Management Of Road Ledger Using Facility Database (시설물 데이타베이스에 의한 도로대장관리)

  • This study is a efficient management techniques of road by facility database. The purpose of road ledger investigate the property of road facility, the present condition of the location, the quality of the material of the ground and underground facility. Also, this is used to make plan for construction, and investment program of the road. To build road database, photogrammetry, ground control surveying and aerial photogrammetry must be performed. After the research of the road facility, a underground facility map and the road drawings are to be made. In this study, model area is the KUMJUNG-KU in Pusan where an industrial road is located on. There are about 7,000 signal lampes and traffic safety boards. It is possible to manage scientifical and efficient road ledger though statistical handling using facility database. In this paper, authors found the database of road facility through basic circumstances in the use of SML of ARC/INFO.

  • Philippines as one of the developing countries in Asia which is compose of more than 7000 islands. Air, Water and Land transportation are the means of travel in the country, however, transportation of goods and services between islands takes place through RoRo ships. There are about 154 RoRo routes connecting the islands in the Philippines and since its establishment, the incomes of the municipalities near the ports have increased by 7%. It is because of the increase of tourist, decrease of cost of transportation and travel time. In order to improve some of the routes in the Philippines, the researcher would like to suggest that the shipping companies should consider to upgrade some vessels. That is to have a vessel with a high-capacity storage for vehicles and goods so that mass transportation made. Another is that the ports need to be upgraded as well.

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

Development of Measure of Effectiveness (MOE) and Algorithm for Hazard Level at Curve Sections (곡선부 위험도 판정척도 및 알고리즘 개발)

  • At present, there is a no rational MOE for evaluating hazard level at curve sections. Therefore, this study focus on developing the MOE and algorithm for hazard level at curve sections. The scopes of this study limited to rural two-way roads. Actual data used is accident, geometric features, safety facilities of the selected sites at curve sections. In order to develop MOE for hazard level at curve sections, accident contributing factors were classified by road geometry, visual guidance facility, speed and driver factor. A relationship between the four factors mentioned and accidents was conducted. And, the MOE for hazard level at curve sections was derived from the previous relationship analysis, and the algorithm for hazard level was developed. Finally, worksheets were suggested based on the MOE and algorithm for road designers. These developed MOE and algorithm can be used to reduce serious accident contributing factors when designing roads and also, these will be used to determine an order of priority when reconstructing roads.

  • Currently, in Korea, due to the rapid aging and deterioration of facilities, the minimum Maintenance Level and Performance Level' of facilities are required by the 'Facility Safety Act' or 'Infrastructure Management Act'. Since infrastructure assets have a long lifespan and the pattern of deterioration over time is complex, it is very difficult to maintain infrastructure as 'minimum maintenance state' or 'minimum performance state' by the current way of management. 'Asset Management' shall be performed not only by a technical perspective, but also by an accounting perspective such as cost and asset value. However, due to lack of awareness of 'asset management' among stakeholder, only technical perspective management is being carried out in practice. In order to effectively manage infrastructure assets, complex consideration of various asset value factors such as budget and service as well as safety and durability are required. In this paper, we presented a theory to evaluate and quantify the road network value for efficient asset management of the road network. We also presented a method of simulation to apply the theory presented in this paper. Through simulation and the results derived from this study, it is possible to specify the budget for the future national asset management, and to optimize the strategy for the management of old road facilities.

  • 우리나라의 교통사고발생은 OECD국가 중 인구 10만명당 사망자 14.9명으로 29개국 중 25위로 최하위권에 머물러있는 실정이다. 본 연구는 현재 적용하고 있는 우리나라 도로구조시설기준에서 정지시거에 대한 기준이 현실적이지 못하다고 분석되었기 때문에 근거리사진측량을 이용하여 3차원 모델링하고 정지시거를 명확한 근거에 기준하여 이를 규명하고자 수행하였다. 따라서 본 연구는 도로 정지시거의 기준을 재정립하여 안전하고 쾌적한 도로설계 기준을 제시하는데 그 목적이 있다.

