Internet baking, e-commerce, business processing, etc on smartphone handing could be possible in present days. Ambiguity between cyber and real life has made vulnerability on infrastructure, Gov't Service and National security by cyber terrorism. Especially, Lots of Infrastructure and Gov't Service based on Information Technology were exposed by Cyber terror. Legal system should be improved to keep from these threats. This paper proposed needs of cyber legal system by analyzing proposed cyber related code on Korean National Assembly, issue on Cyber Control Tower, National Cyber Security Industry and Human resource.

국가GIS가 주요 정보인프라 역할을 수행하기 위해서는 구축되는 공간정보에 대한 표준화가 필수적이다. 본 연구에서는 국가GIS 표준화 내용에 어떤 것이 있으며 어떠한 방향으로 추진되어야 하는지를 외국사례 분석을 통해 살펴보았다. 미국, 호주, 일본, 영국 4개국의 국가GIS 표준화와 ISO/TC211, OGC의 표준화를 분석한 결과 첫째, 국가GIS 표준화는 지리정보 표준과 지리정보 서비스 표준의 두 방향으로 추진되어야 하며 둘째, ISO/TC211 프로파일을 통해 국가GIS 표준을 개발하는 것이 바람직하며 셋째, 지리정보 어의(語義) 정의를 개체-관계의 데이터 내용으로 표현해야 하며 넷째, 지리정보 서비스 표준 연구에 적극적인 관심을 가져야 할 것으로 나타났다.

Recently the environment in geospatial information has conversed into the plaform. The platform based geospatial information contributes to save time and cost as well as maintain the consistency and stability in spatial data infrastructure. The Republic of Korea is now constructing and operating the spatial open platform called as the V-World(Virtual World), and searching for the possibility of its abroad export. The purpose of this study is to elicit the abroad export strategy by country of spatial open platform by comparing the cases of developing country, the Kingdom of Cambodia and newly developed country, the Emirate of Abu Dhabi, The Kingdom of Cambodia depends on foreign aids to develop the spatial data infrastructure and the Emirate of Abu Dhabi is inducing an advanced technology and high human power from overseas based on abundant oil money. This study establishes the abroad export strategy based on two country models such as Cambodia and Abu Dhabi by considering the characteristics in geospatial information, and suggests the ways of abroad export and the methods on fund raising for spatial open platform.

Korean government has promoted the projects of National Geographic Information Systems since 1995 and the utilization level of Korean National Spatial Data Infrastructure based on them has also developed. However, due to the limit to domestic market size and the legal regulation on prohibition of large sized companies' expansion into domestic spatial information markets, Korean spatial information markets are tied up in term of industrial competitiveness. To overcome those problems and evade the domestic red oceans, it is necessary to find new one in overseas' blue ocean markets. It is estimated that overseas spatial information market will be grown to 125 billion-dollar size and the annual growth rate of it will be reached to 10.5% until 2015. Thus, Asian spatial information market has a huge growth potential and it is newly rising blue oceans for Korea. Advanced countries such as Finland, Germany, Sweden, and Japan have already expanded their market size into the newly industrializing countries. To step with advanced countries, it is time to set up the new globalization strategy of Korean spatial information for expansion into newly industrializing markets. The purpose of this study is to analyze the SWOT of domestic spatial information, investigate the status on spatial information of Asian developing countries, and suggest the globalization strategy of Korean spatial information for expansion into them. The globalization strategy can be labelled as K-FBI composed of 4 domains such as Knowledge sharing platform, Frontier, Back to the basic, and Internalization. In near future, the establishment and performance of road map based on the strategy will be the milestone for Korean spatial information companies' advance into Asian developing countries.

정보기술이 발전함에 따라 편리성이 향상되고 있지만, 사이버 공간에서의 보안 위협은 증가하고 있다. 최근에는 국가 기반시설과 같은 주요 인프라와 기관 및 기업을 목표로 하여 사이버 공격을 시도하고 있고, 해당 공격 방법도 지능적으로 발전하고 있다. 따라서 사이버 공간의 보안 위협에 대응하기 위해 국가적 차원에서 전략을 마련하고 있다. 특히 사이버 보안과 관련하여 미국은 사이버 공격에 대응하기 위해 각 기관의 연계성 및 협력을 위한 전략을 타 국가보다 앞서 준비하고 실행을 하고 있다. 따라서 본 고에서는, 국내 사이버 공격에 대한 보안 전략 수립을 위해 최근 사이버 공격이 이루어지는 유형과 사례를 분석하고, 이에 대처하는 미국 각 기관의 전략과 역할에 대해 분석한다.

