The Comparative Analysis of National ITS Standardization System (국가 ITS표준화추진체계 운영효율화방안 (한국.미국.일본사례 비교분석을 중심으로))

  • 본 연구는 한국, 미국, 일본의 ITS 표준추진체계 비교분석(Comparative Analysis)을 통해, 국가 ITS표준 추진체계의 운영효율화방안을 제언하는 것이다. 이를 위해 우리나라의 ITS표준추진체계의 문제점을 파악하고, 국외사례분석을 통해 이를 개선할 수 있는 대응방안을 제언하였다. 미국, 일본사례 비교분석결과, 국가ITS표준화추진체계의 효율적 운영을 위해서는 관.민협력적, 범부처적 국가ITS표준추진체계 모델을 정립하고, 국제표준과 연계하여 국가표준, 부처표준, 단체표준을 추진하되, 해당표준이 표준의 기능과 역할에 부합하도록 개발.제정되어야한다. 사업자와 수요자의 다양한 요구(Need)를 신속히 표준화할 수 있도록 단체표준화육성을 통해 국가 표준화하고, 특히 교통안전과 공공성에 관련된 ITS기술은 정부부터가 강력히 규제할 수 있는 기술기준(Technical Regulation)을 도입하도록 하였다. 아울러 표준제정 뿐만 아니라 데이터등록소(Data Registry) 및 웹기반의 표준화활동 등 표준화구축사업을 통해 표준화의 활동을 활성화하도록 제언하였다.

  • It is very important to research drivers' visual behavior. Angle of vision is very important and accounts for more than 90% as the source of driving information. In curve sections, drivers can know the front circumstances and drive more safely and comfortably through facilities guiding their eye movements. Therefore, the standards of installation and effectiveness of these facilities to guide drivers' gaze need to be reconsidered considering characteristics of drivers' eyes The national road no. 34 (Jincheon IC, Buckamri-Yiriangmun section), which is a high-accident-frequency location, is chosen for experimental place. The aim of this study is to understand the process of drivers' visual movement which is drivers' visual behavior and to check the facilities to guide their eyes. Another goal of this study is to improve facilities to guide drivers' eyes on a result basis of considering drivers' visual behavior especially for traffic safety in a high-accident-frequency curve sections.

  • This research develops a model of participation and scheduling choice of urban leisure activity. A nested legit model was found to be an appropriate approach. Data collected from Deagu and Pohang City were used for empirical estimation of model parameters. The empirical results confirmed several behavioral aspects associated with participation and scheduling choice of urban leisure activity. The paper presents a discussion on implications that can be inferred from the empirical results. Finally, future potential research question are also discussed.

  • Destination choice analysis is an important issue of transportation demand research. The current study analyses the influential factors for university students' trip destination choice. The university students differ from other population groups in many aspects. The study is concerned with shopping, leisure and amusement purposes of trips, other than obligatory trips such as going to school. University students' daily life differs from those of employees and middle and high school students in the sense that a lot of flexible activities are mixed with fixed activities such as work and school attending. A multinomial logit analysis investigates the significance of the impact of a set of variables including residential location, gender and income of the university student. The results show that these variables affect the destination choice of shopping, leisure and amusement. The analysis also provides interesting interpretation of the relationships of the variables with the location choices, which are particularly relevant to the university students.

  • 경제 성장과 함께 자동차의 수요가 늘어남에 따라 교통사고 발생 빈도는 꾸준히 증가하고 있다. 이에, 본 연구에서는 교통사고를 야기하는 도로 및 기상환경과 같은 조건을 활용하여 기계학습 모델을 통해 서울시 교통사고 사상자 수를 예측하는 모형을 찾고자 한다. 활용한 데이터는 도로교통 공단에서 제공하는 교통사고 사상자 수 정보를 포함하는 데이터로 2015년부터 2018년도까지 데이터를 학습에 사용하였고 2019년도 데이터를 테스트 평가에 사용하였다. 실증연구를 통해 트리 기반의 모델 별 성능을 비교하였으며 본 연구에 대한 결과는 사고 발생 시 우선순위에 의한 구조활동이 가능하게 함과 도로상황 및 기상을 고려한 안전운전 가이드 지식으로 활용될 수 있다.

  • This study proposed a traffic accident prediction model developed based on administrative districts of Seoul. The model was to find the relationship between accident rates and the representative land usage of the districts (development density) - the higher the development density (building floor area) is, the higher the traffic accident rate is. The findings showed that traffic accident statistics differ from (1) residential building floor area, (2) commercial building floor area and (3) business building floor area.

  • 본 논문은 대학생들의 봉사활동 경험과 사회복지의식에 관한 것으로 대학생들의 인구사회학적 배경에 따른 사회복지의식의 변화는 차이가 없으나 봉사활동 경험의 유무에 따른 사회복지의식의 변화는 유의미한 차이를 보였으며, 특히 자원봉사활동 경험이 있는 대학생들이 그렇지 않은 대학생들보다 사회복지의식이 높은 것으로 나타났다.

