This study originates from the examination of both Soviet Russia's and contemporary Russia's tabula rasa that numerous comprehensive national exertions have been trying to overcome, relying on the creation of numerous national emblems, political symbols, and even folkloric materials. With this mind, this work substantiates how the political and cultural symbols have been created in the contemporary socio-political and socio-cultural discourse in Russia. As with the political symbols that most recently been studied by Lee Trepanier, it must be recognized that contemporary social movements and political discourses have failed to "articulate a concrete political vision that reflects a consensus among elites, nor have any gained popular support" as the author confessed already. Concomitant to this general consensus, as Roy Medvedev has put it, we can contend that "today's leaders in Russia have no new ideology, and the mass of the people have no strong new national idea."

This paper is to critically review the economic reasoning of non-sustainability of welfare state due to its intrinsic incentive problems and to see how the nordic welfare state responds to them. The welfare state as a political design of state to pursue equality has social insurance as its main economic function. It survives market failure of private insurance to contribute to human capital investment and industrial restructuring. The universal tax-financed welfare state, however, has the problem of tragedy of commons such as reduced work incentive and work ethics. But, the existing nordic welfare state overcomes it through employment-focused policy arrangements, maintenance of work ethics and benefits moral, incentive mechanism of wage-compression, public educational investment and its complementation with social security. The Nordic model shows that problems of incentive and moral are not about those of theory and reasoning, but about their reality which policies and institutions could respond to.

기후변화는 전 지구적인 환경문제 중 하나이며 IPCC (Intergovernmental Panel on Climate Change) 4차 평가보고서에서는 인류가 직면한 최대 위협이라고 하였다. 또한, IPCC는 현재 기후변화에 의한 영향은 명백히 나타나고 있으며 향후 기후변화에 의한 기상이변 예측과 적응 정책 및 조치가 중요하다고 권고하였다. 적응 정책 및 조치를 위한 기후변화의 영향분석은 우리나라에서도 많이 진행하고 있으나 개별 및 분류의 선형의 순차적 관계에 따라 개발 및 적용되고 있다. 기후변화는 자연생태계와 인간 활동의 복잡한 상호작용에 의해 발생하기에 개별적 연구 보다는 타 부문의 영향 및 결과가 환류되고 반영되어야 한다. 따라서 기후변화 영향평가는 농업, 물, 산림, 생태, 건강 등 다양한 부문 내/간 상호작용을 고려할 수 있는 통합 평가 방법이 필요하다. 통합 평가를 위해 플랫폼 개발은 필수적이며, 신속한 분석을 위해서는 개별 부문의 상세모델을 모방한 메타모델이 필요하다. 본 연구에서는 미래 기후변화에 따른 영향을 통합적으로 평가하기 위한 메타모델을 개발하고, 상호 연결을 통해 다양한 연계양상을 평가하고자 한다.

지자체 GIS 정보화가 확산되어감에 따라 구축된 공간정보의 활용확산, 타 정보와의 연계 등의 요구가 증대되고 있으며 지자체 GIS 통합 연계는 지자체 정보화의 핵심으로 부각되고 있다. 그러나 많은 지자체에서는 도로, 상하수도 등 공간정보 수요가 높은 업무 분야를 중심으로 지자체 GIS 통합연계를 추진하고 있으며, 지자체 지리정보 담당부서의 중심으로 추진되고 있어 지자체 전 부서 대상의 공간정보 활용에 대한 한계가 있다. 이러한 한계를 극복하기 위해선 지자체 내 전부서에서의 공간정보 활용을 위한 지자체 GIS 통합연계 고도화 모델이 필요하다. 지자체 GIS 통합연계 고도화 모델은 지자체 지리 정보 담당부서 중심의 통합연계에서 확대하여 지자체 전 부서 및 국가적 차원에서의 협력체계를 고려한 모델로서 지자체의 수평적 수직적 통합연계 모델이다.

