본 연구는 두만강 유역국가(북한, 중국, 러시아) 및 인접국가(한국, 몽골, 일본) 간의 협력과정과 현안을 1991년부터 현재까지 광역두만강개발계획(Greater Tumen Initiative: GTI)을 통해 검토함으로써 동아시아에서 지역개발계획을 통한 공동의 이익창출과 공유가능성을 짚어보고 정책적 시사점을 찾고자 한다. 분석이론으로 이익공유(Benefit Sharing)이론을 적용하여 국제하천에서 한 유역국가가 독단적인 계획과 사업을 통하여 얻는 이익보다 모든 유역국가의 참여를 바탕으로 추진하는 지역개발을 통한 이익이 더 크다는 점을 확인하고자 한다. 두만강 유역은 1991년 UNDP 주도 하에 두만강지역개발프로그램(Tumen River Area Development Program: TRADP)을 시작으로 지역개발협력이 진행되어 2005년 광역두만강개발계획으로 발전되었으나 2009년 북한의 GTI 탈퇴, 리더쉽 부재, 재원부족 등으로 현재 답보 상태에 빠져있는 실정이다. 그럼에도 불구하고 프로그램 진행 과정 속에서 회원국 간의 공통 관심사항을 도출하고 직간접적으로 동아시아 평화안보 구축에 도움을 주었으며 교통, 물류, 에너지, 관광 및 환경 관련 사업을 추진하여 동아시아 공동 지역개발의 단초를 마련하는 성과를 거두었다. 아직 풀어가야 할 숙제가 많지만 GTI는 2014년 이후 본격으로 추진하고 있는 국제기구로의 전환을 통해 새로운 전기를 마련하고자 노력하고 있다. 또한 GTI는 북한 핵무기 개발과 미사일 발사 등으로 경직되어있는 동북아 상황을 완화하고 현 정부의 신북방정책의 발전을 위한 교두보 역할을 할 수 있을 것이며 역내 국가 간 협력을 지속적으로 추진할 수 있는 밑바탕이 될 수 있을 것이다.

신행정수도 건설사업 중단 등의 난관에도 불구하고 노무현 대통령은 참여정부의 주요 국정과제 중 하나인 국가균형발전과 지역혁신전략을 흔들림 없이 추진할 것임을 분명히 밝혔다. 국민소득 2만달러 시대를 열기위해서는 지방이 국가발전을 견인하는 혁신거점으로 거듭나야하며, 이런 의미에서‘국가균형발전과 지역혁신 클러스터의 구축’은 매우 중요하다. 국가균형발전의 성공전략으로 손꼽히는 지역혁신 클러스터의 구축방향에 대한 의견과 제안을 협회 김태희 부회장에게 들어보자.

In the recent cataloging environment, the function of authority data is becoming more important. In Korea, a pilot project for sharing and joint use of the national authority data has been promoted since 2019, and a plan to automatically construct retrospective authority data using national authorities is in progress. This study aims to (1) analyze the results of the pilot project for retrospective authority data jointly promoted by the National Library of Korea and KERIS in 2019, (2) explore methodological limitations and problems in the process, and (3) derive policy proposals for constructing authority data more efficiently. To this end, a university library participating in the pilot project was investigated as a case study. Based on it, the automatic generation rate and accuracy of authority data, and errors and omissions cases and causes were analyzed in detail. As a results of the study, it was found that the quality of union catalogs and bibliographic records had a great influence on automatically constructing authority data, and supplementary methods were needed to minimize these limitations.

The goal of impact studies (e.g., as mandated by NEPA in the USA) is to ensure that the full implications of development proposals (ecologic, economic, and social) are taken into account before decisions are made and projects are allowed to proceed. In other words, the aim is to ensure that impact assessment is integrated into planning and policy processes. Today. nearly 25 years after the enactment of NEPA, it is appropriate to inquire regarding the extent of progress toward such integration. This paper examines the role of impact assessment in planning and policy processes with specific reference to resource development projects in the Great Plains region of the USA. The author gives special attention to the socioeconomic impacts associated with energy resource extraction and conversion projects and the role of impact assessment in project evaluation, in local and regional planning, and in state policy development.

