Because of the creation and transfer of born-digital records, file unit-based record description practices have changed fundamentally. In this study, we analyzed the archival description practices of The National Archives (TNA) to maintain intellectual control in the digital records management environment and to support the access to records of users. TNA has created an archival description based on ISAD(G) but, for describing born-digital records, it changed the guideline for descriptive cataloging practices. As the method of ISAD(G) cannot adhere to born-digital records, the next-generation descriptive standard, Records in Contexts (RiC), is still being developed by ICA. In addition to international efforts, we need to build an archival description system that fits our environment, especially because since the year 2000, TNA's online cataloging system has changed and ISAD(G) has been modified in this process. This study also proposed continuous monitoring of digital archival descriptions, provides an integrated approach to analog records and digital content and strengthens experimentation and cooperation toward an uncertain digital future.

Two specimens (1770~1850 mm disc width) of Mobula thurstoni, belonging to the family Myliobatidae, order Myliobatiformes, were first collected from the central coast of the Southern Sea of Korea in September 2018. This species is characterized by an anterior margin of disc with double curvature, a white-tipped dorsal fin, and the absence of a caudal spine. This species is morphologically similar to Mobula kuhlii, but has an anterior margin of pectoral fins with a double curvature and the dorsal coloration is bluish black rather than white. In addition, M. thurstoni was well distinguished from M. kuhlii as determined by mitochondrial DNA 16S rRNA sequences with genetic distances ranging from 0.030 to 0.069. The Korean name 'Mae-kkeun-kko-li-jwi-ga-o-li' is proposed for the species M. thurstoni.

In this study, the genus Cameraria Chapman, 1902 belonging to the family Gracillariidae is reported for the first time from Korea, with three newly recorded species, Cameraria acericola Kumata, 1963, C. hikosanensis Kumata, 1963 and C. niphonica Kumata, 1963. All the known Korean species are enumerated with their available information. Adults and genitalia of all species are redescribed and illustrated.

Plaintive Cuckoo (Cacomantis merulinus) is a small cuckoo species in Family Cuculidae that is mainly distributed in the Oriental Region. On May 1. 2016, one juvenile Plaintive Cuckoo was found at Somaemuldo Island, Korea ($34^{\circ}37^{\prime}38.73^{{\prime}{\prime}}N$ $128^{\circ}33^{\prime}0.44^{{\prime}{\prime}}E$). The bird was identified as C. merulinus by its morphological traits, especially primary projection, the shape of bars on tertials, and pale supercilium. These characteristics were distinctive from other similar small cuckoos in genus Cacomantis and Cuculus, during the field observation and examination of photographs. This record is the first of this species in Korea, and the northernmost record of this species.

일반적으로 허브란 파슬리, 살비아, 로즈마리, 타임 등으로만 생각하는 사람이 적지않다. 원저자인 지촌이삼부도 수년 전에는 그렇다고 생각하였다. 후생과학연구 '신개발식품 등의 안전성확보에 관한 연구: 주임연구자는 국립건강 영양연구소의 지상행강부장(현대처녀자대학교수)'에 참여하여 뇌를 대상으로 하는 신개발식품에 대한 조사를시작하기 전의 일이다. 일반인 대상의 서적(식재도전.소학관)에도,'현재, 허브는 요리에 맛을 내고, 음료로서, 혹은 단순히 야채로서 이용하거나, 화장품, 입욕제등에 이용되는데, 냄새나 향미가 있는 유럽의 식물이라는 의미로서 사용되는 경우가 많다'라고 기록되어 있다. 한편,'허브는 원래, 단순히 "초"를 의미하는 단어이다. 역사적인 관점에서 보면 허브는"약효가 있는 식물"로서 사람들에게 이용되어 온 것이다'라고 기록되어 있다.

In order to design effective electronic records management systems, it is viable to consider both traditional principles of records management, proven to be effective, and the characteristics of digital information. ISO 15489, an international standard for records management, is acknowledged as the most useful guidelines for this goal. The present study extracted basic principles of electronic records management from its provisions of 7 functional steps. It then compared the principles to system requirements of three system design criterion, developed by Department of Defense(U.S.A.) Public Records Office(Britain). and European Union respectively. Common requirements, included in all three criterion. were then searched in the Korean standard of developing automated systems for records centers. Finally, suggestions were made to develop a Korean standard for electronic records management system, elaborating from the core requirements of the system found by the present study.

Desmodium paniculatum (Fabaceae), native to North America and an alien plant in Japan, was newly found in Hwaseong-si and Daejeon-si, Korea. This species is distinguished from Korean-related taxa based on certain morphological features. Specifically, it is a perennial herb, with a 4-5 jointed loment, and with the basal suture moderately incised between the articles. In the field, D. paniculatum grows around rivers and roadsides, suggesting that it is likely to have been introduced through river improvement work and road construction. On the phylogenetic tree based on an internal transcribed spacer, Korean individuals forms a clade with a Japanese individual. Here, we report a morphological description, photographs, an illustration, and the locality of D. paniculatum.

The purpose of this paper is to research and suggest ideal environment for the preservation of the National library collections. Current conditions of National library was also investigated, and many results showed that not only technical resolutions but also reorganization of staffs and structure is needed. Moreover, for the realization of ideal preservation environment, mid-long term development plans for the National Library was also provided.

This paper examines urgent issues of establishing the presidential library in relation to the current standing of the Government Archives and Records Service. As government records have been tremendously accumulated every year, the Government Archives and Records Service will be full within three years, which indicates that the constructing of new storage repositories is an emergent issue. In addition, presidential records are one of the most significant and influential public properties for preserving historical value and interpretation at the national level. Some serious concerns relating to the presidential library are raised for consideration. First of all, it is compulsory to preserve presidential records and to construct the presidential library. Second, the presidential library performs a variety of functions including the acquisition, preservation, access, reference, research, education, and display of presidential records as well as exhibits of public activities and administration personally and in public during the president' regime. A new presidential library should function as both of a depository and museum of presidential records through systematic arrangement and display. Thus a new repository of the Government Archives and Records Service should be co-constructed with the presidential library within the same boundary. Third, a newly constructed presidential library should be at least double- or triple- sized more than estimated in order to contain all related holdings. Fourth, to take custody of public records across the legislature, judiciary and administration, the Government Archives and Records Service should be directed by an official at the level of vice-minister and upgraded to an independent office such as "National Archives and Records Administration." Fifth, the presidential library's location and surrounding environments should be selected with careful planning.
