Exploring the Knowledge Structure of Fuel Cell Electric Vehicle in National R&D Projects for the Hydrogen Economy (수소 경제를 위한 국가R&D과제에서 연료전지전기차의 지식구조 탐색)

  • With a global shift from carbon economy towards hydrogen economy, leading countries such as the U.S., Europe, China, and Japan are focusing their research capabilities on hydrogen research and development(R&D) by announcing various hydrogen economy policies. South Korea also has been following this global trend by announcing hydrogen economy roadmap in January 2019 and legislating hydrogen economy related law. In this paper, we tried to figure out the national R&D trend of Fuel Cell Electric Vehicle(FCEV) and its knowledge structure by using recent 10-year project data of National Technology and Information Service(NTIS). We collected 1,479 FCEV-related projects and conducted text mining and network analysis. According to the analysis, FCEV-related R&D has been actively carried out over the entire process of hydrogen production, transport, storage, and utilization. Furthermore, the paper provides insights into the government's policy agenda building and market strategy on the hydrogen economy.

Discovering the Knowledge Structure of Graphene Technology by Text Mining National R&D Projects and Newspapers (국가R&D과제와 신문에서 텍스트마이닝을 통한 그래핀 기술의 지식구조 탐색)

  • Graphene, called the "dream material" is drawing attention as a groundbreaking new material that will lead the era of the 4th Industrial Revolution. Graphene has high strength, excellent electrical and thermal conductivity, excellent optical permeability, and excellent gas barrier properties. In this paper, as the South Korean government recently announced Green New Deal and Digital New Deal policy, we analyze graphene technology, which is also attracting attention for its application to Corona 19 biosensor, to understand its national R&D trend and knowledge structure, and to explore the possibility of its application. Firstly, 4,054 cases of national R&D project information for the last 10 years are collected from the National Science & Technology Information Service(NTIS) to analyze the trend of graphene-related R&D. Besides, projects classified as green technology are analyzed concerning the government's Green New Deal policy. Secondly, text mining analysis is conducted by collecting 500 recent graphene-related articles from e-newspapers. According to the analysis, the field with the largest number of projects was found to be high-efficiency secondary battery technology, and the proportion of total research funds was also the highest. It is expected that South Korea will lead the development of graphene technology in the future to become a world leader in diverse industries including electric vehicles, cellular phone batteries, next-generation semiconductors, 5G, and biosensors.

  • The national R&D information of ministries which define shared information related to national R&D projects has been derived. Among them, 21 percent are code items which can provide important standards to classify information and put out S&T statistics. Therefore, it is necessary to standardize the code items that are differently defined and managed by each research management specialized organization. For this, the National Science & Technology Information System(NTIS) intends to provide a clear code standard for the national R&D information of ministries by defining the NTIS Standard Code. In this study, we also describe the classification service to manage the NTIS Standard Code, National Standard Science and Technology Classification Codes which have been used for national R&D projects's survey and analysis as a unified way.

  • 과학기술 연구분야에서 인력, 기관 등의 연구 주체와 논문, 과제, 지적재산권 등의 성과에 대한 온톨로지는, 시맨틱 웹 환경에서 이질적 과학기술 연구정보의 의미적 통합과 자동화된 유통, 그리고 암묵적 지식의 추론을 가능케 할 것이다. 이 논문에서는 현재 한국과학기술정보연구원에서 개발 중인 국가과학기술 R&D 기반정보 은톨로지를 소개하고, 그의 응용으로써 은톨로지에 내재된 암묵적 지식들을 규칙을 사용하여 추론하는 과정의 기술에 중점을 둔다. 상기 은톨로지는 인스턴스의 유일성 확보를 위해 URI(Uniform Resource identifier)서버에 기반하여 온톨로지 인스턴스에 고유한 URI를 할당하는 데 중점을 두고 설계되었으며, 논문의 특정순위저자를 모델링한 저작자정보 클래스를 은톨로지 스키마 상에 명시적으로 표현한다는 특징이 있다.

  • In the modern scientific R&D, the efficient acquisition, curation, analysis and visualization are core elements of the science development. The value of scientific data is very important in data intensive research. An output of scientific data is drastically increasing. However we have only each individual system of scientific data in now. Therefore We feel a lack of efficiency of scientific data. In this paper, We analyze an economic ripple effects in terms of production inducement effect, added value inducement effect, labor inducement effect and forward backward linkage effect of national scientific data center construction using an input-out analysis of the bank of Korea(2009). We also examine an economic propriety of national scientific data center construction.

A Study on National R&D Report Reference Technological Improvement (국가R&D보고서 참고문헌 기술항목 구축 개선방안 연구)

  • The purpose of this study is to analyze the reference data of the National R&D Report database built by the Korea Institute of Science and Technology Information(KISTI) to derive problems and to find complementary points for the construction technical items in the system. To this end, we investigated the descriptions of references in the National R&D Report constructed in the KISTI DB and analyzed the construction process, guidelines, types, items, etc. Based on this, the appropriateness and accuracy of the classification results of the reference types constructed with the DB were checked. As a result, the problems of the items built into the system and corrections to the construction guidelines were derived. Through this, database construction can proceed efficiently and data quality is expected to improve. In addition, a follow-up study was proposed on the convergence service plan that can be provided in the future through standardization of technical regulations.

  • 한국의 과학기술정보 유통 및 분석 전문기관인 한국과학기술정보연구원(KISTI)은 동북아시아 국가들간의 정보 협력과 국제 협력을 위하여 오랜기간 일본과 중국의 정보 유통 전문기관들인 JST와 ISTIC과 함께 CJK(Chinese, Japanese, Korean) 국제회의와 연구협력을 지속해오고 있다. 본 논문에서는 이들 국가간 인용정보를 매개로 하는 새로운 학술정보의 개발을 위한 기초 연구를 수행하여, KSCD 참고문헌에 출현하는 일본 및 중국의 고인용 학술지와 양국간 주제분야별 인용특성을 살펴보고 응용 서비스 사례를 제시하였다.

국가 과학기술 정보유통의 현황과 과제

  • 통합 이후 2년 동안 KISTI는 지속적인 노력을 통해 정보유통의 기반을 축적해 가면서 새로운 변화와 도약을 준비해 왔다. 정보유통은 변화하는 사회시스템과 함께 끊임없는 변화를 추구해야 하는 분야이다. KISTI의 역할도 정보유통을 통한 사회적인 효과와 기여를 위해 정보유통 기관이 수행해야 할 새로운 영역이 무엇인가를 고민하고, 개발하여 적용 및 확산해 나가는 노력을 통해 지속적으로 진화되어 나가야 할 것이다.

  • 최근 인공지능 및 빅데이터 연구가 대두되면서 슈퍼컴퓨터와 같은 고성능컴퓨터를 이용하여 다양한 연구환경을 제공할 수 있어야 한다는 요구가 증가하고 있다. 이에 한국과학기술정보연구원(KISTI)에서는 슈퍼컴퓨터 등 고성능컴퓨터를 인프라로 활용하는 KI(KISTI Intelligent) Cloud를 개발하여 서비스하고 있다. 본 논문에서는 KI Cloud의 모니터링 기능의 설계 및 구현 방법을 기술하였다. KI Cloud는 다양한 자원으로부터 데이터를 효율적으로 수집하고, 데이터를 시각화할 수 있는 오픈소스인 Prometheus와 Grafana를 이용하여 모니터링 기능을 개발하였다.
