By the rapid progress of U-IT(Ubiquitous Information Technology), a variety of national development policies have been devised on the basis of the utilization of the technology Above all things, a number of local governments are driving to construct a 3D GIS(Geographical Information System) that is as a infrastructure for the regional development which is including a u-City construction as a future city model, the competitiveness reinforcement of local governments, a reasonable means of urban management, etc. In this study we tried to find the fundamental direction of construction and utilization of 3D GIS in local governments. As the result of study, we suggested the advanced vision of 3D GIS has a role of treating the public affairs of local governments and of supporting the various private business scope.

본 연구의 주요 목적은 기존의 연구에서 구축된 배타적 경제수역(EEZ) 해양자원정보시스템(MRIS)을 근간으로 다양한 해양자원의 정보를 효율적으로 표출하고 EEZ 관련 의사지원과 정책결정을 위한 GIS기반의 EEZ 정책결정지원시스템을 개발에 있다. 이를 위하여 기존에 구축된 MRIS를 이용하여 분산되어 관리되던 기존의 데이터와 매년 탐사 과정을 거쳐 추가되는 데이터의 관리를 위한 표준화를 수립하고 관리방안을 확정하였다. 또한, 기존에 개발된 다양한 해양데이터의 표출방안을 이용하여 EEZ 경계획정 협상 및 정책 결정에 있어 실질적 판단근거가 되는 EEZ에 대한 법령과 각국의 정책 및 EEZ 경계획정 사례 등을 데이터베이스화하였다. 나아가 GIS를 이용하여 표출된 공간데이터를 다양한 공간 검색과 공간분석 기능을 이용하여 분석함으로써 과학적인 방법으로 EEZ에 대한 중요정책 결정에도 활용하도록 하였다. 본 시스템을 이용하여 향후 EEZ 내 자원분포 및 지 역 별 경제성 비교와 쟁점지역에 대한 정확한 분석이 가능함에 따라 국가 간 협상에서 우리나라에 보다 유리한 협상결과를 도출하는데 기여가 클 것으로 판단된다. 아울러 주변국과 경계획정에 있어 유리한 협상 결과를 도출하기 위한 제반 정보의 제공과 함께 보다 효율적인 정책 수립을 위한 다양한 의사결정의 지원이 가능할 것으로 사료된다.

Standards are essential to facilitate the efficient use of GIS data. International Standards such as ISO TC211's 19100 series and various technical specifications from OpenGIS Consortium are some of the examples of efforts to maintain the interoperability among GIS applications. This paper aims to provide the effective policy directions that can increase the use of GIS standards by providing the comprehensive list of priorities in developing GIS standards. This paper reviews the current status of the use of GIS standards in the field and analyses the use pattern. Also this paper examines the need for revision of the existing standards and new standardization efforts based on the current status of International Standards. Based on the analysis of the use pattern of the current GIS standard, this paper suggests a policy directions which emphasizes the need for more efforts in standardization of geographic information services standards and more coordination among all standard-related stakeholders in government and industry.

The objective of this paper is to discuss geographic information policies and strategies of British government and suggest effective policies for Korea National GIS project GIS that has been implemented geographic information infrastructures into public sectors and private markets for the last ten years. To obtain the research aim, this paper reviews the main factors of the Britain GIS project such as distribution structure and process of GI markets, government policies and strategies that are led by Ordnance Survey, most leading mapping agency in the UK. In conclusion, some issues have been explored with reference to the experiences of the Britain GIS projects. The first of these is the nature of geographic information and the second concerns the notion of the circulation policies of spatial data, and the last proposes Korea GIS policies and strategies for successful geographic information and spatial data implementation. The findings of the analysis of the Britain GIS development indicate that a shift began to take place from central government coordinate toward more extensive utilization of private and commercial sectors. This reflects both the increasing importance of geospatial data circulation in all levels of GIS stakeholders. Finally these discussions are particularly to be the issues where multi-agency collaboration of Korea government is concerned and can take the form of joint ventures by consortiums of both involving data producers and data users in order to increase commercial participation for value-added geospatial items, and to encourage both research and development sectors with low or free price policies.

