과학기술기본법 제12조 및 성과평가법 7조에 따라 국가연구개발 투자의 효율성 제고를 위해 장기간 대규모 예산이 투입되는 사업, 사업간 중복조정 또는 연계가 필요한 사업, 다수 중앙행정기관이 공동으로 추진하는 사업, 국가적 사회적 현안으로 대두된 사업 등에 대해 특정평가를 실시하고 있다. 사업군 특정평가는 "08년부터 "17년까지 총 17회 실시되었으나 사업군 단위의 평가보다 사업군 내 개별사업 중심으로 평가가 수행되어 왔다. 본 연구의 목적은 사업군 특정평가의 평가틀을 제시하는 것으로 기존의 사업 단위 특정평가 방법을 차용해왔던 방식을 사업군 단위 특정평가에 적합한 평가틀을 제안하고자 한다. 평가의 계층구조에서 사업평가와 정책평가 사이에 위치한 사업군 평가에 대한 틀 제시는 향후 과학기술분야의 정책평가 도입을 위한 탐색연구에 해당한다. 이러한 연구목적의 달성을 위해 먼저 기존에 수행되었던 사업군 특정평가의 사례들에 메타평가를 수행하여 현 사업군 평가틀의 한계를 조사하고, 국내외 정책평가 사례 분석을 통해 사업군 특정평가 틀에 활용 가능한 벤치마킹하고자 하였다. 이러한 기존 사업군 평가의 한계와 선행 정책 평가의 시사점을 바탕으로 사업군 특정평가틀을 제시하였다. 메타평가는 선행 문헌조사를 기초하여 본 연구에 적합한 메타평가틀을 구성하여 적용하였고, 국내외 정책평가 사례에 대한 선정과 분석은 정책평가 전문가들의 지문과 면접조사를 활용하였다.

1999년 처음 출범한 연구회체제는 소속 연구기관들의 1999년도 연구실적 및 경영내용에 대한 기관평가를 실시하였다. 기관평가는 짧은 준비기간에도 불구하고 비교적 객관적인 지표체계 및 과학적인 평가방법을 개발하여 평가의 신뢰성과 타당성을 제고하려고 하였다. 그러나 연구회 소속 연구기관들은 기관평가시스템에 대한 재검토 필요성에 대부분이 공감하고 있는 실정이다. 이에 본 연구는 정부출연연구기관의 책임성 확보와 성과지향적인 관리 및 평가체제 구축을 위하여 도입된 기관평가의 목적, 대상, 체계, 기준 및 그 결과 등을 국가연구개발사업 조사·분석·평가와 비교분석하고, 그 개선방안을 제시하고자 한다.

The Government is putting efforts to enhance efficiency and productivity of performances of National R&D Programs by enacting 'Law on Evaluation and Management of Performances of National R&D Program'. This study is the result of development of evaluation model and indices for analysis of efficiency through meta evaluation method for the specific evaluation among evaluation systems for National R&D Program that are being carried out at government-wide level. Meta evaluation model for analysis of efficiency of evaluation system for National R&D Program designed evaluation indices by categorizing compositional factors into 5 categories, namely, evaluation context factor, evaluation resources factor, evaluation process factor, evaluation result factor and evaluation utilization factor. Furthermore, the result of verification of reliability on evaluation composition factors and evaluation indices analyzed to select evaluation items displayed Cronbach' $\alpha$ coefficient of 0.933, thereby illustrating that there is no major problem in the evaluation index system. In addition, computation of weight for each evaluation composition factor and evaluation index was analyzed by using analytical hierarchy process (AHP) technique. The result of analysis displayed overall consistency index of less than 0.1 for the investigators, thereby enabling analysis that there is consistency in investigators.

This study presents a new method to evaluate patents by public R&D program using patent citation network analysis. I used forward citation, degree centrality, betweenness centrality and page rank as the dependent variables which represents the quality of patents. I used primary independent variable as a dummy of public R&D program and controlled patents characteristics, applicant characteristics, technological characteristics and year effect. The empirical result shows that the patents of public R&D program is superior to other patents in regard to the number of forward citation, the degree centrality, the betweenness centrality and the page rank. This empirical result implies that patents of public R&D program directly and effectively connects technologies. Also patents from public R&D program connects important technologies.