Evaluation of Highway Traffic Safety using Reliability Theory (신뢰도를 활용한 도로시설 교통안전성 평가기법)

  • PURPOSES : This paper proposes a reliability index for the safety evaluation of freeway sections. It establishes a reliability index as a safety surrogate on freeways considering speeds and speed dispersions. METHODS : We collated values of design elements including radii, curve lengths, vertical slopes (absolute values), superelevations, and vertical slopes from seven freeway sections in Korea. We also collected data about driving speeds, traffic accidents, and their deviations. We established a reliability index using these variables. RESULTS : The average radii, curve lengths, and superelevations are highly correlated with the incidence of traffic accidents. Deviations in radius and curve lengths show an especially high correlation. The reliability index, derived from speed and speed dispersions of the seven freeway sections, also correlated highly with accidents with a correlation index of 0.63. CONCLUSIONS : Since the reliability index obtained from speed and speed dispersions are highly correlated with traffic accidents, we conclude that a reliability index can be a safety surrogate on freeways considering speeds and speed dispersions together in terms of design and operational levels.

정보시대의 국가지리 정보체계 (7)-서울시 지하매설물안전관리를 위한 GIS 활용방안

  • 지하매설물이란 땅속에 묻혀있는 상수, 하수, 전기, 통신, 전력 등 도시기반시설을 의미하며, 지상시설물에 비해 관리가 어렵고 예기치 않은 사고로 인해 많은 재산상, 인명상 피해를 입힐 가능성을 안고 있다. 우리는 서울 아현동과 대구에서의 대형 가스폭발사고, 도로굴착공사가 끝난지 얼마 안되는 지점에 또다른 매설물의 매설 또는 유지보수를 위해 중복공사가 일어나 교통에 혼잡을 유발하게 되는 경우를 빈번하게 경험하면서 도시의 동맥역할을 하는 이러한 지하매설물에 대한 체계적 관리가 시급함을 실감하게 된다. 특히 선진외국에서 GIS를 도입하여 지하매설물을 데이타베이스화하고 지하매설물 관리체계를 개발하여 지하매설물을 체계적으로 계획하고 관리하며, 대형사고를 사전에 예방하고, 사고가 일어난 경우에는 GIS를 활용하여 보다 신속하게 대처함으로서 피해를 최소화하는 실정을 감안할 때 GIS도입이 이러한 매설물에 대한 체계적 관리를 가능하게 하는 방안으로서 적극적으로 검토되어야 함을 느낀다. 본 글에서는 첫째, 이러한 지하매설물의 관리실태와 문제점을 분석하고 둘째, 현재 국가 및 서울시에서 추진 또는 계획 중인 지하매설물 관리체계 구축사업내용과 셋째, 지하매설물 데이터베이스가 어떻게 구축되고 유지.관리되어야 할 지에 대하여 간략히 살펴보고자 한다.

  • 해저터널은 태풍, 폭우 등과 같은 악천후에도 안정적으로 자국내 도서지역 및 인접국가간 교통 및 물류수송체계 운용을 가능하게 하는 주요 사회기반시설로서 활용되어왔다. 이러한 해저터널 프로젝트를 안전하고 경제적으로 수행하기 위해서는 해저터널의 공학적 특성을 정확하게 이해하는 것이 매우 중요하다. 이에 해저터널의 지반조사를 중심으로 전반적으로 언급하였다. 해저터널은 육상터널과는 달리 조사, 설계 및 시공단계에 있어 많은 불확실성과 위험성을 가지고 있으므로, 프로젝트의 특성에 맞는 정밀하고 정확한 조사는 해저터널의 성공여부를 좌우할 수 있다. 따라서 계획단계에서 철저한 문헌조사 연구 및 해저지형, 지질구조 등에 대한 이해를 기반으로 해저지반 조사계획을 수립 및 수행하여야 한다. 또한 해저터널의 특성상 완벽한 지반조사는 불가능하므로 광범위한 조사에도 불구하고 사전에 예상치 못한 불량한 지반조건을 마주칠 가능성이 크므로, 불확실성과 위험성을 염두에 두고 설계 및 시공에 임하여야 한다.
