A Priority Analysis of Excellent Agricultural R&D Performance Considering Region-wide Diffusion Effect (지역파급성을 고려한 농업R&D 우수성과 순위 분석)

  • This study aimed to suggest implications for the future development of agricultural R&D through a priority analysis of excellent agricultural R&D performance considering productivity, marketability, and effects on region, which are important factors of agricultural R&D evaluation. The subjects of analysis were R&D of Rural Development Administration (RDA), which was selected as national R&D excellent Performance from 2006 to 2018, and the priority was analyzed using Analytic Hierarchy Process (AHP). The results are as follows. First, the relative importance of the criteria decreased in the order of marketability(0.423) > regional impact(0.360) > productivity(0.216). Second, as a result of analyzing the relative importance of the sub-criteria, the possibility of commercialization(0.515) was high in the category of marketability. The possibility of technology expansion(0.538) was high in the category of effects on region and the quality improvement(0.464) was high in the category of productivity. Third, the excellent agricultural R&D performance that had high relative importance was the technologies associated with improving the agricultural competitiveness of horticultural crops.

An Analysis of Technology Needs for Environmental Issues in Developing Countries (개도국 환경 분야 기술 수요 분석)

  • In order to respond to the global environmental issues, developed countries have been helped the developing countries as the Official Development Assistance (ODA). It is important to understand technology needs of the developing countries to provide the optimum solutions. In this study, the information of the environmental R&D dealing with appropriate technology were comprehensively collected based on the conducted R&D projects from the ministry of environment in Korea. The technology needs by UNFCCC (United Nations Framework Convention on Climate Change) and Korean government were analyzed named as TNA and CPS according to the target developing countries. In South-East Asia and Africa region, there were technology needs on water, biota, air, solid wastes, infrastructures and resources. And they were related to the issues such as environmental pollution, construction, climate change, biodiversity, energy and water management. The technology needs by UNFCCC and Korean government were also compared. Furthermore, the environmental R&D on appropriate technology should be focused on localization and maintenance to provide sustainable solutions to the developing countries.

  • This paper measures the effects of the quality of the technology entrepreneurship educating program over participants' satisfaction and referring will. The paper focus on developing the best techno-entrepreneurship educating program alternative at the national level through evaluating and improving the quality of TEC Program (developed in NC State University in U.S. and applied in Korea). This paper applies SERVQUAL model to evaluate the quality of TEC program in affecting the participant's satisfaction and referring will, with collecting questionnaire sheets from participants of TEC program since 2007. The result of research show and confirm the high level of satisfaction and referring will existing among TEC program participants basing upon strong (+) correlation result between core components of SERVQUAL; tangibles, assurance, reliability and participants' satisfaction with referring will.

