All publications of a country is a cultural heritage with the spirit of humanity, each National Library has to collect and preserve all publications produced in each country. Acquisition activity(Collection development) of each National Library is supported by a powerful legal deposit system. Therefore, this study has analyzed the legal deposit systems of the world countries, especially focussed whether or not the compensation for legal deposit, whether or not any sanction against not-depositing, Fine collection procedures against not-depositing, and the specific process for legal deposit. Based on these investigations, this study was to seek ways to contribute the legal deposit rates of National Library. It has proposed the following suggestions; Performing of legal deposit duty by itself, developing the system for supporting the legal deposit, establishing newly of legal deposit department, and improving the compensation for the legal depositor.

The purpose of this research is to suggest a theoretical base and guideline for the national scientific and technical information center which is assigned to take charge of the management and building knowledge and information infrastructure of the national scientific technology. And the objective of this study is to contribute to strengthen the need of the building of the national scientific and technical information center and provide operation programs and vision toward information center which will be established later. This study suggests a plan and strategy which make it possible to conduct functions as the national repository, clearinghouse, and portal gateway of the electronic resource and propose space program for the optimal building construction. Therefore, the contents of this study cover the building of the national scientific and technical information center as well as the basic plan of scale and space program, validity analysis of site location and environment.

According to the increase of digital information, it comes to front to develop the policy about preservation of digital information, regarding it as national heritage. Especially, in recent years, KOREA has invested a lot of m to develop National Knowledge Database. So it is indispensable to preserve it permanently. This study is to recognize the function of the regional central library's role and to address its support to the community public libraries ; such is one of the focuses of the revised library law. Through the mixed layer model, the regional central library can contribute to a better cooperation between the national central library and community public library in each region. Regional libraries. under the supervision of regional library service committee, can execute many local enterprises efficiently such as library informatization projects. the associative storage, the regional librarian education and the establishment of information commons through integrating the regional information.

Deterioration and brittleness of resources on the shelves of institutions such as libraries and archives have been increased and accelerated as time passes in accordance with the preservation environment and the nature of their own material. It can be a loss of current information with little importance in prolong the life of valuable materials and to preserve them in security, integrated preservation programs should be developed and implemented according to missions, sizes, the nature of collections, users, and budgets of individual institutions. In reality, most institutions, however, are not able to implement perfect preservation programs due to lack of budget, human resources, and expertise. To solve this problem, some institutions in similar circumstances have planned cooperative preservation programs in various levels. Through cooperative systems individual institutions can not only pursue common interests but gain real benefits for themselves. Consequently institutions are recommended to collaborate with in development and implementation of various preservation programs at local, national, and international levels in addition to individual institutional programs.

Despite of increasing digital materials, it is still important to collect print materials and keep their storage space for national level self supporting system as a science and technology(ST) material import country. In order to deal with the storage space issue, we conducted a ST material storage space and its expanding plan for Korea Institute of Science and Technology Information(KISTI). This paper examined first the domestic and overseas standard for the library stack space, analyzed current KISTI library stack space, and finally forecasted its demand in 2020 based on the increasing rate of the stack space. The expanding plans are suggested at the individual library level and also at the cooperative library storage facilities. The results of this paper will help that other libraries diagnose the present status and forecast the future library stack space when they face with the similar problems as it is examined in the KISTI case.

The purpose of the national library is to collect all publications as part of the national heritage and preserve them. This study is undertaken to determine the coverage of the book collection of the National Library of Korea. Bibliographies for the year 2007 and 2008 publications are obtained from the Kyobo Book Centre and sampled 10 % systematically to be used as checklists. Coverage was determined by searching the citations against the OPAC of the National Library of Korea. Results indicate 92.25% of coverage for the books published in 2008, 78.10% coverage for the books published in 2007, and the cumulative coverage is 85.16%. The analysis shows time lag and subject fields with low coverage. Results are compared with previous studies. Reasons for the unpossessed books, such as delay of deposit and publisher characteristics, are identified. Recommendations for the coverage improvements and future research are suggested.

Legal deposit is a system that a person who publishes in the country a work shall deposit a certain copies of publications in designated libraries or institutions in order to preserve and transfer national knowledge and culture heritage. Under "Libraries Act" and "National Assembly Library Act", depositors shall present books to the Library and the Library shall properly compensate him/her for such copies presented. This study focuses on presentation and proper compensation of books. This study has reviewed laws and regulations about them in major countries and our country, and analyzed the current status and some problems of our country. This study has analyzed the constitutionality of legal deposit, the refusal of copies presented, and the meaning of proper compensation through analyzing cases on legal deposit. Based on these analyses, it has proposed the modification of regulations on presentation and proper compensation of books, the establishment of specific rules on proper compensation, and the penalties on unfair presentation.

Due to the rapid changes of information environment, the libraries are needed to consider not only analog resources but also digital resources for collection development policy to fit the digital age. However, the libraries have difficulties to build digital collection development policy for collecting and archiving the digital resources because different from the analog resources, characteristics of digital information resources are not contained in physical medium and not allowed ownership but remote access by licensing. Especially, national libraries that have the mission to collect, preserve and transmit knowledge and cultural heritage to the next generation face even more serious challenges. This study intends to figure out the core elements of digital collection development policy through comparison of domestic and overseas national library policies tried to overcome the difficulties.

The purpose of this study is to enhance the understanding of the provisions for library exceptions in copyright laws and to suggest the direction for the revision of provision in the Copyright Act of Korea. This study compares and analyzes the provisions for library exceptions in several countries' copyright law including Korea, Japan, UK, Australia and USA. This study found that the most common issues in library exception provisions are providing reproduction for users, reproduction for preservation, reproduction for interlibrary loan and digitization of library collections but the conditions for each issue are quite different. The suggestions for the revision of the library exceptions in the Copyright Act of Korea are as follows: changing the amount of reproduction of unpublished works, of works which cannot be obtained at a fair price and of periodicals for users, the transmitting digital reproduction to the user under limited conditions, preparing conditions for reproduction for preservation in libraries, preparing the applicable provisions for reproductions for interlibrary loans and for the limitation of works to be digitized and extending their use at the same time.