Based on the figure of Program's result, the measurement of National R&D Program efficiency cannot have reflected its characteristic. This study explores the way to integrate evaluators' recognition into program efficiency as a means of embodying its characteristic. As a way of integrating their recognition with evaluating efficiency, two methods are applied. One is AHP as for evaluators recognition and the other is DEA as for measuring efficiency. This study tries to show the effect of evaluators on program efficiency and compares the result with one which did not include their recognition. The study also implies that the recognition of evaluators should be considered when the program efficiency is measured. Furthermore, this study suggests that the participation and role of evaluators should be expanded into evaluation of program efficiency.

국가기술개발사업으로서 원자력연구개발중장기계획사업을 성공적으로 수행하며 동시에 기술사회상호결정론 관점에서 원자력기술 개발, 이용에 따른 사회적 영향을 체계적으로 분석함으로써 원자력기술의 개발 이용의 국가 사회발전에 공헌도를 높일 수 있는 원자력 기술평가 접근방법을 제시하였다. 기술평가의 개념과 방법론의 발전과정을 분석하여 국내원자력 기술개발에 적합한 기술평가 방법론을 제시함으로써, 향후 예상되는 원자력기술평가에 대응하며 원자력사업의 당위성과 추진의 효율성을 높이는데 기여하고자 하였다.

Currently, The budget expenditure for national R&D has been on the rise, and the quantitative performance in national R&D programs has been increasing accordingly. However, a growth of qualitative performance can not reach to an upward trend of quantitative performance. For a poor qualitative performance such as patent grades and technologies with low efficiency of technology transfer, the performance evaluation centered on "number of cases" is necessary to improve and start to introduce various "qualitative performance indicators". This paper focuses on "Triadic Patent Families" being measurable the overseas competitiveness of patent applied in major countries(the US, Europe and Japan). It analyzes the influencing factors to evaluate the quality of qualitative performance of R&D program. The result of this analysis shows a significant effect on the creating of triadic patent families within factors of R&D scale and project characteristics. This paper is significantly meaningful to expand insufficient triadic patent families to the target of interest rather than early study relatively, and to analyze the influencing factors of the creation of triadic patent families.

국가연구개발사업의 성과제고가 과학기술계 주요 이슈로 부상되면서 사업의 경제적 성과창출에 초점을 둔 기술이전 및 사업화에 대한 요구가 높아지고 있다. 국가연구개발사업에 대한 종합적인 서비스를 제공 하는 NTIS는 국가연구개발성과를 부가가치 창출로 연계시킬 수 있도록 지원하기 위해서 우수유망기술정보 서비스를 도입하였다. 우수유망기술정보는 국가연구개발과제에 대한 최종평가 결과가 우수한 과제의 연구성과(기술) 중 기술이전·사업화의 가능성이 있거나 후속연구를 통해 기술이전 사업화가 가능한 기술을 칭한다. NTIS에서는 2008년부터 우수유망기술정보 DB를 구축하였고 관련 서비스를 제공하고 있다. 본 논문에서는 우수유망기술정보서비스와 관련된 국내외 현황에 대해서 조사하였고 그에 따른 시사점을 제시하였다. 국가연구개발사업에 대한 대내외 환경변화 및 공익적인 사업성격을 고려하여 NTIS 우수유망기술정보서비스의 활용과 관련한 현황을 파악하였고, 개선점을 도출하였다. 더 나아가서 향후 효과적인 활용을 위한 방안을 도출하였다.

National Geographic Information Systems(NGIS) started from 1995 has greatly contributed to building GIS infrastructures and developing GIS industries. To evaluate effectiveness and achievement of NGIS, it is required to build a policy evaluation model for NGIS. This study examined prior research works on GIS policy evaluation system and analyzed limitations of them. Then, it established a model for NGIS evaluation system. The study will contribute to removing unnecessary and duplicate efforts in NGIS project by providing an efficient mean for relict evaluation. It will also heir successful implementations of NGIS.

원자력 분야의 연구개발사업은 원자력 연구개발 중장기 사업이 시작됨에 따 라 국가적 차원의 연구사업으로 변화하고 있다. 따라서 연구개발 투자효율의 극대화를 위해서 원자력이라는 종합과학기술분야의 특성을 감안한 연구평가 기법 및 평가방법등이 설정되어야 한다. 이를 위하여 연구개발과제에 대한 평가방법의 과학화를 위하여 많은 노력을 기울이고 있으며 앞으로도 계속 수정.보완해 나가야 한다. 본 논문에서는 연구개발평가 모형 설정시 일반적 으로 검토되어야 할 사항에 대하여 설명하였고 지금까지 개발된 연구평가 모형에 대한 구체적인 내용을 제시하였으며, 또한 현 평가모형의 문제점 및 앞으로 개선해 나아가야 할 방향을 제시하였다.