This research is primarily intended to develop a decision-making support system about the natural environment in the country by integrating various formats of spatial data into a comprehensive GIS database. The first part of the research is to design GIS database as a means of combining thematic cartographic data with field survey records. Ecosystem records acquired by a field sampling have been reproduced as digital thematic maps. The database also included various natural environment related data (map for forestry, soil, national park etc.) collected from many other agencies. The second part of the research is devoted to the design of efficient man-machine interfaces. A key concern in the GUI (graphic user interface) design process was to address the need to handle and to manage large databases by non-GIS experts. The system has been checked experimentally, enabled the users to quarry the data required simply and execute spatial analysis accommodating versatile alternatives in decision-making process. Detailed visual maps can be generated over large areas quickly and easily. The system will serve to increase the scientific and objective decision-making by overcoming serious constraints suffered from the past non-GIS-based approach. It is anticipated that this research output could be used as a valuable reference in building a nationwide natural environment GIS-DB (database) in the central and local governments.

제1차와 제2차 ‘국가지리정보체계(NGIS)구축기본계획’ 을 시행하면서 체계적인 GIS기반이 마련되어 중앙정부와 지방자치단체 등 공공부문을 중심으로 다양한 부문에서 GIS구축사업이 추진되었다. 그러나 GIS사업은 초기 막대한 구축비용과 사업완료이후에도 유지관리비용이 지속적으로 소요되기 때문에 그 타당성이 가시적으로 나타나지 않으면 사업의 추진이 어렵다. 따라서 본 연구에서는 체계적이고 과학적인 효과분석을 위한 GIS사업의 평가모형을 제시하고 이를 바탕으로 웹 기반의 GIS 효과분석시스템을 구현하였다. 본 연구의 GIS 효과분석시스템은 최신의 정확한 정보와 검증된 분석방법을 실시간 제공하기 위해 웹 기반으로 설 계 하였다. 왱 기반의 분석시스템은 GIS사업의 효과분석에 있어 시ㆍ공간의 제약을 받지 않고 GIS사업의 효과평가를 가능하게 한다. 또한 GIS사업의 효과측정에 있어서 타당성을 부여하여 과학적인 기준을 제시하며, 분석결과는 사업의 추진을 위한 재원마련과 정책결정자 설득의 기초 자료로 활용할 수 있을 것으로 사료된다.

Recently, as GIS industry has substantially grown up, convergence between industries such as the application coverage of surveying and cadastral information is gradually on the increase. The new approach of convergence between topographic surveying and cadastral survey is indispensable to make the change of geospatial environment ready and to maximize the utilization of National Spatial Data Infrastructure(NSDI). The purpose of this paper is to seek the way of synergistic improvement in topographic surveying and cadastral survey in comprehensive aspects of national geospatial information. First, we reviewed policy environment to clearly establish aim of convergence and promising perspective of GIS industry policy, considering NSDI. In addition, we examined current state of administration (organization, human resource, service) and institution situation. We came up with interior ability and external policy environment as well as critical success factor for the synergistic convergence by using SWOT analysis. Lastly, we developed basic perspective of convergence and improvement model and concrete scheme for stakeholder to complementary make progress. We can come to conclusion that the convergence of topographic surveying and cadastral survey should be not only carried in macro outline of successful NSDI but also committed to completion and maintenance of GIS framework.

현정부 들어 "범죄로부터 안전한 사회구현", "재난재해 예방 및 체계적 관리" 등이 주요 국정과제 현안으로 추진되고 있으며 국가적 차원에서 국민의 안전을 위한 정책 및 생활안전에 대한 대국민 서비스 마련이 필요하다. 본 논문에서는 각 부처 기관별로 개별적으로 관리되고 있는 재난 및 안전사고 관련 정보를 통합하여 GIS DB를 구축하고 이를 기반으로 국가 안전정책 개발 및 대국민 서비스를 위한 생활안전지도 서비스 구축현황과 이에 대한 문제점을 분석하고 대국민 관점에서 생활안전지도 활성화 방안을 마련하였다.

A national program for GIS Training had been established by a feasibility study which was performed during the period of from July, 1995 through April, 1996 initiated by Ministry of Science and Technology (MOST). Systems Engineering Research Institute (SERI), one of government-supported institutes in the fields of software development, have taken in charge of Korean GIS training program with emphases on short courses since July, 1996. To distinguish these national programs from those of major commercial GIS software vendor, GIS training programs by executing staffs within SERE have been established with the basis of its own educational paradigm; therefore, they was composed of several specific training curricular developed by executing staffs. In this paper, the practical aspects during execution and progress of these programs are described, and all courses named after decision maker course, GIS manager course, and user course in the first year of GIS training program are evaluated with questionnaire result riven to the trainees. As results, the satisfaction-rate after the decision maker, the GIS manager, and the user course is 84.8%, 81.2%, and 66.7% respectively These whole results are shown as more affirmative ones than expected, and each result, as a kind of feedback of this executing program, plays an important role to flourish Korean GIS training project in future.
