A Conflict Control for Private Participation in Geographic Information System Projects (지리정보체계 민간투자사업의 갈등조정방안)

  • The current system for private participation in infrastructure can be applied for geographic information system(GIS) projects. But there are some limits to promote the private sector's participation GIS projects. The purpose of the study is to explain the major causes of conflict and conflict control for private participation in geographic information system projects. First, the theoretical perspectives for private participation in geographic information system projects and conflict issues were represented. Second, this paper presents the causes of conflict and conflict control on the basis of case study. In conclusion, the policy is developed for the promotion of private participation in geographic information system projects.

Study on Conflicts and Coordination in Smart Grid (스마트그리드 갈등양상 및 조정방안 연구)

  • Smart grid, which is a sort of convergence of numerous technologies, can be deployed only with cooperation and fair competition among various stakeholders. If the interest conflicts were not coordinated properly, related business and investment would become delayed and inactive. Therefore, this study analyzes the causes of interest conflicts and related issues in smart grid sector and suggests policy directions by issue. As the result of AHP analysis, the majority of respondents surveyed said that ambiguity of the role and authority is the key problem causing conflicts of interest in smart grid deployment process. Differences in values, communications problems, etc. are pointed as additional main reasons of the interest conflicts. To resolve interest conflicts in smart grids, the Korean government should enhance its leadership in the coordination of stakeholders' interests. Government should make efforts to coordinate the various interests in terms of the development of the smart grid market and win stakeholders' sympathy of their desirable roles in the smart grid market.

Effect of Sportsclub Participation on Social Integration (스포츠클럽 참여가 사회통합에 미치는 영향)

  • The purpose of this study was to explore the effects of sportsclub on social integration through the sportsclub participation and social integration index. To achieve this goal, 26 countries among OECD members were selected. Life satisfaction, mutual trust, social isolation, happiness index, social conflict index were selected for correlation analysis. Main findings were as follows. First. Norway, Denmark, Germany, Sweden had higher sportsclub participation, on the contrary, Korea, Poland, Hungary, Greece, USA had lower sportsclub participation. Second, sportsclub participation had significant correlation with life satisfaction, mutual trust, social isolation, happiness index, and social conflict index. Specifically, sportsclub participation had positive relationship with life satisfaction, mutual trust, happiness index and negative relationship with social isolation, social conflict index.

  • This study attempts to identify the structure of class conflict in Korea and to suggest an alternative framework for a empathetic society. The objective and subjective level of satisfaction with life and class consciousness are in direct proportion, and status consistency signifies polarization. Distorted distribution structures and cultural values make income disparity and property disputes widen, which in turn lead to educational divides and status fixations, refracting or blocking the possibility of social mobility. By overcoming the COVID-19 crisis, it is not appropriate to go back to the past but to correct wrong consciousness and practices in the past, and the consistency between the state and members of society must be re-established. Through the process of innovation at the economic, global, and digital level, a major transformation is required in the new normal era, which prioritizes social development for human values. The conflict resolution depends on the solidarity of the community as a social foundation, since an empathetic society needs the trust and communication of the members of the society.

Social Capital and Social Conflicts in Korea: The Multiple Facets of Social Capital (한국의 사회적 자본과 갈등: 사회적 자본의 다면적 속성에 대한 재조명)

  • This paper explores how multiple facets of social capital in Korea affects social conflict. The notion of social capital is composed of several elements including (1) social trust in generalized others (2) confidence in public sector fairness and the principles of democracy (3) social networks and closures and (4) community spirit and collective norms. We particularly examine how these multiple dimensions of social capital affect an individual`s tendency of social conflict orientation. The findings address the following four points. First, an individual, who trusts generalized others in a society, is less likely to be exclusive and conflict-oriented. Second, the more an individual has confidence in the efficacy of democratic processes and public sector fairness, the more (s)he is likely to be social integration oriented. When an individual, in contrast, gives strong support to a particular party (or government in power), the person is more likely to be conflict oriented. Third, an individual who mobilizes exclusive social closures to solve a problem is more likely to be conflict oriented. However, an individual who maintains a variety of inclusive social networks is more likely to be social integration oriented. Finally, the internalization of collective norms does not affect directly the tendency of individual's social conflict orientation. Increasing social capital at the individual level does not automatically guarantee societal level conflict resolutions. Rather, building extensive social closures based on strong family or hometown ties, school connections, political interests has detrimental effects on social integration and conflict resolutions. More, constructive social integration in a society requires higher level of open social networks, consistent administrative and democratic procedures, and social trust in generalized others.

