Now society has been extending to ubiquitous information society under the information telecommunication facilities. So it is importance to install and design those for the core business. If there is a serious problem on the information telecommunication infra-facility, it could be seriously effected to the life of the people and the national economy. To prevent the those problems, information telecommunication infra-facilities have been installed/supervised due to the proper telecommunication specialists. In this paper, firstly invested the current supervision system and then proposed how to upgrade information telecommunication services through the proposed supervision system for the telecommunication infra-facilities.

We consider the economic value of emergency medical facilities. An emergency medical facility affects the medical environments in a community, and thus the social demand on the facility increases as the demand of qualified public health service increases. Regarding the increased demand and the limited resources of fiscal budget, it is important to scientifically evaluate the social benefit of the public investment on emergency medical facilities, as the results of evaluation can help make better budgetary decision on each public investment project of emergency medical facilities. In this paper, we try to estimate the economic value of emergency medical facilities based upon the estimated changes in preventable death rate by the facility and the statistical value of life. We hope the results contribute to improve the budgetary decision making on the emergency medical facility projects, thus the public health policies.

최근 SCADA 시스템은 국가기반시설의 중요한 시스템으로 인식됨에 따라 사이버상의 침해사고 대응 및 복구대책이 요구되고 있다. 일반적으로 기존에는 SCADA 시스템 설계시 공정 절차에 따라 이식성, 확장성, 가용성, 유연성을 고려하였으나 최근 안전하고 신뢰성있는 시스템 운영을 위하여 보안에 많은 관심을 갖게 되었다. 본 논문에서는 SCADA 시스템에 대한 보안 설계에 필요한 위험분석 절차를 제시함으로써 사이버테러에 의하여 발생될 국가적 재난 재해를 사전에 예방하고자 한다.

지난 사반세기 동안에 현저하게 성장해 온 우리나라 경제와 함께 국민들의 건강의료문제도 많은 변화가 있었다. 우선 국민들의 건강에 대한 관심이 많이 높아졌다. 국민들의 건강에 대한 관심의 고조는, 결국 국가가 보건의료사업을 중요시하고 강화해야 한다는 정책전환을 요구하게 되었으며 각종 보건제도를 개선하고 보건시설을 확충하며, 의료전달체계를 정립하고 또 인력을 개발하는 등 많은 국가의 투자를 유도해 왔다. 특히 제4차경제개발 5개년계획 부터는 보건의료사업을 사회개발정책의 중요한 과제의 하나로, 경제성장의 혜택을 모든 국민에게 균등하게 분배하고 국민들의 보건증진을 통해 복지사회를 구현한다는 목적에서 본격적으로 보건사업을 추진해 왔던 것이다.

몽골 매우 풍부한 지하자원을 가지고 있지만 물류 및 운송시설 미비로 인하여 발전하는데 한계가 존재한다. 물류 개선을 통한 경제발전을 위해서는 해운의 역할이 필요하다. 내륙국가로써 해상운송을 추진하기 위해서 무엇보다 몽골 정부의 강력한 의지가 중요할 것이다. 현제 몽골은 광산 분야가 국가경제의 원동력이므로 이를 잘 활용하여 경제성장을 이끌어 내야 할 의무가 있다. 본 연구에서는몽골 물류 발전을 위해서 해상운송의 현황, 문제점, 방향 분석을 하였다.

I. 서론 : 모든 생명체가 살아가는데 있어서 가장 필요하고 없어서는 안될 물질이 물이 아닌가 싶다. 따라서 범세계적으로 적정량의 좋은 음용수를 주민들에게 공급하는 것은 매우 중요한 사업으로 간주되고 있어서, 각 국가 혹은 국제기구에서 이 분야에 많은 투자를 하고 있으나 현실은 만족한 상태에 있지 못하다. 개발도상국의 주민 5명 중 약 3명은 안전한 음용수를 얻지 못하고 있으며, 4명중 한명만이 웅덩이 정도의 화장실에 접근할 수 있다. 도시지역은 좀 양호하여 주민 75% 정도가 가정 수도관이 연결되어 있고, 53%가 기본적 위생시설을 갖추고 있는 반면, 시골에서는 29%만이 음용수에 접근할 수 있고, 13%만이 기본위생시설을 이용하고 있다. 공공시설물 건설을 위한 적지분석을 위해서는 대상지에 국유지 또는 시유지(지자체소유)의 포함비율이 중요한 요소가 된다. 일반 건설과는 다르게 사업예산을 축소하기 위해서 국가 또는 지자체소유의 토지를 포함할 수 있다는 특수성이 있기 때문이다. 사유지를 수용할 경우 소유자와 필지수 그리고 지가 등이 판단요소가 된다. 뿐만 아니라 물리적조건으로 경사도, 향(aspect), 교통편이성 등이 동시에 분석되어야 한다. 본 연구에서는 속성과 공간적인 분석을 통해 공공시설물의 적지분석을 수행하였다.

국가 경쟁력 강화 측면에서 물류의 효율성 증대는 많은 관심의 대상이 되고 있으며, 따라서 물류시설의 입지를 결정하는 문제는 매우 중요하다. 그 중에서도 배송중심지는 물류비절감 차원 뿐만 아니라 물류 서비스의 향상차원에서 관심이 증대되고 있다. 따라서 본 연구에서는 물류시설의 위치결정을 위하여 평균거리 최소화문제(median problam)와 최대통행거리 최소화문제(center problem)를 결합한 이진정수계획모형을 제시하였으며, 또한 개발된 모형은 수요의 형태가 상이한 4가지 유형의 망(network)상에서 2개 및 3개의 배송중심지를 설치하는 문제에 적용되었다.

철도시스템은 시설, 차량, 역사, 전기, 신호통신 등 거의 모든 분야가 통합되어 상호 유기적으로 동작함으로써 안전하고 신뢰성 있는 운행을 가능하게 한다. 특히, 철도에 처음으로 컴퓨터 시스템을 도입한 열차운행제어 설비인 관제시스템은 선구를 운행하는 모든 열차에 대하여 중앙에서 원격 감시 및 제어를 수행함과 동시에 열차운행에 관련된 모든 정보를 취합하고 이를 각 분야별로 전송하여 열차 운행의 정시성을 보장하는 중요한 설비이다. 따라서, 관제시스템은 열차운전 통제 및 감시의 일관성, 효율성, 적시성을 기하여 열차의 안전운행 확보와 지연을 최소화하고 있다. 이와 같이 열차운행의 중요설비인 관제시스템은 국가 보안시설로 평상시는 일반인의 출입이 금지될 뿐만 아니라 시스템적으로 외부로부터의 침입방지 및 보안 대책은 무엇보다도 중요한 현안이므로 관제시스템에 대한 보안 위협을 분석하고 이에 대한 보안대책 및 대응방안 등에 대하여 논의하고자 한다.

The purpose of this research was to provide the information of mandatory regulation for Korean sports facilities and the preliminary data for building sport safety management manual through sports facilities abroad and system status. Futhermore, based on the information of sports facilities safety management, this research performed the benchmarking of each country sports facilities safety management system. As a result, in the U.S, Department of Homeland Security(DHS) leads effort to achieve a safe, secure, and resilient homeland. In Germany, law & regulations, sports facilities safety guideline and expert extension have been reviewed. Germany is more realistic and practical than other countries. In Australia, Major Hazard Facilities(MHF) is responsible for eliminating the risk of a major incident. Emergency Management System(EMS) should spontaneously respond when the alarm is raised as early detection and intervention are vital to ensuring that a small incident does not escalate to become a major disaster.