  • 농업이 기간산업이었던 고대사회에서 수리시설(水利施設)의 축조는 농업의 성패를 가늠하는 중요한 요소로 정치 경제 사회 전반에 걸쳐 큰 영향을 미치는 국가적인 대규모 사업이었다. 이에 따라 수리시설의 축조 시기와 배경, 축조 기술과 운영, 구조, 몽리(蒙利) 효과 및 보수(補修)와 수축(修築) 등에 대한 연구는 우리의 농경(農耕)문화사를 밝히는데 중요한 관건이 된다. 관개(灌漑) 수리시설의 축조와 정비는 수전(水田) 개발과 밀접한 연관이 있다. 제방(堤防)을 축조함으로써 주변의 수전 개발을 촉진하고, 가뭄과 홍수로부터 안전하게 전답을 유지할 수 있어 수확량을 높이게 된다. 농업생산력의 향상은 대내적 체제 정비는 물론 치열한 국가 간의 경쟁에서 우위를 점하는데 필요한 경제적 배경이 된다. 이처럼 고대수리시설은 개인과 집단 나아가 국가의 생존을 뒷받침하는 근본이었지만, 과연 우리는 그 역사성과 의미에 대해 제대로 평가를 했던 것일까? 또한, 고대수리시설의 관개 및 치수(治水) 능력은 구체적으로 어느 정도였으며 근대에 비하면 어느 정도였을까? 일부 수리시설에 대해 관개면적을 추정한 경우는 있으나, 그 예도 많지 않을뿐더러 시기적인 변천 양상을 제대로 반영하고 있지 못하는 것이 현실이다. 본 연구는 고대로부터 원형을 비교적 잘 간직하고 있는 수리시설 중 경북(慶北) 영천(永川)의 청제(菁堤)를 대상으로 고고학적 역사학적 입장에서 보다는 수문학적(水文學的) 농업수리학적(農業水利學的) 관점에서 저수량(貯水量) 및 관개(灌漑) 면적에 따른 농업생산력을 살펴보았다. 지형 및 GIS (Geographic Information System) 정보를 이용하여 저수지의 규모 및 관개 면적을 추정하였으며 수문학적 해석 모형(模型)인 CAT(Catchment hydrologic cycle Assessment Tool)(김현준 등, 2012)을 이용하여 저수량 및 관개 가능량을 분석하였다. CAT은 공간 단위별로 침투(浸透), 증발(蒸發), 지하수(地下水)흐름 등의 모의(模擬)가 가능하도록 개발된 모형이다. 특히, 농업용 저수지 및 홍수방재용(洪水防災用) 저류(貯留)시설 등의 저류량(貯留量) 및 방류(放流量)에 대한 모의가 가능하다(장철희 등, 2012). 고대수리시설의 저수량 및 관개 면적에 따른 농업생산력을 공학적 수문학적으로 해석하는 연구는 과거물 관리 및 생산력의 실태를 좀 더 자세히 파악할 수 있는 토대가 될 것이며, 역사학적 자료와의 비교 분석을 통해 우리나라 고대수리시설의 역사성 및 우수성을 찾을 수 있을 것으로 판단된다.

Reframing the National Art Museum: the Trajectory and Controversy towards the Operational Autonomy: the Case of the National Museum of Modern and Contemporary Art, Korea (국립미술관의 재구성: 운영의 자율성을 향한 궤적 그리고 논란 - 국립현대미술관의 사례를 중심으로 -)

  • This study focuses on the case of the National Museum of Modern and Contemporary Art, Korea (hereafter MMCA) that has faced the issue of securing autonomy as an art institution in association with the neoliberal logic of economy as part of globalization. The MMCA was opened with limited operational autonomy due to the government's development-driven national system and bureaucratic perspective. Since being selected as an institution subject to a range of restructuring consequent to the IMF crisis in 1997, the MMCA is being assessed for its operational autonomy since then. This paper examines the socio-cultural background of the implementation of the Korean type of 'Executive Agency' and 'Non-Departmental Public Body'. Furthermore, regardless of the result of either implementation or withdrawal after the projects, this paper explains how these administrative reforms lead the conflicts between stakeholders, which would promote the MMCA's autonomy. As a result, the institutional restructuring process based on the neoliberal perspective might result in the operational dilemma that must simultaneously fulfil the publicness in a different context. Moreover, unlike the original intent to establish a performance-based system based on the principle of competition while minimizing government intervention, this study illuminates that the influence of the nation(or government) as the actual agent of the projects may become permanent. It implies that since the establishment and development project of MMCA has initialized the concept of statism based on legal authority, the operational autonomy of the MMCA which is premised on the reinforcement of expertise and publicness cannot be prioritized over the direction and control of the government.

A Study on Developing the Model of Reasonable Cost Calculation for Privacy Impact Assessment of Personal Information Processing System in Public Sector (공공기관 개인정보 처리시스템의 개인정보 영향평가를 수행하기 위한 합리적인 대가 산정 모델 개발에 관한 연구)

  • According to the progress of national informatization throughout the world, infringement and threaten of privacy are happening in a variety of fields, so government is providing information security policy. In particular, South Korea has enhanced personal impact assessment based on the law of personal information protection law(2011). But it is not enough to effect the necessary cost calculation standards and changeable factors to effect PIA. That is, the budgets for PIA was calculated lower than the basic budget suggested by Ministry of Government Administration Home affairs(2011). Therefore, this study reviewed the cost calculation basis based on the literature review, cost basis of similar systems, and reports of PIA and obtained to the standard with Delphi analysis. As a result, the standards of PIA is consisted to the primary labors and is utilized to how the weights by division of target system, construction and operating costs of target system, type of target systems, etc. Thus, the results of this study tried to contribute to ensure the reliability of PIA as well as the transparency of the budget for privacy in public sector.

