The aim of this article is to analyze the relationship between the change of the diversity of the industrial structure, and regional employmentability and the intensification of regional competitiveness, and consequently, is to present policy implications. As a result of the analysis of the whole industry such as the primary, secondary and tertiary industry in Chungnam Province, the existing strategic implementation on the employmentability and regional competitiveness throughout the policy on the existing specialized industries can be regarded as appropriate. However, under the condition that danger and stability in each industry are fluctuated and the internal and external circumstances are varied, the detailed analysis and rapid policy prescription on the primary and tertiary industry are required. Along with these results, policy implications are as follows; Firstly, in terms of effectiveness, regional policy are simultaneously conducted along with industrial, technological and regional development's policies while consider ing complex and comprehensive characteristics of the regional industry and rapid changing the global market conditions. Secondly, with respect to equity, regional policy is needed to implement by reducing the socio-economic gap across regions and mixing regional and sectoral policies along with regional and local uniqueness.

For a long time, the ocean was regarded as unknown area ruled by god, consequently, not so much things were developed in scientific methods and activities. Despite a rapid development of geographic information systems(GIS) marine and ocean fields still remained in the scope of traditional tools and intuitive experiences by the late of 1990. However, land based concepts and technology models require additional customization to apply GIS effectively in marine domains, which are resulted from her dynamic, complex and seamless massive nature. This paper gives a brief review of marine spatial data characteristics and also presents strategic approaches to meet the unique marine GIS requirements.

It is increasingly supported by scientific evidence that greenhouse gas caused by human activities is changing the global climate. In particular, the changing climate has affected human health, directly or indirectly, and its adverse impacts are estimated to increase in the future. In response, many countries have established and implemented a variety of mitigation and adaptation measures. However, it is significant to note that climate change will continue over the next few centuries and its impacts on human health should be tackled urgently. The purpose of this paper is to examine domestic policies and research in health sector in adaptation to climate change. It further aims to recommend future research directions for enhanced response to climate change in public health sector, by reviewing a series of adaptation policies in the selected countries and taking into account the general features of health adaptation policies. In this regard, this study first evaluates the current adaptation policies in public health sector by examining the National Climate Change Adaptation Master Plan(2011~2015) and Comprehensive Plan for Environment and Health(2011~2020) and reviewing research to date of the government and relevant institutions. For the literature review, two information service systems are used: namely, the National Science and Technology Information Service(NTIS) and the Policy Research Information Service & Management(PRISM). Secondly, a series of foreign adaptation policies are selected based on the global research priorities set by WHO (2009) and reviewed in order to draw implications for domestic research. Finally, the barriers or constraints in establishing and implementing health adaptation policies are analyzed qualitatively, considering the general characteristics of adaptation in the health sector to climate change, which include uncertainty, finance, technology, institutions, and public awareness. This study provides four major recommendations: to mainstream health sector in the field of adaptation policy and research; to integrate cross-sectoral adaptation measures with an aim to the improvement of health and well-being of the society; to enhance the adaptation measures based on evidence and cost-effectiveness analysis; and to facilitate systemization in health adaptation through setting the key players and the agenda.

ASEAN countries consist of vast coastal areas and thousands of islands that are vulnerable to the effects of climate change on sea level rise. It is believed that this will play an important role in reducing greenhouse gas emissions globally in order to minimize the damage suffered by ASEAN countries. To overcome this issue, biofuels have been used to minimize the impact on the environment by replacing fossil fuels and to reduce greenhouse gas emissions. In those cases of United States, Brazil and Europe, where biofuels are highly utilized, research, development and investment in this field have been actively conducted in the past. In ASEAN countries, however, it has not been a long time since the biofuel policies were established. To overcome this problem, we investigated the renewable fuel policy in the United States, Brazil and the European Union. Based on this, we suggested the utilization plan and prospect of biofuel policy in ASEAN countries.

Recently there are increasing number of claims that it is necessary to build a countermeasure in case of aggressive threats by small drones. During Russia-Ukraine war ignited by Russian invasion on February 2022, attacking drones have been being used widely to damage other country's national major facilities. On December 2022, 5 drones sent by North Korea made a flight around Seoul, South Korea about 7 hours, but it was not successful to search and track them. Furthermore, none of these were destroyed and shot down. Counter-drone system is essential system to search and identify unintended small drones and disable them. This paper is for proposing required functions for building a counter-drone system for national major facilities. We conducted focus group interviews with relevant government officials and analyzed their suggestions on how to augment protection capabilities to defend against small drone attacks.