오늘날 기업의 인터넷 활용상태를 보면 인터넷을 통한 기업내의 인트라넷(Intranet), 기업간의 엑스트라넷(Extranet)이 활발하게 구축되고 있으며, 전자상거래 시도를 촉진하는 매개체로서의 역할도 충실하게 수행하고 있는 실정이다. 인터넷 환경에서 전자상거래가 활성화를 이루면서 웹사이트의 시스템을 제대로 구축하고자 하는 노력이 시도되었으며, 그 적용범위 및 가능성이 증대되었다. 기업의 입장에서 보면, 인터넷상의 모든 기업이 경쟁자가 되므로, 생존을 위한 더욱 치밀한 기술 및 기법이 필요하다. 전 세계의 고객으로부터 정보사용 수준에 관한 요구가 쇄도할 수 있으며, 그 요구는 현재의 수준보다 훨씬 다양한 형태로 나타날 수 있다. 이러한 고객의 욕구를 만족시키기 위해서는 단순한 정보를 제시하는 것에서 벗어나 전문지식을 이용한 웹사이트 시스템을 개발하는 것이 필연적이다. 이 상황에 적절한 대책 사업인 경남지역 기계산업정보화사업을 중점으로 해서, 그 동안 추진해 온 사업을 앞으로의 전국 대상으로 한 관련된 기업체들을 보다 더 확대 수용할 수 있게 정부차원에서 전략적인 방안이 마련되어야 하겠다. 전자상거래를 성공적으로 적용하기 위한 전략적 방안은 국가차원에서 지역특성을 감안한 정보화 사업을 제대로 수행을 해야 한다. 이는 인프라 구축과 더불어 지속적인 사업이 되어야 한다. 대외적인 여세를 대비해 보면, 사업 추진해온 경남지역을 중심으로 한 경남지역의 4,877개 기계산업체를 대상으로 구성된 ASP(Application Service Provider) 기반 인프라를 현실화로 기하기 위해 국가차원에서 지속적으로 지원이 이루어진 여건 하에서 이용업체와 지원기관의 적극적인 협조체제가 이루어져야 만이 다가온 국제적 변화에 대응할 수가 있다는 것이다.

The government has focused on activation of overseas construction projects and strengthening competitiveness in the long term. In recent years Public construction contract as well as design, engineering, construction management(CM) are gradually expanding into other countries, but risk analysis cases in the field are slight. In this study, We utilized PI scale and drew a conclusion about the importance of overseas risk by participants. We compared its features from the risk factor based on Risk Matrix. As a result of this study total of 6 section 31 Country Risk factors for the importance of overseas risk by participants were drawn, and the key risk factors (17 constructor, 14 designers, 17 CMr) based on Risk Matrix were derived. By utilizing the result of this study will be used as the basic data for establishing risk management strategy to meet each business and planning evaluation model.

국가경쟁력강화위원회에서 확정(2011. 1. 19. 제24차 회의)된 하위법령 특별정비 추진에 따라 행정제재처분기준을 경감할 수 있는 사유를 명확히 마련함으로써 행정제재처분을 합리화하는 한편, 액화석유가스 총전사업 등의 허가요건에 관한 세부적인 사항을 조례로 정하도록 하는 내용으로 "액화석유가스의 안전관리 및 사업법"이 개정(법률 제10350호, 2010. 6. 8. 공포, 9. 9. 시행)됨에 따라 종전에 고시로 정하고 있던 액화석유가스 충전사업 및 액화석유가스 판매사업의 시설기준 중 안전거리, 도로의 폭, 용기보관실 사무실 주차장의 면적에 대하여 일반 기준의 2배 이내의 범위에서 강화된 기준을 조례로 정하려는 것임.

정보통신부는 7월 4일 통신사업 경쟁력강화를 위한 기본정책방향을 수립.발표하였다. 통신사업의 세계화를 추진하고 국가기간 통신망운영의 안정성을 확보하며 우리 통신사업자의 국제경쟁력을 강화하기 위한 것으로 정보통신부가 '80년대 후반부터 일관되게 추진해 온 통신사업경쟁구도의 최종적인 모습을 보여준다는 중요한 의미를 갖고 있다. 정보통신부는 관련기관 협의와 공청회를 거쳐 8월 중 구체적인 시행계획을 확정한다.
