정보통신(ICT)혁명에 이어 사람이 기존에 수행하던 일을 사람의 도움 없이 자동화시킬 수 있는 기술들이 4차 산업혁명의 핵심 기술로 등장하고 있다. 4차 산업혁명이 현재 산업의 지형도와 경제 사회 패러다임의 변화를 촉진하고 있는 것은 주지의 사실이며, 이에 따라 4차 산업혁명에 주요 추동력(driving force)을 제공하고 있는 핵심 플랫폼 기술 5개(인공지능, 빅데이터, 사물인터넷, 클라우드 컴퓨팅, 3D 프린팅)를 선별하여 글로벌 연구동향과 한국의 연구 수준을 파악하였다. 5개 기술에 대해 Elsevier사의 SCOPUS DB를 기반으로 최근 5년 간의 학술연구논문의 출판 현황을 분석하는 한편, 한국연구재단에서 지원된 과제 현황을 조사하였다. 이를 바탕으로 5개 기술별로 국제적 연구 수준과 주요 리딩 연구기관을 파악하였으며, 4차 산업혁명에 대응하는 연구개발의 정책적 시사점을 도출하고자 하였다. 5개 기술에 대해 미국과 중국이 선도하고 있으며, 영국, 독일, 프랑스, 이탈리아 등의 유럽 국가와 일본, 인도, 한국 등이 추격 그룹을 형성하고 있었다. 한국은 HW 대비 SW분야의 연구 경쟁력이 상대적으로 취약하였으며, 전반적으로 연구 수준의 질적 향상이 필요함을 확인하였다.

Data economy era is rapidly approaching where big data plays the pivotal role of creating new values and solving various problems. This paper aims at designing Korea's new strategic direction of informatization in the big data age. For this purpose, paradigm shift of our society and the new role of IT together with the discussion on open platform and big data focused on its potentials and new possibilities are analyzed, which leads to the conclusion that big data will be a main engine for creating new values. Based on the results of the analysis, three kinds of strategic direction is designed. The first direction is on national vision making and 'data analysis-based creative nation' is suggested. The second direction is on catalyst making and 'smart government utilizing the power of big data' is proposed in details. The third direction is on sustainable leading mechanism and 'collaborative governance between stakeholders' is suggested.

한반도를 비롯한 전 세계를 대상으로 가뭄과 홍수 등 물관련 재해정보를 체계적으로 수집·분석하고 이를 정부부처 및 민간에서도 제공 가능한 국가 차원의 과학적이고 효율적인 수재해 대응 및 관리 위하여 현재 수재해 정보플랫폼 융합기술 연구단이 2014년 7월 1일 출범하여 수행중에 있다. 정보플랫폼 융합기술 연구단은 국토관측센서(위성, 레이더, 지상관측자료) 기반 광역 및 지역 수재해 정보 허브 구축 및 운영기술 개발로 행복한 안심국토 및 물산업 강국 실현이라는 연구비전 아래, 고정밀 수문레이더 기반 도시홍수 관리기술, 가뭄/하천건천화 평가 및 예측 기술 개발, 홍수재해 평가 및 예측 기술 개발, 빅데이터기반 광역 및 지역 수자원정보 서비스 플랫폼 기술 개발이라는 4대 연구성과 목표로 X-Net 실증 테스트베드 구축을 통해 획득된 자료를 기반으로 수재해 감시·평가·예측 등에 필요한 관련 수문정보를 생성하고 있으며, 생성된 위성영상 및 수문레이더 등의 수문정보를 활용하여 미계측 유역에 대한 수자원 변동 감시 및 가뭄과 하천 건천화를 효율적으로 평가·예측함으로써 물안보 대응체계를 강화하기 위한 기술을 확보하고 있다. 또한 광역 및 국지 홍수 피해 범위와 규모 등을 평가·산정하고 정확히 예측함으로써 홍수재해를 저감할 수 있는 기술 개발을 추진하고 있으며, 최종적으로는 광역 및 지역 수문자료와 수재해 관련 분석정보를 체계적으로 관리하고 맞춤형 수재해 정보를 제공할 수 있는 수재해정보플랫폼 및 포털시스템을 개발 글로벌 물 정보 허브로써 기반을 조성해 나가고 있다. 이에 수재해 정보플랫폼 융합기술 연구단에서 개발하여 운영중에 있는 수재해 정보플랫폼의 고정밀 수문레이더 기반 도시홍수 관리시스템, 위성기반 가뭄 모니터링 시스템, 미계측 지역 수문정보 및 수자원 모니터링 시스템, 한국형 지표 수문정보 생성 시스템 개발현황 등 그간의 노력에 대해 소개하고자 한다.

YouTube, a video platform used by millions of people worldwide, provides a rapidly growing video service. This study aims to understand the characteristics and cultural differences of each country using the Kaggle dataset, one of the public datasets, and to show the usefulness of the public dataset. For this purpose, we analyze data from 11 countries, 15 categories, and about 1.1 million trending videos. This study adopts Python to obtain the number of videos by category for data analysis, the selection period of videos rapidly increasing in popularity, and the ratio of unique videos. In the future, based on machine learning, we plan to research to help diagnose individual videos and establish channel operation plans and strategies by predicting the selection possibility and selection period based on machine learning.