  • The popularity of melodrama indicates that melodrama is composed in a historical context. This is the reason why it is necessary to analyze the imagination of melodrama within a sociocultural context rather than asking the essentialistic question of "What is melodrama?". (2016) and (2018) caused sensations while holding unchallenged top positions in terms of viewing rate and popularity. These dramas indicate the popular imagination and desire of Korean society in the 2010s during a period of upheaval. This paper analyzed imagination in melodrama with a focus on nation and emotions of individuals in and . In preexisting dramas, conflicts are often limited to individuals and families; on the contrary, in and , a nation appears as a motif that forms conflicts between individuals. In these intense situations of conflict, people make rational judgments at first; however, they soon dispose of such judgments and reveal value-oriented attitudes through emotions, which drive actions. Both dramas form poésie mainly through poetic rhyming and the mise-en-scène of objects. The dramas also amplify emotions. The main emotions of these dramas are sympathy and sadness. Such emotions are not consumed in itself; instead, they show moral aims through performativity. Consequently, sympathy becomes solidarity, and sadness becomes mourning. Unlike preexisting melodramas whose endings were simply pursuits of love and happiness within the realm of individuals, and demonstrate a moral imagination that simultaneously reminds us of the individual and community through solidarity and mourning.

  • 남북 공유하천은 크게 임진강과 북한강으로 대별된다. 이중 임진강은 2000년을 기점으로 상호 협력방안이 모색되고 있다. 그러나 북한강수계에서는 북한이 유역변경을 위해 대댐을 건설하여 운영중에 있는 등 남북관계에 있어서 협력과 갈등이 공존하고 있는 상황이다. 국제공유하천에 있어 수자원 개발과 이용은 협력과 공평성에 기초하여야 한다. 그러나 갈등은 모든 국제하천이 가지고 있는 공통의 문제로 해결을 위한 대안마련에 많은 노력이 필요하다. 그럼에도 국 내외의 사례에서 볼 수 있듯이 예방적 조치들이 미약한 것이 현실이다. 남 북한 공유하천에서도 수자원 이용과 관련된 문제점은 계속되고 있다. 특히, 북한강 수계의 경우 상류유역을 점하고 있는 북한이 임남댐을 건설해 유역변경 수력발전을 함으로서 하류를 점하고 있는 남한지역에서는 하천관리 및 용수공급 등 지장을 받고 있다. 얼마 전에는 댐의 안정성 문제가 제기되어 국가안보 차원에서 문제를 다루어야 할 정도로 중대 사안이 되었다. 임진강 유역에서는 수해방지를 위한 남 북한간 협력체제의 토대가 마련되어 가고 있지만 황강댐의 유역변경 이 구체화될 경우 문제는 더욱 복잡해진다. 본 연구에서는 국제공유하천의 갈등해소 이론을 바탕으로 보다 현실적인 접근방법을 대안으로 제시하고자 하였다.

A Study on E-Book Conflicts and Type of License (전자책 갈등과 라이선스 유형에 관한 연구)

  • The purpose of this study is to develop a reasonable improvement plan for e-book licenses as a prerequisite for the continued operation of library e-book services. The study aims to understand the fierce conflict surrounding e-book licenses between domestic libraries and the publishing industry and to propose solutions based on this understanding. To achieve this, the legal meaning of e-book licenses is analyzed, and the fundamental reasons for conflict between the publishing industry and libraries are examined in relation to the characteristics of e-books. In addition, various types of e-book licenses are classified, and the status of library e-book licenses and conflicts in major countries around the world, including Korea, the United States, Germany, France, and Japan, are investigated. Based on this, implications that can help resolve domestic issues are presented.

How Did the Press Report the Conflict Between Korea and Japan? : Focusing on Framing and Signifying Strategies (언론은 한일 갈등을 어떻게 보도했는가 : 프레임 유형과 의미화 방식을 중심으로)

  • This study critically reviewed whether the South Korean press reported the issue of conflict between South Korea and Japan in a way consistent with their journalistic values. To this end, this study conducted frame analysis and textual analysis for the articles of three press(Chosun Ilbo, Hankyoreh and KBS) from the three major branches of conflict (Korea's Supreme Court's ruling on forced labor compensation in October 2018, the Japanese government's decision to regulate exports in July 2019 and the Korean government's decision to end GSOMIA in August 2019) to one week. There were many superficial reports of simply relaying conflicts around the occurrence and outcome of events, and there were few reports that analyzed the context in depth or suggested alternatives. And partisan reporting, which is cited as a key issue in the Korean journalism, has been strongly revealed in the midst of a conflict between Korea and Japan, a national emergency situation.