Evalution of counter drone systems is conducted in order to designate plausible countermeasues against possible drone threats, assess the level of safety of national major facilities and derive complementary measures for detected weakness. Recently drone threats by North Korea have heavily impacted ROK(Republic of Korea) people and it has been stronly stressed to build efficient counter drone system for make the society protected and secured against drone threats. The researchers has conducted field investigations for some of national major facilites. There is, however, no standardized evaluation checklist, so we have proposed an evaluation checklist for counter drone systems though thinking process of RMA(Revolution in Military Affairs). This paper is to introduce the evaluation checklist for properly diagnosing each counter drone system.

The advent of virtual currencies has heightened interest in the Central Bank Digital Currency (CBDC) issued by the central bank. Recently, central banks in some countries have already decided to issue CBDCs or are in the test phase. This study will be an opportunity to compare public and private perceptions of central banks and explore various issues related to the introduction of CBDCs in the future through analysis methods of big data.

코로나19 팬데믹은 삶의 많은 부분을 변화시켰다. 국가 간 통제 및 사회적 거리두기로 인한 직접적인 만남이 제한되고, 우리 생활의 많은 영역이 비대면으로 전환되었다. 이런 상황에서 의사소통 및 사회적, 경제적 교류를 위한 대안으로 레거시 미디어콘텐츠의 퇴조와 함께 소셜미디어 등의 뉴미디어 콘텐츠를 활용한 경제활동이 이루어지고 있다. 미디어콘텐츠를 기반한 경제 생태계는 복잡해지고 있으며, 플랫폼 간 경쟁 또한 매우 치열해지는 상황이다. 급속하게 변하고 있는 디지털 환경의 사회 구조는 경제 전반에 큰 영향을 주고 있으며, 경제활동을 지속하려는 개인과 정책지원을 하는 국가에도 중요한 현안이 되어 있다. 고령화 사회로의 빠른 진입으로 인적 자본의 활용 문제가 대두되고, 코로나19로 인한 경제불황이 대면 경제활동을 크게 위축시키면서 고용 감소와 불안정성이 대두되었다. 그에 따라 비대면 산업이 활성화되고, 플랫폼 산업 등 미디어콘텐츠 기반의 새로운 경제활동이 주목받고 일상화되었다. 또한 미디어콘텐츠 기반 비즈니스에 실효성 있는 인적 자본 활용이 국가의 주요 정책이 되었다. 따라서 본 연구는 미디어콘텐츠 활용과 신 정보화 도구를 활용한 디지털 역량이 경제활동 지속 의도에 어떤 영향을 미치는지에 대하여 실증적으로 분석하고 검증하여 실무적 시사점을 제시하고자 한다.

Spatial information has been widely used for efficient land use and management, disaster management, environment management, infrastructure management, corporate marketing, and cultural assets management, and the need for spatial information is expected to be increased. For this reason, central government, local government and public institutions must establish a National Spatial Information System (Fifteen systems related to spatial information managed by National Spatial Data Infrastructure Policy office, NSIS) framework that guarantees high accuracy and quality. The NSIS will provide convenience usage of spatial information in the field of decision-making or civil support. However the current National Spatial Information System is mainly established with separate processes, which causes data redundancy, deterioration of information, passive opening, and sharing of the spatial data. This study suggests 4 standards, which has been derived by applying value-chain model to NSIS data flow, and they are ‘Production and Establishment’, ‘Integration and Sharing’, ‘Application and Fusion’ and ‘Release and Opening’. Based on these standards, the 15 NSIS were analyzed to draw out implications and reforming directions were suggested. By following these suggestions we expect more recent, consist, accurate, and connected National Spatial Information Service which will be more open to public and then satisfy the demands.

A number of countries have been developing and implementing national cybersecurity strategy to prevent damages caused by cyber threats and to minimize damages when they happened. However, there are a lot of differences and disparities in respective strategies with their own background and needs. A vulnerability in some places can be a global problem, so various guidelines have been developed by relevant organizations including international organizations to support the establishment of national cybersecurity strategies and improvement of them. In this paper, with analysis on the guidelines for the establishment of national cybersecurity strategies, reference model consisting of common elements of strategies was suggested. And several recommendations for the improvement measures for Korean national cybersecurity strategies were explained with a comparison of the reference model.
