Spectrum and Directivity of library and Information Policy In Korea (한국 도서관.정보정책의 스펙트럼과 지향성)

  • The most typical roles of libraries in their information societies are public access points to the networks, providing teaching and training, assisting in knowledge resource discovery, and knowledge providers. In order to fulfil these roles, libraries should be a ky element in national and local cultual policies. Effective policy making is the most important responsibility of libraries as well as national and local governments and one of library management tools for running the library. The purpose of this study is, therefore, to review the spectrum of the library and information policies in Korea and suggest some desirable directivities for library policy making.

  • For a long time, the ocean was regarded as unknown area ruled by god, consequently, not so much things were developed in scientific methods and activities. Despite a rapid development of geographic information systems(GIS) marine and ocean fields still remained in the scope of traditional tools and intuitive experiences by the late of 1990. However, land based concepts and technology models require additional customization to apply GIS effectively in marine domains, which are resulted from her dynamic, complex and seamless massive nature. This paper gives a brief review of marine spatial data characteristics and also presents strategic approaches to meet the unique marine GIS requirements.

  • 지진 피해조사 사례와 지질도 지층의 특성 및 건물구조의 특성으로 지진 피해 취약도 분석방법을 제시하였다. 지진피해 예방을 위하여 최근 경주지역 지진발생으로 조사된 피해사례를 검토하여 정책마련에 도움 되기를 바라는 경우가 있다. 그러나 대부분의 조사사례는 피해규모를 정량적으로 분류하기 어렵다는 점에서 지진에 최적화된 기초자료 조사가 필요하다. 따라서 지진피해 예방을 위하여 기존 조사 자료와 함께 공간정보를 이용한 취약도 분석이 유망한 지진방재 방법론 중 하나가 될 수 있다. 다양한 공간자료를 기반으로 지진피해 취약도를 분석하는 방법론은 보다 수치적이고 객관적이어서 지진피해 예방을 위한 도시설계와 안전정책으로 반영할 수 있다. 앞으로 수치적인 분석을 실시한다면 지진에 대한 전국적 취약정도를 구분하고 우선적 안전관리 대상지를 선정하여 국가 및 지자체 예산적용에 효율적 관리방안이 도출될 수 있을 것이다.

  • 전자상거래가 시간적·공간적 제약을 극복한 새로운 경제거래 양식으로 부각되고 그 거래규모와 중요성이 급속히 확대되고 있다. 이에 따라 세계 각 국은 기업경쟁력 및 국가경쟁력 강화를 위한 핵심수단으로 전자상거래를 인식하고 전자상거래의 활성화 정책을 추진하고 있다. 한편 우리나라도 향후 산업 및 국제 경쟁력을 강화시키기 위하여 2000년 2월 전자상거래 활성화 종합 대책을 발표하고 전자상거래 확산에 정책적 노력을 기울이고 있다. 만일 정부의 정책의도대로 전자상거래가 발전된다면 우리나라는 수년이내 전자상거래의 선진국 대열에 들어설 것으로 보이나 이에 앞서 해결해야 할 많은 문제점들이 현존해 있다. 따라서 본고에서는 먼저 전자상거래의 주요 정책을 분석한 후 다음으로 전자상거래의 발전을 위한 주요 이슈들을 도출해 보았다.

  • Korea's Spatial Information Policy has been institutionalized based by "National Spatial Data Infrastructure Act", "Act on Land Survey, Waterway Survey and Cadastral Records", "Spatial Data Industry Promotion Act". In year 2015, These acts were modified with new names and contents. It is critical that the definition of spatial information ought to be generalized. In addition, it is of paramount importance to review factors those contribute to the systematic development on coherent relation between Spatial Information Act and other acts. Examples of improvement area may include: Categorization of Spatial Information Concept, Systematization of Spatial Data Related Legislation, and Enhancement of Organization Specializing in Spatial Information. Furthermore, Legislation & Policy case of Germany, France and the United States were used as a basis for improvement.

