산업구조변화의 일반적인 추세는 나라마다 비슷한 모습을 보인다. 그러나 국가별, 산업별로 관찰해 보면 구조변화의 방향과 경로가 상당히 다양할 뿐 아니라 구조조정의 성과도 다르게 나타나고 있다. 본고(本稿)에서는 한국의 산업구조변화가 산업특성별로 어떻게 다른 모습을 보이고 있으며, 선진국들과 비교할 때 어떤 다른 특징이 관찰되는지를 검토함으로써 구조조정의 내용과 성과를 평가하고 정책적 시사점을 도출하고자 한다. 구조조정의 성과에 대한 평가의 근간은 "경제발전의 원동력은 혁신능력에 있다"는 "슘페터"의 명제에 두고 있다. 혁신집약적 산업활동의 비중변화를 기준으로 산업구조조정의 성과를 분석함에 있어 다음의 두가지 문제에 봉착하게 된다. 첫째, 혁신집약적 산업활동을 측정하기 위해 어떤 지표를 사용할 것인가, 둘째 혁신집약적 산업활동을 어떤 수준으로 분류할 것인가이다. 본고(本稿)에서는 산업별 연구개발 집약도를 혁신집약적 산업활동의 대용변수로 사용하여 혁신집약도의 정도에 따라 산업을 첨단기술산업, 중간기술산업, 재래기술산업의 세가지로 나눈 다음 수출구조변화, 생산 고용 부가가치 구조변화, 생산성 변화를 분석하였다. 제조업 수출에서 차지하는 첨단기술산업의 비중을 기준으로 한다면 구조고도화는 매우 빠르게 진전되었다. 첨단기술산업은 수출비중도 높지만 수입침투율도 가장 높다. 특히 수출주도의 고성장이 이루어졌던 1986~88년, 1994~95년 기간에 수출구조의 고도화도 급격히 이루어졌다는 사실은 해외경쟁에 노출되어 있는 수출부문이 제조업 구조고도화를 선도하고 있음을 시사하고 있다. 이에 비해 국내수요를 포함한 한국 제조업 전체의 생산, 고용, 부가가치 구조를 분석해 보면 수출부문에 비해 구조조정 성과가 상대적으로 낮은 것으로 평가된다.

This paper is aims to build the advancement structural model of GICOMS through identification of required system and improvement for implementation of e-Navigation. We derived nine improvement subject for model of advanced GICOMS through the analysis of problems for GICOMS and brainstorming with expert in the maritime safety. And we analyzed the structure of nine improvement subject using by FSM(Fuzzy Structural Modeling) method, and proposed a structural model that to grasp the correlation between elements. As a result, we found out that "advancement of GICOMS" is the final goal, and "improvement a system of information production", "improvement a scheme of information providing", "linkage between GICOMS and VTS" and "building global networks for safety cooperation" are located lowest level. Especially, "advancement of GICOMS" is influenced by "advancement function of VMS" and "Activation of usage" on middle level. We suggested that utilizing state-of-the-art IT facilities, equipment and expertise to improve and enhance the user-centered transition such as maritime workers for advancement of GICOMS based on proposed structure model.

Based on "The Global Gender Gap Report" by World Economic Forum, this study identified factors of gender gap and analyzed a relationship between income growth and economic structural improvement with 145 countries. Consequently, sex ratio has a positive relationship with GNI growth rate and ICT development index. Female illiteracy has a negative relationship with only GNI growth rate, and female seat of parliament has a positive relationship with only with only GNI growth rate. Female labor participation rate has a positive relationship with inly ICT development index. These results confirmed the importance of future female labor force. With these results, many countries will need to reconsider discrimination against women and establish strategy based on an institution and a policy to prepare the 4th industrial revolution.

2006년에는 특히 혁신을 통한 산업구조 고도화정책을 추진예정인 중국은 외자기업의 모회사와 자회사간 이전가격조사, 인민폐 외채 관리 강화를 통해 외자기업에 대한 관리를 전반적으로 강화하고 기존의 제조업 중심의 외자유입 체제를 서비스산업으로 확대해 나갈 방침이다. 중국 현지의 한국기업들은 중국정부의 정책변화에 부응하여 기존의 수출지향형 생산구조를 내수시장 진출형으로 전환하는 것이 바람직하며, 중국의 수출구조 고도화에 대응하기 위해 대중 수출제품의 첨단화를 추진해야 한다.

다수 사업체의 출현과 데이터 통신의 증가로 통신사업자의 사업환경은 급속한 변화를 겪고 있다. 이러한 사업환경 변화에 비추어 시내전화 사업자는 기존 동선 구조의 가입자망을 초고속 서비스에 적합하도록 고도화시켜야 하는 필요성을 가지고 있다. 본 연구는 기존 동선가입자망을 광가입자망으로 전환하는데 따른 시내전화 사업자의 의사결정문제에 대하여 전략적 의사결정 방법론을 제시하고자 한다. 이를 위해 본 연구에서는 ADSL 비용 모형을 개발하여 도심지역을 대상으로 현재 동선구조의 가입자망을 고도화시키기 위한 기술적 대안에 대하여 경제성 분석을 실시하였다. 또한 2010년간의 가상의 시나리오를 설정하여 통신사업자의 이익을 극대화시킬 수 있는 진화방법을 도출하였다.