Recently, increasing security threats are not only interfering with business continuity of companies but they are al so causing serious problems on social and national levels. As violation of intellectual property rights increases due to growing competition between different companies and countries, companies are now required to follow various IT compliance regulations, under relevant legal obligations. This study proposed a model of convergence security compliance management by using machine learning, in order to help companies actively utilize IT compliance.

우리나라의 신재생에너지 기술개발은 2008년 '저탄소 녹색성장' 국가 비전 선포 이후 국가 에너지 R&D 전략의 중심에 자리 잡고 있다. 이미 우리의 경쟁 대상인 선진국들은 신재생에너지 기술을 중심축으로 녹색산업을 신성장 동력으로 활용하고자 국력을 집중하고 있다. 우리나라는 선진국과 비교할 때 상대적으로 신재생에너지 기술개발 후발자이다. 기술적 핸디캡을 극복하고 대등한 경쟁에 뛰어들기 위해서는 신재생에너지 기술보유 선진국과의 국제협력을 통한 시너지효과 창출이 필요하다. 이는 최고수준의 국가 및 기관들과 협력을 도모함으로써 기술개발 기간 단축은 물론 조기 기술격차 해소가 가능하기 때문이다. 이러한 국가간 상호협력을 위해서는 무엇보다 기술 분야별 선진국 수준과 우리의 수준에 대한 객관적인 분석이 필요하다. 이를 위해 주요 신재생에너지 기술들을 대상으로 심층적인 전문가 조사를 통해 전세계 주요 국가 및 관련 업체들의 기술수준 및 협력 선호 유형을 분석하였다. 이에 더해 관련 기술 시장 상황을 고려하여 기술별 국제 협력 추진 전략을 시장주도형 모델과 공동연구형 모델로 나누어 수립하였다. 수립된 전략을 바탕으로 신재생에너지 기술 국제협력 활성화를 위한 정책 추진 방향을 제시하였다.

기계학습 알고리즘을 이용한 다양한 분야에서의 활용사례들이 우리 사회로 점차 확산되어가며, 기계학습을 통해 산출된 모델의 오동작을 유발할 수 있는 공격이 활발히 연구되고 있다. 특히, 한국에서는 딥러닝을 포함해 인공지능을 응용한 융합분야를 국가적 차원에서 추진하고 있으며, 만약 인공지능 모델 자체에서 발생하는 취약점을 보완하지 못하고 사전에 공격을 대비하지 않는다면, 뒤늦은 대응으로 인하여 관련 산업의 활성화가 지연될 수 있는 문제점이 발생할 수도 있다. 본 논문에서는 기계학습 모델에서, 특히 심층 신경망으로 구성되어 있는 모델에서 발생할 수 있는 공격들을 정의하고 연구 동향을 분석, 안전한 기계학습 모델 구성을 위해 필요한 시사점을 제시한다. 구체적으로, 가장 널리 알려진 적대적 사례(adversarial examples) 뿐 아니라, 프라이버시 침해를 유발하는 추론 공격 등이 어떻게 정의되는지 설명한다.

해상교통관제사의 역량기반 교육훈련의 실시를 위해 개인의 역량을 파악하고 조직이 요구하는 수준에 대하여 개인에게 필요한 맞춤형 교육을 실시하는 것은 해상교통안전을 증진시키고 조직 내 전략적 인적자원관리를 위해 중요하다. 본 연구에서는 신임 해상교통관제사의 역량기반 교육훈련 과정 개발을 위한 기초연구로서 국가직무능력표준(NCS, National Conpetency Standards)과 IALA 권고서 V-103/1에서 제시된 해상교통관제사의 직무역량을 통합하여 하나의 역량모델로 구성하고자 하였다.

In this paper, 3 layered architecture model and related design guidelines are proposed, which have been actually applied in our national ITS-Architecture design. The domain architecture as the 1st layer is to structure all ITS related domains for maximizing the co-operability in national level. The logical architecture as the 2nd layer is to structure all ITS related application-systems for minimizing duplications, conflicts and dead-zones in service level and maximizing the co-operability in application-system level. The physical architecture as the 3rd layer is to structure all IT(Information Technology) related physical resources for maximizing.
