  • The construction industry has mainly relied on financially focused performance measurements, and studies on performance measurement systems (PMSs) have been carried out at the project level. However, recently, the demand for performance evaluation and management at the company level has increased. A few previous efforts have aimed to develop a conceptual model for company performance, but there have been few follow-up studies. From this perspective, we have developed a web-based performance and informatization measurement system to measure and compare the business performance and the level of informatization of construction companies. Then, we carried out a performance evaluation and system test using the data set of 78 Korean construction companies and identified practical issues for the implementation of our PMS.

  • This article firstly reviewed Permanent Established(PE) concept of OECD and UN model tax treaty and compared it with that of Korean Corporate Income Tax Law(CITL). The various factors regarding profit like ways of deciding the local source profit, scope and calculation method which will be imputed to PE were also reviewed. Based on above, standard PE judgement basis and calculation method of local source profit were also studied by using actual cases in foreign corporation which performs plant construction & sales in Korea. Accordingly to properly solve the conflict regarding international tax and to protect the tax authority against the foreign corporation in Korea, by standing on equality, I now propose followings for the better concept of PE in Korea. Firstly, the article that a building site or construction or installation project constitutes a PE only if it lasts more than 6 months should be modified to reflect OECD model convention's criteria of 12 months. Second, the scope of 'subordinate attorney' which is regarded as PE under CITL is now including 'holding-delivery attorney', 'order attorney', and 'assurance attorney' as well as 'contract attorney'. This is overly limit the activities of foreign corporation. It had better be loosened only to include 'contract attorney' as OECD provisions. Third, the CITL limits the cases of preparatory and/or auxiliary place which is not regarded as PE, thus limit the foreign corporations' business by expanding the concept of PE. This had better be eased. Fourth, in deciding the amount of local source profits, the CITL stipulates to split the profits by the relevant contribution of transaction parties through 'profit split method'. To solve the conflict, the ways of profit split must be better clarified through providing object and detailed standard and basis.

  • Korean construction companies first advanced to the international markets in 1960's and so far have brought more than 4,900 projects which account for 193 billion dollars approximately. With the large increase of national employment and income being followed by the achievement, Korea's construction industry has made an enormous contribution to the improvement of domestic economy for the last 40 years. However, recently the increased risk in international markets as well as the sharpening competition with foreign companies promising in terms of advanced technologies and low labor cost have been driving Korean construction away from the market shares. According to ENR (Engineering News Record, 1994~2003), it is revealed that 15.1% of top 225 global contractors are suffering from loss in international construction markets. This phenomenon is largely due to the highly uncertain characteristics of international projects, which are inherently exposed to various and complicated risky situations. Furthermore, especially for Korean construction companies, it is often the case that the failure in an international construction project cannot be offset by even a sufficient number of successful domestic achievements. Therefore, not only the selective screening among the nominated projects which have strong possibility of collapse but the systematic strategies for controlling potential risk factors are also considered indispensable in international construction portfolio management. The purpose of this study is to first analyze the causal relationships of the profit-influencing variables and the project success, and develop the profitability forecasting model in international construction projects.

  • Under the current competitive business environment, the complexity of procurement method, and the lack of engineering capacity in the construction engineering industry, a construction engineering firms require the business strategy and its performance measurement system. This study suggests a performance measurement model that could follow 'H' construction engineering firm's vision and strategy. The model utilizes the concept of Balanced Scorecard. The study proposes the four main performance perspectives such as financial, growth, internal efficiency, and improvement & learning through the long-term strategy analysis, SWOT analysis, and interviews of the employees. Also the study develops the critical success factor and the key performance indicators. The usefulness of the performance measurement model is validated through the gap analysis such as alignment analysis and consensus analysis.

  • There is a little agreement about the characteristics of the company town proposed by the Federation of the Korean Industries(FKI). So the purpose of this study is to figure out the FKI's company town, It is begun with the history and the characteristics of the Western company town and the company town of Japanese type. The process of the company town issue from the first proposal of the FKI is examined. Particularly, the definitions, the examples and the expected effects of the company town in the reports supporting the FKI's proposal are explored. Western company town could be characterized by the economic simplicity and the important role of single firm for supply of jobs, houses, etc. In the light of the results of this study, the FKI's company town was based on the western company town especially in definition, influenced by the company town of Japanese type and then identified with industrial clusters. Consequently there is some disaccordance among the definitions, the examples and the expected effects of the FKI's company town. Giving shape to the FKI's company town project in desirable way, it should be developed in small scale at first, with many related enterprises and public institutions to meet their spatial demand and in related with the other new town projects, for example, future innovative city and innovative cluster.