Estimation Method for Reasonable Running Royalty Rate Based on Classic 25% Rule and Royalty Influential Factors (로열티 상관행법과 영향요인에 근거한 합리적 경상로열티 추정방법)

  • Recently national technology commercialization policy using the outcomes of public R&D has been promoting the activities of technology transfer and licensing. Firms also are considering licensing strategies to make great strides and strengthen their future competitiveness. In the licensing deals, objective and reasonable royalty determination is required to be accepted for both negotiation parties. This study analyzed the appropriate royalty range for various types of business and established three royalty influential factors with ten valuation items to explain royalty difference. This study suggested new method to estimate rationally reasonable running royalty rate, combining the appropriate royalty range from classic 25% rule and the result evaluated from royalty influential factors. The adequacy of royalty range from classic 25% rule is confirmed because its range is similar to that of royalty of transfer cases. The final estimate of running royalty can be made from linear function for royalty determination using the results of royalty range and royalty influential factors. This method suggested here is expected to practically useful to determine an appropriate running royalty rate for licensing negotiation.

A Study on the Development in Evaluation Indices and Model of the Quality level for Manufacturers of Military Suppliers (군수품 생산업체 품질수준 측정지표 및 모형 개발에 관한 연구)

  • The defense industry has recently been developed for boosting exports of weapon systems. The survey and analysis of the quality level are required to form a relevant policy for expanding the defense industry. Evaluation indices and modeling of the quality level for manufacturers are used to examine the status of internal quality management and quality management system in order to enhance the overall quality level and establish a quality policy in the field of military supplies. There were some restrictions to apply all aspects of the quality level in the previous model. This paper deals with the research and analysis of other types of model for evaluating the quality level, including the model used in the defense field. By enhancing the close link between procedure indices and performance indices, the research and analysis could be conducted objectively and intuitively. The developed and improved model and indices will be used in the next survey of the quality level for manufacturers of military supplies. The survey results will be used to establish effective government quality management policy.

The Characteristics and Performances of Manufacturing SMEs that Utilize Public Information Support Infrastructure (공공 정보지원 인프라 활용한 제조 중소기업의 특징과 성과에 관한 연구)