The purpose of this paper is to present guidelines on technical GIS policy for integrating GIS with emerging information technologies and infrastructure systems for national GIS development. These guidelines are expected to advance the development of GIS and stimulating GIS industry, by anticipating potential problems. This paper consists of foul parts. After Introduction, section two covers the present and upcoming status of essential information technologies including communications, security, LBS, Ubiquitous and standardization. Section 3 describes the guidelines for combing GIS and emerging IT for national GIS development. The final section summarizes and derives conclusions.

Recently, tthe general users' demand on utilizing spatial information and the establishment of national spatial data such as land cover map are increasingly growing. But the lack of spatial information service for the general public is making it difficult for them to use spatial information and services. In this study, spatial information service strategies based on the concept of atlas, which is familiar to us through the student atlas, were proposed to promote the public users' utilization of land cover map. For this purpose, I reviewed current domestic status and overseas cases of land cover map service and proposed the future direction of spatial information service for land cover map in terms of contents, users, and system. Finally, I defined the basic concept, characteristics and functions of the Atlas Information System and recommended strategies for environmental spatial information service. The results of this study can be applied to various national spatial information as well as land cover map and contribute to the increase of general public users' utilization of national spatial data.

최근 지식정보 사회는 IT가 핵심 구성요소인 스마트 사회로 변모하고 있으며, 인간과 사물 간 의사소통에서 사물과 사물 간 의사소통까지 확장하고, IT간 융합에서 나아가 타 산업과 융합하는 지능형 사회로 나아가고 있다. '공간'에 대한 정보는 '시간'과 함께 인간이 생활하는데 있어 반드시 알아야 하는 가장 근본적인 정보로써, 공간에서 발생하는 정보를 기반으로 다른 사람들과 소통을 하고 목적을 충족함으로써 삶의 질을 향상시킨다. 현대 사회에서 공간정보는 중요한 인프라 가치를 증대시키므로 새로운 사회 패러다임 전환을 위한 필수적인 요소라 할 수 있다. 따라서 본 연구에서는 수재해 정보 플랫폼 구현에 앞서 사용자의 니즈를 만족시키고 효용가치 증대가 가능하도록 공간정보서비스 활용 방안 연구를 하고자 한다. 공간정보는 시대의 흐름에 따라 형태 및 생산?활용방법이 달라졌으나 항상 중요한 정보로 인식되어 왔으며, 미래 공간정보는 단순 콘텐츠 영역을 뛰어넘어 상황(Context)정보까지 범위를 확장하였다. (1)미국의 공간정보는 시설, 기록관리 및 지도와 같은 공공분야에서 현재는 업무통합관리, 의사결정지원 등에서 데이터 웨어하우스(Data Warehouse)로서의 역할 담당한다. (2)일본은 아시아 최고의 원천기술력을 보유하고 있으며, 높은 수준의 GIS, RS(위성항측), ITS(지능형 교통 시스템) 기술을 기반으로 하고 있다. (3)영국은 지리정보시스템과 공공서비스를 접목하여 시민의 요구에 부응하는 고객맞춤형서비스 제공을 국가정보화의 우선과제로 선정하고 있다. (4)우리나라는 초고속통신망과 모바일 기술 등 세계 최고 수준의 인프라를 확보하고 있어, 이러한 인프라 기반융 복합 공간정보서비스를 이용하는데 안정적인 기반을 확보하고 있다. 본 연구는 국내외 공간정보서비스의 패러다임 변화 및 추진 동향 등을 제시하였으며, 수재해정보 플랫폼 활용에 능동적 적극적으로 접근할 수 있는 기반을 마련하였다. 공간정보서비스를 활용하여 커뮤니케이션 강화, 수재해 정보 서비스의 효율성 증진, 재해부문 선진화 측면에서 발전적 영향을 미칠 수 있으며, 특히 각종 현안에 대한 미래 예측 및 대응에 기여할 것으로 판단된다.

In this paper the key drivers change for cadastral organizations have been presented according to the following aspects; Geo-ICT development including positioning technology, government's public organization innovation policy, cadastral market opening pressure and decreasing of cadastral survey work. It was confirmed that the role of cadastral organization has to be changed from the conducting cadastral survey organization to the spatial information provision organization. Eventually it should take a role to realize Spatially Enabled Society(SES) which is fundamental for national development and upgrading quality of life in the society. From the case study of international cadastral organization, cadastral organization should take core responsibility for the Nation Spatial Data Infrastructure(NSDI) and meeting the future costumers requirements through technical developments and organization's innovation efforts.
