and human factors, dunhuang frescoes in China have gradually degenerated. China has conducted digital transformation of frescoes since 1990. However, it requires expensive research costs. Most of the visitors passively accept transformation contents and lack subjective participation. The paper focuses on produces a prototype of Dunhuang frescoes on the CoSpaces EDU. It was implemented as a metaverse through procedures such as transforming the cave into 3D, mapping images to the cave model and developing CoBlocks. The research puts forward a more specific methodology without expensive costs of development. The paper makes it easier to realize the immersive and interactive virtual Dunhuang frescoes world, to improve the tourism contents and educational effect. This research carries on the statistics to the product result which develops according to the user experience of 100 different ages, has obtained the good feedback. The research results need to be improved is to strengthen the processing of graphic details. Therefore, Optimization and improvement of the result will be carried out in the future research.