  • The small and medium sized enterprises (hereinafter SMEs) are already at a competitive disadvantaged when compared to large companies with more abundant resources. Manufacturing SMEs not only need a lot of information needed for new product development for sustainable growth and survival, but also seek networking to overcome the limitations of resources, but they are faced with limitations due to their size limitations. In a new era in which connectivity increases the complexity and uncertainty of the business environment, SMEs are increasingly urged to find information and solve networking problems. In order to solve these problems, the government funded research institutes plays an important role and duty to solve the information asymmetry problem of SMEs. The purpose of this study is to identify the differentiating characteristics of SMEs that utilize the public information support infrastructure provided by SMEs to enhance the innovation capacity of SMEs, and how they contribute to corporate performance. We argue that we need an infrastructure for providing information support to SMEs as part of this effort to strengthen of the role of government funded institutions; in this study, we specifically identify the target of such a policy and furthermore empirically demonstrate the effects of such policy-based efforts. Our goal is to help establish the strategies for building the information supporting infrastructure. To achieve this purpose, we first classified the characteristics of SMEs that have been found to utilize the information supporting infrastructure provided by government funded institutions. This allows us to verify whether selection bias appears in the analyzed group, which helps us clarify the interpretative limits of our study results. Next, we performed mediator and moderator effect analysis for multiple variables to analyze the process through which the use of information supporting infrastructure led to an improvement in external networking capabilities and resulted in enhancing product competitiveness. This analysis helps identify the key factors we should focus on when offering indirect support to SMEs through the information supporting infrastructure, which in turn helps us more efficiently manage research related to SME supporting policies implemented by government funded institutions. The results of this study showed the following. First, SMEs that used the information supporting infrastructure were found to have a significant difference in size in comparison to domestic R&D SMEs, but on the other hand, there was no significant difference in the cluster analysis that considered various variables. Based on these findings, we confirmed that SMEs that use the information supporting infrastructure are superior in size, and had a relatively higher distribution of companies that transact to a greater degree with large companies, when compared to the SMEs composing the general group of SMEs. Also, we found that companies that already receive support from the information infrastructure have a high concentration of companies that need collaboration with government funded institution. Secondly, among the SMEs that use the information supporting infrastructure, we found that increasing external networking capabilities contributed to enhancing product competitiveness, and while this was no the effect of direct assistance, we also found that indirect contributions were made by increasing the open marketing capabilities: in other words, this was the result of an indirect-only mediator effect. Also, the number of times the company received additional support in this process through mentoring related to information utilization was found to have a mediated moderator effect on improving external networking capabilities and in turn strengthening product competitiveness. The results of this study provide several insights that will help establish policies. KISTI's information support infrastructure may lead to the conclusion that marketing is already well underway, but it intentionally supports groups that enable to achieve good performance. As a result, the government should provide clear priorities whether to support the companies in the underdevelopment or to aid better performance. Through our research, we have identified how public information infrastructure contributes to product competitiveness. Here, we can draw some policy implications. First, the public information support infrastructure should have the capability to enhance the ability to interact with or to find the expert that provides required information. Second, if the utilization of public information support (online) infrastructure is effective, it is not necessary to continuously provide informational mentoring, which is a parallel offline support. Rather, offline support such as mentoring should be used as an appropriate device for abnormal symptom monitoring. Third, it is required that SMEs should improve their ability to utilize, because the effect of enhancing networking capacity through public information support infrastructure and enhancing product competitiveness through such infrastructure appears in most types of companies rather than in specific SMEs.

Suggestion for Technology Development and Commercialization Strategy of CO2 Capture and Storage in Korea (한국 이산화탄소 포집 및 저장 기술개발 및 상용화 추진 전략 제안)

  • This study examines strategies and implementation plans for commercializing $CO_2$ capture and storage, which is an effective method to achieve the national goal of reducing greenhouse gas. In order to secure cost-efficient business model of $CO_2$ capture and storage, we propose four key strategies, including 1) urgent need to select a large-scale storage site and to estimate realistic storage capacity, 2) minimization of source-to-sink distance, 3) cost-effectiveness through technology innovation, and 4) policy implementation to secure public interest and to encourage private sector participation. Based on these strategies, the implementation plans must be designed for enabling $CO_2$ capture and storage to be commercialized until 2030. It is desirable to make those plans in which large-scale demonstration and subsequent commercial projects share a single storage site. In addition, the plans must be able to deliver step-wised targets and assessment processes to decide if the project will move to the next stage or not. The main target of stage 1 (2019 ~ 2021) is that the large-scale storage site will be selected and post-combustion capture technology will be upgraded and commercialized. The site selection, which is prerequisite to forward to the next stage, will be made through exploratory drilling and investigation for candidate sites. The commercial-scale applicability of the capture technology must be ensured at this stage. Stage 2 (2022 ~ 2025) aims design and construction of facility and infrastructure for successful large-scale demonstration (million tons of $CO_2$ per year), i.e., large-scale $CO_2$ capture, transportation, and storage. Based on the achievement of the demonstration project and the maturity of carbon market at the end of stage 2, it is necessary to decide whether to enter commercialization of $CO_2$ capture and storage. If the commercialization project is decided, it will be possible to capture and storage 4 million tons of $CO_2$ per year by the private sector in stage 3 (2026 ~ 2030). The existing facility, infrastructure, and capture plant will be upgraded and supplemented, which allows the commercialization project to be cost-effective.