우리나라의 건설연장에서 발생하는 재해율은 OECD 국가 중 최고 수준이며, 건설현장에서 발생하는 다양한 재해에 대한 예비연구가 필요하며, 건설현장의 다양한 사고유형 중 무너짐(붕괴/도괴)이 38.5%로 가장 높게 나타나고 있으므로 사고원인에 대한 분석과 무너짐에 대한 사전 조짐을 판단할 수 있는 데이터 분석을 통한 예비연구가 필요하다고 할 수 있다. 본 논문에서는 건설현장은 현장의 특성상 사고가 발생하면 큰 사고로 이어지고, 2차사고까지 동반할 수 있기 때문에 건설현장의 상태정보를 체계적으로 관리할 수 있는 안전사고 예방/관리 플랫폼 및 상태계측모듈을 연구개발하며, 건설현장 상태정보로부터 안전사고가 발생할 수 있는 조건을 예측할 수 있는 분석 알고리즘 개발에 대한 연구를 수행하고자 한다.

In mobile market which has been developed drastically, short distance mobile Near Field Communication is becoming the conversation topic. Google adopted this NFC technology to Android 플랫폼 for securing the leadership and many another countries including domestic companies are putting spurs to develop service and technology by connecting mobile carrier and the financial. Within this circumstance, most noticeable issue is securing stability of nfc application service. Android 플랫폼 is operating system of mobile device and also a software stack which is required limited hardware and immediate response. However, since its structural characteristic which is suitable for limited hardware, the response is not quite stable for real time process. That is, this paper researches by analyzing real time response of NFC related library provided from Android 플랫폼 and applying the result to NFC application for securing stable data process and response.

OTT 플랫폼의 발달로 다른 나라의 미디어를 쉽게 소비할 수 있게 되면서 국경이 더욱 모호해졌다. 이러한 배경에서 본 연구는 각국의 미디어 콘텐츠가 세계적으로 어떻게 소비되고 있는지 알아보는 것을 목적으로 한다. 그리고 이러한 미디어 흐름에 영향을 미치는 요인을 알아보고자 한다. 이를 위해 미디어 콘텐츠의 국제적 흐름 이론을 바탕으로 TV 콘텐츠의 국제적 흐름과 관련된 경제적 요인과 문화적 요인을 고찰한다. 연구 데이터로 2021년 1월 1일부터 2021년 6월 20일까지 80개국 넷플릭스에서 매일 가장 많이 본 TV 프로그램 10개 중 13만6800개의 결과를 수집하였다. 첫 번째 분석 결과, 미국 TV 콘텐츠는 여전히 OTT 환경(일명 글로벌 중심국)에서 전 세계적으로 가장 많이 소비되는 콘텐츠였지만, 한국, 영국, 멕시코/콜롬비아(일명 준중심국)를 중심으로 새로운 3개 생산-소비자 그룹이 식별되었다. 두 번째 분석 결과, 경제적 요인(생산국의 GDP와 소비국의 TV 콘텐츠 자급률)과 문화적 요인(언어적 근접성, 지리적 거리, 문화적 거리)로 OTT 환경에서 TV 콘텐츠의 국제적 흐름을 설명할 수 있었다. 마지막 분석결과, 지리적 거리와 언어적 유사성이 세계 중심 국가보다 준중심 국가가 제작하는 TV 콘텐츠의 국제적 흐름을 설명하는 데 더 중요한 요소로 드러났다.

Recently, through the development of IT and mobile technology, spatial information plays a role of infrastructure of the people life and the national economy. Many kinds of applications including SNS and social commerce is to leverage the spatial information for their services. In the case of domestic, spatial open platform that can provide national spatial data infrastructure services in a stable manner has been released. And many people have been interested to the open platform services. However, the open platform currently has many difficulties to analyze its service status and load in real time, because it does not hold a real-time monitoring system. Therefore, we propose a method that can analyze the real-time service status of the open platform using the analysis of the web server log information. In particular, we propose the results of the analysis as follows: amount of data transferred, network bandwidth, number of visitors, hit count, contents usage, and connection path. We think the results presented in this study is insufficient to understand the perfect service status of the open platform. However, it is expected to be utilized as the basic data for understanding of the service status and for system expansion of the open platform, every year.

In the long-term ecological research community, personal information is an important factor for the collaboration of data management and data usage in international long-term ecological research as well as on the national level. If lots of personal information was disclosed, collaborative researchers are useful to carry out research cooperation, whereas, information providers tend to be burdened to disclose it. LTER system should be considered to provide both maximum personal information required by a community and minimum personal information to be provided to unrelated people due to the scale of personal information and a number of the constraints on disclosure in the aspect of information distribution of the laws associated with personal information protection. In this article, we analyze international ecological metadata standard, EML, and trends in personal information management throughout international long-term ecological research platforms and propose a system model capable of managing personal information based on related domestic laws for the international data exchange through design and implementation.

In the data economy era, various policies are being implemented to create an active data distribution environment. In South Korea, the formation of a big data distribution platform and data trading began with the launch of the Financial Data Exchange under public data governance. In the case of major advanced countries in the data field, they have built a data distribution environment based on the data broker industry for decades and have strengthened national data competitiveness through added values generated from the industry. However, behind the active data distribution through data brokers, there are numerous information security issues, which have resulted in various privacy issues and national security threats. These problems can occur sufficiently in the process of domestic financial data exchange. In our study, we analyzed various information security issues of data trading caused by data brokers and derived information security requirements to be considered when trading data. We verified whether information security requirements are well reflected in the information security policy for each transaction stage of the domestic financial data exchange. Based on the verification, measurements to strengthen information security for financial data exchange are presented in our paper.