  • 최근 수재해에 대응하기 위한 물관리 환경은 기후변화에 따른 홍수 피해 심화와 댐과 하천 시설의 노후화 점증, 하천관리일원화 등 정책적 변화, 그리고 포스트코로나 디지털 혁신 등 복합적 대전환 시대 진입에 따라 복잡다단한 양상을 보이고 있다. 디지털 트윈은 디지털 대전환(digital transformation) 시대 다양한 산업 영역에서 지능화와 생산성 향상을 목적으로 도입되고 있다. 본 국가 시범사업에서는 170 km에 달하는 섬진강 유역 전체를 대상으로 홍수에 대응하기 위한 디지털 트윈 플랫폼(K-Twin SJ)을 구축하고 있다. 본 플랫폼은 국가 인프라 지능정보화 사업의 일환으로 시작되었으며, 공간정보와 시설물 모델링, 홍수 분석 등 수재해에 대응하기 위한 수자원 분야의 다학제적인 강소기업들과 K-water에서 컨소시엄을 구성하여 추진하고 있다. 본 사업의 내용은 섬진강 댐-하천 유역에 대하여 고정밀도 3D 공간정보화, 실시간 물관리 데이터 연계, 홍수 분석 시뮬레이션, AI 댐 운영 최적화, AI 사면 정보 생성, 하천 제방 안전성 평가, AI 지능형 CCTV 영상분석, 간이 침수피해 예측, 드론 제약사항 조사 체계 개발을 포함하고 있다. 물관리 데이터와 하천 시설정보를 트윈 플랫폼 상에서 위치기반으로 시각화 표출하기 위해서는 유역의 공간정보를 3차원으로 구축하는 과정이 필수적이다. 따라서 GIS 기반의 섬진강 하천 중심 공간정보 구축을 위해 유역의 국가 정사영상과 5m 수치표고모형(DEM)은 최신성과를 협조 받아 적용하였으며, 홍수 분석을 위한 하천 중심 공간정보는 신규 헬기에 LiDAR 매핑을 수행하여 0.5m 급 DEM을 신규 구축하였다. 또한 하천 시설물 중 섬진강댐과 79개 주요 하천 횡단 교량과 3개 보 시설을 지상기준점 측량과 드론 매핑, 패턴 방식의 경량화 작업을 통해 트윈에 탑재할 수 있는 시설물 3D 객체 모델을 제작하였다. 홍수 분석을 위해서는 섬진강 유역에 대해 K-Drum, K-River, K-Flood 모델을 구축하였으며, AI 하천 수위 예측 학습 모델을 개발하였다. 섬진강 디지털 트윈 유역 물관리 플랫폼을 통해 데이터 기반의 똑똑한 물관리를 구현하고자 한다.

Utilizing Spatial Big Data for Land and Housing Sector (토지주택분야 정보 현황과 빅데이터 연계활용 방안)

  • This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

Investigation and Analysis of Forest Geospatial Information Using Drone (드론을 활용한 산림공간정보 조사 및 분석)

  • The destruction of forests requires continuous management due to the risk of disasters such as landslides and landslides. However, existing forest inspection methods are inefficient as they require a lot of manpower and time. Recently, drones are attracting attention as an effective way to construct and utilize spatial information. The size of the drone-related industrial market is rapidly increasing. In this study, we attempted to increase the efficiency of forest investigation utilizing drones. The study area was photographed through the use of drones, and ortho image and DSM were generated through data processing. Study results found that it was possible to calculate the area and the volume for the forest damaged area effectively by employing drones, and suggested the applicability of drones. In the future, it is expected that the method of analyzing the forested area using drones can save manpower and time compared to existing methods.

  • In a long-term perspective of development of spatial information industry, security regulation, such as limiting public picture resolution of aerial photographs, needs a rational improvement. However, unplanned deregulation of spatial information could lead problematic results such as national security issues because its present security management system is not established in reasonable manner. The main purpose of this research is to suggest the improvement plan of spatial information security management system to meet the reducing security regulation in accordance with changes of political and economic condition including current national spatial information security polices and spatial information industry. From an analytical standpoint, we examined the overall aspects of legal, operation management, and technical system while we maintained especially integrated perspective of spatial information security management. Followed by investigation of spatial information security issues, as well as its regulation and policies in overseas, rational improvement plan of security management is proposed in the aspects of legal, operation management, and technical system. It is also suggested the three-step improvement plan of reducing regulation of security management system.

  • According to the NGIS (National Geographic Information System) project conducted since 1995, the central and local government has been accumulating huge amount of geospatial data. Korean Ministry of Land, Infrastructure and Transport started its GeoSpatial open platform (V-World) service in January 2012, also offering a wide range of functions and services. However, the National GeoSpatial open platform is still woefully deficient for the users to find their desired data, lack of data for private business area, insufficient in publicity of local government and public-private partnerships. Through analyzing current research trend after GeoSpatial open platform served for three years, study on overseas expansion, system links, service improvement, utilization and future strategy has been mainly conducted. This study, by analyzing the advanced overseas GeoSpatial platform as well as domestic research trend and combining the concept of new technology, business platform and SMG (Seoul Metropolitan Government)'s GeoSpatial platform, proposes a policy for the construction of future GeoSpatial Open Platform model.
