  • There are life-style and many different cultural differences between countries. Among them, food is different from other areas. Especially, if Food Tools are used by food type, even though the design factor is same, the function is different. Therefore, research and development of a Food Tool design is necessary to use a Universal Food Tool between countries. The purpose of this research is to develop a behavior analysis process for food, finding similarities and differences by food type; and cultural differences between countries; and to propose a design Food Tool design that can be used between countries. This research on methods and content is for the development of the consumer behavior analysis process about food, grafting theoretical studies about behavior analysis and working behavior analysis on the spot, to develop a food action analysis process. Second, do comparative analysis process of food order and evaluation between countries; and think about the problems and symptoms, then propose methods to resolve the problems. Third, each process is divided by category, to find the features by each category of foods between countries. Results may be obtained through research and the comparative analysis of each country's, foods, behavior and restaurant types. Specifically, researchers can use food tool design to obtain results and compare the same items between countries, compare university design education, and create new ideas through cooperation and complementary research.

  • As Korean national R&D projects have steadily grown in size, the needs of enhancing the efficiency and effectiveness of the national R&D budge spending has been also discussed. Therefore, many efforts have been made to establish performance assessment system to improve the efficiency and effectiveness of the national R&D project. One example of such efforts is the stipulation of connecting the results of performance evaluation ranking of the national R&D projects with the budge allocation of for the coming fiscal year. Unlike the stipulated article in the law/regulation that 'more budge shall be allocated to a project rated over excellent grade and vice versa', however, precedent studies have been casting mixed opinions over to the effectiveness of the connection between assessment results and budge allocation. In this respect, the present study attempted to empirically examine if the laws and institutions related to the results of performance evaluation ranking of the national R&D projects with the budge allocation work properly, using panel regression analysis and quantitative data. In addition, this study investigated into the deterrent factors to the connectivity between the performance results of the national R&D projects and budge allocation and sought for a way to improve the system of performance assessment and enhance the reliability of the results by minimizing the hindrance factors.

  • The Korean government established 'the Act on Performance Evaluation and Management for National Research & Development (R&D) Programs' in 2005, and one year later constructed a master plan, 'A Basic Plan for the Management and Utilization of R&D performance' that focused on better diffusing the public R&D outcomes. In this study we propose a model of performance monitoring, evaluation, and management system for national R&D, which is based on a systematic approach and the logic model that has been prevalently used in planning and evaluating the public programs, to meet the purpose of the law and the master plan as well as to facilitate the diffusion of national R&D outcomes focused mainly on the industrial application technology. Furthermore, in order to use the model for the several applications, the model's specific measures which includes the quantitative methodologies such as analytic hierarchy process (AHP) and data envelopment analysis (DEA) are suggested in accordance with the existing system of the evaluation institution in Korea.

  • Collection Development Policy(CDP) is the master plan for managing libraries and information centers through which the features and categories of collections are defined and sorted. The National Digital Library therefore needs to determine its manifest principles based on CDP regarding the magnitude of acquisition, the acquisition priority and the magnitude of purchases. This paper pertains to the principal model for NDL Collection Development Policy as a primer for establishing NDL Collection Development Policy in order to illustrate essential elements of national collection development policy and provide general guidelines for NDL Collection Development Policy. To propose an independent Collection Development Policy appropriate for NDL by analyzing cases in digital resource development policies. To guide establishing principles for determining the types and magnitude of NDL collection acquisition, prioritizing acquisition, making decisions on purchase magnitude and licensing. To identify the essential elements in systematic development of national digital information resources; and to propose a model for NDL's CDP accordingly.

  • The expected launching countries are selected based on the state and strategy of businesses undertaking by LH, then the legal systems for urban development of those countries are investigated and analyzed to be used as basic data for advancing to oversea urban development. The results are showing as follows. First, on the basis of the advancing priority, and the level and obtaining possibility of legal system for urban developments, Bangladesh, Thailand, Dominican Republic, and Venezuela are selected to be investigated among the countries of Central and South America and Asia to where expected to be advanced. Second, most of the selected countries establish and promote the national housing policies by their own National Housing Authority. For example, First-Home Policy and National Housing Development Strategy, etc. are established in Thailand, and National Housing Authority takes charge of the housing development for low-income bracket. Third, the laws and project procedures are investigated, then compared to the similar laws of Korea. The common "Land Allocation Act" is legislate in Bangladesh and Thailand, for example, "Land Allocation Act" and "Town and City Planning Act" are enacted in Thailand. On the other hand, the laws for urban and housing developments vary from country to country those are located in Central and South America. Meanwhile, it is verified that "Act on Planning and Use of National Territory" of Korea is similar to the "Town and City Planning Act" of Thailand.

  • The aim of this paper is to make embodiment and structure of the mission concept, named mission construct, in the National R&D Programs as an effective tool which manages the life-cycle processes and examines their validity and duplication problems. While it is generally accepted the premise that the mission is the fundamental reason for being in planning and implementing a public program, its role is being overlooked because of its vagueness and abstractness. To derive the mission construct of a program level, existing literature on corporate/organization missions and their components is examined. The study identifies and proposes the following four dimensions and their attributes: raison d'etre, program definition, program identification and program goals.