A Study on the Transport-related Impacts of Flexible Working Policy using Activity-Based Model (활동기반모형을 이용한 유연근무제의 교통부문 영향 연구)

  • This study aims to evaluate the availability of ABM (Active-Based Model), FEATHERS, as a policy evaluation tool. To achieve the goal, scenario analysis on flexible working policy was conducted to measure its impact on activity-travel behavior. As a consequence, there seems no significant change in worker's daily life, other than mitigating traffic congestion due to decreasing commuting travel in the rush hour. The result of VKT (vehicle kilometers traveled) shows an opposite pattern according to given household/individual constraints. The scenario analysis on telecommuting indicates a decreasing trend in both travel frequency and distance because of the diminished number of commuting trips. As the activity space of telecommuters is shifted to a residential area, there are more short-distance trips by using non-motorized transport, which leads to decrease in VKT (using a private vehicle). Thus, the sensitivity of VKT by population groups varies due to transport mode shift (between personal and another mode) and growing non-work trips (using a private mode). This study found few things. First, it is necessary to evaluate the details of policy impact by population groups since it can be varied depending on household/individual characteristics. Second, the case study shows a promising performance of ABM as policy measurement that provides reality in policy evaluation. Third, ABM allows us to do more accurate analysis (i.e. time-series analysis by population groups) of policy assessment than those of FSM (Four-Step Model). Lastly, a further effort in data collection, literature review, and expert survey should be made to enhance the accuracy and confidence of future research.

Spatio-temporal Analysis of Population Distribution in Seoul via Integrating Transportation and Land Use Information, Based on Four-Dimensional Visualization Methods (교통과 토지이용 정보를 결합한 서울 인구분포의 시공간적 분석: 4차원 시각화 방법을 토대로)

  • Population distribution in urban space varies with transportation flow changing along time of day. Transportation flow is directly affected by the activities of urbanites and the distribution of related facilities, since the flow is the result of moving to the point where the facilities associated with their activities are located. It is thus necessary to analyze the spatio-temporal characteristics of the urban population distribution by integrating the distribution of activity spaces related to the daily life of urbanites and the flow of transportation. The purpose of this study is to analyze the population distribution in urban space with daily and weekly time bases using the building database and T-card database in the city of Seoul, which is rich in information on land use and transportation flow. For a time-based analysis that is difficult to grasp by general statistical techniques, a four-dimensional visualization method combining time and space using a Java program is devised. Dynamic visualization in the four-dimensional space and time allows intuitive analysis and makes it possible to understand more effectively the spatio-temporal characteristics of population distribution. For this purpose, buildings are classified into three activity groups: residential, working, and commercial according to their purpose, and the number of passengers traveling to and from each stop site of bus and subway networks in the T-card database for one week is calculated in one-minute increments, Visualizing these and integrating transportation and land use, we analyze spatio-temporal characteristics of the population distribution in Seoul. As a result, it is found that the population distribution of Seoul displays distinct spatio-temporal characteristics according to land use. In particular, there is a clear difference in the population distribution pattern along the time axis according to the mixed aspects of working, commercial, and residential activities. The results of this study can be very useful for transportation and location planning of city facilities.

우리나라의 공역관리 개선방안

  • 우리나라가 관할하는 공역의 넓이는 약 40만$\textrm{km}^2$로 주한미군이 1952년부터, 국방부가 1958년부터 관리해 오다가 1995년에 건설교통부가 공역관리 업무를 인수하였다. 우리나라의 공역(대구 FIR)에는 비행금지구역, 비행제한구역, 위험구역, 경제구역, 훈련구역, 군작전구역 등 무려 114개의 특수목적 공역이 설정되어 있어 민항공기의 운항이 자유롭지 못하다. 또한 내륙을 중심으로 14개의 접근관제규역이 설정되어 있고 각기 관할구역에 대하여 배타적인 권리를 행사함으로써 신공항건설에 따라 운항이 필요한 소요공역 확보에도 애로가 많은 실정이다. 항로는 국내항로 5개, 국제항로 11개 등 모두 16개의 항로를 운영하고 있으나 대부분 한 개의 항로를 양방향으로 운영하고 있어 교통량 처리가 어려운 실정이고 항공교통량 전체의 75%가 수도권으로 집중되는 현상이 나타나 안전도 확보에도 지장을 주고 있다. 우리나라는 군사적 특수성 때문에 군의 작전비행 활동이 상당히 많으나 관제 및 비행절차에 관한 규정을 군과 민이 각각 달리 운영하고 있는 문제점들이 있다. 금번 세미나에서는 군의 작전활동을 유지하면서 민 항공의 안전성, 경제성 등을 확보하기 위하여 1)국제민간항공기가 제정한 공역등급화(ATS Air Space Spacification)방안, 2)접근관제구역의 조정개선 방안 3)특수공역의 합리적 운영방안, 4)항로의 적선화, 복수의 일방통행 항로 확보 및 국제연결 항로의 다양한 방안, 5)군민간의 관제규정의 일원화 방안 등을 제안하고자 한다.
